:00:23. > :00:34.At the moment, Scotland gets a lump sum in cash every year from the

:00:47. > :00:50.Ministers here and in Westminster want the best deal for Scotland, and
:00:51. > :00:54.one which is fair to the rest of the UK. But there is a lot of horse
:00:55. > :00:59.trading over how best to achieve that. This UK Government minister
:01:00. > :01:04.says both sides accept any agreement comes with risks. A deal has to
:01:05. > :01:07.reflect the Scottish Government taking on risk for policy choices so
:01:08. > :01:12.that if they make good policy choices and raise additional revenue
:01:13. > :01:16.they keep that revenue, but if they make propulsive choices and the
:01:17. > :01:19.revenue is less that anticipated, then they have to bear the
:01:20. > :01:25.consequences of that. The Treasury think a deal is close. The Scottish

:01:35. > :01:39.block grant that Scottish tax raising powers could possibly
:01:40. > :01:45.deliver. That is detrimental to Scotland and clearly breaches the
:01:46. > :01:48.Smith Commission proposals. While the fiscal framework may sound very
:01:49. > :01:52.technical, it is incredibly important our lives. These have
:01:53. > :01:58.fundamental consequences for the amount of money that a future
:01:59. > :02:03.Scottish Government will have at its disposal, the amount of taxes that

:03:47. > :03:49.Leigh Griffiths getting the first goal after 20 minutes, eventually
:03:50. > :03:56.getting it over the line via his hand. At such a fortune about the
