:03:07. > :03:13.This is a very quiet area. You never hear about anything like this. I'm

:03:14. > :03:16.badly shocked. Police have been following a definite line of enquiry

:03:17. > :03:21.and it is understood that robbery is not thought to be a motive in this

:03:22. > :03:25.case. This is the kind of quiet suburban street when people smile

:06:03. > :06:07.The key policy, 1% on all tax rates plus a new 50p top rate to boost

:06:08. > :06:11.public spending, particularly education. You cannot get a

:06:12. > :06:16.world-class education system on the cheap. Someone has to pay, so we are

:06:17. > :06:19.going to ask the witch just 1% to pay more sleet and invest in our

:06:20. > :06:28.school but we will also put a penny on the basic levels so we can stop

:06:29. > :06:33.the cuts. If we fail to do that, we are faced with ?3 billion of cuts

:06:34. > :06:37.yet to come to our schools, to the care for elderly, all the public

:06:38. > :06:42.services that we hold dear. We have a chance to stop the cuts, invest in

:07:22. > :07:30.holds out another referendum on under UK changes. Kezia Dugdale

:07:31. > :07:33.independence -- ruled out. The manifesto reflects Scottish Labour's

:07:34. > :07:36.confident decision that the new converted territories not be news

:07:37. > :07:43.even though Ms Dugdale takes a different line. Sign she says that

:07:44. > :07:49.this is about party policy, not the personal choice of the leader. Final

:07:52. > :07:53.Union officials have travelled to Westminster to call on MPs

:07:54. > :07:56.to give assurances that jobs will not be lost at the Clyde

:07:57. > :07:59.shipyards as a result of delays in the order to build eight

:08:00. > :08:04.The UK Government says it remains committed to building new warships

:08:05. > :08:07.But the SNP, Labour and the Liberal Democrats

:08:08. > :08:16.are demanding job guarantees from Conservative ministers.

:08:17. > :08:21.There have been a number of promises given to the workforce at the Clyde

:08:22. > :08:24.about building frigates and there was a huge amount of investment

:08:25. > :08:28.supposed to be coming into the Clyde. That investment has not

:08:29. > :08:31.happened and what we are seeing is a constant slippage in the frigate

:08:32. > :08:37.building programme. What we have been told very clearly by BAE

:08:38. > :08:42.Systems is that the Government is pushing them to cut the work and

:08:43. > :08:44.send some of it down to England. Prince Charles has been

:08:45. > :08:47.in the Highlands to present medals to soldiers from

:08:48. > :08:48.the Royal Regiment of Scotland. The prince is royal colonel

:08:49. > :08:50.of the Black Watch, which is based at

:08:51. > :08:54.Fort George near Inverness. Seven members of the regiment

:08:55. > :08:56.as well as one civil servant received medals

:08:57. > :08:58.during a ceremony at the base. Storm Frank may have

:08:59. > :09:00.wreaked environmental havoc back in December,

:09:01. > :09:02.but much of the debris it left behind has been a big problem,

:09:03. > :09:06.especially in Aberdeenshire. Today, the Army has been in Ballater

:09:07. > :09:09.lending a hand to clear it, The raging torrent caused

:09:10. > :09:14.by Storm Frank didn't many of them damaging

:09:15. > :09:20.bridges and leaving Some jobs require that

:09:21. > :09:29.extra bit of muscle and that's why the Army have

:09:30. > :09:31.come here to help clear

:09:32. > :09:43.debris from this bridge. It is a slow job, though,

:09:44. > :09:50.which requires a lot of patience. We are about five hours

:09:51. > :09:54.into our first day, managed to make quite

:09:55. > :09:55.a lot of progress. Once we are done with

:09:56. > :09:58.the caravan behind us, on the far side,

:09:59. > :10:01.we are going to try to This is just one place

:10:02. > :10:06.that Storm Frank has Aberdeenshire Council has over 300

:10:07. > :10:13.damaged bridges from Storm Frank. through that prioritised

:10:23. > :10:24.Inver Corbridge, we were We are now working

:10:25. > :10:29.our way through, and this is one of the major

:10:30. > :10:33.ones we are keen and we are very pleased

:10:34. > :10:36.the Army has tackled. There's only so much

:10:37. > :10:38.a winch can do, though. Sometimes you just need to get hands

:10:39. > :10:42.on to finish the job. Hargreaves, the operator of opencast

:10:43. > :10:53.coal mines in Scotland, is to accelerate the closure of

:10:54. > :10:56.six out of its seven sites, leaving only the House

:10:57. > :10:59.of Water site in Ayrshire. The company says it plans to spend

:11:00. > :11:02.more than ?3 million on the Scots closures,

:11:03. > :11:03.across Lanarkshire, It blames the slump in coal prices

:11:04. > :11:08.and the closure of Well, let's get the latest

:11:09. > :11:26.weather from Christopher. Yes, Scotland in springtime, what a

:11:27. > :11:30.joy (!). Clear skies so it will be called everywhere. Frosty to, towns

:11:31. > :11:33.and cities close to freezing and the countryside perhaps as low as -5 in

:11:34. > :11:36.the saddle highlands. A cold start countryside perhaps as low as -5 in

:11:37. > :11:42.to the day tomorrow, but a sunny one. A few showers around the West

:11:43. > :11:46.and north coast and at eight o'clock tomorrow morning, some sunshine and

:11:47. > :11:52.blue skies but still perhaps two or three Celsius. Winds should be

:11:53. > :11:59.relatively light. Towards Perthshire and intermarry, still freezing or

:12:00. > :12:03.sub zero at 8am. If you showers for Orkney and Shetland. As we have

:12:04. > :12:05.through the morning, cloud bills from the West are spoiling some of

:12:06. > :12:11.that early sunshine followed by outbreaks of rain and this weather

:12:12. > :12:15.surgeon of rights. It will journey eastwards around lunchtime. It

:12:16. > :12:18.stretches the southern Scotland into the north-west of England, through

:12:19. > :12:22.Cumbria and perhaps the Lord of Wales though clearing Northern

:12:23. > :12:27.Ireland. Reason the dry and write some sunshine and double digit

:12:28. > :12:34.temperatures. Not only rained here but snow. That's only on the hills.

:12:35. > :12:38.North towards Angus, generally dry, elsewhere cloudy and wet through the

:12:39. > :12:42.afternoon, feeling cool into the evening and its wings its way

:12:43. > :12:46.northwards but its exact tracks and position is open to doubt. A best

:12:47. > :12:50.guess is it will affect part of Tayside down towards the capital.

:12:51. > :12:55.That could change, it could be further morphed or south. I'm

:12:56. > :12:58.keeping a close eye on it. The Friday morning, potentially

:12:59. > :13:02.destruction to travel if the snow which is lower levels. For most of

:13:03. > :13:04.the day on Friday, showers and some bright spells. But whether it is

:13:05. > :13:08.pushing towards the north of England but for most of the Midlands, Wales

:13:09. > :13:12.and Northern Ireland, relatively dry, sunshine. Cloudy on the south

:13:13. > :13:16.coast, the Southern counties some rain just affecting the coastline

:13:17. > :13:18.near as well. Temperature is a little bit higher, but one to watch

:13:19. > :13:20.without snow. More tomorrow. Our next update is during Breakfast

:13:21. > :13:24.at 6:25 tomorrow morning. But from everyone on the late
