:00:15. > :00:25.It seems that a bid to refloat a massive drilling rig stranded

:00:26. > :00:27.off the Isle of Lewis has been successful.

:00:28. > :00:30.Within the last half hour a combination of high tide and two

:00:31. > :00:32.tugs have managed to refloat the 17,000 tonne Transocean Winner

:00:33. > :00:35.which was blown ashore during a storm two weeks ago.

:00:36. > :00:38.However the success of the operation may still hang in the balance

:00:39. > :00:40.depending on how much damage the rig has sustained below the water.

:00:41. > :00:43.Up to a hundred people gathered on Dalmore beach this evening

:00:44. > :00:47.The salvage team hopes to tow the rig to the east side

:00:48. > :00:55.A BBC Scotland investigation has found that the vast majority

:00:56. > :00:57.of new schools built under a private funding scheme

:00:58. > :01:01.So-called Private Finance Initiatives, allow private

:01:02. > :01:05.companies to take a stake in, build, and then run

:01:06. > :01:09.17 schools built under one of these schemes in Edinburgh had to be

:01:10. > :01:22.closed for safety reasons as Fiona Walker reports.

:01:23. > :01:28.Pupils and teachers are back to work after the summer. They are about to

:01:29. > :01:31.schools that have been closed over safety fears. The problems came to

:01:32. > :01:39.light when this wall collapsed into the playground during a storm in

:01:40. > :01:43.January. It is really distressing to be honest. It has made it very

:01:44. > :01:47.upsetting for parents knowing that we trust when we drop our children

:01:48. > :01:50.off at school that they are going to be kept safe. We do not want them

:01:51. > :01:56.off at school that they are going to going to buildings that are unsafe.

:01:57. > :02:00.What surprised parents IDs are relatively new schools. They are

:02:01. > :02:05.always private financed ones which means they are built and managed by

:02:06. > :02:10.a private company. Hundreds have been built in the UK. No stakes are

:02:11. > :02:16.bought and sold on financial markets. The whole PFI machine is

:02:17. > :02:22.the profit machine. There are an awful lot of people making

:02:23. > :02:25.substantial sums of money out of it. This has nothing to do with and no

:02:26. > :02:32.benefit to Edinburgh was Mark schools. Research shown to the BBC

:02:33. > :02:37.suggests that in Scotland alone the vast majority of PFI schools are at

:02:38. > :02:43.least partially owned offshore. What we do not know is how much money is

:02:44. > :02:46.being made except for one seal which included the 17 Edinburgh schools

:02:47. > :02:53.where we know that one company made what some would call a super profit

:02:54. > :02:56.of more than 40%. That is a very high profit but what you have to

:02:57. > :03:00.look at in terms of the way the council provided that service is

:03:01. > :03:05.what happens to the project over the 30 year he viewed. Given what has

:03:06. > :03:11.happened, a Wall has fallen down, does that provide value for money?

:03:12. > :03:16.We did a comparison between public procurement and Private procurement

:03:17. > :03:23.and we find this model gave better value. This should be no bearing on

:03:24. > :03:27.safety but for families their faith in the system has been shaken.

:03:28. > :03:33.Nobody had really been held accountable for what has happened

:03:34. > :03:39.and putting so many children's lives at risk really. The enquiry into the

:03:40. > :03:42.construction failures at the Adam Bristol 's will consider whether the

:03:43. > :03:47.Private Finance scheme contributed to the crisis year. If it did it to

:03:48. > :03:51.change the way schools and hospitals are funded across the UK.

:03:52. > :03:53.The leader of the Labour party in Scotland says the leader

:03:54. > :03:55.of the UK party couldn't win a general election.

:03:56. > :03:59.Kezia Dugdale has said she will back Owen Smith in his leadership

:04:00. > :04:00.challenge to Jeremy Corbyn - the ballot papers for

:04:01. > :04:09.Our political correspondent Nick Eardly reports.

:04:10. > :04:13.The Scottish Labour leader and her UK counterpart in better times.

:04:14. > :04:16.Kezia Dugdale had said Jeremy Corbyn's election at Labour leader

:04:28. > :04:31.combination of radical policies, combined with a credible plan of how

:04:32. > :04:36.I came into politics to see a Labour government deliver a

:04:37. > :04:40.fairer and more equal United Kingdom.

:04:41. > :04:43.That isn't a view shared by everyone in Scottish Labour.

:04:44. > :04:46.Most local parties who backed the

:04:47. > :04:51.His supporters thinks he has the backing

:04:52. > :04:57.Jeremy offers the alternative that the

:04:58. > :05:02.It is looking good at the moment, from indications

:05:03. > :05:11.Who are some of the key players backing?

:05:12. > :05:14.Mr Smith has the support of Scotland's only

:05:15. > :05:24.The decision was criticised by Kezia Dugdale's

:05:25. > :05:30.He said plotters were putting self interest first.

:05:31. > :05:34.And the new Shadow Scottish Secretary says Kezia Dugdale needs

:05:35. > :05:37.to get behind Mr Corbyn if he wins again.

:05:38. > :05:47.Dave Anderson does not speak for the Scottish Labour Party,

:05:48. > :05:49.or Jeremy Corbyn either, on the issue

:05:50. > :05:51.of the Progressive Alliance of the SNP.

:05:52. > :05:53.I work with Jeremy Corbyn all the time.

:05:54. > :05:57.It is possible to have a free and frank debate and come to a different

:05:58. > :06:00.conclusion on an issue like this, and still work together.

:06:01. > :06:02.We will hear more from these two men and

:06:03. > :06:07.what they are offering Scots when they visit Glasgow on Thursday.

:06:08. > :06:11.And earlier I asked him, where does it leave Kezia Dugdale

:06:12. > :06:21.Some believe that the Scottish Labour leader should not have

:06:22. > :06:26.publicly endorsed a candidate in this race. The say Kezia Dugdale
