:00:00. > :00:16.A couple from Glasgow have died in a road accident

:00:17. > :00:19.while on a pilgrimage in Saudi Arabia.

:00:20. > :00:21.Mohammad and Talat Aslam were from the Newlands area

:00:22. > :00:27.Four members of a Manchester family were also killed in the crash.

:00:28. > :01:10.Mohammad Aslam and Talat Aslam are a couple from the Newlands area on the

:01:11. > :01:47.South Side of Glasgow. Mohammad Aslam was in his 70s, his

:01:48. > :01:52.wife in her 60s. They just completed their pilgrimage from Mecca. Their

:01:53. > :01:55.minibus crashed. In that crash, they were killed. And also some members

:01:56. > :01:59.of what is believed to be their extended family from Manchester.

:02:00. > :02:02.This afternoon, I spoke to a very good friend of the family. And he

:02:03. > :02:04.said he completely understood why such warm tributes have been paid

:02:05. > :02:08.today on social media. Particularly to Talat Aslam, who he said was a

:02:09. > :02:11.very warm and outgoing person. She was a ladies lady. All the

:02:12. > :02:14.functions, charities. All the groups, she was there. The ladies

:02:15. > :02:17.will be missing her. And Mohammad Aslam, a very helpful friend? To me,

:02:18. > :02:20.like my own brother. And anything I needed, he would come over and help

:02:21. > :02:23.me out. When I moved to this house, to put the windows in all bathrooms,

:02:24. > :02:25.or whatever. He was a thorough gentleman. So they will be missed?

:02:26. > :02:29.Definitely very much missed and I am really deeply sorry about it. For

:02:30. > :02:30.other people, three adults and a baby, also died in that crash. Those

:02:31. > :02:33.members of the family come from Manchester. Press have already been

:02:34. > :02:35.said for the couple from Newlands. Thoughts very much with them

:02:36. > :02:36.tonight. Environmental groups say Scotland's

:02:37. > :02:39.draft climate change plan is too much of a "techno fix" with not

:02:40. > :02:42.enough focus on changing behaviour. The environment secretary has laid

:02:43. > :02:44.out a series of proposals for reducing greenhouse gas

:02:45. > :02:46.emissions by 66% by 2032. Our environment correspondent

:02:47. > :02:48.Kevin Keane reports. They are the three industries

:02:49. > :02:50.responsible for our greenhouse gas emissions - energy,

:02:51. > :03:02.transport and electricity make up 80% of the gasses

:03:03. > :03:04.in the atmosphere. Today, a plan to fix

:03:05. > :03:07.the damage they have caused. At the end of the day,

:03:08. > :03:09.if we don't fix this problem, the negative impact will be on huge

:03:10. > :03:23.numbers of people. On transport, the aim is to make two

:03:24. > :03:24.fifths of all cars ultralow emission by 2032. Half of all buses will be

:03:25. > :03:26.the same. There is a commitment to decarbonise

:03:27. > :03:29.the electricity sector with increased capacity for energy

:03:30. > :03:31.storage and for agriculture, better management of

:03:32. > :03:36.the nutrient value of soil. NFU Scotland welcoming

:03:37. > :03:38.the Minister's pragmatic approach. My message to Scotland's farmers

:03:39. > :03:43.is clear, what is good for the planet is good

:03:44. > :03:47.for your pocket and we will support The Conservatives accused

:03:48. > :03:53.the minister of not fully costing the plan,

:03:54. > :03:55.but gave it their backing. The announcement today

:03:56. > :04:00.of the intention to reduce emissions by 66% by 2032 against the 1990

:04:01. > :04:02.baseline, is a transformational The plan is a 178 page document

:04:03. > :04:12.and the devil will be in the detail. There was no commitment

:04:13. > :04:14.on a workplace parking levy like the one in Nottingham,

:04:15. > :04:21.but it wasn't dismissed. And heat pump technology

:04:22. > :04:24.made in Glasgow will be in area examined to help decarbonise

:04:25. > :04:27.the heat supply from 2025. I don't think it goes

:04:28. > :04:29.far enough on areas I think there is scope

:04:30. > :04:34.for all parties to come up with good ideas on how the plan can be made

:04:35. > :04:37.more specific and the steps can be James Watt's steam engine sparked

:04:38. > :04:49.the Industrial Revolution and Joseph Black, the scientist

:04:50. > :04:51.who discovered the gas Both Scots, both linked

:04:52. > :04:57.to our climate's history. There are renewed tensions

:04:58. > :05:01.between the Scottish and UK governments tonight over Brexit,

:05:02. > :05:03.after the latest round of talks. The Scottish Government's Brexit

:05:04. > :05:05.minister, Michael Russell, has accused the Prime Minister

:05:06. > :05:07.of treating Holyrood It follows Teresa May's announcement

:05:08. > :05:12.that she plans to take the UK out Here's our Westminster

:05:13. > :05:18.correspondent, David Porter. Davos in Switzerland

:05:19. > :05:21.and the World Economic Forum. The annual meeting of

:05:22. > :05:25.the world's great and good. An opportunity to chew

:05:26. > :05:32.the economic and political fact. This year, a key topic

:05:33. > :05:34.on the menu, Brexit. Enter Theresa May, to articulate her

:05:35. > :05:37.vision of the future. Britain is and will always be,

:05:38. > :05:43.open for business, open to investment in our companies,

:05:44. > :05:45.infrastructure, universities To coincide with that speech,

:05:46. > :05:51.a direct message to Scotland It comes in the week Mrs May

:05:52. > :05:58.explicitly ruled out remaining Today in Whitehall, more talks

:05:59. > :06:05.on the nitty-gritty of Brexit. But the Scottish Government

:06:06. > :06:07.is still angry with the Prime I think it is a breach of the terms

:06:08. > :06:14.of this particular meeting. We were meant to be

:06:15. > :06:16.involved in decisions not There will be a general view it

:06:17. > :06:20.breached the process After two hours of talks which did

:06:21. > :06:29.little to improve the mood It was the wrong thing

:06:30. > :06:33.to say at the wrong time. It is fair to say, in great part,

:06:34. > :06:36.the other administrations were very concerned she had

:06:37. > :06:38.pre-empted the meeting. She made a pronouncement

:06:39. > :06:41.on the single market, which is the wrong

:06:42. > :06:44.pronouncement to make. She had done so frankly,

:06:45. > :06:47.with contempt. Anger from some of Northern

:06:48. > :06:50.Ireland's politicians, but a more emollient tone

:06:51. > :06:53.from the Scottish Secretary. The Prime Minister has set

:06:54. > :06:55.out her plan for how Britain should exit from the EU,

:06:56. > :07:01.which is what people voted for across the United kingdom

:07:02. > :07:07.on the 23rd of June. Obviously, we will have differences

:07:08. > :07:09.with the Scottish National I don't think people

:07:10. > :07:15.would expect otherwise. The First Minister and the Prime

:07:16. > :07:21.Minister are due to meet again soon and Brexit will be top

:07:22. > :07:25.of the agenda. Further discussions will be held

:07:26. > :07:27.between Scottish and UK Also next week, the Supreme Court

:07:28. > :07:35.will make a key ruling on how the Brexit process should

:07:36. > :07:37.get under way. But most are expecting a long,

:07:38. > :07:47.protracted and difficult road ahead. Frail patients were left

:07:48. > :07:50.on ambulance trolleys while waiting to be admitted to a hospital under

:07:51. > :07:53."extreme pressure," A team from Healthcare Improvement

:07:54. > :08:00.Scotland said more needed to be done to address "patient flow"

:08:01. > :08:02.and capacity at Crosshouse Hospital in Kilmarnock,

:08:03. > :08:04.after an unannounced A spokesman for NHS Ayrshire

:08:05. > :08:10.and Arran said staff had a strong focus on ensuring that improvements

:08:11. > :08:13.were made to deliver MSPs have been urged

:08:14. > :08:18.to change the way Scotland's Right now, almost all buses

:08:19. > :08:22.are operated by private firms and the Unite union claims that's

:08:23. > :08:25.failing to serve communities Today, they brought a petition

:08:26. > :08:29.to Parliament, calling Our transport correspondent,

:08:30. > :08:39.David Henderson, has this report. The village of Banton

:08:40. > :08:41.in North Lanarkshire is home to a few hundred people who rely

:08:42. > :08:44.on buses to get them to work, The way they are going,

:08:45. > :08:53.they are awful. If I want to go to Falkirk,

:08:54. > :08:56.the thing is I have to get out at Forsyth and then wait

:08:57. > :09:00.for another bus. They are talking about taking

:09:01. > :09:03.the Falkirk won out as well. It is not fair on people

:09:04. > :09:15.who don't drive. This village shop closed presenting

:09:16. > :09:17.a problem for many of They have to travel to a nearby town

:09:18. > :09:21.to do their shopping. But they don't have a car,

:09:22. > :09:24.they have to go by bus. But what if there

:09:25. > :09:26.isn't a bus to catch. Banton is away from the main road

:09:27. > :09:29.and this bus, which goes through the village,

:09:30. > :09:33.may not come here in future. It is a dismal prospect

:09:34. > :09:37.for locals like this. I cannot get to work

:09:38. > :09:40.and I cannot get to go out I won't be able to go

:09:41. > :09:46.to college when I leave school Younger children may also be

:09:47. > :09:57.affected, parents have brought their youngsters to this

:09:58. > :10:01.play group in the village. They are entitled to more free hours

:10:02. > :10:04.at nursery a few miles away, but without a bus,

:10:05. > :10:06.they can't get there. My two sons are at nursery,

:10:07. > :10:10.so I use the bus on a daily basis. I would like to take them

:10:11. > :10:12.to playgroups and things Get shopping and things like that,

:10:13. > :10:17.so it would have a massive Scotland's buses were deregulated

:10:18. > :10:28.by Margaret Thatcher's by private firms and they are not

:10:29. > :10:31.obliged to serve a bus route In a petition to Parliament,

:10:32. > :10:40.the Unite union claims You can't have it that

:10:41. > :10:46.you are handing over a vital service to the community to a private sector

:10:47. > :10:49.and allowing the firm to dictate what it will and won't do

:10:50. > :10:52.in terms of that service The Scottish Government has ruled

:10:53. > :10:59.out what it calls the wholesale It says it is working to improve bus

:11:00. > :11:07.services and spending more than a quarter of ?1 billion

:11:08. > :11:10.a year, but campaigners want to see that many do more

:11:11. > :11:14.for places like Banton. Time for the weather

:11:15. > :11:27.now with Christopher. Good evening. Largely dry and cloudy

:11:28. > :11:31.conditions across the country tonight but where it is clear, it is

:11:32. > :11:36.cold. We still have high pressure over in charge of ahead, dragging in

:11:37. > :11:40.cold continental air is so clear skies and frosty here. Elsewhere,

:11:41. > :11:43.fairly cloudy but we have some clear skies across the north-east so

:11:44. > :11:48.across parts of Grampian, temperatures subzero with a fog

:11:49. > :11:55.patch around. For many tomorrow morning, it is a cloudy, dry start

:11:56. > :12:00.with the odd spot of rain. Five or six Celsius. North of Perth and

:12:01. > :12:05.Dundee, a cold start, scraping of the windscreens in places. Probably

:12:06. > :12:09.towards Inverness as well. West of here, thicker cloud on a mild start.

:12:10. > :12:19.And a breeze around the Northern Isles. Across tomorrow, a day the

:12:20. > :12:23.today. In the north, some sunshine. And extending westwards. A brighter

:12:24. > :12:26.day in store, then. South of the border, we have this weather front

:12:27. > :12:32.here dying a death but leaving a legacy of cloud for the North of

:12:33. > :12:37.England, Southern Scotland. South of it, plenty of sunshine. We will have

:12:38. > :12:45.that sunshine, too, north of the Central Belt. Even where it is

:12:46. > :12:49.cloudy, it is thin. It will be a cold day than we have seen of late.

:12:50. > :12:54.Into the evening, where it is clear it is cold but for many largely dry

:12:55. > :12:59.and fairly cloudy. For the weekend, a little bit more sunshine across

:13:00. > :13:05.the west and south-west. Conversely across the East, some thicker cloud.

:13:06. > :13:10.Sunday, another dry day, fairly cloudy and chilly under the cloud. A

:13:11. > :13:16.few spots of rain in the West as well. Next week, the high pressure

:13:17. > :13:19.still with us. Largely dry unsettled, going nowhere, keeping

:13:20. > :13:23.those weather fronts at bay and putting a whole new meaning on dry

:13:24. > :13:26.January.
