:00:36. > :00:37.This afternoon police said they were treating her

:00:38. > :01:00.Paige is being described as being a girl with a bright future he knew

:01:01. > :01:03.where she was going and had a future ahead of her, who arranged her own

:01:04. > :01:05.placement at the local hairdressers. Her body was found here

:01:06. > :01:08.yesterday afternoon. She had been staying at her friend's

:01:09. > :01:28.house on Friday night and left At about 8:20am, Paige was on her

:01:29. > :01:34.way to a Saturday job at a hairdressers, but please say this

:01:35. > :01:35.was the last known sighting of Paige.

:01:36. > :01:38.She was found about a mile away here by the main road into Glasgow

:01:39. > :01:42.Police say they want to know what happened to Paige,

:01:43. > :01:58.This is the main thoroughfare to Glasgow. What I need to ask is, if

:02:02. > :02:03.suspicious, anything out of the ordinary, please come forward.

:02:04. > :02:06.Paige's mother reported her missing on Saturday night and posters

:02:07. > :02:10.Her mother wrote on Facebook, we are all absolutely devastated,

:02:11. > :02:18.as will many people who know her will be.

:02:19. > :02:27.Throughout the day local people have being bringing flowers in memory of

:02:28. > :02:30.Paige. The local authority area that represents where Paige went to

:02:31. > :02:35.school said she was popular and bright with a good sense of humour.

:02:36. > :02:40.They are now working to support the young people who were at school with

:02:41. > :02:44.her at this sad time. A postmortem is being carried out to find out

:02:45. > :02:48.because of her death and the investigation here continues.

:02:49. > :02:51.The issue of tax is dominating Scottish politics, and the election

:02:52. > :02:54.campaign for Holyrood isn't even officially underway yet.

:02:55. > :02:57.The SNP have laid out their income tax plans, whilst Scottish Labour

:02:58. > :03:01.wants to scrap the council tax and introduce a new system.

:03:23. > :03:27.services like this hospital. She also says that tax isn't a gain,

:03:34. > :03:38.would freeze UK tax at levels, but block UK tax cut for higher earners.

:03:39. > :03:44.They would only raise the threshold by inflation. We would increase

:03:45. > :03:47.taxes for people at a time when many are still struggling to make ends

:03:48. > :03:55.meet, but equally we don't think it is right to give a hectic tax cut to

:03:56. > :04:01.those on highest incomes. Nicola Sturgeon said she looked hard at a

:04:02. > :04:05.new tax rate, but concluded that tax earners could avoid it. She said

:04:06. > :04:10.that her scheme will raise ?1 billion over five years, but that

:04:11. > :04:17.means higher earners paying more in Scotland and elsewhere. The

:04:18. > :04:21.Conservatives say that that is wrong and that tax in Scotland should be

:04:22. > :04:25.no higher than the rest of the UK. Scotland is going to be the highest

:04:26. > :04:28.taxed part of the UK if she gets back into office. Fundamentally, I

:04:29. > :04:34.don't think we should be taxed more then the UK. The Liberal Democrats

:04:35. > :04:39.say that it will be a one in 1% increase across all rates of zero

:04:40. > :04:43.rate tax band. They said that the SNP have bottled it. It is

:04:44. > :04:47.pathetically timid. They are not going to raise a single pound extra

:04:48. > :04:55.for public services. Kezia Dugdale going to raise a single pound extra

:04:56. > :05:03.also wants to pump up tax rates. She also backs the rate for the highest

:05:04. > :05:08.earners. She wants to replace the council tax with a new property tax.

:05:09. > :05:17.They would review all Scotland's houses full stop they would be a

:05:18. > :05:22.base rate of ?450. Above that value, the charge would be not for 9%. The

:05:23. > :05:27.maximum charge in the first year would be ?3000. After that, annual

:05:28. > :05:35.increases would be capped at 3%. They would be rebates for low

:05:36. > :05:39.earners. We would base income tax on the value of your property today. It

:05:40. > :05:46.percent of people would pay less than they do today. Labour would

:05:47. > :05:51.also allow council tax to pay a levy tax. It's about what you pay, about

:05:52. > :05:58.Scottish income tax. It's about council tax and it's your choice.

:06:41. > :06:43.The Abusive Behaviour and Sexual Harm Bill

:06:44. > :06:45.is being described as a landmark piece of legislation,

:06:46. > :06:47.but falls short of creating a specific offence of

:06:48. > :07:02.Barbara, as we have called her, survived an abusive marriage. Caught

:07:03. > :07:05.in a vicious cycle of physical, emotional and psychological harm.

:07:06. > :07:11.The feeling of isolation, the feeling of being trapped, of not

:07:12. > :07:16.being in control of my own life. She says the legislation is a welcome

:07:17. > :07:23.step to helping others. It identifies the behaviours other than

:07:24. > :07:29.physical violence are unacceptable in law. Therefore, they are

:07:30. > :07:39.unacceptable to society. The new Bill will expand the law. It sets

:07:40. > :07:49.out a new specific aggravation. It will make nonconsensual sharing of

:07:50. > :07:53.private images and offence. At the end of the case, if a person is

:07:54. > :07:58.found guilty of eight case and the court is satisfied that there has

:07:59. > :08:04.been psychological or physical harm, they must state that in court and

:08:05. > :08:08.the court must take that into account in sentencing. This may fall

:08:09. > :08:14.short on creating a specific offence for domestic and try abuse, but it

:08:15. > :08:18.will make the court process more transparent. Further legislation is

:08:19. > :08:25.being considered. Charities say that the legislation is in Dott an

:08:26. > :08:30.important step, but they must acknowledge that it is more than

:08:31. > :08:34.physical. Women have been telling us for years that the worst abuse is

:08:35. > :08:44.emotional and psychological entrapment that controlling domestic

:09:48. > :09:52.signing an agreement which will see more than ?300 million pumped into

:09:53. > :09:56.the economy of Inverness and the wider Highlands. One high-profile

:09:57. > :10:01.scheme is to transform Inverness Castle, currently the home of the

:10:02. > :10:06.city's Sheriff Court, into a central to research action. It will mean

:10:07. > :10:11.that there is a premier tourist attraction available to terrorists.

:10:12. > :10:16.One of the issues at the moment is the dwell time. People don't stay

:10:17. > :10:19.here. If you make an attraction like the castle, it will increase the

:10:20. > :10:24.amount of money being spent in this area. It is hoped that it will help

:10:25. > :10:32.money being invested in private accounts also. This will create

:10:33. > :10:36.thousands of jobs. We want to really encourage young people who are born

:10:37. > :10:40.in this region to stay here, but then attract new young people to

:10:41. > :10:44.come and make their life this year. That will transform the economy of

:10:45. > :10:56.Inverness and the Highland region. There is to be investment also in a

:10:57. > :11:05.new research and innovation have. -- hub. I'm not a patient were men. I

:11:06. > :11:09.want us to get on with it and I want us to think about what the next

:11:10. > :11:13.thing will be, how can we attract more to do more? The ultimate hope

:11:14. > :11:17.is that all of this economic investment will persuade young

:11:18. > :11:22.people in the Highlands that there are opportunities and a reason to

:13:10. > :13:16.bringing some wet and windy weather for Thursday. Quite wet and windy

:13:17. > :13:21.for Thursday, especially across the Northern Isles. Temperatures around

:13:22. > :13:25.nine or 10 degrees, is appealing cool. For Good Friday, that will

:13:26. > :13:27.clear through, so largely dry conditions. The best of conditions
