:00:00. > :00:00.up`to`date. Thank you. Now, the Scottish referendum takes place in
:00:00. > :00:12.under one week. It is time for our review of the week with James Cook.
:00:13. > :00:21.Welcome to Scotland. We are here in a very busy person and with less
:00:22. > :00:28.than a week to go, here is our look back at the past seven days. A poll
:00:29. > :00:36.about to be published puts the scam a ahead. `` puts the Yes campaign.
:00:37. > :00:43.The Chancellor says a plan of action will be unveiled to devolve more
:00:44. > :00:54.powers to Scotland. On Monday Gordon Brown spoke. He suggested... I am
:00:55. > :00:58.struggling to hear you... The yes campaign cold it a last`minute
:00:59. > :01:04.bride. The sole tyre was raised above Downing Street in an appeal
:01:05. > :01:09.from ministers to embrace the best of both worlds. On Wednesday, all
:01:10. > :01:14.three party leaders reached out to Scottish Borders. The Yes campaign
:01:15. > :01:18.said they could not trusted. Alex Salmond objective view warnings from
:01:19. > :01:23.banks over the price of independence and said Scotland was on the cusp of
:01:24. > :01:34.history and Nigel Farage is in Glasgow today urging the Queen to
:01:35. > :01:40.speak out in favour of the union. Hello and welcome to the programme.
:01:41. > :01:47.It all began at the start of the week. An opinion poll electrified
:01:48. > :01:51.this campaign suggesting for the first time that the yes and was in
:01:52. > :01:57.the lead. What is the situation? Let's have a look. This is the
:01:58. > :02:03.opinion poll of opinion polls. It suggests the race is still very
:02:04. > :02:09.tight. The Yes campaign standing at 48%, the No campaign at 52%. That is
:02:10. > :02:17.when the don't knows are excluded. That was based on six recent opinion
:02:18. > :02:20.polls. With the race apparently so close, the prounion parties set out
:02:21. > :02:23.to try and convince people in Scotland that the offer of more
:02:24. > :02:31.powers was substantial and that the gown on Sunday with the Chancellor
:02:32. > :02:34.George Osborne. It is clear that Scotland wants more control over the
:02:35. > :02:38.decisions that affect the country and that has been clear from both
:02:39. > :02:44.sides. We propose to deliver on that. You will see a plan of action
:02:45. > :02:49.to give more powers to Scotland, more tax powers, were spending
:02:50. > :02:53.powers, more plans and powers over the welfare state. That will be put
:02:54. > :02:59.into effect and the timetable for delivering that will be put into
:03:00. > :03:03.effect the moment there is a no vote in the referendum. A clock will be
:03:04. > :03:07.ticking for delivering those powers and Scotland will have the best of
:03:08. > :03:10.both worlds. They will avoid the risk of separation but have more
:03:11. > :03:15.control over their destiny which is where I think most Scots want to be.
:03:16. > :03:18.The former Labour Prime Minister Gordon Brown weighed in, setting out
:03:19. > :03:23.what he said was a timetable for change. What people want is a plan
:03:24. > :03:28.for a Scottish parliament with stronger powers that are immediate,
:03:29. > :03:32.on pretence of an deliverable and has the majority support of the
:03:33. > :03:36.Scottish people. What I propose is that we set a timetable, we publish
:03:37. > :03:41.proposals can be legislated in October, we consult in December, we
:03:42. > :03:46.have a bill that is ready to go forward in January so that Dore Gold
:03:47. > :03:50.no that a no vote is a vote not for no change, it is a vote for a
:03:51. > :03:54.stronger Scottish Parliament with more powers over society and the
:03:55. > :03:58.economy and financial affairs. This, in my view, is what the
:03:59. > :04:01.majority of Scottish people want and it is a plan that is deliverable
:04:02. > :04:09.faster than anything that Alex Salmond can do. `` so that people
:04:10. > :04:12.know. There was no agreement between the parties on the extent of those
:04:13. > :04:17.new powers. The Labour and the Liberal Democrats had
:04:18. > :04:28.different operas and this Scotland control over their country.
:04:29. > :04:33.The Westminster establishment does not want that to happen so they will
:04:34. > :04:38.throw everything they can add it. Let's take a look at other events on
:04:39. > :04:46.the campaign trail. There were some bad tempered scenes between opposing
:04:47. > :04:50.supporters in Glasgow. John Prescott also campaign for a no vote. There
:04:51. > :05:00.have been warnings of price rises in an independent Scotland from major
:05:01. > :05:03.retailers but Business But Scotland said the attempts were overdone. An
:05:04. > :05:15.attempt to raise the sole tyre over Downing Street took a number of
:05:16. > :05:21.attempts. All of that thing the three main party leaders came north
:05:22. > :05:25.to campaign. I think people feel it is a bit like a general election,
:05:26. > :05:34.you make a decision and then you can make another decision five years
:05:35. > :05:42.later when you are fed up with the effing Conservatives. The three main
:05:43. > :05:50.party leaders did not campaign together. Alex Salmond said it was a
:05:51. > :05:55.sign of desperation. He said the team at Westminster was more
:05:56. > :06:00.interested in saving their own jobs. They jet up to Scotland for the day
:06:01. > :06:04.because they are panicking. This campaign is a key test on jobs. What
:06:05. > :06:07.we are interested in is having a powerhouse parliament that can
:06:08. > :06:14.create jobs but the team at Westminster seem to be concerned
:06:15. > :06:17.about their own jobs. Several of the big financial firms in Scotland
:06:18. > :06:21.confirmed they had contingency plans to move parts of their business to
:06:22. > :06:27.London in the event of independence. It includes Lloyds, standard life
:06:28. > :06:31.and RBS. The No campaign said it roofed a yes vote would damage the
:06:32. > :06:34.economy at opponents said there will be little or no impact on jobs and
:06:35. > :06:41.accused the Treasury of leaking market sensitive information.
:06:42. > :06:47.Earlier, Alan Cumming dismissed similar concerns. Of course there
:06:48. > :06:51.are unknowns but this is not about financial concerns, it is about
:06:52. > :06:59.value. What we value is under threat if we do not vote yes. Education
:07:00. > :07:06.will be expensive, the whole way that Scotland values things is under
:07:07. > :07:12.threat. Both of those areas that you referred to are already controlled
:07:13. > :07:20.by Edinburgh. Not financially. They do not control the money. We are at
:07:21. > :07:24.the mercy of the cuts that come from Westminster. I have always voted for
:07:25. > :07:29.the Labour Party. I feel now that the things I hold dear as a
:07:30. > :07:34.left`wing person and as a Scottish person are under threat and I think
:07:35. > :07:40.that is what is important. People who would vote Labour should vote
:07:41. > :07:45.yes. Even the Queen was dragged into what is becoming an increasingly
:07:46. > :07:48.heated debate on the streets. Newspapers reported her supposed
:07:49. > :07:55.concerns over independence. I asked Alex Salmond about those reports.
:07:56. > :08:01.The Queen is head of state and she is head of state in Scotland and her
:08:02. > :08:06.ancestors were. Reports suggest that the Queen is worried. Her Majesty
:08:07. > :08:09.The Queen has seen many events in the course of her long reign and I
:08:10. > :08:15.think she will be proud to be Queen of Scotland and we have been proud
:08:16. > :08:19.to have her as Queen of this land. You think you know. Have you
:08:20. > :08:25.discussed it with her? The proper position with an audience at all
:08:26. > :08:29.moral and I had an audience with her two weeks ago, is that you do not
:08:30. > :08:33.discuss these matters in public and I think the statement from the
:08:34. > :08:40.Palace about her neutrality in this matter is perfectly sensible. One
:08:41. > :08:43.thing that the opinion polls showed at the weekend in addition to the
:08:44. > :08:47.substantial move to the yes campaign is the enthusiasm by the people of
:08:48. > :08:54.Scotland to have Her Majesty The Queen as the Queen of Scotland.
:08:55. > :09:01.Buckingham Palace issued a statement indicating that the Queen would
:09:02. > :09:05.remain neutral. Any suggestion that the Queen would wish to influence
:09:06. > :09:12.the outcome of the referendum campaign is categorically wrong, the
:09:13. > :09:16.statement said. The Bank of England's Governor Mark Carney waded
:09:17. > :09:23.into the debate saying there were contingency and plans `` contingency
:09:24. > :09:37.plans in place should the people of Scotland vote to end the union. We
:09:38. > :09:46.will be... We are the main for financial stability in the event of
:09:47. > :09:51.a Yes vote. We will continue to be that authority. For the transition
:09:52. > :09:59.period, under the Edinburgh agreement, 18 months. I will take
:10:00. > :10:06.the opportunity to say that we have, as you would expect, and we
:10:07. > :10:11.have been asked this in the past by members of the committee, we have
:10:12. > :10:15.been doing contingency planning. There has been a lot of activity
:10:16. > :10:21.online with the build up to the vote. Here are some tweets. Some
:10:22. > :10:23.banks and companies giving their stance, the economy has been at the
:10:24. > :11:00.forefront of minds. Well, that is it for Scotland
:11:01. > :11:08.Decides review of the week. You can keep up to date here on the BBC News
:11:09. > :11:24.Channel and on our website. Soon we will know who has won.
