:00:00. > :00:12.The man in charge of Scottish football league

:00:13. > :00:20.Rangers have been missed from the game's top flight.

:00:21. > :00:23.The Ibrox club won promotion to the Scottish Premiership last

:00:24. > :00:24.night with a 1-0 win against Dumbarton.

:00:25. > :00:27.Neil Doncaster from the SPFL says the club's four year absence

:00:28. > :00:29.from the premiership has led to lower attendances,

:00:30. > :00:32.One of Scottish Football's top administrators says

:00:33. > :00:37.bow and a promotion party captured for prosperity. Also different

:00:38. > :00:47.happening at Ibrox four years ago. A day of drama as Rangers go into

:00:48. > :00:49.administration. Liquidation followed soon after. Fans

:00:50. > :00:57.feared the worst. The bottom line is the big house must stay open. The

:00:58. > :01:02.big house being Ibrox Stadium did stay open, just. A new company was

:01:03. > :01:06.formed and the club was forced to play its football in the lower

:01:07. > :01:09.leagues. Some of the game's administrators were warned of dire

:01:10. > :01:13.consequences. The word Armageddon was even used. There's no question

:01:14. > :01:20.that the absence of Rangers from the top flight has hurt attendance is

:01:21. > :01:26.that some of the clubs. I think the warnings, the predictions, the

:01:27. > :01:30.comment at the time was fair. Scottish football relies heavily on

:01:31. > :01:34.TV revenue. So how will the broadcasters view Rangers return?

:01:35. > :01:37.There has been a huge gap and I think people who look from a

:01:38. > :01:41.distance will see everything is back to normal. I think where the

:01:42. > :01:47.commercial decisions are made in this country on funding and

:01:48. > :01:48.sponsorship inside the M25 or M4 corridor, they are acutely aware of

:01:49. > :01:55.what has been going on and will thing, business as usual.

:01:56. > :02:01.Rangers's absence has coincided with smaller clubs winning bigger prizes.

:02:02. > :02:04.This in Johnstone lifting the cup in 2014. For me there is one big thing

:02:05. > :02:10.to be taken out of what has happened in the last four years. Scottish

:02:11. > :02:13.bubble can't and shouldn't be viewed just through the prism of the West

:02:14. > :02:16.of Scotland. There are so many fans up and down the country who have so

:02:17. > :02:20.much to give to the game. I think that is a hugely important thing

:02:21. > :02:27.that Scottish football is only Glasgow. When the celebrations ends,

:02:28. > :02:29.attention will turn to next year. But for now, for Rangers, being back

:02:30. > :02:33.at the top table will do. Still to come on tonight's

:02:34. > :02:39.programme: 23 years after Trainspotting,

:02:40. > :02:43.Irvine Welsh tells us And coming in sport:

:02:44. > :02:46.after he did "choose life". One of Rangers' promotion heroes

:02:47. > :02:48.says the Ibrox side must look to challenge Celtic

:02:49. > :02:50.for the Premiership And was thsa the goal of the season

:02:51. > :03:03.scored last night at Easter Road? New rules have come into force today

:03:04. > :03:06.which mean bookmakers and casinos have to compile a risk assessment,

:03:07. > :03:09.to help protect vulnerable punters. Gambling charities welcome anything

:03:10. > :03:12.which might help reduce harm But, as Huw Williams reports,

:03:13. > :03:28.there's some scepticism The fixed odds terminals warn of the

:03:29. > :03:32.dangers, but they will tempt you as well. For some compulsive gamblers,

:03:33. > :03:37.the habit can destroy their lives. One man told me that even though he

:03:38. > :03:43.hasn't placed a bet for 14 years, every day is still a struggle. I

:03:44. > :03:49.can't sleep at night, through worrying about financial pressures.

:03:50. > :03:55.I have to get loans to cover up the money I've lost. And that brings in

:03:56. > :04:05.the lies, I start telling lies to family members, stuff like that.

:04:06. > :04:10.From today for keys and casinos have to complete a risk assessment. That

:04:11. > :04:13.allows a betting shop to really target the preventative and

:04:14. > :04:19.protective measures it has around problem gambling, to the local

:04:20. > :04:22.community. The other element is an upgrade to our self exclusion

:04:23. > :04:27.system. Previously you had to go into every shop in the town to

:04:28. > :04:31.exclude yourself from betting. Now, with just one call, you can exclude

:04:32. > :04:35.yourself maybe from the shops near your home, maybe the shops at work

:04:36. > :04:38.or around the leisure area where you spend your time. But there is some

:04:39. > :04:45.scepticism about the changes to the spend your time. But there is some

:04:46. > :04:49.law. The new legislation that has come out today, I believe it's

:04:50. > :04:53.well-meaning, but even if you shut down all the casinos, all the

:04:54. > :04:58.bookmakers and all the bingo halls in Glasgow, a compulsive gambler

:04:59. > :05:03.would still be a compulsive gambler. Now John, not his real name, uses

:05:04. > :05:10.his experience to give talks in schools. It's this the growing

:05:11. > :05:14.problem with youngsters, compulsive gambling today. With all these

:05:15. > :05:19.smartphones going about, access to online gambling. We're going in the,

:05:20. > :05:25.making the kids aware there is a place to come if anybody has a

:05:26. > :05:28.problem with gambling or think they might have a problem with gambling,

:05:29. > :05:33.then to contact gamblers anonymous and we can help. Gambling charities

:05:34. > :05:35.say they welcome the new rules but they will only make a difference if

:05:36. > :05:40.they are properly enforced. A woman and child killed in a road

:05:41. > :05:43.collision in Fife have been named as 8-year-old Bartek Plachta

:05:44. > :05:45.from Poland and 36-year-old Monika The car was involved in a crash

:05:46. > :05:50.with a lorry near Kirkcaldy Royal Navy bomb disposal

:05:51. > :06:00.experts have detonated a Second World War torpedo found

:06:01. > :06:02.in Scapa Flow in Orkney. It's thought to be one

:06:03. > :06:06.of those fired at HMS Royal Oak by a German U-boat,

:06:07. > :06:09.as the battleship lay at anchor The attack sunk the warship

:06:10. > :06:26.with the loss of more The British Navy thought Scapa Flow

:06:27. > :06:29.impregnable but in 1939 German U-boat captain had other ideas.

:06:30. > :06:36.Navigating his way into the Anchorage his crew fired a number of

:06:37. > :06:43.torpedoes at the Royal Oak. The Royal Oak story is hugely important

:06:44. > :06:47.in Orkney. The fact that that happened so early in the war, with

:06:48. > :06:51.such a huge loss of life was something that really shocked the

:06:52. > :06:56.people on the islands to the core and resonates to the present day.

:06:57. > :07:01.But not all the torpedoes found their intended target. Last month

:07:02. > :07:04.divers carrying out survey work found a German weapon is sitting on

:07:05. > :07:12.the ocean bed. All the clues pointed to that U-boat. Today there was

:07:13. > :07:20.another explosion at Scapa Flow, over 75 years later. The torpedo

:07:21. > :07:24.that cause so much destruction met its own end. Divers continue to work

:07:25. > :07:28.at the salvage part of the torpedo. The Navy will donate what's

:07:29. > :07:33.recovered to the local community. The Royal Navy and the diving group

:07:34. > :07:36.have forged stronger nations with the community at Royal Oak. We make

:07:37. > :07:41.an annual survey of the Royal Oak and take that opportunity to do some

:07:42. > :07:44.ceremonial and Powell respects for the tragic loss of life. So yes,

:07:45. > :07:53.ceremonial and Powell respects for typically poignant operation. What

:07:54. > :07:57.Babs makes this even more poignant is the fact it takes place just

:07:58. > :08:03.before the 100th anniversary commemorations. This particular

:08:04. > :08:04.piece of history may be coming to an end today but many of the stories

:08:05. > :08:08.continue to live on. Let's get the sports

:08:09. > :08:11.headlines now from Jonathan. The Rangers player Andy Halliday

:08:12. > :08:14.says the Ibrox club must challenge to win the Premiership

:08:15. > :08:17.title next season. The Ibrox side sealed

:08:18. > :08:19.the Championship title with victory It means Rangers are promoted

:08:20. > :08:39.to the Premiership, but just how Tavernier gets the golden goal.

:08:40. > :08:43.1-0 win and Rangers sealed promotion. No doubt about the

:08:44. > :08:47.aspiration next season for Andy promotion. No doubt about the

:08:48. > :08:51.Halliday - we have got to be challenging for the title. You can't

:08:52. > :08:56.be at a club like this and be happy with second. But that is realistic?

:08:57. > :09:04.Only if Mark strengthens the squad. The squad have done well to win the

:09:05. > :09:08.Championship well. But I think even Marc Warburton will say he has to

:09:09. > :09:13.strengthen. People will say we hope to finish third or fourth. But when

:09:14. > :09:17.Rangers come up against Celtic it is about winner takes all. Come the

:09:18. > :09:23.summer they will want to see investment in the team and Marc will

:09:24. > :09:28.invest it. It will depend on what happens at Celtic. Rangers in the

:09:29. > :09:32.top flight. This is the reaction in Glasgow. It is a good thing. Back to

:09:33. > :09:35.the Old Firm madness, Celtic against Rangers. That is the big game. Do

:09:36. > :09:38.the Old Firm madness, Celtic against you think Rangers can win the title?

:09:39. > :09:43.the Old Firm madness, Celtic against I think it will take two or three

:09:44. > :09:48.seasons. Once they bring in another four or five players. Looking

:09:49. > :09:49.forward to them finishing mid table. You don't think they will do well.

:09:50. > :09:56.No. Why? I don't think they have a You don't think they will do well.

:09:57. > :10:00.good enough team and enough money. The top division Neds them. What do

:10:01. > :10:05.you think? -- the top division needs them. They deserve to be back at the

:10:06. > :10:12.top. They have worked hard for it. I was sad to see where they ended up.

:10:13. > :10:18.Is it good for Glasgow? Definitely. We will tell after the next Old Firm

:10:19. > :10:21.game. How far Rangers are from challenging Celtic. We will have a

:10:22. > :10:24.better idea after the Old Firm Derby a week on Sunday.

:10:25. > :10:29.The Celtic manager Ronny Deila says his side are still

:10:30. > :10:31.Last night's goalless draw away to Dundee means the reigning

:10:32. > :10:34.champions are now five points clear of Aberdeen with six games to go.

:10:35. > :10:51.No goals when the teams met in Glasgow last month. Same story last

:10:52. > :10:56.night in Dundee. The Celtic striker Leigh Griffiths unable to score.

:10:57. > :10:59.Dundee are a top six side and they went close to making their case

:11:00. > :11:03.Dundee are a top six side and they stronger. It wasn't the only time

:11:04. > :11:09.Craig Gordon was called into action. He was entitled to expect more of

:11:10. > :11:20.his centre backs when this long punt came their way. Celtic's last line

:11:21. > :11:27.of defence stood firm. Both sides came within inches of a goal. A shot

:11:28. > :11:32.from Johansen nearly found the mark. The Dundee defence doing enough to

:11:33. > :11:39.keep the ball out. In the second half, it was the home side's turn to

:11:40. > :11:49.get annoyed with the same piece of woodwork. Loy was frustrated this

:11:50. > :11:53.time as war as they settled for a share of the spoils.

:11:54. > :11:56.have a chance of a top 6 finish after their victory over

:11:57. > :12:00.The Jags withstood a fair amount of pressure from the visitors,

:12:01. > :12:02.who remain five points adrift at the foot of the table.

:12:03. > :12:04.The game's only goal coming from Kris Doolan.

:12:05. > :12:07.The result puts Partick Thistle level on points with 6th placed

:12:08. > :12:10.Apart from Rangers' clinching the title last night,

:12:11. > :12:12.there was another big win in the Championship.

:12:13. > :12:15.Hibs came from a goal down to beat Livingston 2-1 at Easter Road -

:12:16. > :12:22.Martin Boyle scoring what manager Alan Stubbs described as the best

:12:23. > :12:24.goal anywhere in the world to keep his side 3 points behind

:12:25. > :12:32.second placed Falkirk with 2 games in hand.

:12:33. > :12:41.It's 23 years since Trainspotting was first published but it seems

:12:42. > :12:46.Begbie, Renton and Sick Boy are here to stay.

:12:47. > :12:48.Their creator Irvine Welsh admits the characters frequently

:12:49. > :12:58.Our arts correspondent Pauline McLean reports.

:12:59. > :13:08.I choose life, choose a job... may be 20 years since they burst on

:13:09. > :13:14.to our screens, but the characters created for Trainspotting won't go

:13:15. > :13:20.away. In particular Francis Begbie. I thought why, why work with the

:13:21. > :13:24.scum of the earth? Writer Irvine Welsh has revived him and reinvented

:13:25. > :13:29.him as a successful artist in California. When a character goes

:13:30. > :13:34.that far down the line, they're not dramatic any more. There is not much

:13:35. > :13:39.more you can do with them. You have to reinvent them. I made him have

:13:40. > :13:46.this thing where he had to control himself and get in control of his

:13:47. > :13:55.anger. Begbie's art career was partly inspired by Jimmy Boyle.

:13:56. > :13:57.There is a guy I know that came to a reading and he had got of jail and

:13:58. > :14:04.There is a guy I know that came to a met him when he was a students and

:14:05. > :14:09.then a professor. This guy's kind of you know the transformation seems

:14:10. > :14:14.dramatic, but it is over years of effort and toil. So I mean these

:14:15. > :14:18.things do happen. People do change through education and art. Not

:14:19. > :14:22.Begbie, who may not have changed as much as you think. With

:14:23. > :14:26.Begbie, who may not have changed as Trainspotting two on the horizon,

:14:27. > :14:32.the whole crew loom large. We will be shooting next year. They're all

:14:33. > :14:37.back. And I'm kind of looking forward to that process as well. And

:14:38. > :14:41.they're back in my head because of this. So there is a chance I may do

:14:42. > :14:47.something elsewhere them. But I'm not sure what that will be. They

:14:48. > :14:50.look so young. Now here's Shelly with

:14:51. > :15:01.details of Scotland 2016. We will ask why Scotland's economic

:15:02. > :15:08.growth is trailing the UK and we report on Donald Trump and we have

:15:09. > :15:14.an interview with Irvine Welsh. And now time for the weather. Kawser is

:15:15. > :15:23.here. It has been a mixture today. One moment sunshine, the next a down

:15:24. > :15:28.pour. Some beautiful sunshine on this beach in Fife. You can see

:15:29. > :15:32.towering shower clouds as well in Midlothian and you can make out the

:15:33. > :15:39.rainbow in Falkirk. Through the evening we will continue to see

:15:40. > :15:45.showers continuing, mainly in more northern areas, but clearer spells

:15:46. > :15:51.developing. We are drawing in cold air with strong westerly winds for

:15:52. > :15:59.the Western Isles. There is clear spells for more central and southern

:16:00. > :16:05.and south eastern areas. The showers will merge into longer spells. And

:16:06. > :16:13.we may see a touch of frost in the southern uplands. More showers in

:16:14. > :16:16.the north tomorrow. The best of any brightness will be in the

:16:17. > :16:20.south-west. And western parts of the central belt. Here is 4 o'clock

:16:21. > :16:25.tomorrow afternoon, temperatures up to 12 degrees for Dumfries. Some

:16:26. > :16:32.heavy showers to the east for Edinburgh. And some hail and thunder

:16:33. > :16:37.also a risk. In the north-west and knot east some brightness for Mull

:16:38. > :16:42.and temperatures up to 12 degrees. For tomorrow evening, the showers

:16:43. > :16:47.will continues, but more clearer spells by the early hours, allowing

:16:48. > :16:50.temperatures to fall so maybe more frost. In Aviemore down to minus

:16:51. > :16:55.one. Friday a dry start with frost. In Aviemore down to minus

:16:56. > :16:58.sunshine around, just a few scattered showers in the east. But

:16:59. > :17:01.later on in the day by the afternoon, you can see the

:17:02. > :17:08.thickening cloud approaching from the west and with it some rain. That

:17:09. > :17:12.rain pushing in o' on Friday and for Saturday. For Friday, some sunshine

:17:13. > :17:17.and temperatures up to 11 degrees. That is your forecast. Thank you.

:17:18. > :17:19.Now, a reminder of tonight's main news.

:17:20. > :17:21.Tanveer Ahmed the man accused of murdering a Glasgow

:17:22. > :17:23.shopkeeper last month, has given a statement in court

:17:24. > :17:26.in which he admits that he killed Asad Shah.

:17:27. > :17:28.In a highly unusual move, the statement also gave his

:17:29. > :17:31.Mr Shah was found with serious injuries outside his shop

:17:32. > :17:39.I'll be back with the headlines at 8 and the late bulletin just

:17:40. > :17:43.Until then, from everyone on the team - right

:17:44. > :17:46.across the country - have a very good evening.
