:00:00. > :00:00.compete in the Games. Join me now on BBC Two. Here on BBC One it's time

:00:00. > :00:00.for the news where you The First Minister has set out

:00:07. > :00:11.a plan to boost Scotland's economy through help for companies

:00:12. > :00:13.looking to invest. It's part of the Scottish

:00:14. > :00:15.Government's programme There's also a big emphasis

:00:16. > :00:19.on education, and support Opposition critics said

:00:20. > :00:24.the package fell short More from our political

:00:25. > :00:42.editor Brian Taylor. New times, new ideas,

:00:43. > :00:46.touring this new high Nicola Sturegon pryer advertises

:00:47. > :00:49.education and the economy. She intends to channel cash

:00:50. > :00:51.directly to schools, handing more power to

:00:52. > :00:54.headteachers and to parents. To boost jobs, a ?500 million scheme

:00:55. > :00:57.to guarantee loans to companies It's a new departure

:00:58. > :01:00.and would need Treasury sanction, alongside

:01:01. > :01:01.Holyrood agreement. In short, we are determined

:01:02. > :01:04.to build an economy where everyone has a fair chance

:01:05. > :01:07.to contribute to growth and where everyone can share in

:01:08. > :01:14.the benefits of that growth. Already, capital investment

:01:15. > :01:19.on projects like the new Forth crossing

:01:20. > :01:20.is protecting jobs. Miss Sturegon promised more

:01:21. > :01:24.investment in transport. And more in the economy

:01:25. > :01:30.allowing cuts to air passenger duty, a national institute

:01:31. > :01:32.to foster manufacturing and action to boost oil platform

:01:33. > :01:39.decommissioning in the North Sea. The Scottish Government won't match

:01:40. > :01:41.a planned Treasury cut The Tories said that could

:01:42. > :01:46.disadvantage Scotland. Pushing

:01:47. > :01:49.income tax rates above levels in the rest of the UK isn't

:01:50. > :01:52.going to help Scottish growth. Labour welcomed measures such

:01:53. > :01:55.as gender balance on public boards, but accused ministers

:01:56. > :01:57.of being too timid. Over the past decade,

:01:58. > :01:59.this Parliament has become

:02:00. > :02:03.more and more powerful, but the Government's programme has

:02:04. > :02:13.become less and less ambitious. There is a bill to tackle

:02:14. > :02:19.domestic abuse, including for the first time,

:02:20. > :02:20.psychological abuse. Victims of childhood abuse

:02:21. > :02:22.will be given longer Today's programme also

:02:23. > :02:26.includes plans for a new Social Security system

:02:27. > :02:28.in Scotland, scrapping the so-called bedroom tax and there's

:02:29. > :02:36.more on the family. Extra help with childcare,

:02:37. > :02:38.an attainment fund to help disadvantaged pupils

:02:39. > :02:40.at school and a child A qualified welcome for those, but

:02:41. > :02:46.Patrick Harvey of the Greens hates the planned cut in

:02:47. > :02:54.air passenger duty. That benefit will go

:02:55. > :02:56.to the wealthiest frequent fliers. Nicola Sturegon insisted today's

:02:57. > :02:57.programme was about the nuts and bolts,

:02:58. > :03:01.the day job, not independence. Willie Rennie of the Liberal

:03:02. > :03:05.Democrats wasn't convinced. The First Minister

:03:06. > :03:09.should ditch the charade and ditch her new plans

:03:10. > :03:11.for independence. That would be the best

:03:12. > :03:16.thing for Scotland. Still, with the constitution,

:03:17. > :03:20.MSPs endorsed the appointment of Mike Russell

:03:21. > :03:24.as the minister to handle Brexit A man has gone on trial accused

:03:25. > :03:29.of murdering an Asian man in North Lanarkshire almost

:03:30. > :03:31.18 years ago. Ronnie Coulter denies killing

:03:32. > :03:35.Surjit Singh Chhokar in November 1998, in Wishaw

:03:36. > :03:38.and trying to conceal From the High Court in Glasgow,

:03:39. > :03:49.Andrew Black reports. Arriving at the High Court

:03:50. > :03:52.in Glasgow, the sister and mother of Surjit Singh Chhokar

:03:53. > :03:54.with the family's lawyer. It's almost 18 years

:03:55. > :03:56.since he was killed. Mr Chhokar, who was

:03:57. > :03:58.32 and worked as a Donald Finlay, QC is defending

:03:59. > :04:05.the man charged with his murder, Alex Prentice, QC, today opened

:04:06. > :04:14.the prosecution's case. in Overtown, Wishaw, Mr Coulter

:04:15. > :04:29.attacked Mr Chhokar by beating him with a wooden baton and striking him

:04:30. > :04:32.with a knife and further accused The only witness today

:04:33. > :04:52.was a retired policeman who was part of the

:04:53. > :04:55.team investigating the killing. He set the scene for

:04:56. > :04:57.members of the jury video of the scene of the killing

:04:58. > :05:02.and also the area of Wishaw where Mr Mr Coulter is also accused

:05:03. > :05:05.of breaking into Mr Chhokar's house in 1998

:05:06. > :05:07.and stealing a cooker and forging a signature

:05:08. > :05:12.on He denies all the

:05:13. > :05:15.charges against him. The trial is expected to last

:05:16. > :05:21.around five weeks. The new Borders railway

:05:22. > :05:24.is one year old today. The route runs from Edinburgh

:05:25. > :05:26.Waverley, to Tweedbank near Melrose - a line that had

:05:27. > :05:30.been shut for 46 years - and cost more than ?350

:05:31. > :05:35.million to reopen. The service has brough

:05:36. > :05:39.a welcome boost for tourism but has it been a victim

:05:40. > :05:41.of its own success? Perhaps it's no surprise that

:05:42. > :05:48.a route this stunning has surpassed expectations but the scenery can't

:05:49. > :05:51.hide some teething problems. It's had some problems

:05:52. > :06:05.recently over the past few weeks but hopefully

:06:06. > :06:07.getting those sorted out. Since it has come, I have been

:06:08. > :06:16.using it instead of the bus. It is much more comfortable

:06:17. > :06:18.but you pay It has got better,

:06:19. > :06:23.to be honest, over time. Campaigners who back the line have

:06:24. > :06:25.been monitoring its progress and say

:06:26. > :06:28.there is a clear need for The downside is the service has

:06:29. > :06:31.been quite unreliable. Problems with cancellations and late

:06:32. > :06:33.running because of inadequate Too much single track,

:06:34. > :06:40.not enough double track. That has been a worry,

:06:41. > :06:47.it doesn't affect visitors but for regular

:06:48. > :06:49.communitiers that's a concern, if it is too unreliable they will go

:06:50. > :06:53.back to using the car or the puss. ScotRail who operate the service

:06:54. > :06:56.admit there have been problems but A railway like the Borders is

:06:57. > :07:00.fantastic, it connects the community We will continually

:07:01. > :07:03.improve it to make sure whatever the issues are,

:07:04. > :07:06.that have come up, are fixed. One of the main reasons

:07:07. > :07:08.for reopening the Borders Railway line was to bring an

:07:09. > :07:20.economic impact to the area and in places like Melrose,

:07:21. > :07:21.businesses are reporting an increase in the number of business sores

:07:22. > :07:24.but questions are being asked about how far that

:07:25. > :07:26.economic impact has spread. In the years ahead

:07:27. > :07:29.we'll see the economic impact flush throughout the Boarders

:07:30. > :07:32.but in the first year already there are significant signs the economic

:07:33. > :07:35.benefit is coming to fruition. One year on, there

:07:36. > :07:37.is now an expectation that the service will improve

:07:38. > :07:42.and the benefits will spread. But, as one passenger

:07:43. > :07:45.put it, at least we now have a railway

:07:46. > :07:49.it complain about. More than 11 years ago,

:07:50. > :07:52.five members of one family from South Uist were killed

:07:53. > :07:55.in one of the worst storms to hit the Western Isles

:07:56. > :07:57.in living memory. A fatal accident inquiry

:07:58. > :07:59.has never been held But relatives say they believe

:08:00. > :08:05.the tragedy may have been caused by the construction

:08:06. > :08:07.of a nearby causeway. From South Uist,

:08:08. > :08:10.Ian Hamilton reports. This has been a desperate search,

:08:11. > :08:14.a community struggling to find their Locals used anything

:08:15. > :08:24.they could to find their youngsters, garden rakes,

:08:25. > :08:29.old walking sticks. Father MacDonald recalls a tragedy

:08:30. > :08:32.that hit his parish community in South Uist

:08:33. > :08:38.in 2005, that claimed five lives. I believe around about 7.00,

:08:39. > :08:45.which was high tide, the waves were crashing

:08:46. > :08:47.over the top of the And that was what prompted

:08:48. > :08:51.the family to leave. On that night, the family came along

:08:52. > :08:53.this road They were put here two

:08:54. > :08:59.years after the accident. This was just an open piece of road

:09:00. > :09:03.built along the sandbank. The cars were swept

:09:04. > :09:05.away here but it's believed that the source of

:09:06. > :09:10.the problem was further up the road. The causeway is two miles further

:09:11. > :09:13.down the road there, with

:09:14. > :09:15.the growing waves, sea levels, the wind

:09:16. > :09:18.was The causeway was

:09:19. > :09:24.acting as a dam, the water had to go somewhere,

:09:25. > :09:30.so it burst overland. Locals believe that the accident

:09:31. > :09:32.could have been avoided. A family member told us

:09:33. > :09:34.that the original plan for the causeway linking the mainland

:09:35. > :09:38.and island had gaps but the final We would like to see

:09:39. > :09:47.a fatal accident inquiry. We did a freedom of information

:09:48. > :09:49.request to the local authority for all documents relating

:09:50. > :09:53.to the construction of the causeway. As soon as we started

:09:54. > :09:59.going through it, it was evident there was

:10:00. > :10:01.a lot of papers missing. Well, if you ask for something

:10:02. > :10:13.and they don't provide it, it gives the impression

:10:14. > :10:19.they are trying to hide something. Maybe you think they are liable

:10:20. > :10:26.or somebody is liable for making that decision

:10:27. > :10:29.to cut from three to one. We want to find out,

:10:30. > :10:36.but we are facing a brick wall. We invited the council to respond

:10:37. > :10:38.to the concerns and suspicions regarding the freedom

:10:39. > :10:41.of information request. A council spokesperson told us that

:10:42. > :10:43.all the information 11 years on, residents

:10:44. > :10:55.here still live in In July, ?25,000 was made

:10:56. > :10:57.available for a feasibility In July, ?25,000 was made

:10:58. > :11:01.available for a feasibility study to improve the causeway

:11:02. > :11:04.and the Crown Office told us that a fatal accident inquiry

:11:05. > :11:09.was still under consideration. Now let's join Judith

:11:10. > :11:25.for the latest on the weather We will squeeze another day of warm

:11:26. > :11:32.temperatures tomorrow. Tonight is a very humid night. A beautiful

:11:33. > :11:35.picture here. Cloud increasing as we head to the night, predominantly

:11:36. > :11:39.picture here. Cloud increasing as we dry, although we will see some rain

:11:40. > :11:43.and misty and murky conditions towards west and coastal areas.

:11:44. > :11:47.Cloudy for most, Misty and murky conditions up the West Coast.

:11:48. > :11:54.Outbreaks of patchy rain and drizzle but it is an improving day. Very

:11:55. > :11:58.mild first thing, monkey really. A little lower in the north but still

:11:59. > :12:03.noticeably humid. We will see that rain across the fourth north-west.

:12:04. > :12:08.Winds are delighted here tomorrow and will cloud over for me tomorrow.

:12:09. > :12:13.Rainer pushing here as we head to the day. It brightens for this size

:12:14. > :12:16.and increasing amount of sunshine across eastern Scotland and through

:12:17. > :12:21.the central lowlands. Patchy rain towards the Western Isles and the

:12:22. > :12:24.far north-west into or acne. As far as the rest of the UK is concerned,

:12:25. > :12:30.similar conditions for Northern Ireland. We will see good spells of

:12:31. > :12:34.sunshine are running along the south coast and towards the Channel

:12:35. > :12:40.Islands and hot temperatures for the time of year, potential highs of 25

:12:41. > :12:48.Celsius. Back on home turf, we are looking at everyone tempered at the

:12:49. > :12:52.time of year. More widely into the low 20s tomorrow. Almost like a warm

:12:53. > :12:56.summer 's day. Heading into the evening, very little changes but an

:12:57. > :13:03.overnight, cloud building up in the west and some rain pushing in here.

:13:04. > :13:07.The pressure chart, you can see, introducing outbreaks of rain along

:13:08. > :13:15.with strengthening winds. We will just see that rain is going off

:13:16. > :13:17.itself. Deteriorating as it does. It will be a noticeably windy day but

:13:18. > :13:20.brightening up behind the rain. And that's all from

:13:21. > :13:23.Reporting Scotland tonight. There are regular updates

:13:24. > :13:25.during Breakfast from From everyone on the late

:13:26. > :13:29.team here in Glasgow
