:00:55. > :01:14.A man has been shot in a targeted attack outside a Glasgow primary

:01:15. > :01:18.school just as children were arriving for classes.

:01:19. > :01:21.It happened this morning in the Penilee area of the city

:01:22. > :01:23.and it's understood the victim was a man who'd previously been

:01:24. > :01:28.Police say whoever carried out the attack had put young children

:01:29. > :01:40.Our reporter Suzanne Allan is outside the school for us tonight.

:01:41. > :01:47.frightening thing to have happened first thing on a Monday morning just

:01:48. > :01:53.as parents were dropping off their children at school. It happened

:01:54. > :01:56.around five past nine, a man pushing a buggy approached another man who

:01:57. > :02:01.had just dropped his child off at school and shot in the back. He then

:02:02. > :02:05.made his way off down the street behind and disappeared.

:02:06. > :02:09.Police have spent today examining the scene of this crime and

:02:10. > :02:13.reassuring the public that they are safe. It was near Bell time and as

:02:14. > :02:17.parents were dropping off their children a man pushing a buggy

:02:18. > :02:21.approached another parent. He shot in the shoulder and ran off. One

:02:22. > :02:26.woman told me that she heard a loud noise. I heard a big bang, I thought

:02:27. > :02:32.it was an air rifle going off, and the kids asked what had happened and

:02:33. > :02:39.I just said just up. Was there a commotion afterwards? No, but I saw

:02:40. > :02:43.the children jumping and then they kept walking. These grandparents who

:02:44. > :02:49.live around the corner have a child in school and worried. We cannot get

:02:50. > :02:54.into our own house just around the corner. You are very worried?

:02:55. > :02:59.Worried that we do not know what else is happening. It is shocking

:03:00. > :03:05.for it to be at his school. And especially a primary school with the

:03:06. > :03:07.kids away, to scare them like that. Police believe that this was a

:03:08. > :03:12.targeted attack. The BBC understands Police believe that this was a

:03:13. > :03:17.that the victim is 35-year-old Ross Monaghan who was cleared four years

:03:18. > :03:22.ago of the gangland murder of Kevin Carroll, who was shot dead in a car

:03:23. > :03:28.park in 2010. The force says it is putting on extra patrols over the

:03:29. > :03:31.next few days. This was a frightening incident for those

:03:32. > :03:34.involved and indeed some of the staff have been shaken up by this

:03:35. > :03:40.incident. I would like to reassure people that we have extra resources

:03:41. > :03:44.that are brought into the area as well as all the resources I have at

:03:45. > :03:48.my disposal. It is the second time there has been a shooting close to a

:03:49. > :03:52.school in the West of Scotland. There was another 18 months ago in

:03:53. > :03:56.Bishopbriggs and as with this incident there are concerns that

:03:57. > :04:00.children may be upset with what has happened. Fortunately most of the

:04:01. > :04:05.children and almost all of them wear in the playground and they were safe

:04:06. > :04:09.and secure but they dashed would've been some late comers and it is

:04:10. > :04:14.unacceptable but these people have chosen to target this incident

:04:15. > :04:18.outside a and potentially endanger the lives of children.

:04:22. > :04:27.anger from the director of education but I can tell you the school day

:04:28. > :04:30.went on relatively as normal. Until the children were brought into a

:04:31. > :04:33.special assembly and told what had happened. Some of them had heard

:04:34. > :04:38.about it and others of course had not. Parents were then told they

:04:39. > :04:41.could take their children out of school and others chose to leave

:04:42. > :04:46.them in. So the children here seem to be coping with it so far OK. I'm

:04:47. > :04:47.told that Mr Monaghan has been discharged from hospital and

:04:48. > :04:50.enquiries continue tonight. A man has appeared in court

:04:51. > :04:52.charged with murdering his brother in a house fire

:04:53. > :04:54.in East Dunbartonshire Cameron Logan, who was 23,

:04:55. > :04:58.died in the blaze at His girlfriend was rescued from

:04:59. > :05:02.the house and is still in hospital. Today 26-year-old Blair Logan

:05:03. > :05:05.was remanded in custody at Dumbarton Sheriff Court charged

:05:06. > :05:20.with murder and attempted murder. Still a significant police presence

:05:21. > :05:23.in Milngavie today as well as forensic officers working at the

:05:24. > :05:28.scene, there are floral tributes left to the young man who died here.

:05:29. > :05:32.Emergency services were called just before 730 in the morning on New

:05:33. > :05:36.Year's Day. The body of 23-year-old Cameron Logan was found in the

:05:37. > :05:41.house. As they began to investigate what they called the complex scene

:05:42. > :05:47.behind me, investigators concluded that they believed the fire had been

:05:48. > :05:52.deliberately set. Rebecca Williams, the girlfriend of Cameron Logan, is

:05:53. > :05:55.still in hospital and the brother's parents David and Cathy both needed

:05:56. > :06:01.treatment for the effects of breathing in smoke. Today

:06:02. > :06:04.26-year-old Blair Logan, the older brother of Cameron Logan, appeared

:06:05. > :06:08.at Dunbartonshire and scored to face a range of charges including murder

:06:09. > :06:12.and attempted murder. He made no plea and he was remanded in custody.

:06:13. > :06:15.The date of his next appearance in court has yet to be set.

:06:16. > :06:18.The SNP government's spending plans have again come under scrutiny

:06:19. > :06:21.with claims that local services face "disastrous" cuts.

:06:22. > :06:24.The Tories complained that people could be landed with higher council

:06:25. > :06:29.But the Finance Secretary Derek Mackay insisted he had

:06:30. > :06:32.offered a "fair package to local government".

:07:09. > :07:11.one council. They are considering cutting 24 secondary teachers in

:07:12. > :07:18.maths and English, removing primary school swimming lessons, increasing

:07:19. > :07:24.the cost of school lunches from ?2 a day to 2.70, scrapping the community

:07:25. > :07:31.wardens scheme and cutting 94 K home places. So my constituency is being

:07:32. > :07:34.asked to pay more council tax, in some cases substantially more and

:07:35. > :07:41.they are seeing a cut in services at the same time. Labour claim funding

:07:42. > :07:45.was down by ?327 million. In the past few weeks we have had reports

:07:46. > :07:51.of counsel and social work badges being overspent, teacher shortages,

:07:52. > :07:55.also reports of 13,000 staff leaving local government on exit passes over

:07:56. > :07:58.the next five years. The president has warned of further funding cuts

:07:59. > :08:02.would be disastrous. But the government said that the claims were

:08:03. > :08:07.misleading, as well as council cash, there was money going directly to

:08:08. > :08:11.schools to boost them add extra cash from the integration of social care

:08:12. > :08:17.with health. There are increased pressures as demand for services has

:08:18. > :08:21.risen but in all parts of the public sector we will have to continue to

:08:22. > :08:25.be efficient. Witty increases and resources available through the

:08:26. > :08:30.decisions the Parliament has taken on the multipliers and ability of

:08:31. > :08:33.local authorities to raise local income, and some of the specific

:08:34. > :08:37.fund the government has been able to provide, I think it is a fair

:08:38. > :08:40.package to local government. On health minister said he had met

:08:41. > :08:47.pledges to increase spending in terms. Derek Mackay faces a bigger

:08:48. > :08:51.question still. How to get his budget through Parliament.

:08:52. > :08:53.Scotland's biggest council has confirmed it's planning to put up

:08:54. > :09:00.It'll be the first time bills have gone up in Glasgow for 12 years.

:09:01. > :09:02.It's able to put the bills up because the government's ending

:09:03. > :09:09.Our local government correspondent Jamie McIvor is here now.

:09:10. > :09:17.So how many other councils have said a rise is likely, Jamie?

:09:18. > :09:30.So far only about a third of them. 3% in council tax, it is about three

:09:31. > :09:34.pounds a month for a typical pair. Glasgow council said it was likely

:09:35. > :09:40.to make the rise joining others including borders and West

:09:41. > :09:43.Dunbartonshire. But most have got no public indication yet of their plans

:09:44. > :09:47.and South Lanarkshire is going to freeze their bills again. I would be

:09:48. > :09:51.surprised if it was the only council to do that although it is worth

:09:52. > :09:54.pointing out that if you're in a home classed as band you're above

:09:55. > :09:58.then your bill will rise no matter where you live because of changes to

:09:59. > :10:02.the system that came in in April. Why have so many failed to declare

:10:03. > :10:08.at this stage? I think to be frank in some cases political calculations

:10:09. > :10:12.are being made ahead of the council elections in May. The council is

:10:13. > :10:16.whether a further freeze or rise of under 3% could prove popular with

:10:17. > :10:20.some voters or demonstrate efficiency. On the other hand some

:10:21. > :10:23.Labour councillors I've spoken to feel they are caught between a rock

:10:24. > :10:28.and a hard place, they argue a 3% rise in the council tax will not be

:10:29. > :10:31.enough to avoid cuts, so they're cautious basically about something

:10:32. > :10:36.that could look to the public like they're being asked to pay more but

:10:37. > :10:40.perhaps still get less. On other hand the council tax is really the

:10:41. > :10:44.only tool at their disposal when it comes to income and they could find

:10:45. > :10:47.it hard not to use that to try to mitigate what they say are cuts in

:10:48. > :10:50.savings that they do not want to make. We should know the plans of

:10:51. > :10:52.every council by mid-February. Additional checks are being carried

:10:53. > :10:55.on a North Sea helicopter fleet grounded last week

:12:23. > :12:24.bombings of 2005. Relatives of those who died gathered

:12:25. > :12:28.at the Royal Court of Justice in Relatives of those who died gathered

:15:03. > :15:06.optimism. This is the river Garry, an important tributary of the Tay.

:15:07. > :15:11.Today the snowmelt is flowing but over the past 50 years are so

:15:12. > :15:15.hydroelectric scheme has left this part of the river predominantly dry.

:15:16. > :15:20.Work is under way to change that, opening up a new stretch to spawning

:15:21. > :15:28.salmon. We estimate it could produce about 1500 extra spring salmon into

:15:29. > :15:32.the Tay catchment, a significant addition to the river. And there is

:15:33. > :15:39.no other project in Scotland that anyone could do, and individual

:15:40. > :15:43.project, that could actually be of that scale. Prompted by an EU

:15:44. > :15:48.directive, there is a trade-off. Clearly we will lose some

:15:49. > :15:56.generation, we will lose around half a percent of our annual hydro

:15:57. > :16:01.generation capacity. So it is not insignificant as I say, but we say

:16:02. > :16:06.that the River Garry is a special case where it makes sense to

:16:07. > :16:09.introduce water. Last autumn was poor but spring catches have
