:01:05. > :01:07.reflect the Scottish Government taking on risk for policy choices so

:01:08. > :01:12.that if they make good policy choices and raise additional revenue

:01:13. > :01:16.they keep that revenue, but if they make propulsive choices and the

:01:17. > :01:19.revenue is less that anticipated, then they have to bear the

:01:20. > :01:25.consequences of that. The Treasury think a deal is close. The Scottish

:01:26. > :01:29.Government do not. The SNP say on some point it is trying to pull the

:01:30. > :01:34.wool over their eyes. They are trying to embed apricots in the

:01:35. > :01:39.block grant that Scottish tax raising powers could possibly

:01:40. > :01:45.deliver. That is detrimental to Scotland and clearly breaches the

:01:46. > :01:48.Smith Commission proposals. While the fiscal framework may sound very

:01:49. > :01:52.technical, it is incredibly important our lives. These have

:01:53. > :01:58.fundamental consequences for the amount of money that a future

:01:59. > :02:03.Scottish Government will have at its disposal, the amount of taxes that

:02:04. > :02:07.the population will be expected to contribute, about the level of

:02:08. > :02:13.services that they can expect to be provided. Chief Secretary to the

:02:14. > :02:14.Treasury will visit everyday First Minister John Swinney for crunch
