:00:45. > :00:50.to be for even longer. In 2012 they could stay for up to two years. Now

:00:51. > :00:53.the only way a graduate from south America or the far East can stay

:00:54. > :01:02.long term is if they get a work visa. The UK Government that the old

:01:03. > :01:05.system was being abused. They say it undermined work migration routes and

:01:06. > :01:09.the reputation of the education system. Some universities were

:01:10. > :01:14.unhappy when the system was changed. There were claims that they would be

:01:15. > :01:20.a brain drain of talent. The Scottish Government never agreed

:01:21. > :01:22.with the changes. Today a report by a Holyrood committee highlights

:01:23. > :01:27.claimed that money has been lost to the Scottish economy as a result. In

:01:28. > :01:32.the report committee members recommended that the UK Government's

:01:33. > :01:35.Immigration Minister should come to Holyrood to explain what evidence

:01:36. > :01:41.the UK Government would need to bring about a change in policy. This

:01:42. > :01:44.taps into a bigger debate about immigration policy and whether one

:01:45. > :01:48.system is right for the whole of Britain. The UK Government says it

:01:49. > :01:52.is open to improvements but has no plans to go back to the old system.
