:03:04. > :03:07.that the new Environment Secretary announced the news that Scotland was
:03:08. > :03:12.ahead of the game on climate change. Figures out today are from

:03:16. > :03:19.targets, they should be moving things on the right direction. It is
:03:20. > :03:25.down to a lot of concerted effort, we have reduced emissions in every
:03:26. > :03:29.sector in Scotland and that is beginning to really reflect itself
:03:30. > :03:34.in the figures. The base level for targets in Scotland was set in 1990.
:03:35. > :03:37.So far, most of the improvements have come from a reduction in power
:03:38. > :03:42.stations or big industry across Europe. And from the switch to
:03:43. > :03:47.renewable energy. Scotland is also doing well when it comes to managing
:03:48. > :03:51.our waste. But this, say environmental groups, is where the
:03:52. > :03:56.problem lies. There has been little change in emissions from transport
:03:57. > :04:00.since 1990, when the benchmark was set, whether that is land, sea or by
:04:01. > :04:04.the skies and it is a similar picture when it comes to how wiki to
:04:05. > :04:09.insulate our homes. And there is concern there is no bold Government
:04:10. > :04:13.policy. The Government have blamed cold winters for missing targets.
:04:14. > :04:17.This time they are saying we have met the targets because people, we
:04:18. > :04:23.had quite a warm winter and people have not put the heating on. We need
:04:24. > :04:29.to have policies that even that out. The Green Party say road traffic is
:04:30. > :04:33.back to where it was in 2007 with emissions from aviation doubling its
:04:34. > :04:38.impact. The private car is still the main way of getting around. Unless
:04:39. > :04:41.we get the long-term investments in infrastructure, we will not see
:04:42. > :04:46.covered emissions reduced in Scotland. The Government would not
:04:47. > :04:50.be drawn on specifics but says it is committed to more ambitious and
:04:51. > :04:51.tougher targets as it continues to tackle climate change.
:04:52. > :04:54.ScotRail workers are to stage a series of strikes
:04:55. > :04:58.RMT members are walking out on the 21st, 23rd,
