:00:34. > :00:36.into events that led to a 24-year-old man being shot here by

:00:37. > :00:40.armed police officers. The police were called out at 5:30am after

:00:41. > :00:45.residents reported smashed windows and a man wielding a machete. The

:00:46. > :00:50.man is said to have barricaded himself into the house. Police say

:00:51. > :00:54.he then fired a crossbow at them. Officers then shot back. It is the

:00:55. > :00:58.first time in the history of Police Scotland that officers have shot

:00:59. > :01:00.somebody in an incident. The Assistant Chief Constable confirmed

:01:01. > :01:12.the details. In a statement, he said:

:01:13. > :01:17.The man is now in Crosshouse Hospital where his injuries are not

:01:18. > :01:20.thought to be life-threatening. The incident will be referred to the

:01:21. > :01:28.police investigations and review commission.

:01:29. > :01:32.Nicola Sturgeon has renewed her commitment to Scottish independence

:01:33. > :01:39.at her speech to the party conference in Glasgow. She devoted

:01:40. > :01:41.much of her address to announcing policies she would pursue in

:01:42. > :01:47.devolved government if she wins the Scottish election in May.

:01:48. > :01:52.Nicola Sturgeon is about to fight her first Holyrood election as First

:02:23. > :02:24.our Cancer centres. On education she said extra cash raised from the

:02:25. > :02:28.council tax would go directly to head teachers to improve attainment,

:02:29. > :02:32.and that free meals would be extended to nursery school children.

:02:33. > :02:41.When we expand early years education to include full day provision, we

:02:42. > :02:43.will extend entitlement to free meals to two-year-olds and

:02:44. > :02:50.three-year-old in our nurseries as well. She also announced plans to

:02:51. > :02:55.use new welfare powers to expand maternity grants for those on low

:02:56. > :03:00.incomes. The payments at birth for a first child will increase from ?500

:03:01. > :03:07.to ?600. And we will put back what the Tories took away. We will

:03:08. > :03:13.restore payments of ?300 each for a second and subsequent children. She

:03:14. > :03:17.promised not to pay for new commitments by putting up tax for

:03:18. > :03:22.lower earners. We will not raise the basic rate of income tax. That

:03:23. > :03:24.leaves sculpted tax higher earners more than in the rest of the UK, to

:03:25. > :03:32.be decided after next week's widget. more than in the rest of the UK, to

:03:33. > :03:35.-- that leaves scope. There was also a renewed commitment to
