:00:08. > :00:11.The first of 7,000 pupils affected by school closures in Edinburgh

:00:12. > :00:14.are to return to classrooms tomorrow morning.

:00:15. > :00:18.But there's further uncertainty for some who've not been given

:00:19. > :00:21.details on where they can resume their education.

:00:22. > :00:24.17 schools and two other buildings have been closed

:00:25. > :00:29.since the Easter break amid fears over structural safety.

:00:30. > :00:31.We'll have more details on that in a moment.

:00:32. > :00:34.But first our reporter Steven Godden has been trying to get to the bottom

:00:35. > :00:45.of the deal that led to the schools being built using private finance.

:00:46. > :00:52.The pouring rain, what goes on to fix the problems that have left more

:00:53. > :00:57.than 7000 pupils kicking their heels. This morning list of schools

:00:58. > :01:01.where fresh destruction defects have been discovered numbered four.

:01:02. > :01:08.Tonight that total still stands. We have asked them to extend those

:01:09. > :01:13.surveys to make sure that no more faults can be identified before we

:01:14. > :01:14.are visually sure we can put our children back into schools safely

:01:15. > :01:21.are visually sure we can put our and in the right manner. And this

:01:22. > :01:28.Edinburgh builders merchant the basic problem is explained. All wall

:01:29. > :01:32.ties to the same job. The only difference is the actual size and

:01:33. > :01:37.strength of them. But in principle all wall ties to the same job. And

:01:38. > :01:40.if they are not there? If there are not there, there is a good chance

:01:41. > :01:43.the building could fall down. A fuller picture is now emerging of

:01:44. > :01:48.the deal struck by the City Council and the Edinburgh schools

:01:49. > :01:51.partnership. Documents show that by late 2003 difficulties forced the

:01:52. > :01:56.project is split into two. Estimates for the second stage were deemed

:01:57. > :01:59.unacceptable. Council officials said a ceiling price. Affordable, they

:02:00. > :02:03.said, but with the warning that if the final cost was to rise than they

:02:04. > :02:08.would walk away without any charges for development work. The bricks and

:02:09. > :02:14.mortar tell us that stage two of the project did go ahead. The skills

:02:15. > :02:18.involved, outgoing primary, Braeburn and Firhill in the distance behind

:02:19. > :02:21.me, and a few miles up the road, Saint Peters primary, all built by

:02:22. > :02:31.Miller construction, and although at the epicentre of the Edinburgh

:02:32. > :02:35.schools crisis. Questions around all 17 Edinburgh PPP schools, a contract

:02:36. > :02:39.question by this city architect. There is no architect or engineer

:02:40. > :02:46.inspecting the site you might pick these things up. It is left to the

:02:47. > :02:48.builder. As with banking, there is regulation to look after these

:02:49. > :02:52.things themselves, and that takes away an essential means of checking

:02:53. > :02:57.work has been done and means these things are more likely to happen. Is

:02:58. > :02:59.it simply the case that you do not know at this stage whether the

:03:00. > :03:03.council signed off on these buildings? That's right. We don't.

:03:04. > :03:06.And that's because each building will be different in its make-up and

:03:07. > :03:10.Howard was managed and when it was managed to stop until we have that

:03:11. > :03:20.picture there is no point by clicking. Based at this office, the

:03:21. > :03:24.office have released statements apologising and Schumann response

:03:25. > :03:28.ability. I was hoping to speak to someone from the Edinburgh schools

:03:29. > :03:32.partnership. We are told that asking anything else would require an

:03:33. > :03:34.appointment. The company was due a payment from the council at the end

:03:35. > :03:36.of the month. Negotiations continue. More pressing for parents is how

:03:37. > :03:42.quickly the schools will reopen. Our Education Correspondent,

:03:43. > :03:53.Jamie McIvor, sent this report. Five secondary schools are affected

:03:54. > :03:57.in Edinburgh, and the big unanswered question today concerns the first,

:03:58. > :04:01.second and third year students at those schools. The council has told

:04:02. > :04:05.us to it confident places will be found for them by next Tuesday at

:04:06. > :04:08.the latest, though nothing has been officially announced yet. The

:04:09. > :04:12.council has been prioritising the older students who are about to set

:04:13. > :04:17.their exams and also the primary schoolchildren. When it comes to

:04:18. > :04:20.primary schools, all children should be back in education by next

:04:21. > :04:24.Tuesday. Although some will not be in their normal school buildings. At

:04:25. > :04:28.least there is clarity for the parents of younger children over how

:04:29. > :04:31.much childcare they may need to arrange. Although for some this will

:04:32. > :04:38.be an expensive or very inconvenient process. Older students at four of

:04:39. > :04:42.the five schools who are about to set their exams will be back in

:04:43. > :04:46.education from tomorrow, although the children who go here to this

:04:47. > :04:52.code behind me will go to a different school in the city, and

:04:53. > :04:56.the schools the students at pregnant school will go back on Thursday but

:04:57. > :05:02.will go to a different school. You will find the details online. The

:05:03. > :05:05.counsellor stressing that children going to different school buildings

:05:06. > :05:06.will still be taught by their normal teachers to ensure continuity.

:05:07. > :05:11.Well, it's emerged that a construction firm at the centre

:05:12. > :05:13.of the Edinburgh schools crisis was responsible for the closure

:05:14. > :05:17.of a school in Glasgow with the same fault in 2012.

:05:18. > :05:20.The structural problem found at Lourdes Primary four years ago

:05:21. > :05:24.was the same as the one discovered last week at schools in Edinburgh.

:05:25. > :05:31.Miller Construction was involved in both cases.

:05:32. > :05:33.A memorial service has been held at Westminster Abbey for the victims

:05:34. > :05:35.of last year's terror attacks in Tunisia.

:05:36. > :05:40.30 British people died when a gunman opened fire on a beach in Sousse.

:05:41. > :05:44.They included two Scots couples Billy and Lisa Graham from Bankfoot

:05:45. > :05:48.near Perth and Jim and Anne McQuire from Cumbernauld in Lanarkshire.

:05:49. > :05:51.Prince Harry laid a wreath at the Innocent Victims Memorial

:05:52. > :05:59.A trial has heard that a woman accused of killing a two-year-old

:06:00. > :06:03.boy in Fife with her civil partner claimed in a 999 call the child

:06:04. > :06:08.Nyomi and Rachel Fee deny murdering Liam Fee at a house

:06:09. > :06:20.From the High Court in Livingston, Lisa Summers reports.

:06:21. > :06:30.The court was played a six minute 99 call made by Naomi the who sounds

:06:31. > :06:34.distressed as she reports that her baby is not breathing and another

:06:35. > :06:38.boy is responsible for death. The operator tells how to perform at the

:06:39. > :06:42.mouth resuscitation and CPR as they wait for an ambulance. As the

:06:43. > :06:47.emergency call was played, both Rachel and Nyomi Fee wept. The jury

:06:48. > :06:51.heard that the angles crew arrived at the house in Glenrothes and 8pm

:06:52. > :06:57.that evening. Crew members were the first to arrive. James Graham said

:06:58. > :07:01.that when he arrived the boy was lifeless, but he did continue with

:07:02. > :07:05.CPR. He described how Liam's stepmother had shouted at another

:07:06. > :07:12.boy saying, "You tell these men what you have done." Earlier, ton-mac's

:07:13. > :07:16.mother told the court that she had spoiled Liam and was shocked when

:07:17. > :07:22.her daughter called her to tell her that Liam was dead. The mother of

:07:23. > :07:25.the other accused also give evidence. She broke down in the

:07:26. > :07:32.witness box as she told of how Rachel had left. Rachel and Nyomi

:07:33. > :07:36.Fee are accused of murdering the boy and winning his death on another

:07:37. > :07:40.child. Also of charging other children, locking one by a makeshift

:07:41. > :07:42.cage, and tying another boy in a room with rats and makes. The woman

:07:43. > :07:45.denied the charges. Trial continues. A 52-year-old man has been arrested

:07:46. > :07:48.in connection with the death Emergency services were called

:07:49. > :07:53.to a report of man collapsing following a disturbance at an Indian

:07:54. > :07:56.takeaway in Mintlaw 56-year-old Shahzad Shah

:07:57. > :08:01.was pronounced dead at the scene. The 52-year-old will appear

:08:02. > :08:06.in court tomorrow. The Scottish Green Party has

:08:07. > :08:09.launched its Holyrood manifesto with a pledge to make the next

:08:10. > :08:13.Scottish Parliament bolder. Proposals include creating 200,000

:08:14. > :08:15.jobs, 4,000 extra teachers Our political editor Brian Taylor

:08:16. > :08:33.has been looking at the details. Eager Greens unlock their manifesto,

:08:34. > :08:38.hoping it will enthuse the public. They are now in much bigger party

:08:39. > :08:42.with 9000 members running a mass campaign for the first time. The

:08:43. > :08:46.policy packages also brought, from extra cash for carers to the

:08:47. > :08:51.criminalisation of cannabis for personal use. Plus familiar green

:08:52. > :08:56.concerns such as cycling and public transport. I really cannot tell you

:08:57. > :09:01.how much I have been looking forward to this election. Patrick Harvie

:09:02. > :09:04.sets out their approach. Higher public spending with higher income

:09:05. > :09:09.tax for high earners, including a 60% top rate. The learners with a

:09:10. > :09:17.less, but overall they would raise and extra ?679 million in tax in the

:09:18. > :09:20.first year with more to come. Instead of maximising North Sea oil

:09:21. > :09:24.they would leave reserves in the ground, than fracking and switch to

:09:25. > :09:30.renewable energy, contributing, they say, to 200,000 new sustainable

:09:31. > :09:33.jobs. They want wider land reform including more community control and

:09:34. > :09:40.an end to ownership by offshore tax havens. They say they would welcome

:09:41. > :09:45.refugees with open arms. The Greens say that with a sizeable group of

:09:46. > :09:49.Holyrood who would press these policies, especially tax, on the

:09:50. > :09:52.Holyrood who would press these next Scottish Government, which they

:09:53. > :09:55.expect to be led by the SNP. Who is putting them under pressure and

:09:56. > :09:59.asking tough questions? And we want and rights to the right by the

:10:00. > :10:02.Conservative Party? Do we want them decried by a Labour Party are just

:10:03. > :10:05.with a finger and has every thing they do is terrible or do you want

:10:06. > :10:12.to Greens bringing constructive pressure to bear? That is what has

:10:13. > :10:15.got results. Among the policies, the Greens are promising to build 12,000

:10:16. > :10:21.new homes for rent each year with rent controls, to hire 4000 more

:10:22. > :10:29.teachers, and introduce a levy on retailers who promote unhealthy

:10:30. > :10:34.foods. The Green party for Scotland. To the streets. The Greens are only

:10:35. > :10:37.contesting three constituencies, and have high hopes on top of lists were

:10:38. > :10:42.larger parties including the SNP want people to stay with them for

:10:43. > :10:43.both votes. This time, say the Greens, they are ready for that

:10:44. > :10:47.fight. Fresh searches have been taking

:10:48. > :10:49.place for the missing skipper of the fishing boat Louisa

:10:50. > :10:52.which sank off Mingulay They've been named as Chris Morrison

:10:53. > :11:00.from Harris and Martin A fourth man - Lachlan Armstrong -

:11:01. > :11:05.was rescued after swimming to shore. Football now, and there was just one

:11:06. > :11:08.match in the Scottish Hearts wrapped up third place

:11:09. > :11:13.in the league with a goalless draw It's over to Gillian now

:11:14. > :11:25.with the weather forecast Parts of the North had a charmed day

:11:26. > :11:33.today, but for much of the country it was damp and dreich as it is

:11:34. > :11:38.tonight. North of the border things will turn misty and murky, we are

:11:39. > :11:42.also in the middle of this frontal zone so we will see rain continuing

:11:43. > :11:47.for Southern and Central Scotland and edging northwards into parts of

:11:48. > :11:49.Aberdeenshire and the central and eastern highlands. The driest and

:11:50. > :11:55.clearest conditions will be over the North and Western Isles, and parts

:11:56. > :11:59.of the West Coast. But brisk winds affect the Northern Isles and the

:12:00. > :12:03.north-east coast of mainland. Pretty miserable start the day tomorrow

:12:04. > :12:05.from many of us. There will be missed around the coasts and fog

:12:06. > :12:10.over the hills, and outbreaks of rain. Rain will be added to most

:12:11. > :12:14.extensive during the morning. If you're heading out around ATM, it

:12:15. > :12:20.will be a soggy start. Not very cold, 6-7dC. The driest conditions

:12:21. > :12:23.over Northern light girl, the Western isles and the Northern

:12:24. > :12:27.Isles. And that's where we will have wanted it Esther the brightness

:12:28. > :12:30.through the day. A few showers for Orkney, feeling chilly in strong

:12:31. > :12:36.north-easterly winds around the aisles. Into the afternoon, the rain

:12:37. > :12:38.becomes increasingly confined to eastern Scotland. Heaviest and most

:12:39. > :12:42.persistent of the Lothian and borders. Something drier developing

:12:43. > :12:49.across the West, and elsewhere across the UK it will be a case of

:12:50. > :12:51.sunny spells and scattered, heavy at times and thundery showers,

:12:52. > :12:56.particularly for the South West, the Midlands and Wales. And a contrast

:12:57. > :13:00.in temperatures. 10 degrees difference north to south across the

:13:01. > :13:06.UK tomorrow. We head into Thursday and it is a drier and brighter day

:13:07. > :13:09.across the board. Will be spells of sunshine. Just a scattering of

:13:10. > :13:12.showers popping up as the day goes on, and later in the day, a weather

:13:13. > :13:15.front bringing rain into Shetland. For Friday, that France sinks

:13:16. > :13:20.southwards across the country, introducing colder air. We will see

:13:21. > :13:22.colder here even for lower levels, and a chilly feel for all of us.

:13:23. > :13:26.Our next update is during Breakfast at 6:25 tomorrow morning.

:13:27. > :13:30.But from everyone on the late team here in Glasgow and around
