:00:45. > :00:46.The message of these figures is, the low

:00:47. > :00:52.oil price and tax cuts to support the industry has had an impact.

:00:53. > :00:57.But the fundamentals of the Scottish economy are sound and strong.

:00:58. > :01:00.It has grown by more than the fall in oil

:01:01. > :01:05.Let's make sure we have the best environment to continue to

:01:06. > :01:08.grow our economy and that is why I am worried about Brexit, because it

:01:09. > :01:11.will make the task so much more difficult.

:01:12. > :01:13.But onshore growth was

:01:14. > :01:17.almost wiped out by a sharp fall in the North Sea tax take.

:01:18. > :01:21.Dry statistics which mask human costs.

:01:22. > :01:26.Myself, like thousands of others, hundreds and thousands of others

:01:27. > :01:33.I was made redundant at the end of May.

:01:34. > :01:36.It was fantastic work, over the

:01:37. > :01:39.years I learned so much and enjoyed working with many interesting

:01:40. > :01:47.Then it came to an end, which was a big surprise.

:01:48. > :01:49.But after decades in the oil industry, both

:01:50. > :01:51.Roberts and Russell are retraining as teachers through this initiative

:01:52. > :01:56.Everyone wants growth onshore and off, but the Scottish

:01:57. > :01:59.Secretary said it was time to forget independence.

:02:00. > :02:02.We have got the very challenging prospect in negotiating

:02:03. > :02:06.We need to get the best possible deal for Scotland and the

:02:07. > :02:13.But what these figures confirm, is the really

:02:14. > :02:16.important union for everybody in Scotland is the union with the rest

:02:17. > :02:18.of the United Kingdom, rather than being part

:02:19. > :02:23.No one is giving up on the North Sea,

:02:24. > :02:33.but with Scotland still in the red, the aim is to diversify and grow.

:02:34. > :02:36.A BBC investigation has revealed that some of the most

:02:37. > :02:38.vulnerable people in Scotland are being exploited

:02:39. > :02:43.And that some landlords are continuing to work

:02:44. > :02:46.in the Govanhill area of Glasgow despite being officially struck off.

:02:47. > :02:50.Our political correspondent Lucy Adams reports.

:02:51. > :02:53.Here in the heart of Nicola Sturgeon's constituency, communities

:02:54. > :02:59.and cultures come together to create a neighbourhood unlike any other.

:03:00. > :03:03.Decades of immigration from Ireland, south Asia and Eastern Europe have

:03:04. > :03:09.Its problems can be found in other Scottish cities,

:03:10. > :03:13.so what, if anything, makes this place different?

:03:14. > :03:16.It has always been an area that attracted migrants, new

:03:17. > :03:25.It has always been a reasonably priced area to buy

:03:26. > :03:28.property in, if you were a first-time buyer.

:03:29. > :03:33.Over the years, it has changed more into private rented

:03:34. > :03:37.and I think that is where people, some of the landlords, not all, but

:03:38. > :03:43.a lot of them are not willing to invest in the structure of the

:03:44. > :03:46.Overcrowding and neglect have taken their toll, leading the

:03:47. > :03:50.council and Scottish Government to launch a unique ?10 million project

:03:51. > :03:53.to buy out properties from the worst landlords and take them into public

:03:54. > :03:59.As you can see, this flat has been affected with rot, and we

:04:00. > :04:04.are finding a number of properties like this.

:04:05. > :04:07.Govanhill Housing Association is using the money to

:04:08. > :04:13.This corner is at the heart of that project, aimed at tackling

:04:14. > :04:19.But the BBC has learned that almost half of

:04:20. > :04:23.the properties bought were from those who already owned the flat

:04:24. > :04:28.they lived in, the very people the project hoped to keep.

:04:29. > :04:31.The question is, whether this project in its

:04:32. > :04:40.The Housing act was flawed because it didn't include

:04:41. > :04:44.The idea was to attack the rogue landlords,

:04:45. > :04:50.Without the compulsory purchase orders, and to

:04:51. > :04:53.achieve the targets, they are turning to people who want to sell

:04:54. > :05:00.Was the aim to buy up so many owner occupied

:05:01. > :05:14.we are trying to do, we will support but going forward.

:05:15. > :05:17.There are eight properties close, you need to have

:05:18. > :05:29.As the housing project continues in Govanhill, the BBC has

:05:30. > :05:34.learned a number of rogue landlords are continuing to practice, despite

:05:35. > :05:40.And a number of cases are not being pursued because

:05:41. > :05:45.witnesses are too afraid to speak up.

:05:46. > :05:51.This man was deregistered as a landlord in May

:05:52. > :05:55.after taking ?7,000 worth of deposits from tenants.

:05:56. > :05:58.His letting agency was dissolved earlier

:05:59. > :06:01.this year, but the BBC has learned the business in Govanhill has stayed

:06:02. > :06:06.He has now been reported to prosecutors for alleged fraud, theft

:06:07. > :06:12.and acting as a landlord while unregistered.

:06:13. > :06:16.This man paid almost ?1400 up front to him for a flat he

:06:17. > :06:21.The student from Bulgaria, one court case

:06:22. > :06:27.against him, but still hasn't got his money back.

:06:28. > :06:32.You are just a simple pawn and you cannot do anything about it.

:06:33. > :06:35.It just felt unfair to me that someone could do this and get away

:06:36. > :06:40.He told the BBC he denies the charges and is

:06:41. > :06:46.Hundreds of families each year have suffered

:06:47. > :06:51.from scams by a range of

:06:52. > :06:53.landlords and from housing beneath a tolerable standard.

:06:54. > :06:55.The worst ones are the ones where children are

:06:56. > :07:00.New babies not having hot water, you just can't have that.

:07:01. > :07:03.You hear the stories about children with

:07:04. > :07:06.bedbugs and these landlords just raking it in and making this money

:07:07. > :07:11.It is incredulous, there are these organisations working against it and

:07:12. > :07:19.Much is being done in this extraordinary

:07:20. > :07:24.neighbourhood to kick-start regeneration, but for now, children

:07:25. > :07:26.continue to live in substandard housing, while so-called rogue

:07:27. > :07:36.Tributes have been paid to a soldier who was shot dead

:07:37. > :07:38.during a training exercise in Northumberland on Monday.

:07:39. > :07:41.He's been named as 24-year-old Private Conor McPherson

:07:42. > :07:44.from Paisley who was a member of The Black Watch and based

:07:45. > :07:49.at Fort George in the Highlands, from where Jackie O'Brien reports.

:07:50. > :07:52.Private Conor McPherson from Paisley was killed during night-time

:07:53. > :07:55.training at a firing range within the vast Otterburn training

:07:56. > :08:01.The young soldier was shot in the head and pronounced

:08:02. > :08:05.In a tribute to the 24-year-old, his commanding officer

:08:06. > :08:20.But his troupe rationed his third was to his parents and sister

:08:21. > :08:24.and was part of a very close-knit family.

:08:25. > :08:27.It is tragic for his family, friends and colleagues at Fort George,

:08:28. > :08:30.who are brave men and women in the Armed Forces who put

:08:31. > :08:36.Sometimes when they are on combat missions you can be prepared

:08:37. > :08:39.for the difficult phone call or difficult announcement.

:08:40. > :08:42.But when it is a training exercise it is even worse for the people

:08:43. > :08:47.with him at the time and his family who have now lost a loved one.

:09:07. > :09:14.Outside Fort George today, life goes on as normal,

:09:15. > :09:16.as tourists continue to visit this old fortification.

:09:17. > :09:18.Within these walls where The Black Watch battalion is based,

:09:19. > :09:20.there will be sadness and shock over the tragic death

:09:21. > :09:28.These guys come in, they are not far away from the village.

:09:29. > :09:35.The Army have a lot of questions to answer, why was this allowed

:09:36. > :09:41.A major investigation is continuing to establish exactly what did happen

:09:42. > :09:43.on Monday night, but at this stage, Northumbria Police said

:09:44. > :09:57.they believed the soldier's death was a tragic accident.

:09:58. > :10:00.The oil rig floated from rocks at Dalmore on the west side of Lewis

:10:01. > :10:03.on Monday has arrived at a more sheltered anchorage at Broad Bay

:10:04. > :10:07.It's expected to be secured on its anchors this evening.

:10:08. > :10:10.The Deputy First Minister, who has been visiting Lewis,

:10:11. > :10:13.has questioned why it was at sea two weeks ago when severe

:10:14. > :10:26.The ferry transport connections were restricted and it was obvious that

:10:27. > :10:33.was going to be a significant storm to contend with. There was a duty of

:10:34. > :10:38.care for those responsible, presumably the owners of the oilrig,

:10:39. > :10:41.to find out whether this was wise to undertake this operation.

:10:42. > :10:43.The Scottish Government's controversial named person policy

:10:44. > :10:47.will not be rolled out on the last day of August as planned.

:10:48. > :10:50.The Education Secretary John Swinney says changes need to be made

:10:51. > :10:52.after the Supreme Court ruled last month that some proposals breach

:10:53. > :10:57.The system would appoint a named person for every child

:10:58. > :11:00.Two-thirds of emergency service workers were punched, threatened

:11:01. > :11:02.or spat on while they dealt with incidents over

:11:03. > :11:05.A staff survey has revealed alcohol misuse is a contributory

:13:16. > :13:19.across the Midlands, some pretty heavy rain likely to come our way
