:00:27. > :00:28.at a Glasgow primary school just as other children

:00:29. > :00:35.It happened in the Penilee area of the city and it is understood

:00:36. > :00:39.Police say whoever carried out the attack had put young children

:00:40. > :00:46.and innocent people at risk. Suzanne Allan reports.

:00:47. > :00:49.Police have spent today examining the scene of this crime

:00:50. > :00:50.and reassuring the public that they are safe.

:00:51. > :00:53.It was near bell time and as parents were dropping off their

:00:54. > :00:55.children a man pushing a buggy approached another parent.

:00:56. > :01:00.One woman told me that she heard a loud noise.

:01:01. > :01:04.I thought it was an air rifle going off and the kids

:01:05. > :01:07.asked what had happened and I just said nothing.

:01:08. > :01:17.No, but I saw the children jumping and then they kept walking.

:01:18. > :01:20.These grandparents who live around the corner have a child

:01:21. > :01:26.We cannot get into our own house just around the corner.

:01:27. > :01:32.Worried that we do not know what else is happening.

:01:33. > :01:35.It is shocking for it to be at his school.

:01:36. > :01:37.And especially a primary school, with the kids there,

:01:38. > :01:44.Police believe that this was a targeted attack.

:01:45. > :01:48.The BBC understands that the victim is 35-year-old Ross Monaghan,

:01:49. > :01:51.who was cleared four years ago of the gangland murder of Kevin

:01:52. > :01:57.Carroll, who was shot dead in a car park in 2010.

:01:58. > :02:00.The force says it is putting on extra patrols

:02:01. > :02:06.This was a frightening incident for those

:02:07. > :02:08.involved and, indeed, some of the staff have been shaken

:02:09. > :02:15.I would like to reassure people that we have extra resources

:02:16. > :02:18.that are brought into the area as well as all

:02:19. > :02:29.It is the second time there has been a shooting close to a school

:02:30. > :02:33.There was another 18 months ago in Bishopbriggs and, as with this

:02:34. > :02:36.incident, there are concerns that children may be upset with what

:02:37. > :02:39.Fortunately, most of the children, almost all of them, were

:02:40. > :02:42.in the playground and they were safe and secure, but there would be

:02:43. > :02:45.latecomers and it is unacceptable that these people have chosen

:02:46. > :02:47.to target this incident outside and potentially endanger

:02:48. > :03:06.Mr Monaghan has been discharged from hospital

:03:07. > :03:10.A man has appeared in court charged with murdering his

:03:11. > :03:12.brother in a house fire in East Dunbartonshire

:03:13. > :03:15.Cameron Logan, who was 23, died in the blaze at

:03:16. > :03:19.His girlfriend was rescued from the house and is still in hospital.

:03:20. > :03:21.Today, 26-year-old Blair Logan was remanded in custody

:03:22. > :03:24.at Dumbarton Sheriff Court, charged with murder and attempted murder.

:03:25. > :03:27.Still a significant police presence in Milngavie today.

:03:28. > :03:30.As well as forensic officers working at the scene,

:03:31. > :03:32.there are floral tributes left to the young man who died here.

:03:33. > :03:35.Emergency services were called just before 7.30 in the morning on

:03:36. > :03:40.The body of 23-year-old Cameron Logan was found in the house.

:03:41. > :03:44.As they began to investigate what they called the complex scene

:03:45. > :03:46.behind me, investigators concluded that they believed the fire had

:03:47. > :03:53.Rebecca Williams, the girlfriend of Cameron Logan, is still

:03:54. > :03:55.in hospital and the brother's parents, David and

:03:56. > :03:56.Cathy, both needed treatment for the effects

:03:57. > :04:06.Today, 26-year-old Blair Logan, the older brother of Cameron Logan,

:04:07. > :04:08.appeared in court in Dunbartonshire to face a range

:04:09. > :04:12.of charges, including murder and attempted murder.

:04:13. > :04:18.He made no plea and he was remanded in custody.

:04:19. > :04:25.The date of his next appearance in court has yet to be set.

:04:26. > :04:27.The inquest has begun into the deaths of 30 tourists

:04:28. > :04:30.who were killed in a terror attack in Tunisia in 2015.

:04:31. > :04:33.Four Scots were among those who died when a lone gunman opened

:04:34. > :04:41.The proceedings, which are taking place in London, are being shown

:04:42. > :04:44.It was a special holiday for Billy and Lisa Graham from near Perth.

:04:45. > :04:48.They had gone to a resort in Tunisia to celebrate the 50th birthday of

:04:49. > :04:50.Mrs Graham, but became victims of a terrorist attack aimed directly

:04:51. > :04:55.Fellow Scots Annie and Jim McGuire also

:04:56. > :05:01.The retired couple, in their sixties, were described

:05:02. > :05:07.as being very active in their local church.

:05:08. > :05:09.It was on 26 June 2015 that a heavily-armed 23-year-old

:05:10. > :05:15.Tunisian student began firing indiscriminately on tourists

:05:16. > :05:24.It remains the deadliest terror attack on British people

:05:25. > :05:30.Relatives of those who died gathered at the Royal Court of Justice in

:05:31. > :05:33.London today, as the inquest into the deaths of the

:05:34. > :05:39.There was a minute's silence and all the names were read out.

:05:40. > :05:41.For the Scottish relatives and survivors,

:05:42. > :05:45.there was also a chance to be involved.

:05:46. > :05:47.A room has been set aside at Stirling Sheriff Court,

:05:48. > :05:49.where the relatives of those who died can

:05:50. > :05:55.watch the proceedings in London through a special TV link.

:05:56. > :05:58.The inquests are expected to last around seven weeks and this facility

:05:59. > :06:02.will be available to them for the whole time.

:06:03. > :06:04.The evidence today heard claims that Tunisian law enforcement

:06:05. > :06:07.units delayed their arrival on the scene because they were too

:06:08. > :06:12.frightened to tackle the gunman before police arrived.

:06:13. > :06:16.Relatives of the victims have waited a year and a half for the inquest

:06:17. > :06:18.to get underway and the hope now is that they will finally

:06:19. > :06:26.Additional checks are being carried on a North Sea helicopter fleet

:06:27. > :06:27.grounded last week over safety fears.

:06:28. > :06:30.It follows an incident on a North Sea platform last month,

:06:31. > :06:32.which saw an S92 spin more than 180 degrees on landing.

:06:33. > :06:34.Operators are now being told to increase inspections

:06:35. > :06:48.Scotland's biggest council has confirmed it is planning to put up

:06:49. > :06:53.It will be the first time bills have gone up in Glasgow for 12 years.

:07:02. > :07:12.3% in council tax, it is about ?3 a month for a typical property.

:07:13. > :07:17.Glasgow Council said it was likely to make the rise, joining others

:07:18. > :07:19.including Borders and West Dunbartonshire.

:07:20. > :07:21.But most have given no public indication yet of their plans

:07:22. > :07:25.and South Lanarkshire is going to freeze their bills again.

:07:26. > :07:30.I would be surprised if it was the only council

:07:31. > :07:38.to do that, although it is worth pointing out that if you're in a

:07:39. > :07:42.home classed as Band E or above, then your bill will rise no

:07:43. > :07:44.matter where you live, because of changes to the system

:07:45. > :07:47.Why have so many failed to declare at this stage?

:07:48. > :07:50.I think, to be frank, in some cases, political calculations

:07:51. > :07:53.are being made ahead of the council elections in May.

:07:54. > :07:57.The councils are deciding whether a further freeze or rise of

:07:58. > :07:59.under 3% could prove popular with some voters or

:08:00. > :08:03.On the other hand, some Labour councillors I've spoken to

:08:04. > :08:05.feel they are caught between a rock and a hard place.

:08:06. > :08:08.They argue a 3% rise in the council tax will not

:08:09. > :08:11.be enough to avoid cuts, so they're cautious basically about something

:08:12. > :08:14.that could look to the public like they're being asked to pay more

:08:15. > :08:22.On other hand, the council tax is really the only tool

:08:23. > :08:25.at their disposal when it comes to income and they could find

:08:26. > :08:28.it hard not to use that to try to mitigate

:08:29. > :08:31.what they say are cuts in savings that they do not want to make.

:08:32. > :08:38.We should know the plans of every council by mid-February.

:08:39. > :08:41.The former chairman of UKIP in Scotland has admitted in court

:08:42. > :08:43.to making sexual phone calls to ten women.

:08:44. > :08:45.Arthur Misty Thackeray, who was chief of staff

:08:46. > :08:47.for the party's MEP David Coburn, pleaded guilty at Glasgow Sheriff

:08:48. > :08:49.Court to the offences over a five-year period.

:08:50. > :08:57.The salmon fishing season has opened in the Tay with the announcement

:08:58. > :09:00.of plans aimed at significantly boosting fish stocks.

:09:03. > :09:05.of the river system will do more for salmon fishing in the area

:09:20. > :09:29.We never knew them before and we met them here on the banks of the river.

:09:30. > :09:32.It is a good day out and, hopefully, this year, a nice

:09:33. > :09:35.catch of fish was up with a shared goal they come from all

:09:36. > :09:41.It is always on the radar of fishing, whether it is

:09:42. > :09:43.salmon fishing or any other kind, millions of pounds coming

:09:44. > :09:50.That all depends on a thriving salmon population.

:09:51. > :09:52.As a new season arrives, developments elsewhere

:09:53. > :09:54.in the catchment of those managing the river cause

:09:55. > :10:02.This is the River Garry, an important tributary of the Tay.

:10:03. > :10:05.Today, the snowmelt is flowing, but over the past 50 years or so,

:10:06. > :10:08.the hydroelectric scheme has left this part of the river

:10:09. > :10:13.Work is underway to change that, by opening up a new stretch

:10:14. > :10:20.We estimate it could produce about 1,500 extra spring salmon into

:10:21. > :10:26.the Tay catchment, a significant addition to the river.

:10:27. > :10:28.And there is no other project in Scotland that

:10:29. > :10:31.anyone could do, and individual project, that could actually be

:10:32. > :10:41.Prompted by an EU directive, there is a trade-off.

:10:42. > :10:43.Clearly, we will lose some generation - around

:10:44. > :10:50.0.5% of our annual hydro generation capacity.

:10:51. > :10:53.So, it is not insignificant, as I say, but we say

:10:54. > :10:56.that the River Garry is a special case where it makes sense to

:10:57. > :11:04.Last autumn was poor, but spring catches have

:11:05. > :11:06.improved in recent years, with conservation

:11:07. > :11:16.More fish in the river means more chance of catching one.

:11:17. > :11:26.For these guys, something worth drinking to.

:11:27. > :11:28.Over to Kirsteen now, with the weather outlook

:11:29. > :11:36.An area of high pressure to the south west of the UK

:11:37. > :11:39.will drift its way over towards the North Sea

:11:40. > :11:44.leaving us with a mild south-westerly airflow.

:11:49. > :11:51.with some and patchy outbreaks of rain continuing to feed

:12:38. > :12:45.The best of any greatness in eastern areas. Across the rest of the United

:12:46. > :12:51.Kingdom, cloud affecting the north of England. The best of the

:12:52. > :12:55.brightness in the far South east. In Scotland, eyes of 12 Celsius, more
