:00:31. > :00:37.Our political correspondent Lucy Adams reports.

:00:38. > :00:48.If you think for one single second that I am not serious about doing

:00:49. > :00:53.what it takes to protect Scotland's interests, then think again.

:00:54. > :00:56.It is not the first time the Scottish Government has launched

:00:57. > :01:07.But failed to get the result they wanted.

:01:08. > :01:09.Greenock, it is one of the few parts of Scotland that voted

:01:10. > :01:12.with the 50-50 yes-no split in the independence

:01:13. > :01:21.But in June of this year, 64% of the electorate here voted

:01:22. > :01:29.Today is not necessarily about securing independence,

:01:30. > :01:32.it is just a first step and might not even lead to a bill.

:01:33. > :01:34.In effect, it is the Scottish Government's insurance policy

:01:35. > :01:38.against a so-called hard Brexit and removing Scotland

:01:39. > :01:46.Well, it is important to protect Scotland's interests against a hard

:01:47. > :01:50.right Tory Brexit that could cost up to 80,000 jobs.

:01:51. > :01:53.So we are consulting on a draft Referendum Bill,

:01:54. > :01:57.should it prove that independence is the best way or indeed the only

:01:58. > :02:04.But opponents have said they should get on with running the country.

:02:05. > :02:06.They promised the people of Scotland that two years ago,

:02:07. > :02:10.if they came out and voted in the independence referendum,

:02:11. > :02:13.that their voice would be respected - this is not the respect that

:02:14. > :02:17.The majority of people in Scotland do not want another referendum,

:02:18. > :02:20.the majority of people in Scotland do not want independence and the SNP

:02:21. > :02:24.Experts have reflected on the legal status

:02:25. > :02:32.This time around, the Scottish Government has said that it will ask

:02:33. > :02:35.the UK Government to make an order under section 30 of the Scotland Act

:02:36. > :02:37.to authorise the referendum, that is what they did

:02:38. > :02:43.However, I doubt if the UK Government would agree to that.

:02:44. > :02:45.Parts of the waterfront in Greenock have been transformed

:02:46. > :02:51.It is people living in areas like this that the Scottish

:02:52. > :02:56.Government will need to persuade of the requirement for a second

:02:57. > :02:59.independence referendum and who they hope will be swayed

:03:00. > :03:04.by the UK Government's move to leave the EU and the impact they say

:03:05. > :03:11.Well, I voted to stay part of Europe, but I also voted

:03:12. > :03:20.I just think economically I would not vote to break the UK up.

:03:21. > :03:23.For me, Scotland being part of Europe is really important

:03:24. > :03:30.You know, I would vote accordingly for that.

:03:31. > :03:33.I would still vote for independence because I feel that Scotland did not

:03:34. > :03:44.The bill would have the support it needs to be passed,

:03:45. > :03:46.but questions remain as to whether it will get that far.

:03:54. > :03:56.ScotRail has unveiled an action plan, detailing how it's

:03:57. > :04:00.going to tackle the problems that have plagued the rail network

:04:01. > :04:04.It comes the day after a petition was handed into the Government,

:04:05. > :04:07.calling on the company to lose the franchise to operate

:04:08. > :04:16.Well, that petition yesterday was the result of enormous public

:04:17. > :04:19.pressure calling on Scotland to either improve its performance

:04:20. > :04:21.or give up the franchise, and they have had problems -

:04:22. > :04:24.reality and punctuality issues meaning that they have dropped below

:04:25. > :04:27.a certain standard of performance, that is 90.3% and that is what has

:04:28. > :04:29.triggered Transport Scotland to order the company to publish

:04:30. > :04:36.It has not been all bad because there have been significant

:04:37. > :04:38.successes over the past year for ScotRail, not

:04:39. > :04:42.least the introduction of the new Borders railway.

:04:43. > :04:45.But the company admits it does have problems and has said it will spend

:04:46. > :04:50.?16 million over the next two years putting those problems right.

:04:51. > :04:53.But they are under a lot of political pressure and I asked

:04:54. > :04:55.the company earlier today whether they were now

:04:56. > :04:58.involved in a PR battle with government ministers.

:04:59. > :05:05.People are expressing their frustration and that is fine,

:05:06. > :05:07.we would not be critical of anyone for doing that.

:05:08. > :05:11.But for us, it is just about how do we make sure that we do everything

:05:12. > :05:14.as well as we possibly can to make sure that we provide our customers,

:05:15. > :05:17.at the end of the day, with the best experience

:05:18. > :05:20.that they can have on Scotland's network as they go to their jobs,

:05:21. > :05:23.go and see their family and their friends?

:05:24. > :05:26.Well, there is a lot of promises in this report, not least,

:05:27. > :05:28.for example, things such as bringing online new electric trains

:05:29. > :05:31.and upgrading existing older rolling stock with new doors

:05:32. > :05:36.Upgrading stations and spending more money on all of the services

:05:37. > :05:48.For example, 200 carriages over the next two years.

:05:49. > :05:50.Senior investigators have warned that an "extremely violent" Scottish

:05:51. > :05:52.fugitive is likely to be hiding in Spain's ex-pat community.

:05:53. > :05:55.36-year-old Jonathon Kelly is one of ten people featuring

:05:56. > :05:57.on a new "most wanted" list, revealed by the National Crime

:05:58. > :06:02.Kelly, from Glasgow, absconded after being released

:06:03. > :06:09.Our reporter Aileen Clarke has more details.

:06:10. > :06:11.Armed police surrounding a Glasgow tenements two years ago.

:06:12. > :06:13.Officers poured into the Govanhill Street in a bid

:06:14. > :06:16.to capture a violent career criminal with a string of assaults to his

:06:17. > :06:27.They'd been looking for Jonathan Kelly since he had gone

:06:28. > :06:30.on the run almost two weeks earlier, but if he'd been here,

:06:31. > :06:34.When Kelly was released from prison on licence in August 2014,

:06:35. > :06:36.one of the conditions was that he would turn up

:06:37. > :06:39.here at his local police station in Drumchapel every day.

:06:40. > :06:42.That lasted less than three weeks, and then he cut his electronic tag

:06:43. > :06:46.Two years on, the police have still to catch up with him.

:06:47. > :06:49.Now detectives believe he has fled to Spain and is one of ten fugitives

:06:50. > :06:51.the National Crime Agency is targeting in this latest push

:06:52. > :06:57.We are hoping people who know the whereabouts of some

:06:58. > :06:59.of these fugitives get in touch through Crimestoppers.

:07:00. > :07:04.We can then get in touch with our Spanish counterparts and arrest

:07:05. > :07:10.Kelly is not the only one on the list Scottish

:07:11. > :07:16.There is a European Arrest Warrant out for Mark Quinn,

:07:17. > :07:20.It is believed he was involved in a multi-million pounds drug

:07:21. > :07:28.The authorities hope that more raids like these will result from tip-offs

:07:29. > :07:31.Previous campaigns have flushed out more than 70 fugitives.

:07:32. > :07:34.Amongst them, William Paterson, who fled to Spain but is now serving

:07:35. > :07:37.at least 22 years in jail for the murder of Kevin Carroll

:07:38. > :07:40.in this supermarket car park in Glasgow six years ago.

:07:41. > :07:43.Over the years, some arrests in Spain have come just

:07:44. > :07:45.hours after the mug shots have been publicised.

:07:46. > :07:54.But detectives say they play a long game.

:07:55. > :07:56.We are very determined, we never give up.

:07:57. > :08:00.We will keep looking for these people for as long as it takes

:08:01. > :08:13.In the case of such a dangerous criminal as Jonathon Kelly,

:08:14. > :08:16.police hope their tenacity will pay off sooner rather than later.

:08:17. > :08:17.Glasgow's top police officer says the behaviour of some

:08:18. > :08:19.Celtic and Rangers fans is an "embarrasment"

:08:20. > :08:22.to the city and the country, and he's promising more on-the-spot

:08:23. > :08:24.arrests for any serious misbehaviour at Sunday's League Cup semifinal.

:08:25. > :08:26.Chief Superintendent Brian McInulty is deploying extra officers,

:08:27. > :08:29.claiming the police and the public "have had enough".

:08:34. > :08:45.Preparations are well underway here at the national stadium for two

:08:46. > :08:48.big football matches this weekend - Morton against Aberdeen on Saturday,

:08:49. > :08:51.Rangers against Celtic on Sunday, up for grabs a place

:08:52. > :08:54.in the League Cup final and it's particularly the match

:08:55. > :08:56.between the Glasgow teams on Sunday which is exercising

:08:57. > :09:03.They are promising extra resources, additional officers here

:09:04. > :09:11.There will be extra searches and a change in emphasis as well.

:09:12. > :09:17.There is going to be more arrests say police.

:09:18. > :09:20.This comes off the back of a match last month at Celtic Park

:09:21. > :09:23.in which effigies were hung from one part of the ground and some

:09:24. > :09:28.severe vandalism was done to toilets in another part.

:09:29. > :09:30.It becomes an embarrassment for Scottish football fans,

:09:31. > :09:33.it becomes an embarrassment for Scottish people.

:09:34. > :09:39.We should be talking after a football match about the game.

:09:40. > :09:42.We should not be talking about these senseless acts by a minority

:09:43. > :09:44.of people who tarnish the event for everybody else.

:09:45. > :09:47.For that reason we will be focused on doing everything we can

:09:48. > :09:49.to prevent it from happening in the first place.

:09:50. > :09:53.If people do engage in that type of behaviour, we will be looking

:09:54. > :10:04.There is possibly a more controversial Rangers and Celtic

:10:05. > :10:12.match later in the year at Hogmanay, will the template be

:10:13. > :10:15.set for that this weekend, are you happy for that match

:10:16. > :10:21.The fixture is being held at Ibrox, Rangers home ground,

:10:22. > :10:24.which is a different environment to the national stadium but again

:10:25. > :10:27.we will learn from every game but the focus at the moment

:10:28. > :10:29.is absolutely on the two games this coming weekend.

:10:30. > :10:33.The last big club match held here at Hampden Park was the cup

:10:34. > :10:41.final involving Hibernian and Rangers, and we saw

:10:42. > :10:45.the disgraceful scenes afterwards with fans on the pitch behind me

:10:46. > :10:48.and the subsequent enquiry into the goings on and the failings.

:10:49. > :10:51.Police say they have learned and are continuing to learn lessons

:10:52. > :10:54.from that match and they will put procedures in place here at Hampden

:10:55. > :10:57.on Sunday to try to best preserve public order and make sure

:10:58. > :11:13.the majority of fans come here and enjoy the football in safety.
