:01:20. > :01:24.after a soldier was killed during a live firing exercise.

:01:25. > :01:32.There is still a big police presence and details are scant,

:01:33. > :01:34.although police say there is no risk to the local community.

:01:35. > :01:37.Our reporter Craig Anderston is there.

:01:38. > :01:50.No more than we knew a ago. It was around six o'clock

:01:51. > :01:56.yesterday evening that police and ambulance crews raced to this range,

:01:57. > :02:01.30 miles north of Inverness, amid reports that an incident had

:02:02. > :02:07.occurred during a live firing exercise involving troops. Now the

:02:08. > :02:12.police issued a statement in the early hours of this morning saying

:02:13. > :02:17.that, tragically, one person was dead but they insisted no one else

:02:18. > :02:20.had been injured, that the incident, as they called it, had been

:02:21. > :02:22.contained, and they were adamant that there had been no threat to the

:02:23. > :02:29.public. Although primarily a bombing range

:02:30. > :02:33.for the RAF and carries out target practice here the Tain range has

:02:34. > :02:37.increasingly been used by the army. Yesterday troops were taking part in

:02:38. > :02:42.a training exercise using live ammunition. It is thought more than

:02:43. > :02:46.20 members of the Black Watch based at Fort George near Inverness were

:02:47. > :02:50.involved. The death of their colleague has sparked an intensive

:02:51. > :02:55.investigation. We've got 30 detectives that we've allocated to

:02:56. > :02:58.the inquiry, we have initially resourced from Tain and we are

:02:59. > :03:04.taking more officers from across Scotland to support the inquiry, we

:03:05. > :03:07.also have more officers on the scene of controlling entry and monitoring

:03:08. > :03:14.the scene to support the investigation. Since 2135 UK Armed

:03:15. > :03:19.Forces personnel have died on exercises or training, a level of

:03:20. > :03:25.them in live firing operations. Two months ago Black Watch Private Conor

:03:26. > :03:30.McPherson from Paisley was shot dead in a live firing exercise in

:03:31. > :03:34.Northumberland. I have a daughter serving in the Royal Air Force and I

:03:35. > :03:37.was on that editorial army myself. I know the training needs to be of the

:03:38. > :03:43.highest possible standard and this must include live firing but we had

:03:44. > :03:48.yesterday's tragic events. So I am saying this is to be an exhaustive

:03:49. > :03:52.inquiry. Whatever it takes to find out what happened. The local MP has

:03:53. > :03:56.called for a full inquiry to put community concerns are addressed.

:03:57. > :03:58.Meanwhile both the Prime Minister and First Minister have offered

:03:59. > :04:02.their condolences to the family of the victim.

:04:03. > :04:06.The Minister of defence tonight said they were offering their full

:04:07. > :04:11.support to the family of the victims. Yet 24 hours and there are

:04:12. > :04:17.still more questions than answers over this incident. For instance

:04:18. > :04:20.there is no confirmation of the identity of the servicemen who has

:04:21. > :04:26.died. We don't know where they were based which regiment they came from.

:04:27. > :04:32.And crucially as this major inquiry continues, the police cannot say

:04:33. > :04:33.whether this was in some ways a deliberate act or a tragic accident.

:04:37. > :04:38.the Scottish government to repeal its Offensive Behaviour

:04:39. > :04:40.at Football Act. Opposition parties united behind

:04:41. > :04:49.a motion condemning the legislation, which was designed to tackle

:04:50. > :04:51.sectarianism at football matches, Our Political Correspondent Andrew

:04:52. > :05:00.Kerr watched the debate. Keeping an eye out for offensive

:05:01. > :05:06.behaviour at the football but for how much longer with the police

:05:07. > :05:10.operate under the current laws? I call on Douglas Ross... Blount the

:05:11. > :05:14.opposition rounded on the government and Holyrood calling for legislation

:05:15. > :05:18.to be appealed in the appropriate language. They are behaving like a

:05:19. > :05:22.football club that have used all their subs but would rather leave an

:05:23. > :05:25.injured player on the pitch rather than removing him for a benefit for

:05:26. > :05:31.their team. There are moments when a change in criminal law is

:05:32. > :05:33.appropriate and in this case the view of legal practitioners is that

:05:34. > :05:37.they were already adequate laws in place and those should be used to

:05:38. > :05:43.prosecute this behaviour rather than verifying football and its thousands

:05:44. > :05:47.of fans. Defending the government line, the minister said the powers

:05:48. > :05:51.are being used by the authorities. I would point out that the statistics

:05:52. > :05:55.clearly demonstrate that the prosecution rate for the act is

:05:56. > :06:01.comparable to other prosecution rates. The latest information covers

:06:02. > :06:06.2014-15 and shows that proceedings have been carried out so far in 19

:06:07. > :06:12.places, 76 people convicted, a conviction rate of 84%. Backed up

:06:13. > :06:20.from the backbenches, today's events have been described as an opposition

:06:21. > :06:23.ploy. That has nothing to do with trying to improve the legislation

:06:24. > :06:28.and everything to do with trying to defeat the government. This is a

:06:29. > :06:32.political stunt. But the opposition, still smarting, claimed the

:06:33. > :06:37.legislation was pushed through without regard women as NP have the

:06:38. > :06:41.power to do so. It was introduced and believed by the Justice

:06:42. > :06:45.Secretary and by government showing scant regard for this parliament for

:06:46. > :06:49.civil liberties over the complexities of the problem they

:06:50. > :06:56.sought to address. Time for an early bath for this legislation, said, the

:06:57. > :07:02.government was then defeated. Yes, 64, no, 63, the motion is therefore

:07:03. > :07:06.agreed. Labour now see the act is dead in the water and want action.

:07:07. > :07:10.The government must therefore bring forward immediate plans on how they

:07:11. > :07:17.will repeal this act as a matter of urgency. The presiding officer said

:07:18. > :07:23.Parliament had made its view clear, it was up to the Scottish Government

:07:31. > :07:37.They have, they say they will review the act. We should add that the

:07:38. > :07:43.government only escaped in defeat tonight on an NHS motion because the

:07:44. > :07:48.Green party voted with them. On this football act all the opposition

:07:49. > :07:52.parties voted together to defeat the government 64-63. We caught up

:07:53. > :07:57.shortly after the vote with the Justice Secretary, Michael Matheson.

:07:58. > :08:03.Mainly unanswered questions from the opposition parties. They have to be

:08:04. > :08:08.addressed. This legislation deals with more than tackling offensive

:08:09. > :08:12.behaviour, it also deals with certain communications which can be

:08:13. > :08:16.used as well. We need to make sure we address these issues when looking

:08:17. > :08:20.at these matters. I think if we did not do that it would be reckless and

:08:21. > :08:26.some of the behaviour that we saw from the opposition today is

:08:27. > :08:32.bordering on reckless. Strong words. At the end of an acerbic debate. Do

:08:33. > :08:38.I think that he will tear up the act and start a game? I don't. I think

:08:39. > :08:41.he will do one of two things, on the online are threatening to medication

:09:48. > :09:51.Today, Ms Rimmer was acquitted of assaulting 52-year-old

:09:52. > :09:54.Patricia McLeish by kicking her, after a sheriff found the case

:09:55. > :10:07.I am absolutely delighted and very, very grateful and thankful for and

:10:08. > :10:13.support that everybody has put in with me. I want to really get back

:10:14. > :10:16.now to go on and do the job I was elected to do, representing my

:10:17. > :10:19.constituents in St Helens and wisdom.

:10:20. > :10:21.A memorial service is being held this evening

:10:22. > :10:23.to remember those who died when Aberdeen University's Zoology

:10:24. > :10:31.It was under construction on November 1st 1966,

:10:32. > :10:33.when the steel and concrete frame failed with tragic consequences.

:10:34. > :10:37.Our reporter Steven Duff has been speaking to two men

:10:38. > :10:54.When I arrived there, I was absolutely appalled and could not

:10:55. > :11:00.understand how we could deal with the situation. It was one pile of

:11:01. > :11:08.steel girders, steel pipes, concrete, and everything else. I had

:11:09. > :11:13.seen the buildings standing, it was eight stories high, and suddenly

:11:14. > :11:21.there were eight stories, fallen on a house of cards, I felt that if you

:11:22. > :11:27.had stood you could have touched the top floor. Five people lost their

:11:28. > :11:31.lives that day in 1966, these are one building at Aberdeen University

:11:32. > :11:36.which was under construction collapsed. 92-year-old John Burgess

:11:37. > :11:40.was senior fire officer in charge that today. He helped to rescue one

:11:41. > :11:45.of three workers who survived after being buried in the rubble. That's

:11:46. > :11:50.me. We made a chain of human firemen to the entrance of it. I said, when

:11:51. > :11:59.I give the word Paul, you are coming out. I yelled at the top of my

:12:00. > :12:03.voice, pull, and I could shout in those days. And we all came out and

:12:04. > :12:07.the only injury he got was the abrasions we called pulling him out

:12:08. > :12:13.of this little part with he was -- the abrasions that we caused. Good

:12:14. > :12:17.in case we had been a news reporter for only eight days when he was sent

:12:18. > :12:20.to the scene of the collapse. He remembers the final survivor

:12:21. > :12:25.emerging. I don't remember any emotion, none of the cheering or

:12:26. > :12:31.applauding you to get nowadays. He was helped to an ambulance, is a

:12:32. > :12:37.militia kiss hands, -- somebody shook his hands, we were awfully

:12:38. > :12:39.glad to see a survivor. After the tragedy, the construction was

:12:40. > :12:46.completed and the building stands today. This evening 50 years on a

:12:47. > :12:50.service of remembrance at Aberdeen University for the five men who lost

:12:57. > :12:58.20 minutes to seven. A bombing range in the Highlands

:12:59. > :13:03.is cordoned off as the investigation continues into the death

:13:43. > :13:47.this one wind farm will contain almost 100 turbines. They will

:13:48. > :13:52.generate enough electricity to power 150,000 homes. And this has been

:13:53. > :13:57.replicated across Scotland. It is a Windrush and from the air the scale

:13:58. > :14:02.of the construction work is clear. This is one of eight wind farm

:14:03. > :14:06.projects being undertaken by ScottishPower alone. To qualify for

:14:07. > :14:10.subsidies they need to be built and running by the end of March. What

:14:11. > :14:15.happens to this industry then is not clear. In stark terms the industry

:14:16. > :14:18.will come to a standstill, it's impossible to move forward now

:14:19. > :14:21.without some kind of framework mechanism to work with the

:14:22. > :14:26.government to allow this activity to carry on. What we are asking for is

:14:27. > :14:31.a level playing field, a contract to help underpin some of the risks of

:14:32. > :14:36.making these big long-term investments. We are not asking for a

:14:37. > :14:42.subsidy, just a contract to underpin the risk of the investment. With

:14:43. > :14:45.that guarantee would come more security for jobs, thousands are

:14:46. > :14:49.employed in construction, the industry says there is strong

:14:50. > :14:50.potential for more onshore wind in Scotland but not without a

:14:51. > :15:13.commitment. We are saturated. The UK Government

:15:14. > :15:18.says its focus now is on offshore wind which will be subsidised, but

:15:19. > :15:23.renewable firms think Scotland is being let down. The UK Government

:15:24. > :15:27.has locked future development out of the energy market. If we are to

:15:28. > :15:31.stand any chance of meeting our climate change targets, we need to

:15:32. > :15:35.double our renewable energy capacity. It is vital the UK

:15:36. > :15:40.Government tells us what the future of onshore wind is going to be and

:15:41. > :15:44.allow it to compete in that energy market. The race is on to get all

:15:45. > :15:49.these wind farms finished by the deadline at the end of March. What

:15:50. > :15:50.happens after that, is up in the air.

:24:35. > :24:39.spotting film we shot in Glasgow. Any train scenes were shot in

:25:58. > :26:02.overnight. It does mean it will be a cloudy and wet day for many. The

:26:03. > :26:07.rain heaviest and persistent across western part of the country. The

:26:08. > :26:12.further east you are, the rain is lighter and more patchy in nature.

:26:13. > :26:16.By mid-afternoon we are looking at temperatures of eight to 10 Celsius,

:26:17. > :26:21.but with the cloud and the rain it will feel cool. Later, the wind will
