:00:00. > :00:00.to the site in Ukraine. Now on BBC News, Scotland decides,

:00:00. > :00:26.Tonight, the three main UK party Smith.

:00:27. > :00:32.Tonight, the three main UK party leaders take a dramatic step to try

:00:33. > :00:36.to bolster the No campaign. David Cameron, Nick Clegg and Ed Miliband

:00:37. > :00:40.miss tomorrow's Prime Minister's Questions and had to Scotland as

:00:41. > :00:44.another poll suggests the referendum close to call. There is one thing we

:00:45. > :00:50.all passionately agree about, that our United Kingdom is better off if

:00:51. > :00:54.we stay together. It is a significant day in the campaign.

:00:55. > :01:03.This is the is the day the No campaign finally fell apart at the

:01:04. > :01:05.seams. And a taste of home: We catch up with Scottish expats around the

:01:06. > :01:13.UK for their views as referendum comes closer.

:01:14. > :01:18.Good evening from Glasgow. With the polls on a knife edge, David

:01:19. > :01:22.Cameron, Ed Miliband and Nick Clegg have decided to miss Prime

:01:23. > :01:26.Minister's Questions and head to Scotland tomorrow to join the

:01:27. > :01:30.campaign against independence. This morning the three main prounion

:01:31. > :01:34.parties join forces to back a timetable to give more powers to

:01:35. > :01:39.Scotland in the event of a vote. More on that in a moment, but first,

:01:40. > :01:44.the Prime Minister on why he is travelling to Scotland tomorrow.

:01:45. > :01:47.There is a lot the political leaders disagree about but we all agree

:01:48. > :01:52.passionately that our United Kingdom is better off if we stay together,

:01:53. > :01:56.so tomorrow the right place to be is not at premises questions in

:01:57. > :01:59.Westminster but in Scotland listening to people, talking to

:02:00. > :02:02.them. We will all have our own separate ways of talking about why

:02:03. > :02:07.we are Better Together, but one thing I am sure we will all say is

:02:08. > :02:12.that it is a matter for people in Scotland to decide, but we want you

:02:13. > :02:16.to stay. You are cancelling PMQs, rushing through plans to devolve

:02:17. > :02:19.more power to Scotland, raising the sole tyre over Downing Street, this

:02:20. > :02:24.is all a desperate last`ditch move, isn't it, and if Scotland vote for

:02:25. > :02:28.independence, can you stay as Prime Minister? I really care passionately

:02:29. > :02:32.about this issue and our United Kingdom and want to do everything I

:02:33. > :02:36.can to put the arguments before the people. In the end it is for the

:02:37. > :02:40.Scottish people to decide, but I want them to know the rest of the

:02:41. > :02:45.UK, and I speak as prime minister, want them to stay. Responding to

:02:46. > :02:50.tomorrow's visits by the Westminster party leaders, the First Minister

:02:51. > :02:56.told Hugh Edwards the No campaign was in total chaos. I am delighted,

:02:57. > :02:58.obviously. We have the most unpopular Conservative prime

:02:59. > :03:03.minister in Scottish political history joined at the hip with the

:03:04. > :03:05.most mistrusted Labour leader of the opposition ever in Scottish

:03:06. > :03:12.politics, coming up to Scotland, Labour and Tory together, with the

:03:13. > :03:16.entire Westminster establishment in total panic. If I thought they were

:03:17. > :03:23.coming by bus, I would send their bus there, that is how delighted I

:03:24. > :03:26.am. Said that, they have a clear message, you cannot deny `` having

:03:27. > :03:30.said that, the messages that Scotland can have the best of both

:03:31. > :03:33.worlds. How will you count about? There is a clear message, you cannot

:03:34. > :03:35.deny `` having said that, the messages that Scotland can have the

:03:36. > :03:42.best of both worlds. How will you count about? There is the first poll

:03:43. > :03:45.showing Yes moving into the lead that we would have new powers for

:03:46. > :03:53.Scotland. Today it was confirmed that these are the same thing

:03:54. > :03:59.offered and rejected by the last 48`hour is, we have seen total chaos

:04:00. > :04:04.engulfing the heart of the no campaign. This morning the three

:04:05. > :04:07.Scottish leaders of the main prounion parties announced they are

:04:08. > :04:11.backing more powers for Holyrood. The leaders endorse the timetable

:04:12. > :04:15.set out by Gordon Brown, which you heard about last night on the

:04:16. > :04:20.programme. Here is Scottish Labour leader John Lamont. We will have

:04:21. > :04:24.certainty of change. It is possible to vote no on September the 18th, a

:04:25. > :04:28.patriotic choice, but also say you are voting for change. More powers

:04:29. > :04:33.for the Scottish parliament. That will give us the opportunity to look

:04:34. > :04:38.at the way we do our politics, that it will be possible, a final nail in

:04:39. > :04:43.the coughing of the lies from Alex Salmond about the risk to the NHS.

:04:44. > :04:46.We will have complete control, and what we will see with these new

:04:47. > :04:50.powers, strengthening the Scottish parliament, which is one of our

:04:51. > :04:55.proudest commitments, we will have the opportunity to end the politics

:04:56. > :04:58.of grievance, to apply the talent and creativity of the people of

:04:59. > :05:01.Scotland to addressing the problems they face rather than the politics

:05:02. > :05:07.of grievance, when you look at a problem and blame someone else. This

:05:08. > :05:10.is an important statement for the people of Scotland, that more powers

:05:11. > :05:14.coming to the Scottish parliament with a delivery plan showing how it

:05:15. > :05:20.will be done. The Yes campaign has welcomed the latest poll published

:05:21. > :05:24.today. The TNS poll of 990 people was conducted between August 27 of

:05:25. > :05:32.September four, showing that of all adults surveyed, 39% back No boat,

:05:33. > :05:36.38% Yes vote and 23% are undecided. Taking that survey into account,

:05:37. > :05:42.what does the poll of polls suggest? An average of half a dozen recent

:05:43. > :05:48.polls calculated by the What Scotland website, suggest the No

:05:49. > :05:54.campaign is on 52% and Yes on 48%. Last night we spoke to Douglas

:05:55. > :05:58.Alexander of Better Together, and tonight I am joined by the yes

:05:59. > :06:03.campaign, the international `` office for International

:06:04. > :06:07.development. Three UK party leaders will be in Scotland tomorrow, David

:06:08. > :06:11.Cameron, Ed Miliband and Nick Clegg, to undermine the message that they

:06:12. > :06:15.are deadly serious about more powers for the Scottish parliament if there

:06:16. > :06:19.is a No boat. It will be hard to undermine that. It is a shame that

:06:20. > :06:24.they are only making their trip to reinforce support for the union,

:06:25. > :06:29.barely a week before people go to the polls. This is a campaign that

:06:30. > :06:35.is in knock`down and chaos. The fact that they have cancelled their own

:06:36. > :06:38.appearances at PMQs and are coming up and repackaging the timetable of

:06:39. > :06:41.old powers they announced in the spring just goes to show the level

:06:42. > :06:48.of panic. They thought this would be a ride on the park and as your polls

:06:49. > :06:52.suggest, this is still all to be played for. They are in utter

:06:53. > :06:55.meltdown and this is probably the Yes campaign could do with in the

:06:56. > :06:59.final weeks. They are clearly responding to what has given them a

:07:00. > :07:02.shock in the polls, but they are responding together and with great

:07:03. > :07:07.effort, and it is possible they will be able to convince people, because

:07:08. > :07:10.after all, the timetable of new powers they promise would mean new

:07:11. > :07:16.powers for Edinburgh quicker than even independence could deliver.

:07:17. > :07:20.Lets make this clear: There no power at all, in Gordon Brown 's question

:07:21. > :07:23.on this, the no campaign had would make, not a single new power is

:07:24. > :07:27.being admitted to. They may not be new powers in policy terms but they

:07:28. > :07:31.are for the Scottish parliament, powers Holyrood does not have which

:07:32. > :07:35.they are talking about devolving, so in that respect they are new. These

:07:36. > :07:39.are crimes of the Westminster table, the difference between the yes and

:07:40. > :07:43.no campaign, the no campaign is happy to give people crumbs off the

:07:44. > :07:51.table which will not help with love `` austerity or the people at food

:07:52. > :08:01.banks. Income tax isn't a crime off the table? Gordon Brown is the

:08:02. > :08:06.architect of the repackaging. He is introducing a 5% increase in the

:08:07. > :08:11.variation of income tax. They will allow 15p variation. That power has

:08:12. > :08:20.not been used in the history of the Scottish Parliament. More than 15p

:08:21. > :08:22.higher, would you prefer? For people in Scotland, but the suffering and

:08:23. > :08:32.Westminster's ``'s austerity, the best thing

:08:33. > :08:34.and tax levels. It doesn't matter which party, at least it will be the

:08:35. > :08:41.party Scotland. You have made much of the

:08:42. > :08:45.NHS in this campaign, Gordon Brown was talking about the NHS and his

:08:46. > :08:50.experiences of it today. He made the point that it is difficult for you

:08:51. > :08:54.to argue that budgets in the NHS are being cut because they are being cut

:08:55. > :08:57.in London when you could use the tax varying powers the Hollywood

:08:58. > :09:02.Parliament already had to raise more money, but you have never done

:09:03. > :09:06.that. In this time of austerity that comes from Westminster, seen

:09:07. > :09:09.hundreds of thousands of ordinary people pushed into poverty, raising

:09:10. > :09:15.taxes on them is not the wisest thing. So how will you pay for the

:09:16. > :09:16.NHS? First of all we already pay more tax than our share of

:09:17. > :09:45.population. let's write it in black and white,

:09:46. > :09:50.have a free public NHS at cannot privatise the NHS in Scotland

:09:51. > :09:55.as they do in England. Interesting intervention from Buckingham

:09:56. > :09:58.the Queen is about the possibility of yes vote, and a statement tonight

:09:59. > :09:59.has said any suggestion she might intervene in this campaign is

:10:00. > :10:03.categorically wrong, she is staying above

:10:04. > :10:04.expect her to be. The Palace say they don't like the idea that her

:10:05. > :10:06.role is being politicised, so when Alex Salmond said he was sure she

:10:07. > :10:23.would be proud to be Queen relationship with Her Majesty, she

:10:24. > :10:26.has been welcomed to Scotland. She has visited the Scottish Government.

:10:27. > :10:30.We look forward to the continuing in her role as Her Majesty, and it is

:10:31. > :10:34.wrong for people to bring in the Royal family. The Queen has

:10:35. > :10:40.performed her role in Peckham the over the decades. For media outlets

:10:41. > :10:43.for people to use her politically would be incorrect `` impeccably

:10:44. > :10:46.over the decades. I am please and welcomed the statement from

:10:47. > :10:49.Buckingham Palace. Thanks very much for talking to us tonight.

:10:50. > :10:53.There are hundreds of thousands of Scots living in the rest of the UK

:10:54. > :10:56.who won't get a say on the future of their homeland next week, because

:10:57. > :11:00.Our senior news correspondent Christian Fraser has been speaking

:11:01. > :11:06.We are in Belgravia, a piece of Scotland right

:11:07. > :11:25.in the heart of the capital. They are all discussing... Are you

:11:26. > :11:34.in the Yes or the No camps? We would like to keep it. This restaurant

:11:35. > :11:45.celebrates the best of Scottish fare. We have Hebridean crab. Have a

:11:46. > :11:50.look at the bar, up to 200 single malt whisky. One of them from 1959.

:11:51. > :11:57.Let's get a view of two Scottish people who have come to join us.

:11:58. > :12:03.James, a student at Goldsmiths. You are in the Yes camp. And Lisa, who

:12:04. > :12:12.is here with the next generation! What do you think about the fact you

:12:13. > :12:15.do not have a vote? I am one of 800,000 Scots who live and work in

:12:16. > :12:19.the rest of the UK and I am looking on with alarm and astonishment. An

:12:20. > :12:23.increasing sense of powerlessness as I wait for 4 million other people to

:12:24. > :12:29.decide on my nationality. I am terrified. Until this week people

:12:30. > :12:36.were not really thinking about the consequences because it was not so

:12:37. > :12:41.close. Suddenly, people are realising are we going to wake up

:12:42. > :12:47.after vote, am I still going to be British? Will I break up a foreigner

:12:48. > :12:51.in my own home? It has been framed as if it is just about Scotland in

:12:52. > :12:55.isolation, it is about Britain, it affects the whole of the UK, which

:12:56. > :13:02.may be dead within days. A lot of people will wake up and feel cheated

:13:03. > :13:06.they didn't get a say. James, you are in the yes camp. What is it you

:13:07. > :13:13.like about the idea of an independent Scotland? It is somewhat

:13:14. > :13:16.a leap of faith but I would like to see Scottish people, even though I

:13:17. > :13:19.don't get a vote, I would like to see Scottish people in Scotland

:13:20. > :13:24.stand up and choose ambition over fear. I don't think they should be

:13:25. > :13:27.afraid of making their own decisions, or afraid of having the

:13:28. > :13:31.ability to make mistakes. When you have the ability to make mistakes,

:13:32. > :13:35.you also have the ability to fix them. There are many mistakes that

:13:36. > :13:41.have been made by governments we have no say over, we have no power

:13:42. > :13:45.to take out. Alex Salmond bemoans the fact that some a Scots have come

:13:46. > :13:49.south to earn their living, if Scotland is independent, would you

:13:50. > :13:53.move back? Possibly. I don't think it would have any bearing on me

:13:54. > :13:57.wanting to be there because Scotland is a lovely place, I know a lot of

:13:58. > :14:03.people there and that will not change. Thank you very much. They

:14:04. > :14:14.are going to have a referendum dear `` dinner here next week. Back to

:14:15. > :14:17.you in the studio. Stay with BBC News for the latest on

:14:18. > :14:21.the Scottish referendum. Tomorrow, we will be on the campaign trail

:14:22. > :14:26.with the main UK party leaders as the main UK party leaders as they

:14:27. > :14:31.make vote. We will be looking at a number of policy areas, asking what

:14:32. > :14:37.if Scotland says yes or no? You can get the latest online, including

:14:38. > :14:44.Regal Alderson asking what an independent Scotland's national

:14:45. > :14:49.security would be like. That's all for me tonight, you can join us

:14:50. > :14:59.every night at 7:30pm and 9:30pm. Until then, goodbye.

:15:00. > :15:07.Let's bring you some other stories. More than 200 people are reported to

:15:08. > :15:12.have died in Pakistan and tens of thousands have been made homeless by

:15:13. > :15:15.the continuing floods which were caused by late monsoon rains.

:15:16. > :15:20.Similar numbers have been affected across the border in India. Many

:15:21. > :15:21.people in Pakistan have been caught by a surge of rainwater coming

:15:22. > :15:23.downstream from
