:00:48. > :01:01.The deputy who supports him will probably challenge Kezia Dugdale.

:01:02. > :01:04.He is a man whose ambition may be in inverse proportion

:01:05. > :01:08.to his ability, but he is certainly ambitious.

:01:09. > :01:11.The UK candidates made their pitch to Scotland last night.

:01:12. > :01:14.What has gone wrong, they were asked.

:01:17. > :01:22.You were meant to be winning back Scotland on the basis

:01:23. > :01:26.There is a big fight ahead and a long road back.

:01:49. > :01:51.There has been angry response to Mr Sinclair's comments from some

:01:52. > :01:56.Alex Rowley says the idea that he would stand is rubbish.

:01:57. > :02:01.A leadership challenge, he says, is not on the cards.

:02:02. > :02:04.Neal Findlay is one of Mr Corbyn's closest allies in Scotland,

:02:05. > :02:10.He stood in the last Scottish leadership election

:02:11. > :02:15.We asked if he would consider standing again.

:02:16. > :02:25.Kezia Dugdale has a large mandate to lead the Scottish Labour Party.

:02:26. > :02:28.This former Labour MP thinks it is time to get behind

:02:29. > :02:31.I thought it was appalling and I don't envisage

:02:32. > :02:37.Kezia Dugdale has been elected by the Scottish party members

:02:38. > :02:40.and is working hard to make sure that Labour regains its electoral

:02:41. > :02:48.Can this man or his rival help with that, or might

:02:49. > :02:55.They were called "legal highs" but are now very much "illegal

:02:56. > :02:58.highs" and the police say that a change in the law three months ago

:02:59. > :03:02.banning their sale and distribution is having a "significant effect."

:03:03. > :03:06.But some say the new laws on psychoactive substances

:03:07. > :03:08.could actually be causing further problems.

:03:09. > :03:15.Our home affairs correspondent, Reevel Alderson, reports.

:03:16. > :03:20.three months ago that name is no longer appropriate.

:03:21. > :03:23.New psychoactive substances can no longer be sold legally and importing

:03:24. > :03:30.Police Scotland say the new law has had a significant effect.

:03:31. > :03:33.Before it, there were 90 retailers selling the drugs across Scotland

:03:34. > :03:36.and now there are none, with premises closed,

:03:37. > :03:42.Police say there have been no arrests for offences under the act

:03:43. > :03:45.but they admit that they know it is still going on.

:03:46. > :03:49.There is a small minority of premises that are a persistent

:03:50. > :03:55.and resistant element continuing to sell them.

:03:56. > :03:58.That falls within the realms of the legislation, so the police

:03:59. > :04:05.and our partners will robustly target those individuals

:04:06. > :04:07.and we would encourage them to cease selling.

:04:08. > :04:10.The problem in the past was that legal highs could be easily

:04:11. > :04:14.chemically altered to help overcome any legal ban.

:04:15. > :04:18.The new legislation has been designed to overcome that.

:04:19. > :04:21.But in Ireland, where there is a similar law,

:04:22. > :04:25.consumption of new psychoactive substances has actually risen

:04:26. > :04:30.That is concerning this drugs awareness charity in Edinburgh,

:04:31. > :04:35.which fears that driving the sale of the streets might actually cause

:04:36. > :04:41.When these were on open sale was shocking to people but the fact

:04:42. > :04:45.that they were on open sale was perhaps suggesting incorrectly

:04:46. > :04:48.that they might be safe because they were being tolerated.

:04:49. > :04:52.Now that they are banned, I suppose the worry is that there

:04:53. > :04:57.If these are sold online, or through traditional drug dealing

:04:58. > :05:00.networks, we feel the price will go up and there is more

:05:01. > :05:05.The charity and police are warning users that buying the drugs online

:05:06. > :05:10.from overseas brings a risk of prosecution as it could be

:05:11. > :05:12.classed as importing them, which is prohibited

:05:13. > :05:21.Drivers in Edinburgh look likely to be asked to stay away

:05:22. > :05:26.The city's council has been piloting a scheme which bans vehicles

:05:27. > :05:30.from some areas to try and cut accidents and promote walking.

:05:31. > :05:35.Edinburgh's experiment with traffic movement around schools

:05:36. > :05:41.At nine of them, drivers were told they could not

:05:42. > :05:47.The result, confusion and frayed tempers.

:05:48. > :05:50.Nearly one year on, Edinburgh City Council says

:05:51. > :05:53.the scheme delivered real benefits, not least for children,

:05:54. > :05:56.many of whom now walk to and from school.

:05:57. > :05:59.It means signs like this are set to become a permanent feature

:06:00. > :06:05.But are all the drivers obeying the rules?

:06:06. > :06:09.This is another school that asked to take part in the pilot.

:06:10. > :06:13.When school finished at lunchtime today, some drivers were clearly

:06:14. > :06:21.I got a phone call to pick up my friend's child,

:06:22. > :06:23.because she is stuck in traffic, she is late.

:06:24. > :06:35.The police have been at the top of the road and they

:06:36. > :06:41.A report on the pilot scheme goes before the Transport Committee

:06:42. > :06:47.on Tuesday with a recommendation that it becomes permanent.

:06:48. > :06:50.One walking charity says all local authorities should consider adopting

:06:51. > :06:53.the scheme, but they will need to act tough.

:06:54. > :06:59.It can be soft to begin with but now we are one year on and parents

:07:00. > :07:03.should know the drill and it probably needs somebody to pick up

:07:04. > :07:05.people, possibly just warning them and going

:07:06. > :07:12.Edinburgh Council says that peer pressure might help.

:07:13. > :07:16.Parents are frustrated with those they cannot get onside,

:07:17. > :07:20.those who park on yellow lines and on corners.

:07:21. > :07:23.It is a minority who spoil it being a safe area for young

:07:24. > :07:29.East Lothian Council already run a similar scheme.

:07:30. > :07:38.So far, other areas have yet to signal that they are on board.

:07:39. > :07:40.Kilmarnock took on visitors Rangers at Rugby Park tonight

:07:45. > :07:50.But a free kick in the second half saw the visitors equalise

:08:27. > :08:31.front producing outbreaks of rain that will move north towards

:08:32. > :08:36.Midlands. In Scotland, a generally dry start, some brightness around at

:08:37. > :08:40.times and a few spots of rain in the south-west extending up to the

:08:41. > :08:45.north-west and perhaps one or two lighter spots in the central belt by

:08:46. > :08:50.mid-afternoon. Across the UK, that is where the real action is. You can

:08:51. > :08:58.see this plume of white weather from of the wash down to Dorset. It will

:08:59. > :09:02.be wet. For most of Wales and northern England and Northern

:09:03. > :09:08.Ireland, cloudy. Similar for us. Temperatures up to 19-20 with the

:09:09. > :09:12.chance of some rain at times, nuisance value than anything else.

:09:13. > :09:20.Across the West, spots of rain here but generally dry. The far north

:09:21. > :09:29.Northern Isles, or and Shetland, best chances of sunshine for you. In

:09:30. > :09:33.the evening, fairly dry. And then to Sunday we have a ridge of high

:09:34. > :09:38.pressure in the Atlantic and the wet weather pulling away towards

:09:39. > :09:42.Scandinavia. For us, and other dry day after a damp start. Certainly

:09:43. > :09:46.for the North and South. Through the afternoon, drying up with sunny

:09:47. > :09:50.weather pushing in from the West Coast. Look at the north-east and

:09:51. > :09:51.south-east, heavy downpours likely at times. That is the forecast for
