:01:50. > :01:55.not the first time the Scottish Government has launched a

:02:06. > :02:11.50-50 yes no split in the independence referendum two years
:02:12. > :02:17.ago. But in June of this year, 64% of the electorate here voted to
:02:18. > :02:20.remain in the EU. Today is not necessarily about securing
:02:21. > :02:25.independence. It's just a first step and might not even lead to a bill.
:02:26. > :02:30.In effect it's the Scottish Government's insurance policy
:02:31. > :02:34.against a so-called hard Brexit removing Scotland from the single
:02:35. > :02:38.market. It's important to protect Scotland's interests against a hard
:02:39. > :02:45.right Tory Brexit that could cost up to 80,000 jobs. So we are consulting
:02:46. > :02:49.on a draft referendum Bill. Should it prove that independence is the
:02:50. > :02:53.best way or indeed the only way to protect Scotland's interests. But
:02:54. > :02:58.opponents say they should get on with running the country. We
:02:59. > :03:02.promised the people of Scotland two years ago that if they came out and
:03:03. > :03:07.voted in the independence referendum, their voice would be
:03:08. > :03:11.respected. The majority of people don't want independence and the SNP
:03:12. > :03:16.should take this off the table. Experts have reflected on the legal
:03:17. > :03:19.status of a second independence referendum. This time round the
:03:20. > :03:27.Scottish Government says they will ask the UK Government to authorise
:03:28. > :03:30.the referendum. That's what they did in the last referendum. However I
:03:31. > :03:37.doubt if the UK Government would agree to that. Parts of the
:03:38. > :03:42.waterfront in Greenock have been transformed with EU funding. Its
:03:43. > :03:46.people living in areas like this that the Scottish Government will
:03:47. > :03:49.need to persuade of the requirement for a second independence
:03:50. > :03:55.referendum, and who they hope will be swayed by the UK Government's
:03:56. > :04:03.moved to leave the EU and the impact they say that will have on trade.
:04:04. > :04:09.Voted to stay part of Europe. I also voted to stay part of the UK. I just
:04:10. > :04:16.think economic and I wouldn't vote to break the UK up. For me, Scotland
:04:17. > :04:20.being part of Europe is really important and I think I would vote
:04:21. > :04:27.accordingly for that. I would still vote for independence because I feel
:04:28. > :04:36.that Scotland did not vote to leave the EU market. The bill would have
:04:37. > :04:36.the support it needs to be passed, but questions remain as to whether
:04:37. > :04:51.it will get that far. A man has gone on trial
:04:52. > :04:54.at the Old Bailey for the murder in London
:04:55. > :04:56.of an Inverness-born policeman. Stefano Brizzi denies murdering 59
:04:57. > :04:58.year-old Gordon Semple, saying his death was an accident
:04:59. > :05:00.resulting from a "sex The Scot had been with
:05:01. > :05:03.the Metropolitan Police Earlier I caught up with our
:05:04. > :05:09.reporter Richard Lister. Richard, what happened in court
:05:10. > :05:21.today? Well, opening the prosecution case today Certainly for the past
:05:22. > :05:30.few hours we had a lot of gruesome detail about this killing. He came
:05:31. > :05:34.to the UK from Italy in 2011. But the jury heard that he was in
:05:35. > :05:37.contact with PC Gordon Semple, originally from Inverness, but a 30
:05:38. > :05:45.year veteran of the Metropolitan Police force. He used a gay dating
:05:46. > :05:51.app, they arranged a meeting and Mr Semple spent several hours at the
:05:52. > :05:56.flat. The jury heard he was almost certainly killed between 7:30pm and
:05:57. > :05:59.10pm. His body was not discovered for a week until a neighbour called
:06:00. > :06:03.police complaining about the smell coming from the flat. Lease officers
:06:04. > :06:11.attended the flat and when they were met at the door by Mr Brizzi, the
:06:12. > :06:15.court heard he had said he tried to dissolve the body. He said Satan
:06:16. > :06:19.told him to. There were emotional scenes in court when the jury was
:06:20. > :06:23.played CCTV footage of Mr Brizzi buying power tools and buckets and
:06:24. > :06:30.cleaning fluid from a shop near his house as Mr Semple lay dead in his
:06:31. > :06:34.flat. Mr Brizzi burst into loud sobs and eventually the afternoon session
:06:35. > :06:39.had to be stopped and will not resume until 10am. This case is due
:06:40. > :06:44.to last three weeks. Mr Brizzi denies murder but he has admitted to
:06:45. > :06:45.the charge of obstructing a coroner by trying to conceal Mr Semple's
:06:46. > :06:48.body. Scotrail has unveiled an action plan
:06:49. > :06:51.detailing how it's going to tackle the problems that have plagued
:06:52. > :06:53.the rail network over It comes the day after a petition
:06:54. > :06:57.was handed into the government calling on the company to lose
:06:58. > :06:59.the franchise to operate Our reporter John McManus
:07:00. > :07:16.is at Queen Street Station for us - That petition yesterday was the
:07:17. > :07:19.result of enormous public pressure calling on ScotRail to either
:07:20. > :07:23.improve its performance or give up the franchise. And they have had
:07:24. > :07:28.problems on the reliability and punctuality issues means they
:07:29. > :07:33.dropped below a certain standard of performance, 90.3%. That is what has
:07:34. > :07:37.triggered transport Scotland to order the company to publish this
:07:38. > :07:40.improvement plan. It has not all been bad, there have been
:07:41. > :07:43.significant successes over the past year for ScotRail, not least the
:07:44. > :07:49.introduction of the new borders railway. The company admits it does
:07:50. > :07:51.have problems. It says it will spend ?60 million over the next two years
:07:52. > :07:55.putting those problems right, but ?60 million over the next two years
:07:56. > :07:59.they are under a lot of political pressure. I asked the company
:08:00. > :08:05.whether they were now involved in a PR battle with government ministers.
:08:06. > :08:08.Absolutely not. People are expressing their frustration, that's
:08:09. > :08:13.fine, we would not be critical of anybody doing that. For us it is
:08:14. > :08:17.about making sure we do everything as well as we possibly can to make
:08:18. > :08:22.sure we provide our customers with the best experience they can have on
:08:23. > :08:26.Scotland's network as they go to their jobs and to see their family
:08:27. > :08:32.and friends. And what do the customers or passengers make of
:08:33. > :08:36.this? Well there's a lot of promises in this report, not least, for
:08:37. > :08:39.example, things such as bringing on my new electric trains, upgrading
:08:40. > :08:44.existing older rolling stock with new doors and Wi-Fi for example,
:08:45. > :08:49.upgrading stations and spending more money on all the services they offer
:08:50. > :08:52.to customers. But it's a big ask. For example 200 carriages over the
:08:53. > :08:57.next three years is something ScotRail have promised. I asked
:08:58. > :09:01.passengers at Queen Street earlier today whether they thought ScotRail
:09:02. > :09:05.could deliver on those promises. If they put their minds to it they will
:09:06. > :09:09.be able to but I'm not sure I can trust them. They are a bit delayed
:09:10. > :09:12.but they are consistent. They might not be there on time but from my
:09:13. > :09:19.but they are consistent. They might experience it's a minute or two they
:09:20. > :09:24.are delayed by. Half an hour and the like, barely acceptable. They used
:09:25. > :09:29.to be an old advert, let the train take the strain, I think they forgot
:09:30. > :09:32.about that. This is an extremely frustrating issue for passengers.
:09:33. > :09:37.People just want to get home and get to work on time. They are probably
:09:38. > :09:41.not interested in the finer details of the improvement plan, they just
:09:42. > :09:48.want the trains to run on time. Thank you.
:09:49. > :09:50.Senior investigators have warned an "extremely violent" Scottish
:09:51. > :09:52.fugitive is likely to be hiding in Spain's ex-pat community.
:09:53. > :09:55.36-year-old Jonathon Kelly is one of 10 people who feature
:09:56. > :09:57.on a new "most wanted" list, revealed by the National Crime
:09:58. > :10:01.They believe each of the fugitives are hiding in Spain.
:10:02. > :10:03.Kelly, from Glasgow, is wanted by Police Scotland
:10:04. > :10:06.to serve a jail term for a number of serious assaults.
:10:07. > :10:09.The violent offender is said to pose a high risk to both

:10:12. > :10:17.Armed police surrounded a Glasgow tenements two years ago. Officers
:10:18. > :10:20.poured into the Govanhill Street in a bid to capture a violent career
:10:21. > :10:24.criminal with a string of assaults to his name, including a machete
:10:25. > :10:27.attack. They'd been looking for Jonathan Kelly since he had gone on
:10:28. > :10:32.the run two weeks earlier, but if he'd been here he had moved on. When
:10:33. > :10:35.released from prison on licence one of the conditions was that he would
:10:36. > :10:40.turn up here at his local police station every day. That lasted less
:10:41. > :10:45.than three weeks, and then he cut his electronic tag off and went to
:10:46. > :10:50.ground. Two years on the police have still to catch up with him. Now
:10:51. > :10:53.detectives believe he has fled to Spain and is one of ten fugitives
:10:54. > :10:58.the National crime agency is targeting in this latest push to
:10:59. > :11:01.trace button 's most wanted. We are hoping people who know the
:11:02. > :11:06.whereabouts of these fugitives get in touch through crime Scotland. We
:11:07. > :11:10.can work in punisher with our Spanish counterparts and arrest and
:11:11. > :11:14.extradite the fugitives. Kelly is not the only one on the list
:11:15. > :11:17.Scottish police are keen to chase. There is a European arrest warrant
:11:18. > :11:23.out for Marc Quinn, a 52-year-old man from Liverpool. It is believed
:11:24. > :11:26.he was involved in a drug dealing operation in Glasgow. The
:11:27. > :11:30.authorities hope that more raids like this will result from tip-off
:11:31. > :11:34.is on the latest figures they are targeting. Previous campaigns have
:11:35. > :11:38.flushed out more than 70 fugitives. Amongst them William Paterson who
:11:39. > :11:43.fled to Spain but is now serving at least 22 years in jail for the
:11:44. > :11:47.murder of Kevin Carroll in a supermarket car park in Glasgow six
:11:48. > :11:52.years ago. Over the years some arrest in Spain have come just hours
:11:53. > :11:56.after the mug shots have been publicised. Sometimes it takes days
:11:57. > :12:00.or weeks. But detectives say they play a long game. We are very
:12:01. > :12:04.determined, we never give up. We will keep looking for these people
:12:05. > :12:08.for as long as it takes to capture them. In the case of such a
:12:09. > :12:11.dangerous criminal as Jonathan Kelly, police hope their tenacity
:12:12. > :12:15.will pay off sooner rather than later.

:13:36. > :13:39.constituencies and we would very much welcome public engagement on
:13:40. > :13:43.each of those elements, particularly where people think there are
:13:44. > :13:47.improvements that could be made. These multicoloured maps could leave
:13:48. > :13:51.MP careers in tatters. There are going to be some SNP MPs who lose
:13:52. > :14:00.out. Those particularly vulnerable are those where it is not obvious
:14:01. > :14:04.that they have the best claim on the new seat that is being created in
:14:05. > :14:10.their area. In the last general election the SNP won 56 out of 59
:14:11. > :14:14.seats. In SNP health Glasgow the constituencies have been cut from
:14:15. > :14:18.seven to six, that means a fight in the party to stand again unless
:14:19. > :14:22.someone steps aside. Meanwhile Scotland's only Labour MP could be
:14:23. > :14:27.at risk in the redrawn constituency has he is losing traditional areas
:14:28. > :14:32.of support. It's the same story for the soul Conservative MPs. Areas
:14:33. > :14:38.added into the new constituency taking a chunk of SNP support.
:14:39. > :14:43.Finally an unusual merger, the rural Angus Glens and busy Dundee East.
:14:44. > :14:48.The people in that area we spoke to don't mind the change as long as it
:14:49. > :14:52.saves money. I think we've got far too much government. There Rafah too
:14:53. > :14:56.many MPs in London, Scottish or otherwise. We don't need all these
:14:57. > :15:04.people there. Quite right, saving money, anything to save money. But
:15:05. > :15:08.the SNP are critical of the plan to cut MPs and deny there will be in
:15:09. > :15:14.fighting has MPs search around for a seat. Identix so. For us what this
:15:15. > :15:17.is about is the overall representation, this is about a
:15:18. > :15:20.reduction in the representation of the people of Scotland, not picking
:15:21. > :15:25.on certain areas or looking at communities. For that Labour MP in
:15:26. > :15:29.Edinburgh who could be at risk, battle begins now. Of the seats made
:15:30. > :15:34.and created out of the Edinburgh South seat I'd be happy to fight and
:15:35. > :15:39.hopefully win, but there is a long way to go. We've been making some
:15:40. > :15:44.suggestions to make it reflect local communities and local community
:15:45. > :15:46.ties. Back in the south-west, Scotland's only conservative
:15:47. > :15:51.welcomes a cut in politicians but he's not impressed at his boundary
:15:52. > :15:55.changes. I support their being less MPs, I think it will make Parliament
:15:56. > :15:59.more cost-effective and that inevitably means more boundary
:16:00. > :16:02.changes. Obviously it is a disappointment to see a constituency
:16:03. > :16:07.I represented for 15 years being broken up. This is just the initial
:16:08. > :16:12.plan and it could change. MPs will have to pass it, but not until
