:00:21. > :00:22.was finally convicted of the murder of Indian waiter
:00:23. > :00:28.Coulter was tried for a second time following changes
:00:29. > :00:31.He'd been originally cleared of the stabbing in Overtown
:00:32. > :00:35.in North Lanarkshire following a trial in 1999.
:00:36. > :00:37.The case resulted in wide-ranging changes to the police
:00:38. > :00:39.and prosecution service after mistakes were made
:00:40. > :00:41.by the Crown Office and there was found
:00:42. > :00:44.to be institutional racism within the police.
:00:45. > :00:51.After an 18-year fight, the family of Surjit Singh Chhokar
:00:52. > :00:59.Surjit was a loving son, father and brother, who was lucky
:01:00. > :01:02.to have two stubborn parents, who refused to be silenced
:01:03. > :01:07.as they fought for justice as a right and not a privilege.
:01:08. > :01:10.Surjit's late father, Darshan, always said that,
:01:11. > :01:17.that he would have a hope for justice.
:01:18. > :01:19.Whilst the dead cannot cry out for justice, it is the duty
:01:20. > :01:29.after Ronnie Coulter was convicted of murder.
:01:30. > :01:33.He was working at this Indian restaurant
:01:34. > :01:37.while also claiming unemployment benefit.
:01:38. > :01:41.He had a flat here in Gowkthrapple, Wishaw.
:01:42. > :01:45.Ronnie Coulter, seen here, also lived in the same building,
:01:46. > :01:53.The trial heard that, on the morning of the 4th of November, 1998,
:01:54. > :01:58.Andrew Coulter, jobless and looking for cash to buy alcohol,
:01:59. > :02:05.broke into Mr Chhokar's flat and stole a giro cheque for ?100.70.
:02:06. > :02:10.After getting his Uncle Ronnie to forge Mr Chhokar's signature,
:02:11. > :02:14.Mr Chhokar's partner, Elizabeth Bryce, found out
:02:15. > :02:17.what happened and threatened to call the police.
:02:18. > :02:21.It was a threat which ended in murder.
:02:22. > :02:23.Most of the time, Mr Chhokar lived here,
:02:24. > :02:27.in Garrion Street, Overtown, with Elizabeth Bryce.
:02:28. > :02:30.On the night of the 4th of November, Ronnie and Andrew Coulter,
:02:31. > :02:36.travelled here to meet Mr Chhokar coming home from work.
:02:37. > :02:39.There was a confrontation in the street and it ended
:02:40. > :02:44.with Ronnie Coulter stabbing Mr Chhokar to death.
:02:45. > :02:48.Ronnie Coulter was tried and acquitted of murder in 1999.
:02:49. > :02:52.The following year, Andrew Coulter and David Montgomery were also
:02:53. > :02:59.There was criticism of how the case was handled.
:03:00. > :03:03.One report found institutional racism within the police.
:03:04. > :03:06.Today, officers said the lessons learned from the original case
:03:07. > :03:11.have vastly improved the way things are done.
:03:12. > :03:14.The thing for us to do is make sure these things never happen again
:03:15. > :03:17.and we continue to work the way we do just now.
:03:18. > :03:19.In terms of this type of investigation,
:03:20. > :03:21.it's only the second double jeopardy, so these are pretty much
:03:22. > :03:24.models that we carry out, not just investigation,
:03:25. > :03:28.but also how we deal with the family and the people involved around about
:03:29. > :03:30.Ronnie Coulter once boasted of getting away
:03:31. > :03:36.Now, he faces a life term, when he's sentenced later this month.
:03:37. > :03:43.The Scottish Conservative leader, Ruth Davidson, has warned
:03:44. > :03:45.the SNP government not to pick fights with Westminster.
:03:46. > :03:48.She was speaking at her party's UK conference.
:03:49. > :03:52.Our political correspondent, Nick Eardley, was there.

:04:35. > :04:37.telling you that Scotland is up in arms, again.
:04:38. > :04:43.Asserting that independence is closer now than ever before.
:04:44. > :04:46.Declaring that separation is somehow inevitable.
:04:47. > :04:49.Well, today, speaking to people from across the UK,
:04:50. > :04:59.Ruth Davidson has again been given one of the most prominent slots
:05:00. > :05:02.And although Brexit has been the key theme,
:05:03. > :05:05.there's been plenty talk too of support for the union
:05:06. > :05:08.and opposition to another independence vote.
:05:09. > :05:10.A message that continued as Theresa May set out
:05:11. > :05:15.I will always fight to preserve our proud historic union
:05:16. > :05:22.and will never let divisive nationalists drive us apart.
:05:23. > :05:24.Nicola Sturgeon thinks Mrs May's vision
:05:25. > :05:31.She's branded immigration proposals hugely worrying.
:05:32. > :05:32.The Prime Minister insisted change would come.
:05:33. > :05:36.But she promised it would work for all.

:08:49. > :08:52.The Justice Minister met police leaders to unveil seven
:08:53. > :08:53.new strategic priorities, inclusion, prevention
:08:54. > :08:57.In practice, that means the force is to tackle developing
:08:58. > :09:02.threats, like cyber crime, as well as community policing.
:09:03. > :09:05.What the purpose of these new priorities is to make sure
:09:06. > :09:07.we get that balance right, reinforcing the localism
:09:08. > :09:10.of policing, but at the same time, making sure the police are able
:09:11. > :09:13.to adapt and to respond to those new and emerging threats,
:09:14. > :09:16.which can be in someone's front room.
:09:17. > :09:22.But new priorities come with no new funding and there's already
:09:23. > :09:27.Well, we need to make the most of the money that we've got,
:09:28. > :09:30.we need to spend it wisely and I'm convinced that we can do more
:09:31. > :09:34.Ultimately, we will have to make choices and that's the same in any
:09:35. > :09:39.But we are going to do that with people, rather than to them,
:09:40. > :09:41.and people understand and agree with the decisions we are making.
:09:42. > :09:45.On the ground, volunteers here hope that means the authorities
:09:46. > :09:46.are listening and responding to local needs.
