:00:34. > :00:41.on his body in a despicable fashion. Thereafter he tried to cover his

:00:42. > :00:46.tracks, and in large measure, Many years later, he is here

:00:47. > :00:52.to answer for his crime. In November 1998, in Overton,

:00:53. > :00:56.North Lanarkshire, Ronnie and two others went to see

:00:57. > :01:02.Surjit Singh Chhokar at his house. A fight broke out over a stolen

:01:03. > :01:05.giro cheque and he was Two enquiries made allegations

:01:54. > :01:56.in Scotland has been tried Ronnie Coulter was found not

:01:57. > :02:00.guilty at a trial in 1999, but since then the law of double

:02:01. > :02:02.jeopardy has been scrapped, That law meant Coulter could not be

:02:03. > :02:07.tried again on the same or similar Today, the family spoke

:02:08. > :02:13.of their grief. There is no celebration for us,

:03:34. > :03:37.the risks that people already take taking drugs.

:03:38. > :03:45.It is in areas like this, very close to Glasgow's shopping

:03:46. > :03:49.district, that addicts are injecting in public.

:03:50. > :03:53.Judging by the amount of drugs paraphernalia here,

:03:54. > :03:57.it is happening regularly, with a large number of people.

:03:58. > :04:01.The idea of this proposal is for injecting still to continue,

:04:02. > :04:05.but in clinics, under medical supervision, which would allow

:04:06. > :04:08.the addicts to remain safe, and perhaps bring them

:04:09. > :04:16.Most of Europe is providing addiction services.

:04:17. > :04:29.Switzerland has a model where there are heroin

:04:30. > :04:31.replacement treatments, that satisfies the needs

:04:32. > :04:35.We need to find a solution that brings the solutions elsewhere

:04:36. > :04:38.It is a controversial plan which some observers say

:04:39. > :04:41.is an admission that previous attempts to cut drug use

:04:42. > :04:44.and the rising tide of death have failed.

:04:45. > :04:47.We have a drug project 30 years in existence, and we are

:04:48. > :04:59.-- we have a drug problem that is 30 years its evolution.

:05:00. > :05:02.We are throwing hundreds of millions of pounds at treatment services,

:05:03. > :05:05.That is a scandal that our politicians and public

:05:06. > :05:09.The plan has been approved in principle, and drug workers

:05:10. > :05:22.When we look at rising numbers of drug-related deaths, if we are

:05:23. > :05:26.really serious in reducing the harms associated with drug groups, we need

:05:27. > :05:28.to use all evidence -based approaches to try to reduce the harm

:05:29. > :05:31.is caused by problem drug use. Before a clinic can be established,

:05:32. > :05:34.details on cost, where it would be and how it would operate

:05:35. > :05:37.need to be ironed out. A man has been arrested

:05:38. > :05:40.in connection with the murder John Smith died following

:05:41. > :05:43.a disturbance within a property in Misk Knowes, Stevenson,

:05:44. > :05:47.on the eighth of October. A 30-year-old man is expected

:05:48. > :05:49.to appear in Kilmarnock Meanwhile, a missing mother from Ayr

:05:50. > :05:55.has been found safe and well. 29-year-old Farrah Fadli had not

:05:56. > :06:01.been seen since earlier this month. For most of us, the appearance

:09:57. > :10:00.and in the New Year we will look forward to the steel beams
