:00:18. > :00:23.is identified as missing 15-year-old Paige Doherty.

:00:24. > :00:32.We'll be in Clydebank with the latest.

:00:33. > :00:40.taxation, while the SNP outlines income tax plans.

:00:41. > :00:43.A city deal for the Highlands - over 300 million for roads,

:00:44. > :00:44.broadband and tourism in and around Inverness.

:00:45. > :00:47.Meet the micro:bit - helping the software designers

:00:48. > :01:06.And we visit Celtic's youth academy and talk to its newest star.

:01:07. > :01:11.A murder inquiry is underway after a body found in Clydebank

:01:12. > :01:14.near Glasgow was confirmed as missing local

:01:15. > :01:19.The 15-year-old, whose family home is in the Dunbartonshire town,

:01:20. > :01:25.Her body was discovered in a wooded area yesterday.

:01:26. > :01:34.Catriona Renton is there for us tonight.

:01:35. > :01:39.Well, you can see that the investigation is carrying on here

:01:40. > :01:42.this evening to find out what happened to Paige. Local people have

:01:43. > :01:51.been bringing flowers as tributes to the teenager - their school friend.

:01:52. > :01:53.Since Saturday, people had been looking for Paige. Tonight, people

:01:54. > :02:02.want to know who killed her. The news that her family and friends

:02:03. > :02:06.had been dreading. Paige Doherty was reported netting on Saturday.

:02:07. > :02:10.Tonight, police say they are treating her death as murder. She

:02:11. > :02:16.has been described by family, friends, teachers and past

:02:17. > :02:20.associates as a friendly, very focused girl who actually arranged

:02:21. > :02:23.her own placement in a hairdresser's, the girl with a

:02:24. > :02:25.bright future who knew where she was going and had a future ahead of her.

:02:26. > :02:32.15-year-old Paige had been assaulted. Nobody was found here

:02:33. > :02:35.yesterday afternoon. Paige Doherty lived in Clydebank. She had been

:02:36. > :02:37.staying at her friends house there on Friday night and left at about

:02:38. > :02:45.quarter past eight about 8.20, she went to this shop.

:02:46. > :02:49.She said she was on her way to her Saturday job at a hairdresser's. She

:02:50. > :02:55.would have been going to get the bus there. But police say this was the

:02:56. > :03:01.last known sighting of Paige. Nobody was found about either way, here by

:03:02. > :03:06.the main road into Glasgow, at 12.45 yesterday afternoon. Police say they

:03:07. > :03:08.want to know what happened to Paige between those times - where she was,

:03:09. > :03:10.who she was with. It is the main thoroughfare into

:03:11. > :03:20.Glasgow. Reply moving about. need to ask is, if you were here and

:03:21. > :03:24.stopped in this location, or if you saw anything suspicious, any car,

:03:25. > :03:27.anything out of the ordinary, please come forward. Paige's mother

:03:28. > :03:29.reported her missing on Saturday night posters were put

:03:30. > :03:44.up around Clydebank. message on Facebook to say she was

:03:45. > :03:50.devastated. A postmortem is being carried out to find out the cause of

:03:51. > :03:54.Paige's death. The local authority area representing where Paige went

:03:55. > :03:54.to school put out a statement which said

:03:55. > :04:00.she was popular and bright, with a good sense of humour, and they are

:04:01. > :04:04.supporting the young people who were at school with Paige. You can see

:04:05. > :04:06.that tonight, the investigation here in Clydebank continues.

:04:07. > :04:09.The issue of tax is dominating Scottish politics, and the election

:04:10. > :04:18.campaign for Holyrood isn't even officially underway yet.

:04:19. > :04:21.The SNP have laid out their income tax plans, whilst Scottish Labour

:04:22. > :04:23.wants to scrap the council tax and introduce a new system.

:04:24. > :04:32.Our political editor Brian Taylor explains.

:04:33. > :04:39.Political ping-pong? No, the real thing, at this hospital in Glasgow.

:04:40. > :04:43.The First Minister promises to fund vital services, like this hospital.

:04:44. > :04:50.She says tax is not a game, it is real money from real households. She

:04:51. > :04:55.says caution is needed. The SNP would freeze income tax rates at UK

:04:56. > :04:57.levels. There would be a tax -- they would block the UK tax cut for

:04:58. > :05:02.higher earners. We will not increase taxes for

:05:03. > :05:06.people at a time when many are struggling to make ends meet.

:05:07. > :05:10.Equally, we do not think it is right at this time to give a hefty tax cut

:05:11. > :05:16.to those on the highest incomes. Nicola Sturgeon says she look hard

:05:17. > :05:22.at a new 50p top rate, but concluded top earners could avoid it, cutting

:05:23. > :05:23.Scotland's actual revenue. She says her scheme will raise ?1 billion

:05:24. > :05:26.over five years. That means higher earners paying more in Scotland than

:05:27. > :05:34.elsewhere. Conservatives say that is wrong.

:05:35. > :05:38.They say tax in Scotland should be no higher than the rest of the UK.

:05:39. > :05:42.Scotland is going to be the highest taxed part of the UK if she gets

:05:43. > :05:43.back into office. I think fundamentally, we

:05:44. > :05:46.should not be taxed more in Scotland than we are in the rest of the UK.

:05:47. > :05:54.Liberal Democrats back a 1% increase across all rates, with

:05:55. > :06:00.eventually a zero rate tax band to protect low earners. They say the

:06:01. > :06:05.SNP have bottled it. The SNP's proposals are pathetically timid.

:06:06. > :06:09.They are not known raise a single pound extra for investment in public

:06:10. > :06:11.services. Labour's Kezia Dugdale also wants to

:06:12. > :06:20.with, she says, protection for the low-paid. They also backed a 50 p

:06:21. > :06:21.rate. But today the party focused on replacing the council

:06:22. > :06:25.tax with a new property tax. They would we value all Scotland's

:06:26. > :06:31.houses. There would be a base charge of

:06:32. > :06:36.?450. For properties worth up to... And above that...

:06:37. > :06:43.the first year would be ?3000. After that, annual increases would be

:06:44. > :06:46.capped at 3%. There would be rebates for low

:06:47. > :06:54.earners. We are introducing a new property tax based on the value of

:06:55. > :06:58.your property today. The consequence is that 80% of people in Scotland

:06:59. > :07:00.will pay less than they do today. Labour would also allow councils to

:07:01. > :07:06.levy a tourist tax and a charge on vacant land. It is about

:07:07. > :07:08.what you pay. It is about Scottish income tax. It is about council tax,

:07:09. > :07:19.and it is your choice. MSPs will be in the Parliamentary

:07:20. > :07:23.chamber for the last day tomorrow? It is the last day indeed. There

:07:24. > :07:30.will be tears and there will be sympathy, mostly genuine. There will

:07:31. > :07:31.be concerned and anxiety and emotion among

:07:32. > :07:36.those who are departing voluntarily. There will be considerable

:07:37. > :07:38.apprehension among those who suspect they will be kicked out by the

:07:39. > :07:43.voters involuntarily. But even as one parliament closes, the

:07:44. > :07:46.campaign to elect the next one begins right away. And that will be

:07:47. > :07:51.about the economy. It will be about public spending, it

:07:52. > :07:55.will be about the Health Service. It will be about education. But above

:07:56. > :08:01.all, as today proves, it will be about tax.

:08:02. > :08:03.All flights between Edinburgh Airport and Brussels were cancelled

:08:04. > :08:05.following today's attacks in the Belgian city.

:08:06. > :08:07.Scottish airports are continuing to operate at a heightened level

:08:08. > :08:10.of security in line with guidance from the Civil Aviation Authority.

:08:11. > :08:12.Police Scotland asked the public to be "vigilant and alert,

:08:13. > :08:14.but not alarmed" in crowded places and transport hubs.

:08:15. > :08:17.You're watching Reporting Scotland - still to come on tonight's

:08:18. > :08:50.software designers of the future learn to code.

:08:51. > :08:52.New laws to support victims of domestic abuse have

:08:53. > :08:55.The Abusive Behaviour and Sexual Harm Bill

:08:56. > :08:58.is being described as a "landmark piece of legislation",

:08:59. > :08:59.strengthening police powers to tackle the issue.

:09:00. > :09:02.But it falls short of creating a specific offence

:09:03. > :09:17.Barbara, as we have called her, survived an abusive marriage.

:09:18. > :09:23.Caught in a vicious circle of emotional, physical and

:09:24. > :09:25.psychological harm. The feeling of isolation, of being trapped, of not

:09:26. > :09:28.being in control of my own life. She says the legislation is a

:09:29. > :09:39.welcome step to helping others break it identifies that the

:09:40. > :09:43.behaviours other than physical violence are unacceptable in law.

:09:44. > :09:47.Therefore they are unacceptable to society. The new bill will expand

:09:48. > :09:58.the law. It sets It will help courts and sentencing.

:09:59. > :10:03.It will make non-consensual sharing of private and intimate images,

:10:04. > :10:07.If a person is found guilty of an offence.

:10:08. > :10:10.If a person is found guilty of an offence and the court is satisfied

:10:11. > :10:11.that there has been psychological, physical harm

:10:12. > :10:19.to a former or existing partner, then it must be stated in court and

:10:20. > :10:24.the court must take that into account in sentencing. This bill

:10:25. > :10:25.falls short of creating a specific offence of domestic abuse, as there

:10:26. > :10:27.is for example for dangerous driving. But

:10:28. > :10:33.it will make the court process more transparent. Further

:10:34. > :10:38.legislation is being considered. Charities like Women's Aid say the

:10:39. > :10:42.legislation is an important step, but they say the law must

:10:43. > :10:46.acknowledge that this abuse is more than simply physical violence. Women

:10:47. > :10:50.have been telling us for 40 years that the worst violence is the

:10:51. > :10:52.emotional violence and psychological, which happens to

:10:53. > :11:00.their heart and This new bill will change the

:11:01. > :11:06.framework for police, prosecutors and others to tackle domestic abuse.

:11:07. > :11:08.100-year-old laws governing burials and cremations have been modernised

:11:09. > :11:15.this afternoon after MSPs backed a new bill.

:11:16. > :11:17.of services, as well as creating a legal definition of ashes.

:11:18. > :11:19.It takes forward recommendations from Lord Bonomy's inquiry

:11:20. > :11:22.into the secret disposal of baby ashes without the parents'

:11:23. > :11:24.knowledge at Mortonhall crematorium in Edinburgh.

:11:25. > :11:28.There were further cases in Aberdeen, Fife and Glasgow.

:11:29. > :11:31.Flood-hit residents in the Aberdeenshire village

:11:32. > :11:34.of Ballater have been told they WILL receive payouts,

:11:35. > :11:35.after Reporting Scotland revealed that one insurance company

:11:36. > :11:41.Several policy-holders with Integra Solutions were told

:11:42. > :11:44.they wouldn't receive money because of a dispute over how

:11:45. > :11:47.far their properties were from the River Dee.

:11:48. > :11:50.The company has now told us they are "acutely aware

:11:51. > :11:59.of the trauma and hardship" caused by the floods and are contacting

:12:00. > :12:02.It is not yet clear just how much money they will receive.

:12:03. > :12:04.Police have confirmed that a 45-year-old woman was killed

:12:05. > :12:07.when a bus and a 4x4 vehicle crashed in North Ayrshire yesterday.

:12:08. > :12:11.Four other passengers and the drivers of both vehicles

:12:12. > :12:13.are being treated in hospital for their injuries.

:12:14. > :12:15.The accident happened on the A78 north of Ardrossan.

:12:16. > :12:22.A city-region deal has been agreed for the Inverness area,

:12:23. > :12:25.which will see ?315 million worth of public money being invested

:12:26. > :12:28.in a range of projects over the next ten years.

:12:29. > :12:31.The cash will help pay for improvements to roads,

:12:32. > :12:34.telecommunications coverage and tourism schemes in the hope

:12:35. > :12:53.It has taken two years of negotiations, but today it finally

:12:54. > :12:56.became reality, with ministers from the UK and Scottish governance,

:12:57. > :13:00.together with Highland Council, signing an agreement which will see

:13:01. > :13:03.more than ?300 million pumped into the economy of Inverness and the

:13:04. > :13:05.wider Highlands of one high-profile scheme is to transform Inverness

:13:06. > :13:08.Castle, currently the home of the city's Sheriff court, into a

:13:09. > :13:15.central tourist attraction. It will mean you

:13:16. > :13:19.will have a premier tourist attraction, accessible to tourists.

:13:20. > :13:24.We know that at the moment, people do not stay for long in Inverness.

:13:25. > :13:27.If you can create more attractions, like this Castle, then you will

:13:28. > :13:31.increase the amount being spent by tourists in this area. It is why it

:13:32. > :13:35.is so important to invest in facilities like this. It is hoped

:13:36. > :13:40.the public cash will help lever in hundreds of millions of pounds in

:13:41. > :13:44.private investment, too. New roads should open up more land for house

:13:45. > :13:45.construction and business development, all creating thousands

:13:46. > :13:50.of jobs. The challenge is that we development, all creating thousands

:13:51. > :13:54.want to really encourage young people who are born in this region

:13:55. > :13:58.to stay here, but then attract new, young people to come and make their

:13:59. > :14:01.life here. That is going to transform the economy of Inverness

:14:02. > :14:06.and the Highland region. And that can only be good. There will also be

:14:07. > :14:10.investment in a new research and innovation Hub, and sweeping

:14:11. > :14:14.upgrades of broadband and mobile phone coverage. It was Highland

:14:15. > :14:18.Council which first began agitating for a city region deal like those

:14:19. > :14:20.already agreed for Glasgow and Aberdeen. I am not a patient woman.

:14:21. > :14:25.already agreed for Glasgow and I want us to get on with it and I

:14:26. > :14:29.want us to think about, OK, what about the next thing? How can we

:14:30. > :14:34.attract more to do more? The first thing I want to see is a timeline -

:14:35. > :14:37.when are we getting on with it? The ultimate hope is that all of this

:14:38. > :14:39.economic investment will persuade young people here in the Highlands

:14:40. > :14:49.that there are opportunities and a reason to stage of

:14:50. > :14:53.A look at other stories from across the country...

:14:54. > :15:07.Today, one million 12-year-olds will get a free computer.

:15:08. > :15:19.a fire at a car wash in Irvine led to the evacuation of several houses.

:15:20. > :15:23.Local residents were advised to keep their doors and windows closed.

:15:24. > :15:26.Nobody was injured. Dates have been announced for this year's West End

:15:27. > :15:29.festival in Glasgow. But there will be

:15:30. > :15:34.Gras-style parade. Organisers said the 21st year of the festival will

:15:35. > :15:39.take place from the first to the 26th of June. The plan is eventually

:15:40. > :15:45.to bring back the street parade. A pair of young sea eagles appear to

:15:46. > :15:48.be making a second attempt to nest at the nature reserve in Orkney. The

:15:49. > :15:53.pair have been regular visitors to the island for the past three years.

:15:54. > :15:59.They failed to raise any young in 2015. That was the first breeding

:16:00. > :16:03.attempts seen on the island since 1873. Two polar bears have started

:16:04. > :16:05.mating in the Highlands as part of a breeding programme. They appeared to

:16:06. > :16:08.have hit it off instantly after breeding programme. They appeared to

:16:09. > :16:13.meeting for the first time that their Highland wildlife park at the

:16:14. > :16:17.weekend. If successful, the UK's only female polar bear would be

:16:18. > :16:22.expected to fall pregnant at the end of summer.

:16:23. > :16:24.Today 1 million 12-year-olds will get a free computer.

:16:25. > :16:28.The BBC microbit is a pocket-sized device that allows young people

:16:29. > :16:31.to get creative with technology and aims to develop a new generation

:16:32. > :16:49.You go on to input and then on button A, that's there. This is a

:16:50. > :16:54.12-year-old explaining to a puzzled reporter what a microbit can do. The

:16:55. > :16:59.possibilities seem endless. It can control a smartphone, water a plant

:17:00. > :17:02.or play music. But first you have to learn what coding is. It's giving

:17:03. > :17:05.or play music. But first you have to instructions to a computer to do

:17:06. > :17:11.something. That's what pupils here were doing today and they are

:17:12. > :17:20.relishing it. Works in IT and he talks about computing a lot, so I

:17:21. > :17:24.get it from him as well. I kind of enjoy coding as well. If any of us

:17:25. > :17:29.can do it, so can anybody else. People of your age are much more

:17:30. > :17:33.switched on to these things than us fusty old adults. Probably with

:17:34. > :17:37.mobile phones and things like that people are more used to technology,

:17:38. > :17:45.so it probably won't be too much of a jump to do all this. Pupils were

:17:46. > :17:49.using their mini computers to play snakes and ladders, getting the

:17:50. > :17:55.microbit to act as a dice. Over the next few weeks they'll be given out

:17:56. > :18:00.to all 12-year-olds in the UK to plug what is called the digital

:18:01. > :18:04.skills gap. The microbit is hoping to inspire that next generation so

:18:05. > :18:07.that we'll have a group who are not just consumers of technology but

:18:08. > :18:12.feel comfortable making things with it as well. And this is the

:18:13. > :18:14.microbit. It is small but it's mighty. It can become a music

:18:15. > :18:19.player, a fitness tracker, even a mighty. It can become a music

:18:20. > :18:24.smart watch. And the point of giving it out today to 12-year-olds is the

:18:25. > :18:31.BBC is trying to inspire the next generation of coders. What's wrong

:18:32. > :18:39.with this generation? Let's get the sport now. Good evening to you.

:18:40. > :18:41.Celtic's Kieran Tierney says his Scotland call-up

:18:42. > :18:44.The 18-year-old defender is in Gordon Strachan's squad

:18:45. > :18:46.for next week's friendly against Denmark.

:18:47. > :18:48.He's a product of Celtic's academy, which is already trying to uncover,

:18:49. > :18:56.Here's our senior football reporter, Chris McLaughlin.

:18:57. > :19:03.7.30am in north Glasgow and a school with a difference. A school helping

:19:04. > :19:14.a football club develop and education young players. Tierney...

:19:15. > :19:20.He quietly got on with things. He was just one of these people, when I

:19:21. > :19:23.talk to teachers about Kieran now, everybody liked Kieran. They liked

:19:24. > :19:28.him because he was almost like the perfect pupil in their class. He's

:19:29. > :19:32.made the perfect start to his club career, a school and a Celtic

:19:33. > :19:38.success story. It's tough when you're 13. I joined the school,

:19:39. > :19:43.getting up at 6 o'clock every morning, getting picked up and

:19:44. > :19:50.training at half seven before going to school, doing your school work

:19:51. > :19:57.and having to train again. Around 80 kids are involved. Training and then

:19:58. > :19:59.breakfast and then regular class. A small number of pupils make it.

:20:00. > :20:08.Kieran was here, he was doing higher small number of pupils make it.

:20:09. > :20:13.PE and this year he is playing Europe pa league in front of 60,000.

:20:14. > :20:16.At what point during that process did you think, there's a chance

:20:17. > :20:22.here, a decent chance I might make this? Well, I think everybody's got

:20:23. > :20:27.the same chance at that age. It is when you get older and you go into

:20:28. > :20:31.full-time football. Some people fade away from football. I like to make

:20:32. > :20:37.my family proud. That's one thing when I go out there. It's great for

:20:38. > :20:42.me and for my family. They are all Celtic fans and are proud of me.

:20:43. > :20:45.That makes me happy. From the pitch to the classroom and back. The

:20:46. > :20:52.search for stardom goes on. Kieron Kieran Tierney may come face to face

:20:53. > :20:55.with Lionel Messi in a friendly match this summer, with Barcelona

:20:56. > :20:57.confirmed as one of Celtic's opponents in the

:20:58. > :20:59.International Champions Cup. Messi met Celtic in the Champions

:21:00. > :21:02.League four years ago and could do In other fixtures,

:21:03. > :21:05.English Premier League leaders Leicester City are coming

:21:06. > :21:07.to Celtic Park, and Celtic will also meet Inter Milan -

:21:08. > :21:12.the venue to be confirmed. Dundee's planning for next season

:21:13. > :21:15.has stepped up a gear, with two players extending

:21:16. > :21:17.their deals, and two agreeing to move from Inverness
