:00:00. > :00:13.Nicola Sturgeon has unveiled her new cabinet,

:00:14. > :00:15.stressing that her main focus is to ensure

:00:16. > :00:16.a world class education system.

:00:17. > :00:19.To that end, the biggest change she's made is to move

:00:20. > :00:20.the Deputy First Minister John Swinney

:00:21. > :00:33.here's our political editor, Brian Taylor.

:00:34. > :00:43.Sarah Her Majesty... solemnity, the Lord President,

:00:44. > :00:46.accompanied by 14 other judges, administers the alts of office to

:00:47. > :00:53.Nicola Sturgeon. She accepts power with the customary nod. Signing the

:00:54. > :00:59.parchments, she becomes 1's more First Minister, keeper of the great

:01:00. > :01:03.Seal of Scotland. I think you said yesterday there are some tough

:01:04. > :01:09.decisions ahead. The Lord noted her duties would be arduous. First duty,

:01:10. > :01:14.a Cabinet reshuffle at Bute house, her official residence. First to

:01:15. > :01:19.arrive, her deputy, John Swinney. He moves from finance, after nine

:01:20. > :01:23.years, to take charge of education, her top priority. It is the issue I

:01:24. > :01:27.want my government and me to be judged on so I think it underlines

:01:28. > :01:31.the importance to have given the Deputy First Minister a Cabinet

:01:32. > :01:34.secretary over many years of great accomplishment the responsibility to

:01:35. > :01:39.take forward the government's agenda on that issue. His finance remit is

:01:40. > :01:43.split, with Keith Brown taking charge of the economy while Cabinet

:01:44. > :01:49.newcomer Derek Mackay handles finance, including tax powers. A

:01:50. > :01:55.reflection of Holyrood's new cloud. As part of that, Angela Constance

:01:56. > :01:58.will handle the new welfare powers. Getting his jacket on in readiness,

:01:59. > :02:04.Fergus Ewing arrives to join Cabinet for the first time. I think it's up

:02:05. > :02:11.to the First Minister, isn't it? What would you like? Bit is a

:02:12. > :02:15.lovely. He moves from energy, and the controversial topic of fracking,

:02:16. > :02:19.to take charge of the rural economy, including the pledge of universal

:02:20. > :02:26.broadband links. The Cabinet Secretary 's stay where they are. --

:02:27. > :02:31.three Cabinet Secretarys. There are changes as well. The Scottish

:02:32. > :02:36.Government has ambitious targets to tackle climate change. But it has

:02:37. > :02:40.failed to meet them. That topic is no prize out of the rural affairs

:02:41. > :02:43.Department, where it has felt it was swamped. Roseanna Cunningham takes

:02:44. > :02:50.charge as part of her environment brief. That brings back fond

:02:51. > :02:52.memories. Richard Sterne down from Cabinet after nine years and rural

:02:53. > :02:56.affairs. Delays over farm payments Cabinet after nine years and rural

:02:57. > :02:58.brought sharp criticism, but he says he wants to focus on his children

:02:59. > :03:02.and his wife, who has first cancer. he wants to focus on his children

:03:03. > :03:05.These things just put life into perspective. After nine years, I

:03:06. > :03:11.will take a back-seat from government. Also standing down, Alex

:03:12. > :03:17.Neil from. Justice. -- from social justice. The new team, still gender

:03:18. > :03:19.balanced, but with new remix for six ministers to match new priorities.

:03:20. > :03:21.Brian Taylor reporting. One of the women accused

:03:22. > :03:23.of murdering toddler Liam Fee has told a court that she never

:03:24. > :03:26.assaulted the child and was in complete shock

:03:27. > :03:28.when she realised he had died. But Nyomi Fee accepted

:03:29. > :03:30.she'd neglected him by not seeking medical attention

:03:31. > :03:45.for a broken leg. This was the second day of evidence

:03:46. > :03:49.from Nyomi Fee, seen here with her co-accused, Rachel. She said in the

:03:50. > :03:52.weeks leading up to his death, she had heard screaming in the bedroom

:03:53. > :03:55.and when she went to investigate another child said he had been

:03:56. > :03:58.standing on the toddler's legs and had thrown across the room. Nyomi

:03:59. > :04:02.Fee said in another incident at the same boy had his hand over Leon's

:04:03. > :04:07.modes. She claimed after these incidents she noticed that we did

:04:08. > :04:10.not want to there weight on his leg. The court heard that Nyomi Fee had

:04:11. > :04:16.searched on the Internet for advice on how good legs and hips but that

:04:17. > :04:23.she and Leon's mother, Rachel, had not taken the child to hospital to

:04:24. > :04:25.seek medical attention. -- she and Liam's. She agreed that would make

:04:26. > :04:54.her guilty of neglect. Earlier, Nyomi Fee's defence counsel

:04:55. > :04:58.asked about the day Liam died. She said she had found him looking white

:04:59. > :05:19.and lifeless but she denied there was any delay in dialling 999.

:05:20. > :05:24.Nyomi Fee also denied a series of allegations of ill treating two

:05:25. > :05:30.other boys, including claims that one child was put in a cage, a child

:05:31. > :05:35.was tied to a chair in a room with snakes and rats and that the two

:05:36. > :05:39.boys were compelled to harm each other. Nyomi Fee and her partner,

:05:40. > :05:41.Rachel, deny murdering Liam Fee and ill treating two other boys. The

:05:42. > :05:44.trial continues. There's been another rise in

:05:45. > :05:47.unemployment in Scotland. Our Business and Economy Editor

:05:48. > :05:59.Douglas Fraser can tell us more. New jobs are being created at quite

:06:00. > :06:02.a rate. Except for those of us in Scotland stopped at the start of

:06:03. > :06:08.this year, across the rest of the UK, 97,000 more people in work. But

:06:09. > :06:12.in Scotland, 53,000 fewer than the end of last year. They were not

:06:13. > :06:16.becoming unemployed, big growth was in the number of Scots counted as

:06:17. > :06:20.not available for work. But there was a small rise in unemployed, up

:06:21. > :06:24.8000 in Scotland, a drop of 6000 across the rest of the UK. The

:06:25. > :06:29.unemployment rate used to because. It does not look that way now. It

:06:30. > :06:32.can hire only in north-east England. What is behind these figures? The

:06:33. > :06:36.downturn in oil and gas is a big factor affecting Scotland more than

:06:37. > :06:41.elsewhere. But it is a resource for industry. Redundancy have led to new

:06:42. > :06:47.beginnings, as Kevin reports. Just like them. The shifting sands

:06:48. > :06:49.of the business world temperatures produce some astonishing outcomes,

:06:50. > :06:54.while tens of thousands are losing their jobs, entrepreneurs are

:06:55. > :07:02.cashing in on ideas like this 3-D mapping in a sandpit. It allows

:07:03. > :07:04.for... Tristan is a former engineer who has developed a new tool to

:07:05. > :07:06.for... Tristan is a former engineer speed up the process for drilling

:07:07. > :07:10.wells. He says the downturn meant he was pushing on an open door.

:07:11. > :07:14.Drilling operators have got that opportunity to take innovation and

:07:15. > :07:18.try alternative techniques which would not necessarily have been so

:07:19. > :07:23.easy to just abide by that $115 per barrel, when the operation could

:07:24. > :07:28.easily be provided at a profitable margin without needing innovations

:07:29. > :07:31.and alternatives. At this social enterprise, they helped more than

:07:32. > :07:35.1200 people get their business ideas enterprise, they helped more than

:07:36. > :07:38.off the ground last year. 6% thought help because they were facing

:07:39. > :07:43.redundancy. But here, they believe it is a bigger change which is

:07:44. > :07:48.striving entrepreneurs. Scotland is becoming much better at introducing

:07:49. > :07:55.the concept of entrepreneurship at an earlier stage. We, as an

:07:56. > :07:59.organisation, have been engaging particularly over the last five

:08:00. > :08:04.years with schools, the local college, the universities. From

:08:05. > :08:08.small idea of floor bigger creations and supporting entrepreneurs is seen

:08:09. > :08:11.as vital for developing future business.

:08:12. > :08:16.Also essential for richer recovery is confidence for business

:08:17. > :08:21.investment and among consumers but they have been holding back as well.

:08:22. > :08:25.Shop sales down last month on April last year. That has been getting

:08:26. > :08:31.cheaper and grocery sales were down less than 2% of everything else,

:08:32. > :08:33.4.4%. A chilly April was partly to been my poem. According to

:08:34. > :08:35.retailers, fashion and fit or have been feeble. The worst for eight

:08:36. > :08:38.years. -- partly to blame. An 18-year-old an has appeared

:08:39. > :08:40.at Edinburgh Sheriff Court after the death of a nurse

:08:41. > :08:43.who was knocked down in the city. Dylan Jenkin was charged

:08:44. > :08:45.with causing death by dangerous driving, and failing to failing

:08:46. > :08:48.to stop when signalled by police. and the case was continued

:08:49. > :08:51.for further inquiry. 33-year-old Jill Pirrie

:08:52. > :08:56.was killed last Thursday. The fishing boat which sank off

:08:57. > :08:59.the Western Isles last month with the loss of three lives,

:09:00. > :09:02.has been brought to Clydebank, for examination by the Marine

:09:03. > :09:19.Accident Investigation Branch. The crab boat sunk off Mengele more

:09:20. > :09:22.than one month ago. In order to find out why that happened, investigators

:09:23. > :09:29.have taken the unusual move to raise her from the sea. Then followed a

:09:30. > :09:32.journey by barge, taking two days to bring the board from the Western

:09:33. > :09:37.Isles to a quiet courtyard on the Clyde. The board was a tanker in

:09:38. > :09:42.benign weather conditions when in the early hours of the morning the

:09:43. > :09:46.crew found her taking on water and were forced to abandon ship. Martin

:09:47. > :09:53.Johnston, 29, and Chris Morrison, 27, died. The only survivor was best

:09:54. > :10:00.man, who managed to swim the 250 metres just short. He has spoken of

:10:01. > :10:04.the life raft building to inflate their attempts to make it flow. At

:10:05. > :10:09.the weekend, searches the skipper, Paul Alston, 42, were still taking

:10:10. > :10:13.place. He is missing presumed dead. Rescue and search teams are

:10:14. > :10:18.regularly combing the area. Before anything is touched, we have a dive

:10:19. > :10:21.survey and every patent law will be documented whether it is open or

:10:22. > :10:25.closed, so we will have a reflection of when it actually went on the

:10:26. > :10:29.bottom. After that initial survey undertaken by divers, now they both

:10:30. > :10:33.is assured, the crab catch us to be cleared them investigators can get

:10:34. > :10:36.to work. The areas we will look at once they are actually able to

:10:37. > :10:39.access the vessel will be the material state of the devil, the

:10:40. > :10:46.condition of the paperwork, condition of the Hull, the interior

:10:47. > :10:51.of the vessel and also below -- the life raft and things which may have

:10:52. > :10:54.saved their lives when they had to abandon. The boat sank a 15 metres

:10:55. > :10:58.of water and was reasonably close to land. This is a tragedy which poses

:10:59. > :11:03.many questions. Inspectors hope to be able to get on board the boat

:11:04. > :11:05.within the next couple of days. Their initial examination should

:11:06. > :11:10.take until the middle of next week and after that part of their devil

:11:11. > :11:13.could be removed for forensic investigation. It will be into the

:11:14. > :11:14.start of next year, however, before the report will be ready and

:11:15. > :11:17.released. Let's get the latest weather

:11:18. > :11:27.forecast now, with Kawser. Good evening. Some of us managed to

:11:28. > :11:30.catch some late brightness this evening but as we head to the rest

:11:31. > :11:34.of the night, it is rather cloudy there and we are going to start to

:11:35. > :11:38.see some mist and Mark developing, especially for central and eastern

:11:39. > :11:42.hills and across the eastern coastal areas. This is the pressure chart

:11:43. > :11:45.for tomorrow. An area of low pressure heading towards those for

:11:46. > :11:48.tomorrow, bringing from outbreaks of rain. From stronger winds as well

:11:49. > :11:54.coming in from the south, South West. It is quite a cloudy, dull

:11:55. > :11:57.start to the day. Patchy light rain and drizzle perhaps. Across the

:11:58. > :12:01.central belt, Misty and murky and that rain gradually edging in over

:12:02. > :12:05.the Western Isles first thing tomorrow morning. A closer look at

:12:06. > :12:10.8am, grey rather dull, Misty, murky conditions. Taking its time to

:12:11. > :12:13.clear. Poor visibility of your travelling first thing on the roads

:12:14. > :12:17.and by the airports is, towards the East, it is worth checking the

:12:18. > :12:20.details. Temperatures are around 7-9d. The best of any brightness

:12:21. > :12:24.across Shetland first thing tomorrow. During the day, from sunny

:12:25. > :12:29.spells but quite cold. Temperatures only reaching between six and 8

:12:30. > :12:34.degrees. That will continue to make its progress from west to East

:12:35. > :12:38.across parts of Ireland and only reaching the East coast of Aberdeen

:12:39. > :12:42.and Edinburgh later in the day. That remortgaging to Wales as well and

:12:43. > :12:45.Northern, north-western parts of England. Temperature, we are looking

:12:46. > :12:51.at the mid teens at best across Scotland. In the south east, maybe

:12:52. > :12:54.20 degrees. In sunshine. That rain does last for the afternoon before

:12:55. > :12:58.quite a wet afternoon in store across Scotland but brighter spells

:12:59. > :13:01.for the evening and some heavy showers around as well. That trend

:13:02. > :13:04.is clear through and Friday does look to be the better day of the

:13:05. > :13:08.next few days, with a good love sunshine around, a few heavy

:13:09. > :13:12.showers, which made have some thunder across the North West of

:13:13. > :13:16.Scotland. Temperature is on the rise. Around 16 to 17 degrees.

:13:17. > :13:20.Especially on the east coast, feeling warm indeed. If we look

:13:21. > :13:22.ahead to Friday night, there is another area of low pressure

:13:23. > :13:23.bringing some heavy rain at times and remaining unsettled for the

:13:24. > :13:26.weekend as well.
