:00:00. > :00:10.Now on BBC One its time for the news where you are.

:00:11. > :00:13.The former First Minister Alex Salmond has said a second

:00:14. > :00:15.independence referendum can be won, even though polls currently

:00:16. > :00:17.indicate most voters want to stay in the Union.

:00:18. > :00:21.He was speaking as the Scottish Government gets ready to set

:00:22. > :00:23.out its plan for Scotland's future relationship with

:00:24. > :00:40.Nicola Sturgeon has been weighing up Scotland's option since the UK voted

:00:41. > :00:45.to leave the EU. On Tuesday she will set out her Brexit plan. At its

:00:46. > :00:49.heart, the aim of keeping Scotland and the European single market. The

:00:50. > :00:53.First Minister says her preferred option is for Scotland to stay in

:00:54. > :00:58.the EU as an independent country. The poll is currently indicate most

:00:59. > :01:04.Scots voters do not want that. Alex Salmond says that does not matter.

:01:05. > :01:11.When I embarked on this process support for independence was 28%.

:01:12. > :01:19.After two years, 2012, we ended up at 45%. I don't think she would have

:01:20. > :01:21.any compunction or killing -- compunction on calling an

:01:22. > :01:30.independence referendum, what matters is the arguments. Some say

:01:31. > :01:35.that salmon's opinions have cause more confusion. The SNP are all over

:01:36. > :01:39.the place on this. Two weeks ago they said the long-awaited stay in

:01:40. > :01:46.the single market was to be a member state of the EU and the UK voted to

:01:47. > :01:50.leave.EU. Nicola Sturgeon says her Brexit plan will set out the full

:01:51. > :01:53.range of options but has plans for a possible second independence

:01:54. > :01:59.referendum. The mother of murdered

:02:00. > :02:01.schoolgirl Paige Doherty has described her killer's

:02:02. > :02:02.forthcoming appeal as "cruel". Speaking in the Sunday Mail,

:02:03. > :02:05.Pamela Munro revealed she'd come face-to-face with John Leathem

:02:06. > :02:07.during the search to find the 15 year old and said

:02:08. > :02:09.he was emotionless. He killed Paige at his shop

:02:10. > :02:11.in Clydebank in March His appeal is due to

:02:12. > :02:28.be heard on Friday. Police have named a woman that was

:02:29. > :02:32.killed in a car crash in Fife. She was pronounced dead this morning.

:02:33. > :02:34.Scotland is a country that needs people to come

:02:35. > :02:36.and live here, according to the Scottish Government.

:02:37. > :02:39.At an event in Glasgow to celebrate the UN's international migrants day,

:02:40. > :02:41.the Minister for International Development has said the

:02:42. > :02:42.UK Government's net target isn't particularly helpful.

:02:43. > :02:45.Prime Minister Theresa May has said she's still committed to reducing

:02:46. > :02:52.net migration to "sustainable" levels.

:02:53. > :03:01.The net target on migration, we don't think it's helpful for

:03:02. > :03:04.Scotland. Scotland is a country that needs people from other countries to

:03:05. > :03:11.come and live here. Our population has been flat-lining or declining

:03:12. > :03:15.for most of the last 50 years, so we are in a position where if we are

:03:16. > :03:19.going to grow our workforce and can in 80s and population we cannot do

:03:20. > :03:21.that without people coming from elsewhere.

:03:22. > :03:24.It's ten years since the collapse of the Farepak savings scheme ruined

:03:25. > :03:28.But legal experts are warning that nothing has changed since then.

:03:29. > :03:30.The Law Commission's sent a report to the UK government,

:03:31. > :03:32.with an official response due in the next month.

:03:33. > :03:36.Our Westminster correspondent, David Porter, reports.

:03:37. > :03:48.Memories of Christmas past. I was a member for ten years with Farepak.

:03:49. > :03:54.For this woman, Christmas shopping in West Kilbride has its challenges,

:03:55. > :04:01.but nothing like a decade ago. Both were victims of the collapse of

:04:02. > :04:06.Farepak. Jean was an employee of Farepak herself and she had to tell

:04:07. > :04:09.family and friends they had lost their savings. I couldn't get hold

:04:10. > :04:12.of people and I was worried they would read in the papers before I

:04:13. > :04:19.got a chance to tell them. It was horrible having to say to people

:04:20. > :04:22.this money has gone. The idea was simple, people would save all year

:04:23. > :04:27.to spread the cost of Christmas. It is estimated that 30,000 Scots

:04:28. > :04:36.suffered when the company went bust. In 2006 a chance fired -- in 2006 it

:04:37. > :04:45.transpired that Farepak had been using customers' money to pay back

:04:46. > :04:49.loans to banks. After a public and political outcry, a bungee cord was

:04:50. > :04:54.brought in for the industry, but legal and accounting experts warned

:04:55. > :04:58.that the same thing could happen again. They want companies like

:04:59. > :05:01.Farepak to be regulated in the same way as banks. If you say that the

:05:02. > :05:05.bank you have a lot of protection and you have numbered a savings

:05:06. > :05:12.scheme like this. The UK Government is now considering the

:05:13. > :05:15.recommendations, but as minds turn to the festive season, everyone is

:05:16. > :05:19.agreed that there should not be another Farepak.

:05:20. > :05:21.Andy Murray's the hot favourite to win the BBC Sports Personality

:05:22. > :05:25.He'd be the first ever three-time winner, having scooped the prize

:05:26. > :05:29.This year he became world number one tennis player for the first time,

:05:30. > :05:31.won a second Wimbledon men's championship and retained his

:05:32. > :05:48.The Sports Personality of the Year programme starts on BBC1 at 6.40pm.

:05:49. > :05:50.Let's get the weather prospects for this evening

:05:51. > :06:03.Good evening. Dry and cloudy conditions tonight. I will be clear

:06:04. > :06:10.spells across eastern Scotland, so perhaps a tussle for each. --

:06:11. > :06:13.perhaps a touch of frost. There will be followed across central and

:06:14. > :06:19.southern England, so if you are flying tomorrow morning it could be

:06:20. > :06:24.delayed. A mild night and turning wet across the west of the country

:06:25. > :06:32.by tomorrow morning. Tomorrow morning the temperature will be 7-9

:06:33. > :06:35.degrees. A bit murky in some areas and patchy outbreaks of rain. It

:06:36. > :06:42.will be drier in the East but cloudy. Through the day the wet

:06:43. > :06:47.weather will edges way eastwards, fizzling and fading away. Dry and

:06:48. > :06:54.cloudy tomorrow with occasional rain. Some sunshine for Northern

:06:55. > :06:58.Ireland. For most of England and Wales it is cloudy but dry.

:06:59. > :07:07.Temperatures are mild for the time of year. If we look at

:07:08. > :07:11.mid-afternoon, temperature wise 9-10 degrees at bright in the West,

:07:12. > :07:18.staying cloudy and murky elsewhere. Cold overnight with frost, so a cold

:07:19. > :07:24.start to Tuesday but sunny. Rainbow then arrive from the West. That is

:07:25. > :07:25.the forecast. -- rain will then arrive.

:07:26. > :07:32.Until then, from everyone on the team here in Glasgow, enjoy
