:00:34. > :00:41.The clock is ticking and the pace of events is speeding up. Today, it is

:00:42. > :00:44.all about the numbers but like everything in politics at the

:00:45. > :00:52.moment, this is a budget that has to be seen through the prism of Brexit

:00:53. > :00:55.and what it could mean for Scotland. For the Chancellor, the first

:00:56. > :01:00.opportunity to pose with the red budget box outside number 11 Downing

:01:01. > :01:06.St. Once in the Commons, a very direct message to Scotland and

:01:07. > :01:09.Scots. Our announcements today deliver on it -- additional funding

:01:10. > :01:17.of ?350 million for the Scottish Government. Cheers from his own

:01:18. > :01:20.side. From the nationalist benches opposite, a muted reaction. In

:01:21. > :01:28.Edinburgh, ministers were not so impressed. In the context of ?2.9

:01:29. > :01:31.billion worth of production since the Tories came into office, it is a

:01:32. > :01:37.production overall in terms of what we would have had. But it is a drop

:01:38. > :01:44.in the ocean to the resources that we could have had. At Westminster,

:01:45. > :01:49.to coincide with the budget, and International woman's Day, a noisy

:01:50. > :01:52.protest by female pensioners who say they have been unfairly treated.

:01:53. > :01:57.Likewise opposition parties were less than condiment tree of the

:01:58. > :02:04.Chancellor 's handiwork. He did not mention Brexit, the biggest

:02:05. > :02:09.influence in generations. A damp squib of a budget. There is nothing

:02:10. > :02:14.to help living standards in Scotland and across the rest of the UK. We

:02:15. > :02:17.always knew this was going to be a difficult budget because the

:02:18. > :02:25.Chancellor does not have much spare cash. It became apparent today that

:02:26. > :02:28.he has no ideas and no ambition. Although few overt references to

:02:29. > :02:35.Brexit, it's clear the message the Chancellor wants to get across. Our

:02:36. > :02:41.United Kingdom has a proud history. We have done remarkable things

:02:42. > :02:43.together. But we look forward, not backwards, confident that our

:02:44. > :02:53.greatest achievements are ahead of us. In the shadow of Big Ben, a

:02:54. > :02:58.piper plays. This time many for the benefit of the tourists. With Brexit

:02:59. > :02:59.talks due to start soon, not everything in the future might be as

:03:00. > :03:02.harmonious. Our business and economy editor

:03:39. > :03:48.is Finance Minister Foderingham. But how does it all translate to

:03:49. > :03:51.Scotland? It only partly mitigates the cuts that were already on the

:03:52. > :03:56.way. How is he going to pay for that? By raiding the income of

:03:57. > :04:06.self-employed people and in Scotland, that is one in eight

:04:07. > :04:10.workers. The rise in national Insurance for those above low play

:04:11. > :04:15.with the coupe is to bring them into line with employees but it is far

:04:16. > :04:20.from welcome. It makes it much more difficult to justify becoming

:04:21. > :04:23.self-employed. The government to not understand the benefit to the wider

:04:24. > :04:29.economy of having self-employed flexible workforce where businesses

:04:30. > :04:34.can bring in help and resources for short periods of time which

:04:35. > :04:38.ultimately helps employers expand their business and actually take on

:04:39. > :04:45.more people. The Chancellor repeated his intention to help draw more

:04:46. > :04:49.investment into oil and gas. Though no decisions yet. By taking away

:04:50. > :04:52.this barrier we have highlighted we think it will encourage assets to

:04:53. > :04:57.transfer more effectively and we know that when that happens, we will

:04:58. > :05:01.see more investment and activity being stimulated. And more

:05:02. > :05:06.development drilling. That leads into more production later on. And

:05:07. > :05:14.what wasn't spelled-out today, cuts to welfare, previously announced,

:05:15. > :05:17.soon to bite. The big picture, the economic outlook is not as bad as

:05:18. > :05:23.feared last year but is the pain being delayed? It is still very

:05:24. > :05:27.uncertain. If you look at what has been driving growth, it has been

:05:28. > :05:31.about what is happening in consumption but other levels of

:05:32. > :05:36.investment and greater stability still remain relatively fragile. We

:05:37. > :05:40.are still very much in the wait territory. The main theme from

:05:41. > :05:41.Philip Hammond, uncertainty and caution as governments and economy

:05:42. > :05:44.face up to the Brexit challenges Police say they're confident

:05:45. > :05:47.that the body of missing airman, Corrie McKeague, will be found

:05:48. > :05:49.at a landfill site The 23-year-old disappeared last

:05:50. > :05:52.September after a night out in the nearby town of Bury St

:05:53. > :05:54.Edmonds. It's now known that a bin lorry

:05:55. > :05:56.which collected rubbish from where he was last seen

:05:57. > :06:13.was carrying a significantly heavier Slowly and methodically, specially

:06:14. > :06:17.trained officers carefully rake through waste, mindful that just

:06:18. > :06:20.feet below them could lie the remains of Corrie McKeague. Nearby,

:06:21. > :06:27.a digger waits to come -- collected after each search. To search this

:06:28. > :06:33.area, we are using the digger to draw out the waste, to lay it out on

:06:34. > :06:38.the ground carefully. Katie Elliott from Suffolk police has led a

:06:39. > :06:40.five-month investigation. She is confident her team will find Corrie

:06:41. > :06:53.McKeague the year. This landfill site is massive. Police have said up

:06:54. > :06:57.a compound for the search teams. This is the last image of the

:06:58. > :07:02.23-year-old airman in the early hours of the 24th of September. He

:07:03. > :07:05.went missing from this area of Bury St Edmonds, a rubbish lorry made a

:07:06. > :07:09.collection from here within an hour of his disappearance. The last

:07:10. > :07:19.movements of his mobile phone coincided with the route the lorry

:07:20. > :07:22.took to the landfill. It is not the agony of not knowing, because when

:07:23. > :07:32.you don't know, you can still believe that they are alive. The

:07:33. > :07:40.agony is when you do know... We had just got to find him first. Police

:07:41. > :07:43.say the error over the weight was made by the waste company who

:07:44. > :07:47.provided the data but they say there was no intention to mislead the

:07:48. > :07:51.investigation. Had the least known at the outset about the true weight

:07:52. > :07:57.of the bin, how different would this investigation have been? But also,

:07:58. > :08:01.why did it take more than five months for this fact to emerge and

:08:02. > :08:07.if Corrie McKeague was in that bin, how could a body be taken to a land

:08:08. > :08:15.full like this and for no one to have noticed? It bothers me, of

:08:16. > :08:18.course it bothers me that somebody... Is that is what has

:08:19. > :08:22.happened, then we need to understand how that has happened and to

:08:23. > :08:28.understand the circumstances of what happened. In five months, police

:08:29. > :08:35.only made one arrest. Last week they arrested a man on suspicion of

:08:36. > :08:40.attempting to convert the course of justice. A second man was also

:08:41. > :08:44.caution. All eyes are now focused on this landfill site near Cambridge.

:08:45. > :08:45.Corrie McKeague 's family are praying for the best but are now

:08:46. > :08:52.more than prepared for the worst. Police are understood to be looking

:08:53. > :08:55.into whether the death of a 14-year-old boy in Fife was linked

:08:56. > :08:57.to prescription drugs Liam McAlpine was found at home

:08:58. > :09:00.in Glenrothes on Sunday. A number of youth football

:09:01. > :09:04.clubs have been suspended from their leagues due

:09:05. > :09:06.to their coaches not having It follows the Scottish Youth

:09:07. > :09:09.Football Association's promise to tighten up procedures

:09:10. > :09:11.after our investigation found thousands of coaches were working

:09:12. > :09:13.without the necessary disclosure. Earlier I spoke to our Senior

:09:14. > :09:27.Football Reporter, Chris McLaughlin. Following on from our investigation

:09:28. > :09:30.last year, they found two and a half thousand coaches were working in

:09:31. > :09:36.Scotland in youth football without the necessary background checks.

:09:37. > :09:41.They said OK, you have until the 28th of February to get your house

:09:42. > :09:46.in dash into order. Let's have a look at some figures given that

:09:47. > :09:50.deadline has now passed. 488 coaches have now been suspended. The fallout

:09:51. > :09:56.from that is that 18 clubs have now been kicked out of the league. That

:09:57. > :10:02.is actually a revised figure. I was told earlier it was 20. We believe

:10:03. > :10:05.around 350 children will be impacted, basically meaning that

:10:06. > :10:09.around 350 children who should have had a game of football this weekend

:10:10. > :10:15.will not have a game of football this weekend. Who is to blame, that

:10:16. > :10:18.is the question? They have got to get their house in order and that is

:10:19. > :10:22.what they are doing with the actions they have taken. We have to look at

:10:23. > :10:25.the SFA because they are the government body for football in

:10:26. > :10:29.Scotland and that is where we need to be looking at, good governance

:10:30. > :10:37.and good anticipatory action from them. The Association released a

:10:38. > :10:40.statement disabling saying it is disappointing but player safety is

:10:41. > :10:42.the number one priority. I did speak to one chairman of a club this

:10:43. > :10:48.evening and he said the association is to blame in his opinion. He said

:10:49. > :10:51.they cannot deal with the backlog and honest coaches are being

:10:52. > :10:55.suspended and it is extremely unfair.

:10:56. > :10:58.MSPs have defeated the Scottish government in a vote on education.

:10:59. > :11:00.Parliament backed a Labour motion describing the SNP's stewardship

:11:01. > :11:02.of education as "failing teachers, parents and pupils"

:11:03. > :11:05.The SNP has not had an overall majority at Holyrood

:11:06. > :11:09.It has also lost votes this month on NHS recruitment and university

:12:21. > :12:29.or 10 Celsius in the sunshine. A pleasant feeling spring day. And

:12:30. > :12:32.that goes for the rest of the UK. Good sunny spells. Temperatures

:12:33. > :12:39.looking quite warm across the Farsala. 14 or 15 across the London

:12:40. > :12:46.area. Some cloud coming into the far south-west later in the day. Back

:12:47. > :12:52.home in Scotland, it is still a dry end to the day. Plenty of sunshine

:12:53. > :12:55.as we head towards dusk as well. These conditions will lead to a dry

:12:56. > :13:01.night with fairly lengthy clear spells across northern Scotland.

:13:02. > :13:05.Quite a widespread frost. A touch of frost in the south and then another

:13:06. > :13:09.change coming our way on Friday, as you can see. Starting off largely

:13:10. > :13:15.dry but outbreaks of rain eventually. It will be wet across

:13:16. > :13:23.western Scotland initially. Rather murky conditions. Shetland does stay

:13:24. > :13:24.dry. All in all, a rather dull and damp day with hints of bright
