0:04:34 > 0:04:39justice. They are controlled right here at Holyrood and crucially it

0:04:39 > 0:04:44doesn't apply to Scottish income tax rates. They also decided here at

0:04:44 > 0:04:47Holyrood. We will get the details of both of those, devolved income

0:04:47 > 0:04:53spending tax. You heard Nicola Sturgeon saying she wants to protect

0:04:53 > 0:04:57public services but also protect the lowest income families in Scotland,

0:04:57 > 0:05:02I think that leave some room for manoeuvre. We had a paper a couple

0:05:02 > 0:05:08of weeks ago, the SNP manifesto promised to freeze the rate of

0:14:52 > 0:14:59smoking in Scotland has stayed static in 2000 and 1321%. That rises

0:14:59 > 0:15:06to 35% of adults in more deprived areas are compared to just 10% in

0:15:06 > 0:15:12more affluent areas of the country. We have looked at minimum pricing

0:15:12 > 0:15:18for cigarettes. We have been successful in alcohol, in terms of

0:15:18 > 0:15:21the Supreme Court judgment. But there is difference is running

0:15:59 > 0:16:03Glasgow is one of the most deprived areas of Scotland. Would minimum

0:16:03 > 0:16:11pricing persuade people here to quit?Not with hardline smokers.It

0:16:11 > 0:16:15is too expensive. It is putting a lot of people.If you got any more

0:16:15 > 0:16:22expensive?I would stop completely. I lost my mate to cancer and my

0:16:22 > 0:16:29other mate and they were both smokers.The Scottish Government
