:00:00. > :00:10.MSPs have tonight voted to endorse the Scottish Government's

:00:11. > :00:14.The Finance Secretary John Swinney announced extra cash for pupils

:00:15. > :00:18.from disadvantaged backgrounds and argued that his overall package

:00:19. > :00:24.But opponants said the new money was "window dressing" in the face

:00:25. > :00:36.From Holyrood, here's our political editor Brian Taylor.

:00:37. > :00:45.And this is a protest outside parliament claiming that spending

:00:46. > :00:54.cuts will cost thousands of jobs. John Swinney disagrees. I frankly

:00:55. > :00:59.think the claims about public sector employment are exaggerated. Mr

:01:00. > :01:05.Swinney said only 500 devolves public sector jobs had gone in the

:01:06. > :01:11.last year. Employment was up by 20,000. Facing opposition pressure,

:01:12. > :01:15.he announced new cash for pupils from disadvantaged backgrounds. I

:01:16. > :01:21.can confirm that I intend to double the funding that we will allocate to

:01:22. > :01:28.the attainment Scotland fund, taking that from ?80 million to a total of

:01:29. > :01:33.?160 million. To help cities and towns across Scotland, he announced

:01:34. > :01:38.?160 million. To help cities and a scheme for empty industrial

:01:39. > :01:46.properties. He said the budget defended hard-working families. His

:01:47. > :01:54.claim about public sector jobs angered the Labour leader. 170 jobs

:01:55. > :01:59.were lost in Lanarkshire this week. Highland 282 possible Sunni posts.

:02:00. > :02:08.Across Scotland thousands of workers are losing their jobs. The Labour

:02:09. > :02:14.leader at SNP 's... Mr Swinney said cash for education felt far short. I

:02:15. > :02:20.welcome the decision by John Swinney today. Over his attainment fund.

:02:21. > :02:24.That is welcome. I think it is window dressing with a budget that

:02:25. > :02:30.is slashing public services to the quarter. The Tories warned cuts to

:02:31. > :02:38.budgets would be damaging. We should not forget that for a lot of working

:02:39. > :02:41.people, returning to work, such as women who have taken time out to

:02:42. > :02:55.raise children, these part-time courses are essential. Yes, 64.

:02:56. > :02:57.Nope, 57. John Swinney's budget has gone through. A rehearsal of the

:02:58. > :03:01.arguments for the coming elections. Meanwhile at Westminster

:03:02. > :03:03.the Prime Minister has praised settlement which will underpin

:03:04. > :03:07.the new Scotland Bill - saying it is fair for Scotland

:03:08. > :03:10.and the rest of the UK. The SNP welcomed the agreement -

:03:11. > :03:13.but said it had been the action of ministers in Edinburgh that had

:03:14. > :03:15.stopped the Treasury cutting Here's our Westminster

:03:16. > :03:27.Correspondent David Porter. After months of hard pounding on the

:03:28. > :03:31.financial nitty-gritty of more devolution, more tax powers for

:03:32. > :03:38.Holyrood, and agreement of what it will mean. For all sides, a sense of

:03:39. > :03:42.satisfaction and relief. I am happy that the negotiations went as the

:03:43. > :03:50.dead. I am happy that Lord Smith, who is responsible for so much of

:03:51. > :03:55.this, says it delivers both in fool. No more grievance, no more fussing

:03:56. > :04:01.about process, no more arguments about the arrangements. Now it's

:04:02. > :04:08.time to get on and got burned. Statement, the Secretary of State

:04:09. > :04:14.for Scotland. Later he held it as a truly historic deal. Others agreed.

:04:15. > :04:19.The transfer of significant powers to Scotland. As Lord Smith has said

:04:20. > :04:22.himself, it sees the recommendation of the Smith commission delivered in

:04:23. > :04:29.himself, it sees the recommendation fool. Despite the overall welcome,

:04:30. > :04:33.being Scotland there will always be a political edge. When the

:04:34. > :04:39.negotiations first began, the budget faced the threat from the Treasury.

:04:40. > :04:44.This week it was ?3 billion, yesterday morning it was 2.5 billion

:04:45. > :04:50.pounds. Last night my colleagues secured a deal that Scotland will

:04:51. > :04:56.not be a pound or a penny worse off in the new powers that will promised

:04:57. > :05:00.will be delivered. What has been agreed? The Scottish Government will

:05:01. > :05:09.get to keep all taxes such as income tax and VAT. The controversial

:05:10. > :05:15.Barnett funding formula continues. Signs tonight that that will cause

:05:16. > :05:21.tensions. As long as we maintain the outmoded Barnett formula, it is

:05:22. > :05:27.disadvantage in the English, we will stoke up resentment on both sides of

:05:28. > :05:32.the border. The field details will emerge shortly. Exactly how Holyrood

:05:33. > :05:33.uses its new powers, look set to loom large in the upcoming

:05:34. > :05:37.elections. A study of Ebola survivors

:05:38. > :05:40.in West Africa has found that most of them

:05:41. > :05:41.have experienced some form of brain problem,

:05:42. > :05:43.after being infected with the virus. The work by American researchers has

:05:44. > :05:46.been presented a day after the South Lanarkshire nurse,

:05:47. > :05:48.Pauline Cafferkey, was admitted to hospital for a third time,

:05:49. > :05:50.since contracting Police say a teenager died

:05:51. > :05:58.when the van he was driving collided with a private school coach bus

:05:59. > :06:00.in North Lanarkshire earlier. The crash happened on the A803

:06:01. > :06:03.Stirling Road at Banton, near Kilsyth, at around

:06:04. > :06:05.8 o'clock in the morning. The 19-year-old driver -

:06:06. > :06:07.named as Kieran Swinton from East Lothian -

:06:08. > :06:09.was pronounced dead at the scene. The one child on the school coach

:06:10. > :06:14.was shaken but unhurt. One person has been airlifted

:06:15. > :06:16.to hospital following a serious The accident happened just

:06:17. > :06:20.after 4 o'clock on the A96 Three more people

:06:21. > :06:25.were seriously injured. If you go to the doctor

:06:26. > :06:29.with a mental health problem, should you be treated with the same

:06:30. > :06:32.urgency as if you had Currently that's not the case

:06:33. > :06:36.as target times for treatment for pychological

:06:37. > :06:37.therapies are longer. Not surprisingly Scotland's largest

:06:38. > :06:56.mental health charity thinks Michelle has had depression for six

:06:57. > :07:00.years. She tried to get counselling from her doctor but the wait was too

:07:01. > :07:09.long. It's a big black cloud over a year. You do not know what is wrong.

:07:10. > :07:12.You know something is not right. I'm waiting to have that help and

:07:13. > :07:20.support to treat it and deal with it and learn how to cope with it, it

:07:21. > :07:25.makes it worse. To the point where I actually thought, what is the point

:07:26. > :07:31.in going on any more? She feels if an illness is not visible people do

:07:32. > :07:35.not take it seriously. People do not accept it as readily. I have been

:07:36. > :07:40.told, what have you got to be depressed about? Get over it. You

:07:41. > :07:49.don't look depressed. You do not look ill. Because my arm is not in

:07:50. > :07:52.plaster, I am not ill. One of the largest mental health charities in

:07:53. > :07:58.Scotland says conditions like anxiety should have waiting times of

:07:59. > :08:03.12 weeks, instead of 18. This is urgent. People are becoming more

:08:04. > :08:09.mentally unwell. These are too long and people at our charity have

:08:10. > :08:14.spoken to people who are concerned. The treatment should be available at

:08:15. > :08:15.the earliest opportunity. The Government welcomes

:08:16. > :08:19.The Government welcomes the recommendations.

:08:20. > :08:22.Police are examining claims from a prisoner in Northern Ireland

:08:23. > :08:23.that the Scottish serial child killer

:08:24. > :08:25.Robert Black confessed to several more killings.

:08:26. > :08:27.Detectives questioned Barry McCarney last week.

:08:28. > :08:30.He was housed with Black, and it's understood he told prison

:08:31. > :08:42.officers that Black had admitted to murdering more children.

:08:43. > :08:44.Families in a street in Bathgate got a shock

:08:45. > :08:46.when they looked our of their windows this morning.

:08:47. > :08:48.A large water main had burst flooding the road

:08:49. > :08:50.and then their homes - and it's not the first

:08:51. > :09:03.Cars up to the roof in water, cars submerged. This was more like a

:09:04. > :09:07.small lake. People here this morning were just getting ready for work

:09:08. > :09:14.when water from the burst main came rushing down here and a huge torrent

:09:15. > :09:18.headed down the street, engulfing the houses and cars. The first job

:09:19. > :09:22.for fire crews was to rescue some families from their homes before the

:09:23. > :09:29.job of pumping away the water could begin. 24 properties in the street

:09:30. > :09:33.alone were affected. Some cars were flooded beyond the roof and some of

:09:34. > :09:41.these properties, the brickwork, you can see were covered in for feet of

:09:42. > :09:45.water. The flood this morning is all the more concerning the residents

:09:46. > :09:49.here is the same thing happened four years ago when the water main burst.

:09:50. > :09:56.Once again, they are counting the cost. That is my company car. It is

:09:57. > :10:00.completely ruined. It's a right. This has happened before and the

:10:01. > :10:04.second time it happened to me. I came down the stairs to try and pick

:10:05. > :10:11.as much dust out of my doctor's room. I saved her make up and so she

:10:12. > :10:16.was quite happy with that. I left stuff on my floor. I've lost a lot

:10:17. > :10:22.of shoes, clothes. All the small things that you don't think you need

:10:23. > :10:26.but you do. Scottish water say they are investigating why the burst

:10:27. > :10:31.happened and they have to replace a section of the water main. The last

:10:32. > :10:34.time this happened this family had to move out for six months. They

:10:35. > :10:37.wait to see how long it will be this time.

:10:38. > :10:40.A man has appeared in private at Jedburgh Sheriff Court charged

:10:41. > :10:41.with the murder of 75-year-old David Farish.

:10:42. > :10:44.Richard Cassidy, who's 68, is accused

:10:45. > :10:47.of stabbing Mr Farish to death at the victim's

:10:48. > :10:48.home in Tweedbank last Tuesday.

:10:49. > :10:50.Mr Cassidy, of no fixed abode, made no plea or declaration

:10:51. > :10:58.The chief executive of Scotland's health service has

:10:59. > :11:02.Paul Gray was giving evidence to Holyrood's Audit Committee,

:11:03. > :11:04.as MSPs investigate a potential fifty million pounds it overspent

:11:05. > :11:07.on call handling by the health advice line.

:11:08. > :11:09.Committee members expressed their frustration so much money had

:11:10. > :11:16.been wasted on a badly drawn-up contract.

:11:17. > :11:23.Well, It's over to Christopher for the weather.

:11:24. > :11:32.It is cold tonight. A lovely picture from one of our weather watchers.

:11:33. > :11:38.Those clear conditions mean frost and some snow showers, the risk of

:11:39. > :11:42.ice. A yellow weather warning from the Met office. Snow most frequent

:11:43. > :11:49.across Shetland tonight. Some showers around the coastline as

:11:50. > :11:53.well. Anywhere around the coasts we could see showers. Temperature is

:11:54. > :12:01.subsea rose in town. In the countryside below. Some part of

:12:02. > :12:06.minor Scotland will see minus eight Celsius. Some showers pushing in

:12:07. > :12:11.across Shetland. For many it is a cold, dry frosty start but hopefully

:12:12. > :12:15.a sunny one. Here are the temperature for tomorrow morning,

:12:16. > :12:21.still freezing across most of the country but hopefully some sunshine.

:12:22. > :12:27.Some cloud up north into Harris. Those snow showers continue across

:12:28. > :12:33.Shetland. The snow and the winds here will ease. Across most of the

:12:34. > :12:39.country, bright and sunny. Some bright showers pushing through the

:12:40. > :12:46.north. Plenty of sunshine, crisp conditions. Average temperatures

:12:47. > :12:51.cooler three degrees Celsius. It should feel pleasant. Low nearby but

:12:52. > :12:58.it should not trouble us to map should. Dry as we heard towards

:12:59. > :13:03.bursty evening. Wintry at times in the hills. For many, another cold

:13:04. > :13:12.and dry night. There is that low-pressure. For us, affecting some

:13:13. > :13:18.parts of the south west in tyrants of more cloud. Many on Friday, a

:13:19. > :13:21.cold and bright day. Highs of three to five Celsius. That is the

:13:22. > :13:23.forecast for now. Our next update is during Breakfast

:13:24. > :13:26.at 6.25 tomorrow morning. But from everyone on the

:13:27. > :13:32.late team, goodnight.
