:00:14. > :00:18.The Prime Minister David Cameron has said the vote will take place

:00:19. > :00:33.After long talks with the EU leaders, David Cameron today emerged

:00:34. > :00:39.from Number Ten to declare that he would be campaigning for the UK to

:00:40. > :00:43.stay in a reformed EU. And he called the date for the referendum. I will

:00:44. > :00:48.go to Parliament and propose that the British people decide our future

:00:49. > :00:55.in Europe through an in-out referendum on Thursday the 23rd of

:00:56. > :01:00.June. In doing so, he fired a starting gun for the campaign ahead.

:01:01. > :01:04.Soon after David Cameron struck his deal with European leaders

:01:05. > :01:10.campaigning in the referendum got underway in earnest. Here in

:01:11. > :01:15.Glasgow, and across Scotland. The campaign to stay in the EU has been

:01:16. > :01:20.backed by the leaders of Scotland's main political parties, but nothing

:01:21. > :01:24.is being taken for granted. I would like to think we have the majority

:01:25. > :01:29.of Scotland behind us. People in Scotland understand what working in

:01:30. > :01:32.Europe does Andy protections and opportunities it gives them. We had

:01:33. > :01:36.a positive message from the First Minister about it as well, but we

:01:37. > :01:43.are not complacent. Campaigning in Edinburgh, supporters of a vote to

:01:44. > :01:47.leave the EU say things are far less clear-cut. I think the gap will

:01:48. > :01:51.narrow between Scotland and England. At the end of the day, the momentum

:01:52. > :01:55.is with us. I believe the United Kingdom and Scotland will vote to

:01:56. > :01:59.leave. David Cameron now wants to get on with the referendum, but the

:02:00. > :02:04.timing means a clash with the Holyrood election on May the 5th. I

:02:05. > :02:07.think it is the wrong date, not just because of the overlap with the

:02:08. > :02:11.Scottish parliament elections, but also because we need time to have

:02:12. > :02:16.the big positive debate I have been talking about. But that is passed.

:02:17. > :02:20.The date has been named, so it's time to get on with it. And that is

:02:21. > :02:23.exactly what both sides of the campaign will be doing in the coming

:02:24. > :02:25.weeks. Then the decision on whether Britain should remain in or leave

:02:26. > :02:27.the EU is up to you. A 36-year-old man has been arrested

:02:28. > :02:38.and charged with the murder Five-month-old Hayley Davidson died

:02:39. > :02:42.in hospital on Wednesday. She had been there since Sunday,

:02:43. > :02:45.after police were called to a house in Buckhaven following a report

:02:46. > :02:47.of concern for a child. Mountain rescuers, a dog and a drone

:02:48. > :02:50.have been deployed in the search for a pair of climbers

:02:51. > :02:52.missing on Ben Nevis. Tim Newton and Rachel Slater

:02:53. > :03:12.from Yorkshire were reported missing One year on from their Lord, the

:03:13. > :03:14.cross-party disability campaign group One In Five have held a rally

:03:15. > :03:21.outside the Scottish Parliament. Disabled and non-disabled political

:03:22. > :03:25.figures from across the political spectrum came together this

:03:26. > :03:30.afternoon outside the Scottish Parliament. One of the aims of

:03:31. > :03:32.today's rally is to improve the representation of disabled people in

:03:33. > :03:38.political life. To coincide with this rally, the Scottish Government

:03:39. > :03:43.announced a new fund of ?200,000 to try and help disabled people into

:03:44. > :03:47.politics. The One In Five campaign, who organised today's events,

:03:48. > :03:52.welcomed the announcement of this new fund. The One In Five campaign

:03:53. > :03:55.is delighted with the Scottish Government's announcement of the

:03:56. > :03:59.democratic participation fund. This will smash the barriers, both

:04:00. > :04:04.financial and non-financial, that is able to people face in entering

:04:05. > :04:09.politics. Today's event also ensures that political parties are putting

:04:10. > :04:13.disabled people's writes in their manifestos. It is not just about

:04:14. > :04:18.money, it is also about making sometimes very practical changes. It

:04:19. > :04:27.is not rocket science, let's do something about making sure meetings

:04:28. > :04:29.are held in accessible places, that communication methods are

:04:30. > :04:32.accessible. Disabled people represent 20% of the electorate, and

:04:33. > :04:34.it is time their rights were put front and centre of what happens in

:04:35. > :04:40.Scotland. I encourage every disabled person to use their vote in May. 20%

:04:41. > :04:44.of Scotland's population has a disability, but only 5% of them are

:04:45. > :04:46.in politics. One thing that this campaign hopes to change.

:04:47. > :04:49.Now, let's get the weather picture for the rest of the weekend.

:05:07. > :05:09.country for some. The snow risk continues across the north-west,

:05:10. > :05:14.with some ice as well. There is a Met Office yellow warning in force.

:05:15. > :05:21.For most, the showers this evening will be offering, driven by strong

:05:22. > :05:25.westerly winds. On the high roads, some difficult conditions with that

:05:26. > :05:30.snow. By tomorrow, still wet in the West. Drier for the East towards

:05:31. > :05:35.parts of the Lothians and Aberdeenshire. But further west, a

:05:36. > :05:39.pretty wet start, with heavy snow across the higher roads here.

:05:40. > :05:42.Difficult conditions here at times. As we head to the

:05:43. > :05:46.Difficult conditions here at times. the East-West split continues, wet

:05:47. > :05:54.in the West, drier the further east you are. Across the UK as a whole,

:05:55. > :05:58.some fairly heavy rain. South of Manchester and Birmingham will be a

:05:59. > :06:08.bit drier, but fairly cloudy. Mild, though. As we had through this time

:06:09. > :06:12.tomorrow night, we see a change as winds via more northerly. That is

:06:13. > :06:15.how Monday looks, with the isobars coming straight down from the north.

:06:16. > :06:20.So a cold northerly wind, but I am bright weather. Most of the showers

:06:21. > :06:23.are confined towards the north and the Northern Isles.
