:01:11. > :01:11.serial killer Robert Black to the murder

:01:12. > :01:19.Genette Tate disappeared while doing her paper round.

:01:20. > :01:22.Officers say they had been just weeks away from charging Black,

:01:23. > :01:24.who had been convicted of four other child murders

:01:25. > :01:39.Robert Black, this image haunted parents throughout the country.

:01:40. > :01:44.Convicted in 1994 of abducting and killing three little girls and given

:01:45. > :01:48.ten life sentences. In 1982 he murdered Susan Maxwell, 11 years old

:01:49. > :01:53.from the Borders, on her way home from school. The following year he

:01:54. > :01:57.murdered Caroline Hogg, five years old, abducting her from a funfair

:01:58. > :02:03.near her home in Portobello. In 1986 he targeted ten-year-old Sarah

:02:04. > :02:08.Harper, running an errand for her grandmother near Leeds. Before then,

:02:09. > :02:13.in Ballinderry and County Antrim, he abducted and killed nine-year-old

:02:14. > :02:18.Jennifer Carty, although that conviction did not come until 2011.

:02:19. > :02:22.It was his job as a UK wide delivery driver which had given him the scope

:02:23. > :02:26.to target little girls across the country. In this police interview he

:02:27. > :02:37.chillingly discusses what was termed as fantasies. It was just a narrow

:02:38. > :02:43.road. It was going downhill. Driving along, I would see a young girl. I

:02:44. > :02:47.would get out and talk to them. Try to persuade her to get into the van.

:02:48. > :02:51.Although Robert Black died in prison earlier this year, police and

:02:52. > :02:55.prosecutors will make a public statement saying that when they

:02:56. > :02:59.decided against prosecution in the past, this time they would have

:03:00. > :03:01.charged him with the murder of Genette Tate. It will be some small

:03:02. > :03:06.comfort and is definitely worth doing but at the end of the day,

:03:07. > :03:11.Genette Tate is missing, presumed dead, and she will never come back

:03:12. > :03:15.so it is only of limited comfort. It is understood that evidence police

:03:16. > :03:19.have passed to prosecutors includes new witnesses with information on

:03:20. > :03:24.how Robert Black behaved at the time Genette Tate went missing. Her

:03:25. > :03:28.father has told the BBC that it is a shame it did not happen earlier, so

:03:29. > :03:30.Robert Black would have died knowing he was going to be put on trial for

:03:31. > :03:33.her murder. The owner of a Chinese company

:03:34. > :03:36.that's seeking to invest in Scotland Norway's pension fund

:03:37. > :03:42.was advised to blacklist the China Railway Group,

:03:43. > :03:45.a subsidiary of which signed an understanding with the Scottish

:03:46. > :03:47.government that could lead to billions of pounds' worth

:03:48. > :03:50.of Chinese investment here. Our political correspondent,

:03:51. > :04:01.Glenn Campbell, has the story. The pandas at Edinburgh Zoo or a

:04:02. > :04:06.symbol of the increasingly close ties between China and the UK. But

:04:07. > :04:16.this relationship is also about money. The Chancellor has signed a

:04:17. > :04:22.deal to secure billions of pounds of Chinese investment in new nuclear

:04:23. > :04:28.power plants in England. And China has got money to spend in Scotland

:04:29. > :04:35.also. That is why the first Minister signed a memorandum of understanding

:04:36. > :04:40.on the 21st of March with two firms, including China Railway Group

:04:41. > :04:44.steering group. Which could lead to ?10 billion of infrastructure

:04:45. > :04:50.investment. It has emerged that the parent company, China Railway Group,

:04:51. > :04:56.has been linked with bribery and corruption in the ethics council but

:04:57. > :05:02.advisers Norway's pension fund. In 2014, it recommended that the group

:05:03. > :05:08.be blacklisted and warned of an unacceptable future risk of

:05:09. > :05:14.corruption. I can give advice. At the helpline in Glasgow, the Lib Dem

:05:15. > :05:20.leader advised SNP ministers to choose investment partners with

:05:21. > :05:24.great care. I am not happy for China to invest in Scottish infrastructure

:05:25. > :05:28.on the wrong terms. I do not think that is the right thing to do. We

:05:29. > :05:32.should be having the highest possible standards on human rights,

:05:33. > :05:37.one business practices, that is why I think people in Scotland, that is

:05:38. > :05:43.what they would expect from the Scottish government but they are not

:05:44. > :05:47.getting that from the SNP. Campaigning on local tax reform in

:05:48. > :05:52.Glasgow, Labour questioned why potential Chinese investment was

:05:53. > :05:57.kept under wraps by the first Minister until details emerged in

:05:58. > :06:00.China. Nicola Sturgeon and the SNP did not want us to know they had

:06:01. > :06:04.signed a deal with China for potential investment in public

:06:05. > :06:11.services. We need to know the details, we need to know what she

:06:12. > :06:15.signed up to. Taking the election race to the racing circuit, the

:06:16. > :06:19.Conservative leader remained suspicious. The only reason we know

:06:20. > :06:24.about this deal is because it ended up on a private website of a private

:06:25. > :06:28.company in China and that is not the way the Scottish government is

:06:29. > :06:33.supposed to work. Trying her hand at making jewellery in Orkney, the

:06:34. > :06:38.first Minister stressed that Chinese infrastructure talks are still at an

:06:39. > :06:43.early stage. There is no agreement to invest, there is no actual

:06:44. > :06:47.investment agreed, this is about exploring opportunities and if there

:06:48. > :06:52.are any specific proposals for investment, due diligence will be

:06:53. > :06:57.done. Chinese commerce leaders on cracking down on corruption but

:06:58. > :07:01.tonight, questions still surround one of the state-owned enterprises

:07:02. > :07:07.that are seeking to fly the flag for China in Scotland.

:07:08. > :07:09.Voters in Scotland give top billing to NHS spending

:07:10. > :07:11.and free university tuition, according to a poll

:07:12. > :07:14.For our survey, Ipsos Mori interviewed 1002 people

:07:15. > :07:19.across Scotland between the 18th and 29th of March.

:07:20. > :07:22.Respondents were asked to rank a range of policies from one up

:07:23. > :07:28.Our political editor, Brian Taylor, has all the details.

:07:29. > :07:35.So our pollsters reminded people that politicians couldn't give them

:07:36. > :07:39.So what do folk really, really want?

:07:40. > :07:52.Back to the Edinburgh brewery where I sought opinions. The most popular

:07:53. > :07:55.policy was a guarantee that NHS spending would be increased by at

:07:56. > :08:02.least the same rate as in England and rated 8.3. It seems people are

:08:03. > :08:05.less keen on the Conservative plan to bring back restriction charges

:08:06. > :08:12.for those who could afford to pay, rating 5.3. Spending on the NHS is

:08:13. > :08:15.terribly important, including things like waiting times so it is

:08:16. > :08:19.fundamental to get that figure down and it should be a priority. They

:08:20. > :08:23.keep throwing money at it every year and nothing improves so instead of

:08:24. > :08:28.looking at how much more we can give, look at what we are already

:08:29. > :08:32.spending. This angered most popular overall was the idea that students

:08:33. > :08:36.from Scotland can attend Scottish universities for free. And sNP

:08:37. > :08:42.initiative backed by Labour and the Lib Dems and rated 8.1. Respectable

:08:43. > :08:46.backing for the notion of more money for schools, with a high proportion

:08:47. > :08:54.of pupils from poorer backgrounds, rated 6.7. Fracking, unconventional

:08:55. > :09:01.drilling for shale gas. Most say it should be banned, many say no. For

:09:02. > :09:06.banning this, 6.2. This is an extension of fossil fuels. We seem

:09:07. > :09:15.to be continually trying to play with this and eek every last ounce.

:09:16. > :09:20.We cannot rely on wind power as a reliable source of energy so I think

:09:21. > :09:24.we cannot discount fracking if we have a concern about the ability to

:09:25. > :09:28.produce sufficient being viewable energy. Some views

:09:29. > :09:31.Right now fracking is on hold under a Scottish Government moratorium.

:09:32. > :09:33.In the same area, subsidies for new sources of energy

:09:34. > :09:35.if they're less harmful to the environment rated 7.7.

:09:36. > :09:42.A Labour plan to give first time home buyers an extra ?3000

:09:43. > :09:44.if they've saved that amount, rated 6.5.

:09:45. > :09:47.But there was less support for scrapping the ban on songs

:09:48. > :09:52.at football matches that some find offensive.

:09:53. > :09:55.That rated 4.9 ? the lowest in the poll although by no means

:09:56. > :09:58.And, as ever, there's the constitution.

:09:59. > :10:01.Should we hold another independence referendum if Britain

:10:16. > :10:31.And elsewhere on the campaign trail, the Conservatives are facing claims

:10:42. > :10:47.The Conservatives want graduates to make a contribution towards the cost

:10:48. > :10:51.of their tuition with about ?1500 for every year of study and they say

:10:52. > :10:58.this would kick in whenever a graduate earns at least ?30,000 a

:10:59. > :11:02.year but the SNP, who, like Labour and the Lib Dems, want to keep

:11:03. > :11:07.tuition free, have been crunching the numbers and they say the Tory

:11:08. > :11:10.numbers do not add up, the Conservatives hope to raise about

:11:11. > :11:15.?100 million through this policy over the course of the next Scottish

:11:16. > :11:19.Parliament and use ?60 million of that to invest in college education

:11:20. > :11:25.but the SNP say that because the payments would not start to come in

:11:26. > :11:30.towards the end of that parliament, they think it would raise next to

:11:31. > :11:33.nothing. The Tory comeback is they could start spending that revenue

:11:34. > :11:40.earlier by drawing a line from the student loan company and for that

:11:41. > :11:41.money to then be repaid through the graduate contribution at a later

:11:42. > :11:45.stage. Thank you very much. To the forthcoming EU referendum
