:00:47. > :00:48.Calmac say it is highly likely that there will be

:00:49. > :00:50.cancellations on this route and other Clyde routes tomorrow.

:00:53. > :00:54.reviewed throughout the day, so their advice is keep

:02:03. > :02:06.They're certainly prepared in the food sense in Shetland,

:02:07. > :02:08.nine massive containers of festive food arrived by ferry

:02:09. > :02:12.today, with one more boat due before Christmas.

:03:08. > :03:11.and the organisation which oversees it - the Scottish Police Authority -

:03:12. > :03:16.are facing a funding gap of almost ?190 million by 2020-21.

:03:17. > :03:18.Audit Scotland says there's continuing concern

:03:19. > :03:23.But the two organisations say they're working

:03:24. > :03:28.Scotland's national police force and the authority that holds it

:03:29. > :03:34.to account are two of the countries most high-profile bodies,

:03:35. > :03:40.but now serious questions are being asked about how

:03:41. > :03:42.they are managing their annual budget of ?1.1 billion.

:03:43. > :03:48.This report published by the public spending watchdog says that

:03:49. > :03:50.although Police Scotland and the Scottish Police Authority

:03:51. > :03:52.have existed for three years they both suffer

:03:53. > :04:00.The auditor general says that is not acceptable.

:04:01. > :04:11.I think one concern has been that the focus of day-to-day

:04:12. > :04:13.and keeping day-to-day policing going, but the focus of the reform

:04:14. > :04:16.is making sure it is sustainable for the future given the financial

:04:17. > :04:21.The report dominated Question Time at Holyrood.

:04:22. > :04:23.Police Scotland is staring down the barrel of a ?190

:04:24. > :04:26.million budget deficit, we've heard all before.

:04:27. > :04:28.In response the First Minister indicated the UK Government's

:04:29. > :04:40.refusal to accept Scotland from a VAT bill.

:04:41. > :04:42.Ruth Davidson won't have any credibility talking about police

:04:43. > :04:45.until she backs us in telling the Tory colleagues in Westminster

:04:46. > :04:51.to do the right thing and stop taking money out of the pockets

:04:52. > :04:55.Away from Holyrood the Scottish Police Authority said

:04:56. > :04:59.We acknowledge fully our standard of book-keeping could have been

:05:00. > :05:04.improved and we agree with the auditor on that point

:05:05. > :05:06.and we are taking steps to address that matter,

:05:07. > :05:12.Police Scotland declined our request for a broadcast interview

:05:13. > :05:21.but in a statement it shared through the Scottish Police

:05:22. > :05:23.Authority, David Page, the deputy chief officer said

:05:24. > :05:25.the force was committed to ensuring that the financial management

:05:26. > :05:27.of the police budget was of the highest standard

:05:28. > :05:30.and would continue to work to ensure that the appropriate resources

:05:31. > :05:33.were in place to improve capacity and capability and make sure

:05:34. > :05:37.That is likely to go down well with the auditor general -

:05:38. > :05:39.after three years of asking, she is now expecting results.

:05:43. > :05:45.A man has been convicted of murdering his former partner

:05:46. > :05:50.Heroin addict Steven Jackson dumped Kimberley MacKenzie's remains

:05:51. > :05:54.at a number of locations in the Angus town of Montrose.

:05:55. > :05:56.A woman has been found guilty of helping him

:05:57. > :06:04.Kimberly MacKenzie was repeatedly battered and stabbed by her former

:06:05. > :06:10.Afterwards, as she lay dying, he went to buy heroin

:06:11. > :06:12.with Michelle Higgins, the pair captured on CCTV

:06:13. > :06:23.There's an element of drug addiction to the crime, but let's be clear,

:06:24. > :06:30.nothing would allow for that level of brutality that's been dished out

:06:31. > :06:35.to Kimberly MacKenzie and caused her death.

:06:36. > :06:38.The next day, Jackson cut up Kimberly's body in the bottom

:06:39. > :06:41.of the flat and then he and Michelle Higgins dumped body

:06:42. > :06:46.parts in bins around the town and in another house.

:06:47. > :06:50.The murder, described by police as brutal and callous,

:06:51. > :06:53.led to a complex investigation, parts of Montrose sealed off and bin

:06:54. > :06:58.collection suspended while officers carried out detailed searches.

:06:59. > :07:04.During the five-week trial the two accused blamed each other.

:07:05. > :07:06.Jackson was convicted of the crime and Higgins found guilty

:07:07. > :07:15.Kimberly was a mother and sister, her family have clearly been

:07:16. > :07:23.affected by these events and having to listen to the dramatic story

:07:24. > :07:25.-- traumatic story unfolding through the trial,

:07:26. > :07:29.our thoughts are firmly with her family.

:07:30. > :07:32.Police say the crime traumatised the community of Montrose.

:07:33. > :07:34.That was underlined today by the judge, who told Jackson

:07:35. > :07:36.and Higgins that what they had done was horrific and depraved.

:07:37. > :07:39.They will be sentenced at the High Court in

:07:40. > :07:48.The former Rangers owner Craig Whyte has pled not guilty to two charges,

:07:49. > :07:50.including one of fraud, in relation to his purchase

:07:51. > :07:55.Mr Whyte's lawyer entered the plea during a hearing at the High Court

:07:56. > :08:00.A trial is scheduled to begin in Glasgow next April.

:08:01. > :08:04.An extra ?18 million to deliver superfast broadband

:08:05. > :08:08.to some rural parts of Scotland has been described as disappointing.

:08:09. > :08:12.It represents only 4% of a ?440 million investment,

:08:13. > :08:16.announced today by the UK Government for Britain.

:09:21. > :09:28.The UK Government says the cash, which comes from efficiency savings

:09:29. > :09:30.and from money clawed back from the supplier BT, will connect

:09:31. > :09:32.more Scottish homes and businesses by getting fibre connections

:09:33. > :09:37.This is money being used to upgrade cabinets to make sure

:09:38. > :09:40.we have the latest technology in them so that there is access

:09:41. > :09:50.But the Hollywood Ministers say the amount earmarked

:09:51. > :09:55.Very much on the low side, if the Barnett formula was applied
