:00:44. > :00:49.Paramedic Gary Gillespie told how he found Bailey lying

:00:50. > :01:08.He described him as the palest person he had ever seen.

:01:09. > :01:10.Mr Gillespie said as well as looking very pale,

:01:11. > :01:16.He had a wound and signs of a catastrophic loss of blood.

:01:17. > :01:19.Resuscitation attempts continued until they reached

:01:20. > :01:26.Asked if there was anything more that could have been done,

:01:27. > :01:31.In the immediate aftermath of the incident, the 16-year-old boy

:01:32. > :01:34.who was accused of murdering Bailey Gwynne, whom we cannot name

:01:35. > :01:36.for legal reasons, was taken to the headteacher's office.

:01:37. > :01:46.Soon, two police officers arrived and the accused was handcuffed.

:01:47. > :01:49.The accused is reported to have asked if he was dead.

:01:50. > :01:59.He said it was just a moment of anger.

:02:47. > :02:50.But Labour said the SNP was breaking a promise to scrap it.

:03:43. > :03:45.The vast majority of people will not pay any more as a result of these

:03:46. > :03:52.changes, and those with the lowest incomes will pay less.

:03:53. > :03:55.There was a time when the SNP wanted to abolish council tax rather

:03:56. > :04:03.But, after nine years in power, they have decided to keep it

:04:04. > :04:12.after all and to try and make it a bit fairer.

:04:13. > :04:15.I think we accept the principle that those in large properties

:04:16. > :04:20.But we have to be careful that we are not making more

:04:21. > :04:21.expensive properties more unaffordable.

:04:22. > :04:24.Nicola Sturgeon and the SNP have won not one but two elections

:04:25. > :04:26.on a promise to abolish the council tax.

:04:27. > :04:34.The only thing they have abolished is the council tax freeze.

:04:35. > :04:36.If the SNP avoids rejection at the election, the freeze

:04:37. > :04:47.That would let councils raise more by putting up tax

:04:48. > :04:51.Any increases would be capped at 3% by the Scottish Government.

:04:52. > :04:54.The SNP seem more determined to take control away from local

:04:55. > :05:00.They think they know best in this place over my shoulder.

:05:01. > :05:02.I think local communities know better.

:05:03. > :05:14.We believe in autonomy and strengthening local democracy.

:05:15. > :05:16.We believe that means giving the powers to raise money

:05:17. > :05:26.In future, councils may be able to tax derelict

:05:27. > :05:31.A reformed council tax that makes those in bigger houses pay a bit

:05:32. > :05:37.more is the centrepiece of the SNP's plan.

:05:38. > :05:40.The SNP plan to reform council tax isn't as radical as some

:05:41. > :05:43.Back in 2007, the party planned to replace the tax entirely,

:05:44. > :05:50.And last year, a major report examined several alternatives.

:05:51. > :05:53.As our local Government correspondent, Jamie McIvor reports,

:05:54. > :06:07.those who'd wanted big changes are disappointed.

:06:42. > :06:45.Last year, a Commission set up by the Government and Cosla studied

:06:46. > :06:57.The recommendations were not binding but some are still surprised

:06:58. > :06:59.that the changes have not been bolder.

:07:00. > :07:02.It did a good job, collected vast amounts of information and evidence,

:07:03. > :07:09.consulted with people around Scotland, and concluded that,

:07:10. > :07:12.although they didn't come up with a specific,

:07:13. > :07:20.What we have is the council tax with a few bells and whistles on it.

:07:21. > :07:24.The SNP says the money raised will go on education,

:07:25. > :07:26.maybe helping the children here when they are older.

:07:27. > :07:28.Most people will not pay significantly more council tax under

:07:29. > :07:32.The bigger impact will be on those who live in more

:07:33. > :07:39.Any pressure on the budget will be difficult.

:07:40. > :07:41.At the same time, we appreciate that the councils have been

:07:42. > :07:47.I don't have a problem paying tax, but I think that everything

:07:48. > :07:56.When it comes to big change, they say, no pain, no gain.

:07:57. > :08:00.Is reforming the council tax an easy option or is it the better one?
