:00:25. > :00:37.Stabbed to death at Cults Academy in Aberdeen last October.

:00:38. > :00:39.Immediately afterwards, an independent review was promised.

:00:40. > :00:42.It has been announced today that Andrew Lowe will head the review.

:00:43. > :00:45.He has a background in social work and mental health care.

:00:46. > :00:48.One question for him perhaps is why the headteacher of Cults Academy

:00:49. > :00:51.told the trial that the boy who killed Bailey Gwynne

:00:52. > :00:54.had been warned about the dangers of carrying knives.

:00:55. > :00:57.Yet in a statement at the end of the trial the council said

:00:58. > :01:07.teachers were not aware he was carrying weapons into school.

:01:08. > :01:10.Aberdeen's leader Jenny Laing did not want to talk to us earlier

:01:11. > :01:11.but later gave us an interview.

:01:12. > :01:14.If it is found that evidence that the boy who was found guilty

:01:15. > :01:18.if it is found there were warning signs in the past,

:01:19. > :01:20.as BBC Scotland has found, but they were ignored,

:01:21. > :01:30.I do not want to pre-empt any outcome from the independent review,

:01:31. > :01:35.Because I think that is very important for Bailey and his family,

:01:36. > :01:41.that we await the independent review. I am sure that Andrew Lowe

:01:42. > :01:45.is an excellent chair, he will make sure the heads of terms cover all

:01:46. > :01:49.areas necessary and I wouldn't want to pre-empt the findings of that and

:01:50. > :01:52.I would like to wait and see what they are and we will obviously take

:01:53. > :01:59.the appropriate action based on the findings we have. But if that

:02:00. > :02:03.appropriate action amounts to carpeting somebody over ignoring

:02:04. > :02:07.warning signs... Thank you for your time, I feel I have answered what

:02:08. > :02:10.needs to be answers today, we are in the position of an independent

:02:11. > :02:15.review and we need to let that take its course.

:02:16. > :02:17.The review will cover difficult ground

:02:18. > :02:19.but that will not deter the man in charge.

:02:20. > :02:21.I am aware of the sensitivity of these matters

:02:22. > :02:25.Putting those things together means I will inevitably be looking

:02:26. > :02:28.at a range of factors that have bearing on the events

:02:29. > :02:33.That is my overall brief and that is what I will do.

:02:41. > :02:48.This review is expected to be concluded by September.

:02:49. > :02:50.The First Minister has told BBC Scotland that increasing the

:02:51. > :02:54.top rate of income tax in Scotland could end up cutting the cash raised

:02:55. > :03:00.That's because she says top earners could shift their money elsewhere

:03:01. > :03:07.The warning comes on the eve of the SNP conference in Glasgow.

:03:15. > :03:21.Very big choices indeed that the parties, I am here at the venue for

:03:22. > :03:25.the SNP conference. From next year, Scotland will have control of all

:03:26. > :03:29.income tax rates and bands and it is concentrating minds. Nicola Sturgeon

:03:30. > :03:34.already said no to increasing the basic standard rate of income tax

:03:35. > :03:41.but what about the top rate, the 45p rate by those earning over ?150,000.

:03:42. > :03:45.Labour say they would increase it to 50p. Nicola Sturgeon was pretty cool

:03:46. > :03:47.about it and said it could end up costing Scotland money. That is a

:03:48. > :03:50.about it and said it could end up judgment we have to make, there are

:03:51. > :03:55.less than 20,000 people in Scotland who pay the higher rate of income

:03:56. > :04:01.tax. These are some of the most mobile people in the country and it

:04:02. > :04:04.wouldn't take many of them to shift the income out of Scotland and for

:04:05. > :04:07.us to not make money out of that but lose revenue. There are other

:04:08. > :04:12.options, it is thought that next week the Chancellor in his budget

:04:13. > :04:16.will push up the threshold at which people enter the 40p tax rate, in

:04:17. > :04:21.effect meaning you have to learn a fair bit more before you go into the

:04:22. > :04:26.upper rate and in effect, a bit of a tax cut on those who have middle and

:04:27. > :04:30.high earnings. Nicola Sturgeon could say that the Scotland, if they have

:04:31. > :04:33.the power, they will not implement that and keep the threshold as it

:04:34. > :04:39.is. She confirmed it is an option they are looking at. I have George

:04:40. > :04:44.Osborne is sensible now. I am not hugely hopeful about that but I hope

:04:45. > :04:49.he sees this is not a time for significant tax cuts for the better

:04:50. > :04:52.off in society. But I believe that is the case so we will wait and see

:04:53. > :04:55.what comes in the budget and we will base our decisions once we know what

:04:56. > :04:58.what comes in the budget and we will happens in the budget. And without

:04:59. > :05:02.telling me the outcome, you will have the option of reversing that

:05:03. > :05:05.tax cut? Of not doing that, of course we will have the option, as

:05:06. > :05:09.we will have a range of options around income tax. We had two days

:05:10. > :05:14.of the SNP conference to come, the focus next weeks ships to Labour,

:05:15. > :05:17.with their spring conference. They had the main event pushed back to

:05:18. > :05:23.November, this one is a bit ad hoc but one name that will not be

:05:24. > :05:27.featuring is Jeremy Corbyn, he will not be attending, it is said to be a

:05:28. > :05:30.time question but there are also indications that Labour want to keep

:05:31. > :05:32.the focus on Kezia Dugdale, the Scottish leader.

:05:33. > :05:36.The father of a climber who's been missing on Ben Nevis for almost

:05:37. > :05:38.a month has spoken of his family's heartache.

:05:39. > :05:40.Tim Newton and his girlfriend Rachel Slater failed to return

:05:41. > :05:42.from a climbing trip on the Valentine's Day weekend.

:05:43. > :05:51.It was on a weekend in February when Rachel Slater and Tim Newton

:05:52. > :05:57.But the Bradford couple failed to return from their outing

:05:58. > :06:04.Today, Tim Newton's father described the moment he got the news.

:06:05. > :06:13.I had a phone call from the police at Fort William,

:06:14. > :06:17.saying that Rachel had been reported missing

:06:18. > :06:28.Because 50 years ago, my sister was killed

:06:29. > :06:37.And I remember it all coming back to me.

:08:34. > :08:36.tomorrow in the West but there will be some outbreaks of rain further

:08:37. > :08:40.eased and that wet weather is stretching south in towards Northern

:08:41. > :08:43.Ireland and the far north-west of England. Most of England and Wales,

:08:44. > :08:49.largely dry and bright, spells of sunshine but fairly persistent fog

:08:50. > :08:52.in the at first. For us, through Saturday morning, cloudy and damp

:08:53. > :08:55.with the rain slowly working its way ever eastwards with the winds from

:08:56. > :09:00.the cerebral south-west, fresh, occasionally strong around the
