:00:59. > :01:01.strongest alcohol, which is precisely the alcohol that is drunk

:01:02. > :01:03.by the people who end up in our hospitals

:01:04. > :01:06.and who end up dying from alcohol-related causes.

:01:07. > :01:13.It is not about your bottles of wine,

:01:14. > :01:18.it is about cheap cider, cheap supermarket vodka.

:01:19. > :01:21.A minimum price of 50p per unit would ensure a bottle

:01:22. > :01:28.or cheap, strong cider could double in price.

:01:29. > :01:32.MSPs approved the policy in 2012, but a court challenge, led

:01:33. > :01:38.by the Scotch Whisky Association, stopped it in its tracks.

:01:39. > :01:41.After four years of legal argument,

:01:42. > :01:43.here at the Court of Session in Edinburgh and

:01:44. > :01:46.at the European Court of Justice, the ruling boiled down

:01:47. > :01:48.to one key question - would increasing the tax

:01:49. > :01:51.on alcohol be as effective as minimum pricing -

:01:52. > :02:00.when it came to protecting people's help?

:02:01. > :02:04.Today, the panel of three judges ruled it wouldn't

:02:05. > :02:07.Obviously, we regret the ruling today, we believe

:02:08. > :02:11.it is a barrier to trade and not the most effective way to deal with

:02:12. > :02:28.But we will decide on it before the next steps.

:02:29. > :02:31.It has the overwhelming backing of Parliament and we need to move

:02:32. > :02:35.it will save lives and the evidence points us in that direction,

:02:36. > :02:38.so I would hope it does now spell the end of the legal delay.

:02:39. > :02:41.An appeal to the UK Supreme Court could be launched

:02:42. > :02:43.within the next month, but the Scottish Government said today's

:02:44. > :02:52.Their aim, to make minimum pricing a reality as quickly as possible.

:02:53. > :02:55.The man accused of murdering an Inverness-born policeman may have

:02:56. > :02:58.cooked and eaten parts of his body, a court has been told.

:04:17. > :04:23.This family have lost a mother, wife, a grandmother, because

:04:24. > :04:26.Marie Laurie was all of these things and more.

:04:27. > :04:28.They came to court hoping for a sentence which might begin

:04:29. > :04:32.It is never enough, compared to what we have lost,

:04:33. > :04:35.but we got enough for us to be happy today.

:04:36. > :04:38.Marie Laurie was killed and her husband seriously injured

:04:39. > :04:41.when Steven Bennie crashed his car into the taxi they had just got into

:04:42. > :04:45.Steven Bennie, 20 at the time, was being followed by the

:04:46. > :04:48.police and driving at high speed when he drove through a red light

:04:49. > :04:55.The judge jailed him for seven and a half years.

:04:56. > :04:58.On sentencing, Lord Boyd said to Steven Bennie that Marie Laurie

:04:59. > :05:01.had been returning home with her husband from her son's wedding,

:05:02. > :05:03.one of the happiest days of her life,

:05:04. > :05:07.he said, and in an instant, that life was gone.

:05:08. > :05:10.He said it was difficult to imagine a more serious level

:05:11. > :05:16.You had no licence, he said, you weren't insured,

:05:17. > :05:18.you had taken alcohol, he didn't stop when the police

:05:19. > :05:21.signalled to you to do so and you reached

:05:22. > :05:25.You had even turned your headlights off,

:05:26. > :05:30.It was the wedding of her son Martin that Marie Laurie was on

:05:31. > :05:32.her way home from and although the two events

:05:33. > :05:35.are now intertwined, he says he can't dwell on Steven Bennie

:05:36. > :05:43.He is just a boy that had a bad experience

:05:44. > :06:02.To be honest with you, he could be ruined for his life as well,

:06:03. > :06:08.As I say, I do not want to be filled with anger.

:06:09. > :06:09.The first anniversary comes next month.

:06:10. > :06:14.I will never forget those two days of my life.

:06:15. > :06:19.You always remember your wedding day, it's the highlight of your life

:06:20. > :06:21.and to lose your mum the next day in such tragic

:06:22. > :06:26.it's going to be tough for the whole family, you know?
