:00:58. > :01:02.their economic arguments. Independence in the EU could give

:01:03. > :01:06.Edinburgh an historic opportunity to develop as a financial centre, and

:01:07. > :01:10.Scotland an extraordinary opportunity to attract investment

:01:11. > :01:14.and skilled migrants. These are quite remarkable comments from a

:01:15. > :01:25.former Derry senior civil servant, who is outlining the opportunities.

:01:26. > :01:30.He was a fierce critic of it before. He very publicly rejected the idea

:01:31. > :01:35.of an independent Scotland sharing the pound with the UK. Post Brexit,

:01:36. > :01:37.he thinks an independent Scotland wouldn't want to use sterling

:01:38. > :01:45.anyway, and would be better with a wouldn't want to use sterling

:01:46. > :01:49.separate currency, a low tax. That is quite different from what the

:01:50. > :01:53.Scottish Government proposed to make years ago. You would need a low tax

:01:54. > :02:00.economy and a smaller state. We all know what that means. That is

:02:01. > :02:03.Treasury mandarin speak for us to slashing public services. He has

:02:04. > :02:08.opened up the same arguments of 2014 and I don't think it takes forward.

:02:09. > :02:16.He doesn't say whether he now supports Scottish independence, but

:02:17. > :02:17.his and to make intervention opens the debate again.
