:01:11. > :01:13.badly hit by plunging oil prices. Delivering his Budget

:01:14. > :01:17.at Westminster, George Osborne said it demonstrated that Scotland

:01:18. > :01:19.was better as part of the UK. But Scotland's Finance

:01:20. > :01:23.Secretary John Swinney said he wasn't persuaded of Mr Osborne's

:01:24. > :01:26.plans to reduce income Holyrood takes control of setting

:01:27. > :01:35.tax rates and bands from next April. Here's our Westminster

:01:36. > :01:45.correspondent, David Porter. Aberdeen harbour this morning and

:01:46. > :01:48.business as usual. They are still servicing the brakes but everyone

:01:49. > :01:50.here has noticed the downturn in oil. This industry and those

:01:51. > :01:56.here has noticed the downturn in work in it are hurting. At

:01:57. > :02:01.Westminster, the message today was clear. We hear what you're saying,

:02:02. > :02:07.and we want to help. I call the Right Honourable George Osborne,

:02:08. > :02:11.Chancellor of the Exchequer. The oil price continues to fall, so we need

:02:12. > :02:17.to act now for the long-term. I am today cutting in half the

:02:18. > :02:21.supplementary charge on oil and gas from 20% down to 10% and effectively

:02:22. > :02:31.abolishing petroleum revenue tax as well. Backing this key Scottish

:02:32. > :02:35.industry and supporting jobs... Official figures show just how bad

:02:36. > :02:40.the downturn has been. Two years ago oil was around $100 a barrel. It is

:02:41. > :02:47.now a third of that and shows little sign of rising in the years to come.

:02:48. > :02:56.From the Chancellor, a renewed commitment to freeze fuel duty and

:02:57. > :03:02.with one eye on Scotland, no extra for the whiskey industry. What we

:03:03. > :03:06.have got is predictability, stability, that should boost the UK

:03:07. > :03:11.market, should boost the UK public finances as well. In the aftermath

:03:12. > :03:15.of a universal welcome for the new sugar tax but criticism from

:03:16. > :03:19.political opponents at the UK Government's priorities. Again

:03:20. > :03:25.balancing his budget on the backs of the poor, Mates rates for

:03:26. > :03:28.corporation tax but cutting money for disabled people. He is more

:03:29. > :03:33.intent on getting into number ten than delivering a budget for the

:03:34. > :03:36.country. People in Scotland will suffer cuts to their disability

:03:37. > :03:40.payments but they will get tax cuts. He is introducing the sugar tax. The

:03:41. > :03:45.only good news is cuts and reforms. Announcements aside, this was an

:03:46. > :03:54.historic day. George Osborne is the last Chancellor to set income

:03:55. > :03:58.tax for the whole of the UK. Next year ministers in Holyrood will be

:03:59. > :04:03.making such decisions for Scotland and an indication of different

:04:04. > :04:04.priorities. We are not persuaded this is the moment to

:04:05. > :04:11.reduce taxes for people on higher incomes. That is the position we

:04:12. > :04:16.will reflect on when we consider the changes made by the Chancellor.

:04:17. > :04:19.Tonight the initial headlines have been written but much more will be

:04:20. > :04:27.said about the Chancellor's handiwork.

:04:28. > :04:31.The plans for more help for the oil and gas sector has been welcomed

:04:32. > :04:34.For more reaction let's cross to Aberdeen and our

:04:35. > :04:42.As we have heard, big changes to the tax regime for North Sea oil

:04:43. > :04:48.announced today. The petroleum revenue tax scrapped completely.

:04:49. > :04:53.Will it make a difference to an industry that is in crisis? To

:04:54. > :04:57.answer that question I am joy and by the oil businessman Sir Ian Wood. We

:04:58. > :05:03.have seen thousands of jobs lost in this industry. Will these tax

:05:04. > :05:06.changes turn it around? There is nothing the Chancellor would have

:05:07. > :05:09.announced that would have had an immediate impact. There is a clear

:05:10. > :05:13.confidence message here. The Chancellor said a few years ago he

:05:14. > :05:19.would follow a fiscal road map that would reduce taxation. We now have a

:05:20. > :05:24.serious price downturn. He is sticking to his words so that is a

:05:25. > :05:28.message of confidence, for the operators on the banks. I think it

:05:29. > :05:33.will slow down the job loss, so much depends on the oil price in the next

:05:34. > :05:37.12 months. If it begins to show signs of recovery later this year or

:05:38. > :05:44.next year, I think we will see a stop of job losses and a slow

:05:45. > :05:49.build-up. What about exploration of new fields? Already there is a lot

:05:50. > :05:58.of work being done. The government announced up to ?40,000 spend on

:05:59. > :06:05.seismic. Hopefully the tax increases will also encourage oil exploration

:06:06. > :06:10.towards producing new fields. Thank you very much. The industry body oil

:06:11. > :06:14.and gas has welcomed these changes, but I suspect what they would really

:06:15. > :06:18.like is something the government probably can't deliver, and that is

:06:19. > :06:20.a rise in the price of oil. Thank you.

:06:21. > :06:22.The Chancellor's decision to impose a tax on sugary drinks has been

:06:23. > :06:24.described as "extremely disappointing" by AG Barr,

:06:25. > :06:34.despite being the only part of the food and drink sector that

:06:35. > :06:43.had made any progress in reducing sugar intake in recent years.

:06:44. > :06:50.How much of an impact will this tax have on Scotland? We are big

:06:51. > :06:54.consumers of sugary soft drinks in Scotland. Manufacturers point out

:06:55. > :06:58.sales have been falling. They also say soft drinks only make up around

:06:59. > :07:04.9% of the sugar in our diet. But it depends how you class that sugar. If

:07:05. > :07:08.you exclude sugar that is in bread and pasta and milk, it is a

:07:09. > :07:13.different story. Then soft drinks make up the single biggest source of

:07:14. > :07:17.avoidable sugar in our diet at around 17%.

:07:18. > :07:19.That's more than sweets - 12%, and biscuits, cakes

:07:20. > :07:22.Dangers of too much sugar becoming better understood,

:07:23. > :07:25.particularly its links to cancer as well as obesity and diabetes.

:07:26. > :07:28.We need to cut our consumption of sugary soft drinks by at least

:07:29. > :07:30.half to be healthy, making them more expensive

:07:31. > :07:37.It's also in line with what Scotland's food watchdog wants.

:07:38. > :07:40.Food Standards Scotland wants a tax on all sugary products,

:07:41. > :07:42.if the food industry doesn't do more to help consumers cut down.

:07:43. > :07:51.It is in line with the food standard Scotland, want a tax on all sugary

:12:57. > :13:00.Aberdeen closed three years ago. And now the plan is to shut the unit in

:13:01. > :13:03.Edinburgh, despite its world leading reputation, and move all of

:13:04. > :13:08.Scotland's cleft surgery to the new hospital in Glasgow. This retired

:13:09. > :13:12.specialist thinks it is a big mistake, arguing Glasgow has 44%

:13:13. > :13:17.normal speech for five-year-olds while Edinburgh achieved 70%. This

:13:18. > :13:22.is not about Edinburgh Glasgow but what is best to make sure we can try

:13:23. > :13:28.and get 70% of all children in Scotland having speech that is

:13:29. > :13:34.normal at five years of age. The NHS insists this is not a cost cutting

:13:35. > :13:40.exercise, but it is needed because it is not sustainable. It denies

:13:41. > :13:43.lager's results are worse. The evidence demonstrates the service in

:13:44. > :13:47.Scotland is safe and in line with the service in England. There are

:13:48. > :13:51.differences, when you look at the different measures. In some of the

:13:52. > :13:57.outcome measures, the Edinburgh service is better, and in others the

:13:58. > :14:01.Glasgow service has better outcomes. Nearly 100 babies are born every

:14:02. > :14:06.year in Scotland with a cleft lip or palate. Surgery can transform their

:14:07. > :14:08.lives. The decision on whether to shut the Edinburgh specialist centre

:14:09. > :14:15.will be taken by the Health Secretary this summer.

:14:16. > :14:17.Just two weeks ago, para-cyclist David Smith had life saving surgery

:14:18. > :14:20.to remove a tumour from his spine - but he's already talking

:14:21. > :14:24.about getting back on a bike and how he dreams of one day again wearing

:14:25. > :14:27.The operation ended his hopes of competing at the Paralympics

:14:28. > :14:31.The 37-year-old from Aviemore has allowed our cameras

:14:32. > :14:33.in to the hospital where he is starting his recovery,

:14:34. > :14:44.The scar from his life-saving surgery is starting to heal, but

:14:45. > :14:53.David Smith knows he is facing a long road to recovery. It is so

:14:54. > :14:55.weird, because I can just... It is kind of there.

:14:56. > :15:02.Two weeks on from his nine-hour operation he can't yet move the left

:15:03. > :15:05.side of his body. But in his hospital room in Oxford, some gentle

:15:06. > :15:12.reminders of the past for motivation. I would love to be able

:15:13. > :15:16.to move the left side of my body, that is my goal. I can move my hand,

:15:17. > :15:23.just a little bit, and get my fingers going. My goal is to get the

:15:24. > :15:28.left side moving, get out into rehab and get back onto a bite and just

:15:29. > :15:34.get back into full fitness, full health. The 37-year-old was first

:15:35. > :15:40.diagnosed with the tumour in 2010 and throughout one man has been by

:15:41. > :15:45.his side. When you stand, you are still wobbling around. Is consultant

:15:46. > :15:49.performed David's first surgery and the other three that followed and

:15:50. > :15:55.even delayed his own retirement so he could carry out this month's

:15:56. > :16:00.operation. He just takes this in his stride. He comes back with more

:16:01. > :16:05.determination, a new plan. He has fantastic support by the physio and

:16:06. > :16:11.coaching teams around him. He responds to that and delivers. That

:16:12. > :16:15.is what is quite amazing about him. Smith's fighting spirit has been

:16:16. > :16:21.well-documented. Azharullah he won gold at the London Paralympics, but

:16:22. > :16:25.two years later medical issues switched to cycling, where he pushed

:16:26. > :16:30.himself to the limit. But last year David's tumour returned adverse by

:16:31. > :16:34.initial plans to delay surgery until after Rio, the tumour grew and

:16:35. > :16:39.surgery was essential. There are sometimes through the day where I

:16:40. > :16:44.have a little fog and I think, nothing is really moving, what if it

:16:45. > :16:50.doesn't? But as soon as that thought comes in, I don't get angry

:16:51. > :16:53.because... I just though, it's OK, acknowledge it. If you have

:16:54. > :16:57.something you can hold onto, it gives you that strength that you can

:16:58. > :17:01.channel all your energy into. If I didn't have that, I would be lying

:17:02. > :17:06.here 24 hours a day just watching the clock. Is Doctor talks of a big

:23:48. > :23:52.elevations. We are able to go into incredible detail, accurate by the

:23:53. > :23:57.millimetre, to show every surface detail of the building in its

:23:58. > :24:00.current condition. So it is a pull incredibly valuable dataset and a

:24:01. > :24:06.rich tool for the architects to work with. The digital design studio has

:24:07. > :24:10.undertaken this kind of work on a number of famous monuments. But this

:24:11. > :24:11.time it is personal. We never thought we would be in a position
