:00:48. > :00:49.in being heavily penalised for the treatment of its customer.

:00:50. > :00:55.She set up a direct debit to pay her bills.

:00:56. > :00:59.She found her money was not taken out of the account

:01:00. > :01:04.and she was ignored and is now left with a backdated claim.

:01:05. > :01:15.They have no record of any gas that was supplied,

:01:16. > :01:17.but they have been chasing me for it.

:01:18. > :01:20.It has been well documented and it is stressful in my late

:01:21. > :01:28.The regulator found the Spanish owned company let down customers

:01:29. > :01:33.while changing its IT system four years ago.

:01:34. > :01:38.Call waiting times were found to be too high, which some

:01:39. > :01:43.300,000 bills were late, leading to a million complaints

:01:44. > :01:46.and those complaints were handled too slowly.

:01:47. > :01:49.The problems were still being resolved earlier this year.

:01:50. > :01:54.Ofgem is giving ScottishPower a fine of only ?1, but requiring it to pay

:01:55. > :02:01.?80 million on penalties after 15 million for failing

:02:02. > :02:15.to support vulnerable customers and 3 million to charity.

:02:16. > :02:17.It is the second-biggest fine we've imposed in relation to not

:02:18. > :02:23.This should send out a message, ?18 million is a large fine and it

:02:24. > :02:25.says we expect companies to treat their customers fairly

:02:26. > :02:27.ScottishPower had no one available to interview

:02:28. > :02:38.Later this year, ScottishPower will occupy this

:02:39. > :02:44.city centre headquarters, a grand building that underlines

:02:45. > :02:47.the important role of the company in the Scottish economy.

:02:48. > :02:53.But the penalty issued today is a reminder it cannot afford

:02:54. > :03:00.to get too grand for its customers and demonstrates the danger

:03:01. > :03:03.when companies' computer systems need to be renewed and rebooted.

:03:04. > :03:06.In more disturbing evidence to the Liam Fee murder trial,

:03:07. > :03:09.a young child said he felt "unsafe" with the two accused.

:03:10. > :03:13.The boy says Nyomi and Rachel Fee told him his dad was dead,

:05:57. > :05:59.The party leaders made clear that would mean having fewer

:06:25. > :06:27.The Conservatives favour more joint working rather than trimming down

:06:28. > :06:33.The Scottish Conservatives don't leave in the wholesale

:06:34. > :06:37.We don't think there should be wholesale organisation

:06:38. > :06:41.because we should be doing the best job of service delivery.

:06:42. > :06:43.That means councils working closer together but not

:06:44. > :06:50.Scotland's eight Fire Services were merged into just one

:06:51. > :06:58.during the last Parliament and a single police force was created.

:06:59. > :06:59.The Liberal Democrats call it centralisation and don't

:07:00. > :07:12.We don't want to be meddling around with the boundaries of councils.

:07:13. > :07:16.That is a distraction. We should be pushing powers back down into the

:07:17. > :07:20.communities. The SNP took control of the police, they are threatening to

:07:21. > :07:23.take control over our schools. This is not acceptable. Local government

:07:24. > :07:29.reform could cut the cash available for Scotland's poorest areas. It is

:07:30. > :07:33.20 years since local government was last overhauled when regional

:07:34. > :07:39.councils, like Strathclyde, were abolished. Labour says its manifesto

:07:40. > :07:43.tomorrow will not propose another big shake-up. We have to be very

:07:44. > :07:46.careful about any more centralisation, which has been

:07:47. > :07:51.hugely unpopular. I think we can get government to work on a much more

:07:52. > :07:58.joined up fashion by devolving power to governments. That's the way to

:07:59. > :08:02.get efficient local government. The SNP says it wants more local

:08:03. > :08:06.decision-making, not less. Either way, it has managed to put who

:08:07. > :08:08.provides what service on the election agenda.

:08:09. > :08:11.A driver who deliberately drove and knocked over a man as he walked
