:00:59. > :01:14.of the Big 6 energy companies It will mean an increase of nearly
:01:15. > :01:18.eleven per cent for electricity and almost eight per cent
:01:19. > :01:20.for dual tariff. The price rises come into effect
:01:21. > :01:22.at the end of March. But this morning Scottish GAS said
:01:23. > :01:35.it was freezing prices until August. From dawn till dusk and right
:01:36. > :01:39.through the night, the energy that powers Scotland and in which we all
:01:40. > :01:43.depend, the news that ScottishPower will soon raise its prices for
:01:44. > :01:48.electricity and gas will not be welcome them. The company says it
:01:49. > :01:52.has been absorbing higher external costs for months and now it is
:01:53. > :01:57.passing them on, to its customers. Something to think about next time
:01:58. > :02:03.they stick on the kettle. About 1.1 million of them will pay more. On
:02:04. > :02:06.average 10.8% for electricity and 4.7% for gas and those on dual fuel
:02:07. > :02:20.deals will see rises of 7.8%. The company says two
:02:21. > :02:22.thirds of customers will not be affected because they are already on
:02:23. > :02:28.cheaper fixed-price deals. In a statement it said... The energy
:02:29. > :02:30.companies buy gas and noticed a wholesale in advance and in theory
:02:31. > :02:37.customer bills should reflect lower as well as high prices. We saw big
:02:38. > :02:42.falls in the price of wholesale energy through 2014 and 2015 that
:02:43. > :02:46.were probably not reflected particularly in the big six standard
:02:47. > :02:52.tariffs as opposed to the best deals in the market. It is an interesting
:02:53. > :02:55.question. We do see increases in non-energy charges, so charges for
:02:56. > :03:01.the grid, wires and renewable subsidies and so on and they are
:03:02. > :03:08.features of stopping prices falling so far. With M Power also raising
:03:09. > :03:12.prices recently, their customers may feel the chill. We know a third of
:03:13. > :03:17.households in Scotland are living in fuel poverty. We are most concerned
:03:18. > :03:22.about them. Especially when we hear about energy suppliers putting up
:03:23. > :03:26.the price of fuel. It is not cheap to heat your home any more and any
:03:27. > :03:31.increase in the price will be a worry for people. Energy price rises
:03:32. > :03:37.can seem particularly cruel while the weather remains so cold. One
:03:38. > :03:41.company, Scottish Gas says it is freezing its prices until August.

:03:46. > :03:46.Douglas, why is Scottish Gas freezing prices while Scottish
:03:47. > :03:57.These companies do a bit of gambling. They buy supplies of
:03:58. > :04:02.energy months and years ahead and take an informed guess as to where
:04:03. > :04:04.they think the prices going and that is an insurance policy against
:04:05. > :04:08.volatility in the future called hedging. What they do not do is
:04:09. > :04:13.share or tell the public what their strategies are and it be that
:04:14. > :04:18.Scottish Gas parent company, Centrica has a different strategy
:04:19. > :04:22.for hedging from ScottishPower or you could get one company that is
:04:23. > :04:26.willing to accept lower profits for a while, in this case until August,
:04:27. > :04:31.for Scottish Gas, to attract more customers to switch during that
:04:32. > :04:36.period. The big pressure here is an electricity, that is with rising
:04:37. > :04:39.demand, fewer power stations, they have been closing, subdued wind
:04:40. > :04:44.strength for turbines was winter, all putting an upward squeeze on
:04:45. > :04:51.power prices. We were hearing there, it is not just about wholesale cost,
:04:52. > :04:55.households and businesses are paying the costs of government policy for
:04:56. > :04:58.green measures, more wind turbines, subsidise, also improved building
:04:59. > :05:03.insulation and they are paying out billions to offer a smart meter to
:05:04. > :05:08.every home in Britain by 2020. That should help people to save money
:05:09. > :05:11.over time, to use energy more efficiently, they are not doing that
:05:12. > :05:14.out of the kindness of their hearts, they are doing that because they
:05:15. > :05:16.have been told to and because we indirectly are paying for it through
:05:17. > :05:17.our bills. A one hundred and eighty million
:05:18. > :05:20.pound innovation centre has opened in Aberdeen to help the offshore
:05:21. > :05:22.industry out of The centre will aim to develop
:05:23. > :05:27.cost-saving technologies and pair the firms behind them
:05:28. > :05:29.with the big oil players. Our energy correspondent
:05:30. > :05:43.Kevin Keane reports. It is the same technology used to
:05:44. > :05:47.see babies in the womb, but here, used to check pipes for corrosion
:05:48. > :05:51.and the people behind this ultrasound scanner hope the new
:05:52. > :05:55.technology centre can take this to a wider market. What we are hoping and
:05:56. > :05:59.expecting for the technology centre is that it will allow us as an
:06:00. > :06:06.organisation which has solutions to particular problems that we know
:06:07. > :06:09.exist, to get a better connection, with end users and clients to allow
:06:10. > :06:13.us to take this out into the field and give us the opportunity to
:06:14. > :06:19.demonstrate to potential clients. We are now 40 years on... The ?180
:06:20. > :06:22.million facility was opened today by the oil tycoon Sir Ian Wood and it
:06:23. > :06:28.aims to replace the research and development which has tailed off in
:06:29. > :06:32.recent years. Can you imagine if we suddenly had 250 small feels... With
:06:33. > :06:36.the landscape changed significantly, technology is considered more
:06:37. > :06:41.important than ever. We have much more operators in the North Sea now,
:06:42. > :06:52.more than 60, or is back in the 1980s there were five or six so it
:06:53. > :06:54.is a hugely different world. Though smaller operators do not have a
:06:55. > :06:56.technology operation, they cannot support that. The centre will work
:06:57. > :06:59.with institutions like universities to develop the technology. This
:07:00. > :07:03.drilling rig simulator will be used to trial the principles of some of
:07:04. > :07:10.the design been developed. They will be able to get the results back from
:07:11. > :07:14.that, whether they are talk and drags or hydraulic models, they can
:07:15. > :07:20.be tested here, more cost-effective, than trying to do it on a real rig.
:07:21. > :07:23.The oil prices still refuse to top the $60 mark and the industry has
:07:24. > :07:27.been adapting to that so with margins tight, the new centre is a
:07:28. > :07:28.big hope for sustaining the future of this sector.

:09:13. > :09:15.makes it more of a problem, because professional touts use computer
:09:16. > :09:20.programmes to buy up large numbers of tickets to sports and
:09:21. > :09:24.entertainment events. It means real fans often miss out. I have not done
:09:25. > :09:28.it and I don't think I ever would. I think it is a bit unfair on the
:09:29. > :09:33.artist or whoever is doing it and it is just some secondary guy making a
:09:34. > :09:38.big buck. I missed out on some and I had a look and thought I cannot
:09:39. > :09:42.afford that. It is just not worth it. If there is a band that you want
:09:43. > :09:46.to see, I will have a look. If we like them that much, we will pay,
:09:47. > :09:50.whatever is left in our wallet. Artists like Adele and Elton John
:09:51. > :09:54.have both come out against the websites that sell at inflated
:09:55. > :09:59.prices. Elton John said he would rather have empty seats. The resale
:10:00. > :10:05.of football tickets is banned. But the reselling of live music tickets
:10:06. > :10:21.is not. Is it time for a new law? It is a very complex
:10:22. > :10:24.issue, it would be nice if the government would take some
:10:25. > :10:27.legislation against it, but I don't think that will happen. Don't hold
:10:28. > :10:30.your breath. I think the easy answer would be if the public just voted
:10:31. > :10:32.with their feet and just said, were not paying the inflated prices, we
:10:33. > :10:35.will definitely not by secondary tickets at five times over the face
:10:36. > :10:38.value, we will not go to the gig. That is easier said than done. The
:10:39. > :10:40.fanfare alliance which campaigns for better laws says that wait until
:10:41. > :10:42.nearer the date as more tickets may be released. You heard there are
:10:43. > :10:46.from the fanfare Alliance say more tickets might be released and we
:10:47. > :10:49.spoke to the Hydro and asked if they had come to any agreement with the
:10:50. > :10:54.management team and they did not comment but I can tell you that one
:10:55. > :10:57.of those sites that were selling the Andy Murray tickets, reselling them,
:10:58. > :11:01.says they have taken them from sale as it is not their policy to resell

:16:33. > :16:41.phone. How would you feel about wearing it? It feels all right. I

:16:47. > :16:50.triggers an immediate call to the doctor. The longer it takes for
:16:51. > :16:55.doctors and nurses to recognise a patient is deteriorating, the longer
:16:56. > :16:58.and more serious that is for the patient. The quicker we can respond
:16:59. > :17:04.and initiate treatment, the better it will be for the patient. This
:17:05. > :17:09.trial points towards the future but it still needs to pass an age-old

:17:20. > :17:23.That's according to research by the Federation of Small Businesses.

:17:56. > :17:59.days. It is unbelievably rewarding to walk into your own cafe business,
:18:00. > :18:04.for example, and see it full of people who are enjoying the
:18:05. > :18:10.atmosphere and drinking our copy and eating our food. You get such a buzz
:18:11. > :18:15.from that. Being your own boss is not for everybody. But here, lots of
:18:16. > :18:26.people have gone down that route. Sometimes they have even higher
:18:27. > :18:33.rates of self-employment. When it comes to jobs and work, there are
:18:34. > :18:38.huge differences across the country. This is North Lanarkshire, once home
:18:39. > :18:43.to heavy industry. Now though its rates of self-employment are among
:18:44. > :18:49.the lowest anywhere in Scotland. A few people are their own boss but
:18:50. > :18:54.the rates are low. Five times lower than in wealthier towns. Industrial
:18:55. > :18:57.decline has left a long shadow and one business support group told me
:18:58. > :19:03.new entrepreneurs are thin on the ground. We are certainly seeing low
:19:04. > :19:09.levels of self-employment in towns which used to have one large
:19:10. > :19:13.employer. The impact of that change is evident almost 40 years later in
:19:14. > :19:17.places like this. What we are not seeing is that there aren't good
:19:18. > :19:22.small businesses in place, there are. But the key challenge is the
:19:23. > :19:26.increasing number of self-employed businesses in some of the most
:19:27. > :19:29.deprived areas in Scotland. Starting a business can be a grind
:19:30. > :19:29.deprived areas in Scotland. Starting Scottish government has poured in
:19:30. > :19:34.millions of pounds to help Scottish government has poured in
:19:35. > :19:38.entrepreneurs through measures. But even then, the recipe for success

:21:08. > :21:14.the hard work starts them. But it's difficult, because you are young,
:21:15. > :21:17.you have got all of these things that are pushed out you in your
:21:18. > :21:21.contract. You can have a good life. Sometimes you forget how you got
:21:22. > :21:26.there. Brendan Rodgers is not the first manager to come to these
:21:27. > :21:29.chilly shores, high Labour football failings and suggest possible
:21:30. > :21:34.answers. But the bare facts are brutal. No major international
:21:35. > :21:39.tournament for most 20 years, and 67th in the world Fifa rankings. His
:21:40. > :21:42.message was a message for footballers in general but he had
:21:43. > :21:48.this for their own players -- his own players. For them, if they want
:21:49. > :21:51.to be in my team, we're trying to build a consistent Champions League
:21:52. > :21:58.club, you have to have the Champions League mentality. You need to be a
:21:59. > :22:03.professional. If they don't, it's OK. It's fine. I don't lose sleep
:22:04. > :22:05.over it. There will be someone else. There will be someone else to come

:23:21. > :23:25.busy time. The last few years we have had some of our best seasons.
:23:26. > :23:28.The snow has come. It has been here through to the end of April and we
:23:29. > :23:33.have had some great skiing conditions. Be snow cover may be
:23:34. > :23:37.thin but given this is the first opportunity to head for the slopes
:23:38. > :23:43.this year, enthusiasts weren't complaining. It is still a bit
:23:44. > :23:49.rocky. But yeah, good condition so far. Enough covering for a good ski.
:23:50. > :23:54.I'm looking forward to the rest of the day. We couldn't get up here
:23:55. > :23:59.yesterday because of the wind. Today is fantastic. I am really happy. I
:24:00. > :24:05.got a season pass and it is great to be able to use it. Winter sports are
:24:06. > :24:08.worth about ?20 million a year to the Scottish economy. While the
:24:09. > :24:13.season had a delayed start, there is a long way to go. No two winters are
:24:14. > :24:18.the same. Sometimes we started November. It is not unknown to start
:24:19. > :24:22.as late as February. We need to a manner that at the end of the
:24:23. > :24:25.season, most of the resort. Offering snow sports because there aren't
:24:26. > :24:31.enough people, not because there isn't enough snow. There's plenty of
:24:32. > :24:34.time to enjoy the conditions. The five mountain ski areas in Scotland
:24:35. > :24:38.have invested heavily in summer activities because that provides
:24:39. > :24:44.them with all year-round income. But skiing and snow sports remain their
:24:45. > :24:48.core activity. Frankly, without it, they wouldn't exist. So with the
:24:49. > :24:51.white stuff now having arrived, they will be keeping their fingers
:24:52. > :25:03.crossed it stays here for a good few weeks to come.
