:00:45. > :00:50.We want to empower teaches to make the best decisions for

:01:41. > :01:45.as a form of devolution to schools and say that by empowering teachers

:01:46. > :01:48.they're more likely to do what is best for the school and raise

:01:49. > :01:52.What is right for one school may not be right for a school

:01:53. > :02:00.But there is a question of the regional education

:02:01. > :02:02.boards to encourage schools in different areas to

:02:03. > :02:15.The question is what role is left for local authorities?

:02:16. > :02:21.The debate talking about the priorities of the school budget and

:02:22. > :02:25.the curriculum. The main question will be how schools remain

:02:26. > :02:46.accountable to parents and the wider communities they serve.

:05:31. > :05:36.Her lawyer said she should have been treated as a patient from the moment

:05:37. > :05:38.she arrived back at Heathrow and it was up

:05:42. > :05:55.She said despite the chaos of everything that was going on, she

:07:16. > :07:22.conventional one. Aberdeen has the biggest fleet of these buses in

:07:23. > :07:33.Scotland but without them the fleet would not be viable. As long as

:07:34. > :07:46.you're planning for a traffic light I can slow the bus down. This is one

:07:47. > :07:51.way of tackling emissions from transport but with just ten buses it

:07:52. > :07:55.is a small scale to a big problem. The report says there has been a

:07:56. > :08:01.good progress in deploying renewable energy but says it is largely

:08:02. > :08:06.unchanged in 1990 and in agriculture emissions reductions have been slow

:08:07. > :08:11.but the reduction in the light of new forms planted.

:08:12. > :08:14.We are aiming at cutting our emissions in the UK by 80% by 2050

:08:15. > :08:17.and the Scottish Government has taken this seriously in making its

:08:18. > :08:20.What we have got to do is concentrate particularly on

:08:21. > :08:24.They run on hydrogen but these buses are four

:08:25. > :08:26.transport, where we do have to reduce our emissions.

:08:27. > :08:27.Hydrogen transport is good for vehicle

:08:28. > :08:30.emissions, but one problem is getting people out of their cars and

:08:31. > :08:36.on to buses like this in the first place.

:08:37. > :08:39.So ministers are being urged in the report to better promote

:08:40. > :08:43.It is a global challenge and we are taking

:08:44. > :08:47.I'm pleased the fact that we are leading the rest

:08:48. > :08:50.of the UK has been recognised, but it makes it tough to

:08:51. > :08:56.Scotland is doing better than the rest of the UK in

:08:57. > :08:58.tackling climate change, but ministers acknowledge more needs to

:08:59. > :09:10.be done and a climate change plan will be published over the winter.
