:00:00. > :00:00.Now, on BBC One, it's time for the news where you are.

:00:07. > :00:10.Big changes are to be made to new secondary school

:00:11. > :00:13.qualifications barely three years after reforms were introduced.

:00:14. > :00:17.Some assessments in National Five and Higher courses are to be

:00:18. > :00:20.scrapped and more emphasis will be put back onto the final exam.

:00:21. > :00:29.Our education correspondent Jamie McIvor reports.

:00:30. > :00:33.The new qualifications started to be introduced three years ago,

:00:34. > :00:38.but are still a hard equation for many teachers to solve.

:00:39. > :00:40.The main worry, workload and bureaucracy, and one issue

:00:41. > :00:45.is formal assessments marked by teachers themselves.

:00:46. > :00:49.These youngsters are studying for their National Five maths.

:00:50. > :00:51.They have to complete several of the unit assessments

:00:52. > :00:57.All of the new qualifications are broken up into units and each

:00:58. > :01:00.unit carries its own mandatory assessment which is marked

:01:01. > :01:07.In order to get an overall course award, young people have to pass

:01:08. > :01:11.these units as they go along, and then pass the final examination.

:01:12. > :01:15.But big changes are on the way in what amounts to a dramatic

:01:16. > :01:19.The unit assessments are being scrapped for National

:01:20. > :01:25.The aim is to cut down on the workload for

:01:26. > :01:32.The big significance will be for students.

:01:33. > :01:36.This will assist young people in the concentration

:01:37. > :01:42.of their learning, rather than purely and simply be progress.

:01:43. > :01:48.Instead of assessments marked by teachers, the plan is to put more

:01:49. > :01:54.Some marks may come from coursework but this will not be

:01:55. > :02:02.The changes will be phased in over two years and do not affect

:02:03. > :02:13.Less formal assessment for young people, and teaching with more depth

:02:14. > :02:15.of learning and for teachers a reduction workload

:02:16. > :02:34.Some of these youngsters may have left school by the time the changes

:02:35. > :02:35.happen. the threat of escalating industrial

:02:36. > :02:39.action and help restore goodwill? Three years after the launch

:02:40. > :02:42.of an NHS scheme to give vital support, thousands of patients

:02:43. > :02:44.with dementia still Suzanne Allan has this exclusive

:02:45. > :02:46.report. She was but I think

:02:47. > :02:52.she probably had dementia then. Margret was diagnosed a year

:02:53. > :02:57.after this photo was taken. She was put on a waiting list

:02:58. > :03:00.for what the NHS called the one-year It gives everyone with dementia

:03:01. > :03:06.support from a link They said there was a waiting list

:03:07. > :03:12.and it would probably be six months The family had help from nurses

:03:13. > :03:23.but they are on their Consistency, which is really hard

:03:24. > :03:28.for my mum, because things have My mum has suffered

:03:29. > :03:33.the most because I think The link worker gives advice

:03:34. > :03:41.on anything from benefits to keeping A BBC FOI request found

:03:42. > :03:58.in the Western Isles there was no But if you live in Orkney or

:03:59. > :04:02.Shetland everyone has received it. This is a group where

:04:03. > :04:06.people with dementia come Many people here have not

:04:07. > :04:09.heard of the scheme. We have had a forum before and out

:04:10. > :04:13.of a group of maybe 30 people, there were about two

:04:14. > :04:15.in the group who received I think there is still a lack

:04:16. > :04:24.of awareness about that support. If patients are keen,

:04:25. > :04:30.what is going wrong? The variation in uptake could be

:04:31. > :04:34.caused by whoever is offering it, not offering it in a way that

:04:35. > :04:38.everyone wants it or in some places Western Isles health board have told

:04:39. > :04:44.us new staff have been recruited and they are supporting

:04:45. > :04:48.their patients in different ways. The Scottish government recognises

:04:49. > :05:05.there are challenges. It also promised a new

:05:06. > :05:07.three-year strategy will be MSPs have tonight complained

:05:08. > :05:12.that they are not being given enough time to scrutinise

:05:13. > :05:15.Scottish Government spending plans. The protest comes from Holyrood's

:05:16. > :05:17.finance committee - chaired by Bruce Crawford,

:05:18. > :05:21.a former SNP Cabinet Minister. In response, the Scottish Government

:05:22. > :05:23.said the problem was caused Earlier, I spoke to our political

:05:24. > :05:40.editor Brian Taylor and asked him What is at stake here is some ?30

:05:41. > :05:45.billion of public spending for Scotland for the year 2017-18. The

:05:46. > :05:48.vote should be taken here at Holyrood around February next year.

:05:49. > :05:54.Before that, there ought to be detailed scrutiny by

:05:55. > :05:58.parliamentarians and that is being curtailed. That is because the

:05:59. > :06:02.Chancellor's Oulton spending statement is delayed until the 23rd

:06:03. > :06:06.of November because of Brexit uncertainties. Scottish Government

:06:07. > :06:11.say they need to see the colour of the Chancellor's money before they

:06:12. > :06:14.set the Scottish spending plans. MSP is accept that, but they are unhappy

:06:15. > :06:19.about one thing. They said they were promised to get a work in progress,

:06:20. > :06:26.scenario planning, some details as they go. They have now been told

:06:27. > :06:31.they won't get that. They will get it cold in mid-December. They are

:06:32. > :06:37.very unhappy with that. -- they will get if culled.

:06:38. > :06:40.We have a former SNP cabinet minister taking his own government

:06:41. > :06:45.to task. It is unusual. It is. He's the

:06:46. > :06:49.former minister for Parliamentary affairs. He knows how these things

:06:50. > :06:53.are run. This isn't just Bruce Crawford, it is the finance

:06:54. > :06:58.committee. The committee Koloamatangi committees in general,

:06:59. > :07:02.the prolonged attempt to strengthen them and beef up their response.

:07:03. > :07:06.Secondly, an attempt by Parliament as a whole to remind the SNP that

:07:07. > :07:07.they are in a minority here at Holyrood. This is Parliament bearing

:07:08. > :07:10.its teeth. Scottish Labour is set to get more

:07:11. > :07:12.power over policy and people - making it more distinct

:07:13. > :07:15.from the UK party. A series of reforms were confirmed

:07:16. > :07:17.by the party's executive last night. Here's our political

:07:18. > :07:19.correspondent Nick Eardley. Few resignations in recent Scottish

:07:20. > :07:22.political history have been damning. Johann Lamont's claim

:07:23. > :07:25.that the Scotland Labour Party Now the new leader thinks

:07:26. > :07:39.she has found a solution. I'm delighted that what will go

:07:40. > :07:43.before our members at conference next week is a strong plan

:07:44. > :07:46.to make Scottish Labour London currently has a say

:07:47. > :07:58.in who the Scottish party puts The reforms will mean that is

:07:59. > :08:04.a matter for Scottish Labour. The changes also give the party

:08:05. > :08:12.north of the border power That includes those the parliament

:08:13. > :08:16.in Westminster controls. If, as some fear, there

:08:17. > :08:20.is an attempt to deselect MPs who don't support Jeremy Corbyn,

:08:21. > :08:23.Scotland could make It could also mean the Scottish

:08:24. > :08:26.party has different When it comes to the general

:08:27. > :08:32.election manifesto, how Every part of our Labour family

:08:33. > :08:39.will come together in one room But for the first time -

:08:40. > :08:44.and you cannot miss the significance of this -

:08:45. > :08:59.we will determine all our own policy Leaving last night's meeting of

:09:00. > :09:01.Labour's executive, she won a penalty for Scotland. That has

:09:02. > :09:03.raised some eyebrows. The SNP had dominated for the last

:09:04. > :09:14.couple of years because they have I think with being a more

:09:15. > :09:19.independent Labour Party in Scotland Will these changes solve the puzzle

:09:20. > :09:27.of where the balance lies? This could be the last piece

:09:28. > :09:35.of the reformed jigsaw. Police say they've arrested

:09:36. > :09:37.a 27-year-old man in connection with offensive behaviour

:09:38. > :09:40.at the Old Firm match The BBC understands the arrest

:09:41. > :09:44.is in connection with effigies hung The arrest took place earlier today

:09:45. > :09:52.and is related to effigies - one draped in a Rangers scarf,

:09:53. > :09:56.the other in an orange sash - being hung from the upper tier

:09:57. > :09:59.of the stand containing Police say the 27-year-old man had

:10:00. > :10:05.been arrested under the Offensive This match was the first time

:10:06. > :10:12.the two teams had met in the league since Rangers return to the SPL

:10:13. > :10:16.earlier this season. Police say following a number

:10:17. > :10:20.of disorder incidents, a team of detectives have been

:10:21. > :10:25.trawling through CCTV footage and they are now appealing for fans

:10:26. > :10:29.to send mobile phone footage and they say they are significantly

:10:30. > :10:32.interested in footage of the vandalism of the away

:10:33. > :10:36.supporters' toilets - that is the toilets used

:10:37. > :10:40.by the visiting Rangers fans. They have become aware of footage

:10:41. > :10:43.circulating on social media showing After the match, Rangers issued

:10:44. > :10:58.a statement saying they were aware of the disgust felt by fans

:10:59. > :11:01.who were subjected to a sickening and shameful display

:11:02. > :11:02.of sectarian hatred. Celtic said they would deal

:11:03. > :11:05.with all the issues which had arisen and they thank their fans

:11:06. > :11:08.for the support they had Well, it's over to Kirsteen

:11:09. > :11:28.Macdonald now with the weather Good evening. It has been a cloudy,

:11:29. > :11:31.wet evening for many of us. Tonight, gradually, the rain will become

:11:32. > :11:35.confined towards eastern coastal areas and across the Northern Isles.

:11:36. > :11:40.Behind that, a lot of dry, clear conditions feeding into the West,

:11:41. > :11:44.especially. A few mist and fog patches and a chilly night to come

:11:45. > :11:48.under clear skies, especially through parts of the Northwest with

:11:49. > :11:53.loads of around three degrees. Tomorrow morning, a dry start for

:11:54. > :11:58.many of us. Fairly chilly, some finds those of sunshine across much

:11:59. > :12:01.of the country around 8am. The south west, towards the Glasgow area,

:12:02. > :12:04.through the likes of Argyll, in through much of the north-west

:12:05. > :12:08.Highlands, towards the Inverness area and the far north, too. One of

:12:09. > :12:14.two showers affecting the Western Isles, perhaps the Isle of Skye at

:12:15. > :12:17.times. For the Northern Isles and north-eastern coastal areas, cloudy

:12:18. > :12:21.skies with outbreaks of rain. As we go through the morning, that rain

:12:22. > :12:25.will pull away and that allows much of the UK some dry, bright

:12:26. > :12:28.conditions with some spells of sunshine. Some showery rain

:12:29. > :12:31.affecting Wales during the morning, pushing through the Midlands and

:12:32. > :12:36.eventually through eastern parts of England. I had off that, with some

:12:37. > :12:41.sunshine, temperatures will rise to around 21 degrees. Otherwise, around

:12:42. > :12:48.15 to 17 degrees, a few showers affecting Northern Ireland and the

:12:49. > :12:50.West of Scotland as we go through the day, accompanied by

:12:51. > :12:52.strengthening southerly winds. For the evening period across Scotland,

:12:53. > :12:55.the showers will become more heavy and more frequent and gradually

:12:56. > :12:59.track their way eastwards. By Friday, we still have high pressure

:13:00. > :13:04.holding on across much of the UK, which affords us another largely dry

:13:05. > :13:08.day with some spells of sunshine. This area of low pressure will begin

:13:09. > :13:11.to make its presence felt later on Friday, especially across the North

:13:12. > :13:16.West of Scotland and Northern Ireland, and this weather front will

:13:17. > :13:19.affect many of us on Saturday, bringing rain and strengthening

:13:20. > :13:20.winds. But Friday, a lot of dry, bright weather with spells of

:13:21. > :13:21.sunshine. Our next update is during Breakfast

:13:22. > :13:25.at 6.25 tomorrow morning. But, from everyone on the late

:13:26. > :13:28.team here in Glasgow
