:01:23. > :01:26.Opposition parties are also demanding answers.

:01:27. > :01:28.We do need to find out what has gone wrong,

:01:29. > :01:31.whether it is the front line, with the pressure on front-line

:01:32. > :01:33.police officers, or Bilston Glen, with the old story about

:01:34. > :01:38.Whatever it is, we do need to understand what has gone wrong

:01:39. > :01:44.The Government says it'll await the outcome

:01:45. > :01:46.of the PIRC investigation, but the Justice Secretary says

:01:47. > :01:49.he is confident that police call handling procedures have improved.

:01:50. > :01:52.It is appropriate that we allow that investigation to take its course,

:01:53. > :01:55.but the staff within our call centres do a very good job

:01:56. > :01:58.and there have been significant changes in the way in which our call

:01:59. > :02:04.I am confident that over the coming weeks that we are making as much

:02:05. > :02:06.progress as we can to ensure that all of our emergency

:02:07. > :02:08.services are working in a coordinated fashion.

:02:09. > :02:12.Police say 30 recommendations made by the Inspector of Constabulary

:02:13. > :02:15.following the M9 incident have been implemented, with a new

:02:16. > :02:22.process to ensure high standards of call handling.

:02:23. > :02:24.What our process has done, though, is indicate that 99.996%

:02:25. > :02:26.of our calls were handled without any issue at

:02:27. > :02:30.So I am entirely confident in our process and the

:02:31. > :02:35.The force says it cannot comment on the incident in Dunipace

:02:36. > :02:37.while the investigation by PIRC is continuing.

:02:38. > :02:48.Security surrounding Edinburgh's Hogmanay

:02:49. > :02:49.celebrations are to be reviewed following the terrorist

:02:50. > :02:53.Police emphasise there's no specific threat but that the public

:02:54. > :03:00.Our correspondent Andrew Kerr reports.

:03:01. > :03:02.The joy of Christmas, bright lights, tasty food,

:03:03. > :03:05.and a seasonal atmosphere at Edinburgh's market,

:03:06. > :03:08.but those festive lights have been deemed at Berlin's Kurfuerstendamm

:03:29. > :03:31.I feel a bit kind of isolated here in Scotland, so you feel

:03:32. > :03:37.If you look at it and think, "Are we going to get attacked today?"

:03:38. > :03:41.The Berlin attack comes as police are preparing

:03:42. > :03:47.The message that we keep constantly repeating is be aware

:03:48. > :03:48.of your circumstances and your surroundings,

:03:49. > :03:53.If you see something suspicious, if you feel uncomfortable

:03:54. > :03:56.about something, approach a police officer and tell them

:03:57. > :04:01.In Aberdeen, the organisers of the Christmas Village are working

:04:02. > :04:06.with police as the First Minister also says to be aware.

:04:07. > :04:09.We must be vigilant, the police will continue to be vigilant,

:04:10. > :04:11.the Scottish Government, working with their partners

:04:12. > :04:14.in the UK Government and with both the police and the intelligence

:04:15. > :04:16.agencies, will continue to make sure we are vigilant,

:04:17. > :04:20.but the public should also be vigilant as well.

:04:21. > :04:23.The threat level is still "Severe", defined as an attack

:04:24. > :04:39.But as the police said, people should not be alarmed.

:04:40. > :04:41.The second big storm of the winter is expected to cause

:04:42. > :04:43.widespread travel disruption in the run-up to Christmas.

:04:44. > :04:46.CalMac is advising ferry travellers to check for updates with winds

:04:47. > :04:50.of up to 90 miles an hour due to hit the west of the country on Friday.

:04:51. > :04:53.In Shetland, at Lerwick this lunchtime, travellers headed

:04:54. > :04:56.for the Aberdeen ferry which had been bought forward five

:04:57. > :04:58.hours to try to beat the worst of the weather.

:04:59. > :05:01.They were very keen to make it south for Christmas.

:05:02. > :05:03.I was supposed to be leaving on Friday -

:05:04. > :05:06.I'm working up at the gas plant - but due to the weather conditions,

:05:07. > :05:10.I have had to leave today otherwise I will be stuck in Shetland over

:05:11. > :05:11.Christmas, which I don't quite fancy.

:05:12. > :05:13.Sometimes we are delayed, sometimes we get away on time,

:05:14. > :05:19.You can see the wind is gathering, so effectively, these northbound

:05:20. > :05:20.straits will hit the Western Isles...

:05:21. > :05:22.At Loganair HQ, they are keen watches of the weather.

:05:23. > :05:25.They have been booking people onto flights going today

:05:26. > :05:27.and tomorrow to try to avoid the worst of the storm

:05:28. > :05:34.Friday will see the storm at its worst, and we have moved

:05:35. > :05:38.a number of flights earlier in the day to try and plan around

:05:39. > :05:40.the weather forecasts, and for a small number of flights

:05:41. > :05:46.later in the day we have decided to cancel them based on the forecast

:05:47. > :05:52.showing there is no reasonable prospect of being able to fly.

:05:53. > :05:55.Travellers here at Glasgow Airport are pretty relieved to be getting

:05:56. > :05:57.away today for Christmas, rather than leaving it

:05:58. > :06:00.to the end of the week, when that storm will be

:09:11. > :09:12.warning is across Northern England, Northern Ireland and Scotland, a

:09:13. > :09:19.yellow BA were weather warning with gusts of up to 70 mph widely. There

:09:20. > :09:23.could be up to 80 or 90 mph through the middle part of the day.

:09:24. > :09:26.Transferring across to the Northern Isles by the end of the day, so

:09:27. > :09:31.there could be likely disruption. Here is the map for Friday. Rain

:09:32. > :09:35.pushing across the West, heaviest across the Southern and Western
