:00:16. > :00:19.the NHS is struggling financially and is failing to achieve key

:00:20. > :00:22.waiting time targets. The auditor general says

:00:23. > :00:25.that despite rising spending on the health service,

:00:26. > :00:28.funding isn't keeping pace with increased demand from

:00:29. > :00:35.an ageing population. This is the annual health check

:00:36. > :00:38.for the health service. And the prognosis is

:00:39. > :00:41.certainly not positive. The Auditor-General says health

:00:42. > :00:44.boards are struggling NHS funding, she says,

:00:45. > :00:49.is not keeping pace with increasing demand and the needs

:00:50. > :00:52.of an ageing population. There is an "extremely

:00:53. > :00:54.challenging" financial position for health boards,

:00:55. > :00:57.and the report warns many are at risk of being unable

:00:58. > :01:01.to balance their books. There is a growing

:01:02. > :01:04.population in Scotland and a population which

:01:05. > :01:05.is We know that older people

:01:06. > :01:09.tend to need more health care, particularly in the last

:01:10. > :01:11.years of their lives. We're also seeing increasing cost

:01:12. > :01:14.pressures from the cost of the NHS workforce

:01:15. > :01:17.and we have noticed particularly busy of prescribed drugs,

:01:18. > :01:20.new drugs being available, more drugs being

:01:21. > :01:23.prescribed and the cost is really The report acknowledges

:05:03. > :05:05.calling on the Scottish Government to stop the practice

:05:06. > :05:10.with publicly funded contracts. Serco Northlink was awarded

:05:11. > :05:14.the ?243 million Scottish Government contract

:05:15. > :05:17.for six years in 2012. It operates three ferries

:05:18. > :05:19.and two cargo boats on the lifeline

:05:20. > :05:24.routes to the Northern Isles. But the running of

:05:25. > :05:26.the two cargo boats is outsourced to another company

:05:27. > :05:30.which is based in Heysham. But the companies say under

:05:31. > :05:36.current legislation, the national minimum wage is not

:05:37. > :05:39.applicable to the crews They say the crew

:05:40. > :05:42.are deemed not to be They add that if

:05:43. > :05:46.the national minimum wage applied, it would place

:05:47. > :05:49.the company at a serious If they are not receiving

:05:50. > :05:55.the minimum wage, that cannot be right, they

:05:56. > :05:57.are members of staff, Scotland and they should be

:05:58. > :06:02.receiving the wages due to them. Transport Scotland will be in touch

:06:03. > :06:08.with always subcontract the company and they will offer to pay

:06:09. > :06:12.the minimum wage and backdate that I would urge the subcontractor

:08:10. > :08:12.in between nine and ten and it was always a caramel

:08:13. > :08:16.latte and a bacon roll, toasted. She had a good group of friends

:08:17. > :08:29.that she came in and sat There was a possible
