:00:08. > :00:12.BBC Scotland has learned that sport here is facing a 20% funding cut

:00:13. > :00:17.Sport Scotland has yet to decide where the cuts will fall,

:00:18. > :00:21.but there's concern that elite athletes could suffer.

:00:22. > :00:23.The Government says that reducing health inequalities

:00:24. > :00:38.Lynsey Sharp might just get a medal for Scotland.

:00:39. > :00:42.A memorable moments from the com all those games two years ago. --

:00:43. > :00:44.Commonwealth Games. Lynsey Sharp, against

:00:45. > :00:46.the odds, winning silver. Organisers and politicians promised

:00:47. > :00:48.a legacy, that sport would have the ability to build

:00:49. > :00:50.on its success. But since then, funding

:00:51. > :00:52.to Sport Scotland has fallen. First of all, here

:00:53. > :00:54.is how it is funded. Around 60% is made up

:00:55. > :00:58.from the Scottish Government, with lottery sales

:00:59. > :01:01.making up the rest. In the year ending 2015,

:01:02. > :01:08.total revenue was ?65.1 million, that is divided

:01:09. > :01:15.up amongst 52 sports. Due to spending reductions and a

:01:16. > :01:25.drop-in lottery ticket sales, by the end of next year,

:01:26. > :01:33.that figure will have fallen That is a cut to the budget of over

:01:34. > :01:37.20% in just three years. The man in charge of awarding

:01:38. > :01:40.the cash to the sports says It is heartbreaking to me,

:01:41. > :01:44.because I just know the effort that the governing bodies

:01:45. > :01:46.and the community around, the volunteers, mums and dads,

:01:47. > :01:49.have put into this, so to have to say that we are having to cut

:01:50. > :01:52.money back is, I believe, One way Scottish athletes

:01:53. > :01:56.are going is down under. Their funding is more or less secure

:01:57. > :01:59.for the Commonwealth Games For me, I think this will have

:02:00. > :02:07.a huge impact across the board. In future, it means Scotland will be

:02:08. > :02:11.playing catch up now. It is almost impossible to catch up

:02:12. > :02:14.if you fall too far behind The Government responded, saying:

:02:15. > :02:25.This was Laura Muir recently, breaking records in the 1,000

:02:26. > :02:43.metres, and perhaps proving why But in terms of the

:02:44. > :02:50.Government cuts... Clearly, it's not a priority

:02:51. > :02:55.and they don't value the role of And they need to address that,

:02:56. > :03:06.and we need to look at funding and how other countries

:03:07. > :03:08.are increasing their funding The pain is real, but the cause

:03:09. > :03:12.is not entirely political. Lottery cash is drying up,

:03:13. > :03:14.and sport Scotland hope Chris McLaughlin,

:03:15. > :03:23.Reporting Scotland. Snow and high winds caused

:03:24. > :03:25.by Storm Doris have led to travel disruption,

:03:26. > :03:27.power cuts and school closures. The M80 was closed for a time this

:03:28. > :03:30.morning in both directions, after heavy snow led

:03:31. > :03:36.to treacherous driving conditions. The M80, a difficult drive this

:03:37. > :03:40.morning in the snow, then add in a lorry or two

:03:41. > :03:42.jackknife, and the Daily commutes turned

:03:43. > :03:52.into 3.5 hours long drives. It has taken me, to go

:03:53. > :03:55.five miles, 4.5 hours. I got caught at Bonnybridge

:03:56. > :04:00.and I was stuck there Right through Cumbernauld, absolute

:04:01. > :04:10.mayhem, a standstill in Cumbernauld. The road reopened around 11am,

:04:11. > :04:13.but the chance of snow had been predicted by the Met office

:04:14. > :04:15.in a revised weather We had 130 gritters out

:04:16. > :04:21.on the M80 last night, and we have salt stocks at high

:04:22. > :04:30.levels, so plenty of preparation. An unpleasant journey, of course,

:04:31. > :04:35.for those on the M80 this morning. I never like to see disruption

:04:36. > :04:38.on the transport network. In South Lanarkshire,

:04:39. > :04:40.traffic was trying to make it up two shots on the M8,

:04:41. > :04:54.but at least here Near Balfron, this one

:04:55. > :05:13.ended up in a ditch. I have come from five miles that

:05:14. > :05:20.way, sat here for two hours, trying Near Balfron, this one

:05:21. > :05:26.ended up in a ditch. School buses were cancelled in some

:05:27. > :05:29.places, but roads stayed open. In Aberdeenshire, a few

:05:30. > :05:32.schools were shut, along with a few in Stirlingshire

:05:33. > :05:36.and one in Auchterarder. For the M80, the usual

:05:37. > :05:38.advice for drivers to stay in their vehicles could not

:05:39. > :05:41.contain this one. The captain of Falkirk Football Club

:05:42. > :05:43.was determined not to David McCracken braved the elements

:05:44. > :05:55.to work those muscles, even using the standstill to show

:05:56. > :05:58.off a few squats. The First Minister has said

:05:59. > :06:01.that she will "reflect further" on whether Scotland should

:06:02. > :06:02.introduce whole-life She was replying to a question

:06:03. > :06:05.from the Conservative leader Ruth Davidson,

:06:06. > :06:07.who raised the minimum 23 year sentence given to the killer

:06:08. > :06:10.of the schoolgirl Paige Doherty. It was reduced from 27 years

:06:11. > :06:13.by Appeal Court judges last week. Our judges do not have the tool

:06:14. > :06:16.of a whole life tariff at their disposal,

:06:17. > :06:22.and we say they should. We can wring our hands

:06:23. > :06:25.and express outrage every time something like this happens,

:06:26. > :06:27.all we can do something about it. If the Scottish Government

:06:28. > :06:35.won't act, I can say today that the Scottish Conservatives

:06:36. > :06:40.will, by pushing ahead with a bill making a case

:06:41. > :06:42.for the introduction of whole life I give a commitment today

:06:43. > :06:50.that the Government will continue to reflect about what further

:06:51. > :06:53.changes we might think appropriate, and that Parliament should act

:06:54. > :06:57.in the way it thinks best, The budget bill has completed

:06:58. > :07:06.its passage through Parliament. The government's ?31 billion

:07:07. > :07:09.package of tax and spending plans was passed at Holyrood,

:07:10. > :07:11.after the finance secretary secured But the Conservatives

:07:12. > :07:14.said Derek Mackay had with Scotland now the

:07:15. > :07:21.highest-taxed part of the UK. 59 Passengers on a Flybe flight

:07:22. > :07:24.from Edinburgh had to be evacuated after the plane's landing gear

:07:25. > :07:28.collapsed during touchdown Emergency services were called

:07:29. > :07:35.to the scene following the incident. The plane ended up with one wing

:07:36. > :07:37.touching the runway. Flybe said no-one was

:07:38. > :07:43.injured in the incident. Mayday, evacuating from

:07:44. > :08:02.the cabin on the runway. The Director General of the BBC says

:08:03. > :08:17.the corporation's new TV channel for Scotland

:08:18. > :08:21.is a "statement of intent". Tony Hall appeared before

:08:22. > :08:23.Holyrood's Culture Committee this morning, following the announcement

:08:24. > :08:25.that the new channel will begin He was asked whether the proposed

:08:26. > :08:32.?30 million budget was enough. The 30 million we are talking

:08:33. > :08:34.about is, in crude terms, You know, if you look

:08:35. > :08:45.at the BBC Four comparison, there are other things we lay

:08:46. > :08:48.into it, which are not for content. And 60% of the output

:08:49. > :08:52.will be new commissions, which I think is a really

:08:53. > :08:56.very good start. Two years ago, John Barclay was left

:08:57. > :09:01.out of Scotland's World Cup squad. Now, he'll captain the team

:09:02. > :09:04.at Murrayfield for their Six Nations match against Wales on Saturday,

:09:05. > :09:06.replacing the injured Greg Laidlaw. The Scottish six, or rather lack

:09:07. > :09:21.of it, was big news yesterday. The man who will wear the number

:09:22. > :09:23.six jersey against Wales It is a huge honour for me,

:09:24. > :09:32.there is a group of guys who have been working together since he has

:09:33. > :09:36.been in charge, and before that, It comes to him naturally,

:09:37. > :09:54.so he doesn't have to force himself as a captain,

:09:55. > :09:56.it comes naturally, We could call John Barclay Captain

:09:57. > :10:00.Scarlet, because he plays for the Scarlets in Wales,

:10:01. > :10:02.but comeback kid might He won the first of his 57 caps ten

:10:03. > :10:09.years ago against New Zealand but spend a couple of years

:10:10. > :10:11.in the international wilderness and was not chosen

:10:12. > :10:18.for the 2015 World Cup. Great for him to force his way back

:10:19. > :10:23.in, now he is going to run out as captain of the team

:10:24. > :10:25.against Wales, where The story of my comeback,

:10:26. > :10:36.or how ever you want to say it, is very much what I can provide now

:10:37. > :10:43.as captain, and as a player. There is news concerning

:10:44. > :10:47.the Scottish number 92, the scrum-half jersey will be

:10:48. > :10:51.sported by Price, who took over The Scots haven't beaten

:10:52. > :11:04.Wales in ten years. Whatever part Scotland's number six

:11:05. > :11:07.and number nine play on Saturday, a Scotland win will make

:11:08. > :11:09.headlines across Britain. Lets get the weather forecast

:11:10. > :11:25.now from Christopher. thank you very much. Good evening.

:11:26. > :11:28.Storm Doris well away for us now. It produced a very mount of snow, for

:11:29. > :11:35.others, nothing at all. Cold, frosty, IC. Met Office be aware

:11:36. > :11:39.warning in force until tomorrow morning. Few showers but by tomorrow

:11:40. > :11:43.morning most of those will have cleared away to bright start the

:11:44. > :11:47.day. It will be a cold start. It is a cold start. They say, the risk of

:11:48. > :11:51.is especially so on untreated roads and services. Away from the coast,

:11:52. > :11:55.it will be quite chilly temperatures. Not far off freezing

:11:56. > :11:59.and if you have snow on the ground probably subzero. One or two

:12:00. > :12:04.showers, little bit of cloud, but for many dry, bright and sunny

:12:05. > :12:07.morning. Across parts of Inland Aberdeenshire, we could well start

:12:08. > :12:16.the day well below freezing here. Similar to up towards parts of the

:12:17. > :12:18.north. Over the next few hours, we could see temperatures approaching

:12:19. > :12:29.negative double-digit. A very cold start for the day here.

:12:30. > :12:33.For many, through the course of tomorrow, it is dry and bright.

:12:34. > :12:36.Lobby spells of sunshine on offer and it will start to change with

:12:37. > :12:39.cloud building and rain arriving. That is a warm front. That will

:12:40. > :12:42.bring rain across western parts of Scotland. Mainly dry and bright. In

:12:43. > :12:47.the south, 10 degrees. Then the rain spreads its way in across Scotland

:12:48. > :12:51.tomorrow night. Snow across the mountain tops, but turning back to

:12:52. > :12:54.rain. The wind is picking up with it, too. Fairly strong

:12:55. > :12:59.south-westerly. That means Saturday gets off to a wet and windy start. A

:13:00. > :13:03.soggy start to Saturday in fact. It should improve come the afternoon.

:13:04. > :13:08.That rain will clear away towards the south and east. Brightening up

:13:09. > :13:11.and drying up. Temperatures into the double digits. Sunday, the second

:13:12. > :13:16.half of the weekend, once again another spell of wet weather pushing

:13:17. > :13:22.in. Drying up across the zero west later. Cooler. That is the focus.

:13:23. > :13:26.Our next update is during Breakfast at 6:25 tomorrow morning.

:13:27. > :13:29.But from everyone on the late team here in Glasgow
