:01:04. > :01:08.issue. Now a leaked document shows Scotland faces a funding gap.

:01:09. > :01:11.We are at a fish market, hearing some sceptical views about both

:01:12. > :01:24.sides of the campaign. Good evening from Glasgow.

:01:25. > :01:27.With just two days left in the campaign, both sides have

:01:28. > :01:29.been presenting alternative plans to give Scotland more power.

:01:30. > :01:31.The leaders of the three main parties at Westminster signed

:01:32. > :01:34.a pledge in this morning's Daily Record to give more powers to

:01:35. > :01:36.Holyrood, if voters say no. The yes campaign called it

:01:37. > :01:38.Project Panic, and insisted only independence can

:01:39. > :01:40.guarantee Scots more power. In a moment, we'll be discussing the

:01:41. > :01:43.day's stories with representatives from both campaigns.

:01:44. > :01:46.But first, Gordon Brown has been taking centre stage once again

:01:47. > :01:47.for the no campaign. This was his plea to voters when he

:01:48. > :01:59.spoke in Clydebank this morning. You agree with us that solidarity is

:02:00. > :02:02.more important than separation. If you agree with ask that cooperation

:02:03. > :02:07.is better than conflict between nations. If you agreed with us that

:02:08. > :02:13.sharing is the way forward for the future. Then, please, persuade all

:02:14. > :02:19.your friends in these last vital 48 hours that the only way forward for

:02:20. > :02:24.Scotland that is safe for change, fast change, Sarah change,

:02:25. > :02:29.friendlier change, better change, is what we are proposing. A strong

:02:30. > :02:30.Scottish Parliament but Scotland still part of the United Kingdom.

:02:31. > :02:34.Thank you very much. Well, Ed Miliband visited Edinburgh

:02:35. > :02:37.this afternoon to underline his commitment to more devolution.

:02:38. > :02:42.But there were chaotic scenes at a shopping centre as the Labour

:02:43. > :02:44.leader tried to meet voters. He was surrounded by crowds

:02:45. > :02:48.of pro and anti`independence supporters and had to be ushered out

:02:49. > :02:50.via a back door. Well, the yes campaign dismissed

:02:51. > :02:54.the pledge from Westminster as a "last`minute desperate offer

:02:55. > :02:57.of nothing". Our correspondent James Cook grabbed

:02:58. > :02:57.a word with the Deputy First Minister Nicola Sturgeon

:02:58. > :03:09.as she visited an engineering firm. The key of the campaign, and we are

:03:10. > :03:13.now only two days away, then common sense and mutual economic interest

:03:14. > :03:20.will replace the rhetoric from the no campaign.

:03:21. > :03:24.We flee, more powers are on offer. A substantial and serious offer.

:03:25. > :03:29.Scotland can have more powers. They do not tell us what powers they

:03:30. > :03:35.are talking about. We have no guarantee these leaders who fought

:03:36. > :03:38.to keep that option off the ballot paper, will deliver anything. The

:03:39. > :03:43.only guarantee of the powers we need to protect our health service,

:03:44. > :03:48.create jobs, make sure we do not get Government we have not voted for, is

:03:49. > :03:50.to vote yes. And to keep control in our hands and not pass it to

:03:51. > :03:57.Westminster. One of the pledges made today

:03:58. > :04:04.by the three party leaders was to continue the Barnett Formula.

:04:05. > :04:10.It gives Scottish voters more per head of public spending. In an

:04:11. > :04:13.interview, the architect of the plan has said the formula should be

:04:14. > :04:20.scrapped. I would want the formula scrapped.

:04:21. > :04:24.It is grossly unfair, I never dreamt it would continue this length of

:04:25. > :04:30.time. If the Government feel the Scots should have extra money for

:04:31. > :04:33.any reason, then do it honestly, not by this subterfuge of a formula.

:04:34. > :04:37.Some of the other stories on the campaign trail tonight:

:04:38. > :04:40.The NHS in Scotland is facing a funding gap of more than ?400

:04:41. > :04:42.million, according to confidential papers passed to the BBC.

:04:43. > :04:44.The Scottish Government says the paper is part

:04:45. > :04:47.of regular discussions among NHS leaders to plan for the future

:04:48. > :04:53.and that it will go on protecting and increasing the NHS budget.

:04:54. > :04:56.The boss of the energy company which operates Scotland's two

:04:57. > :04:58.nuclear power stations has told staff there's continuing uncertainty

:04:59. > :05:02.about what independence would mean for the power sector.

:05:03. > :05:05.The chief executive of EDF Energy says the company is not "policy

:05:06. > :05:08.neutral" and it's his responsibility to defend its interests.

:05:09. > :05:10.The Scottish Government says it has already set out its position

:05:11. > :05:20.on the issues raised by EDF. Joining me from Aberdeen is

:05:21. > :05:22.the former government adviser Christine Jardine who's now a

:05:23. > :05:24.Lib Dem parliamentary candidate. And in Edinburgh is Andrew Wilson

:05:25. > :05:34.who used to be a SNP MSP. Thank you both for joining us.

:05:35. > :05:38.Christine, I have two ask about this intervention from Lord Barnett. The

:05:39. > :05:41.sooner had the three parties could promised to continue the formula

:05:42. > :05:48.than he has said it should be scrapped.

:05:49. > :05:52.The Barnett Formula, the importance of that the three party leaders have

:05:53. > :05:57.made clear that the formula will not be scrapped. The yes campaign said

:05:58. > :06:03.it would be scrapped. What we have seen underlines what we have been

:06:04. > :06:06.saying, the most positive way forward for Scotland is to

:06:07. > :06:16.strengthen the Scottish Parliament, give us tax raising powers, welfare

:06:17. > :06:21.powers, and everything that the yes campaign we need independent for, we

:06:22. > :06:26.can have. Do you believe the Barnett Formula

:06:27. > :06:29.will be retained with a no vote? All we know is there is enormous

:06:30. > :06:35.pressure on budgets coming from London. We don't agree with the

:06:36. > :06:41.approach that George Osborne is leading. Gordon Brown is supporting

:06:42. > :06:49.this it would appear. We had a huge protest in Trafalgar Square on

:06:50. > :06:54.privatisation of the NHS which would have a knock`on effect in Scotland.

:06:55. > :07:00.What matters much more than outdated formulas is the powers we have to

:07:01. > :07:06.take decisions for ourselves. People have 48 hours to the

:07:07. > :07:12.referendum, and the Tories and Labour are promising not very much.

:07:13. > :07:15.We had this in the last big referendum in 1979.

:07:16. > :07:22.People are very cynical about it. The choice we face in 35 hours when

:07:23. > :07:26.the polls open is, do we trust ourselves with the NHS and our own

:07:27. > :07:33.budget and taxation, or do we had power to George Osborne?

:07:34. > :07:39.Christine, is it too late to come up with this file to pledge more powers

:07:40. > :07:44.for the Scottish Parliament? The NHS is completely devolved, the

:07:45. > :07:48.Scottish Government does have power over the Scottish health service at

:07:49. > :07:52.the moment. Those of us who have had direct contact with the health

:07:53. > :07:56.service has spoken to people, here in Aberdeen, the difficulty of

:07:57. > :08:00.attracting consultants to Aberdeen. There are problems with the NHS in

:08:01. > :08:03.Scotland which the Scottish Government are responsible for and

:08:04. > :08:08.not dealing with. As for these last`minute proposals,

:08:09. > :08:15.it is not true. In October 2012, just after the Edinburgh agreement,

:08:16. > :08:18.the Lib Dems produced a commission report.

:08:19. > :08:25.It is only recently that the three main parties... Only today, on the

:08:26. > :08:29.front page of the daily record. They have all signed this pledge

:08:30. > :08:35.today. But the First Minister himself said last week that it was

:08:36. > :08:40.not new, these proposals have been on the table since spring. The First

:08:41. > :08:44.Minister Cotes say it is not new and Nicola Sturgeon came today it is

:08:45. > :08:48.last`minute. It has been clear for several months the way we would move

:08:49. > :08:53.forward is with new proposals, you powers, starting on September the

:08:54. > :08:57.19th. We believe the things the UK has given us, positive things like

:08:58. > :09:03.the NHS, like the BBC, need to continue. If you look at the White

:09:04. > :09:10.Paper, Mr Salmond lists what he would like to keep.

:09:11. > :09:13.So, why leave? On the NHS, a central plank of this campaign, Gordon Brown

:09:14. > :09:20.said the SNP are simply lying about the consequences. Hollywood has all

:09:21. > :09:24.the power it needs to protect the NHS.

:09:25. > :09:28.I would like to hear from Christine how many of the proposals by Menzies

:09:29. > :09:37.Campbell are included, I cannot see any.

:09:38. > :09:42.It is a shame he feels he is able to say these things. Sir Harry Burns,

:09:43. > :09:48.the Chief Medical Officer for Scotland, agrees with us for a yes

:09:49. > :09:55.vote. The threat to the NHS in Scotland is grave as a result of the

:09:56. > :09:57.budget consequences. What we have right now in the NHS in England are

:09:58. > :10:05.people protesting in Trafalgar Square. Christine is right, we do

:10:06. > :10:10.administer the NHS. We have increased the budget seven years in

:10:11. > :10:14.a row, record spending this year, more nurses than ever before.

:10:15. > :10:18.The pressure under us because of the consequential through the Barnett

:10:19. > :10:24.Formula which they think is our salvation, that is very grave. I

:10:25. > :10:28.have to respectfully suggest that he is completely wrong. Calling other

:11:08. > :11:11.Today we have the party leaders saying it is not going to be

:11:12. > :11:17.scrapped and suddenly, the Barnett Formula is a bad thing. This is

:11:18. > :11:21.typical of what we are seeing, the shifting sands of what the Yes

:11:22. > :11:23.Campaign are telling us. Not answering the questions. The three

:11:24. > :11:32.party leaders have answered questions about the barn at formula.

:11:33. > :11:37.`` the Barnett Formula. If the Yes Campaign would stop trying to divert

:11:38. > :11:41.as from the actual issues and answered the actual questions the

:11:42. > :11:46.Scottish people want and said, that would be a step forward. Tempers are

:11:47. > :11:51.getting frayed and we need to see some reasonable discussion again. We

:11:52. > :11:55.need to get away from government ministers being mobbed industry by

:11:56. > :11:59.people. We need to get away from the angry scenes we have seen outside

:12:00. > :12:04.the BBC. That is not good for any of us and it is bad for Scotland. We

:12:05. > :12:09.need to get back to talking about where we want to go after the 18th

:12:10. > :12:15.of September. Less than 36 hours to go until the polls opened. Scottish

:12:16. > :12:22.waters are vital to the UK fishing industry. More than 80% of

:12:23. > :12:24.Britain's total cat is landed in Scotland. What are the fishermen

:12:25. > :12:40.making of all of this? What would you say the fishing

:12:41. > :12:53.industry is like? We had the best of it. Do you believe the promises of

:12:54. > :12:58.the politicians? No. Have they been knocking on your door? And I tell

:12:59. > :13:05.them to get lost! What do you think of independence? There are some

:13:06. > :13:27.positives? There are some positives. And negatives as well. A lot of

:13:28. > :13:32.negatives. The positives... The SNP say they will make the fishing

:13:33. > :13:43.industry a priority. They will promise anything. What about the

:13:44. > :13:47.risks? The next generation, they will not be a fishing industry like

:13:48. > :13:52.there was when I was younger. Most people are selling their boats.
