:00:44. > :00:46.Given the fact that all sides accept this, does the First Minister agree

:00:47. > :00:50.with me that when young people here choose teaching as a career, we

:00:51. > :00:56.should do everything we can to ensure they stay? As we've discussed

:00:57. > :01:00.in this chamber before, Scotland, in common with many other countries,

:01:01. > :01:05.faces a challenge in teacher recruitment. That is why we are

:01:06. > :01:10.increasing the intake into initial teacher education. Why the General

:01:11. > :01:14.teaching Council is encouraging more people into teaching. And looking at

:01:15. > :01:20.different routes into teaching. I suspect Bruce Davidson will next ask

:01:21. > :01:23.me about each verse. I said I am open-minded to looking to ideas of

:01:24. > :01:30.how to get more young people into teaching but we have to make sure

:01:31. > :01:36.these ideas work for Scottish teaching and address the challenges

:01:37. > :01:40.we face. She raises the issue of teach first and let us have a look

:01:41. > :01:44.at it. We learned that in the last five years, nearly 400 talented

:01:45. > :01:48.graduates have left Scotland to teach elsewhere in the UK. That's

:01:49. > :01:51.because they were attracted by the teach first programme. A very

:01:52. > :01:57.successful programme which despite versions operating in 40 countries

:01:58. > :02:00.around the world still hasn't been allowed to set foot in Scotland. 400

:02:01. > :02:05.and views you stick teachers who could be in our schools right now

:02:06. > :02:10.but who aren't because Nicola Sturgeon says so. We have heard in

:02:11. > :02:14.recent days about the huge quality issues surrounding teacher training

:02:15. > :02:17.here. Given that, can the First Minister give me a single good

:02:18. > :02:21.reason why she is stopping new schemes like teach first from

:02:22. > :02:27.running in Scotland and see if they can improve matters? I have met with

:02:28. > :02:31.teach first and I have discussed with them previously whether it

:02:32. > :02:34.would be possible to adapt their schemes to fit with Scottish

:02:35. > :02:38.education. We have a principal in Scottish education that people

:02:39. > :02:43.teaching in our schools should have a teaching qualification. I think

:02:44. > :02:47.that is right. I've visited is cool in London that took part in the

:02:48. > :02:50.London challenge and we look carefully at the London challenge

:02:51. > :02:54.and incorporated some of its learning into our own attainment

:02:55. > :02:58.challenge but the headteacher I spoke to, she was quite sceptical

:02:59. > :03:03.about teach first. One of the things she said about it at the time was

:03:04. > :03:08.that in her view, I appreciate they will be other views about this, that

:03:09. > :03:14.it was quite short-term and there was a difficulty often in retaining

:03:15. > :03:18.those teachers. We will continue to discuss with the teaching profession

:03:19. > :03:23.and local authorities on how to get the best and brightest teachers into

:03:24. > :03:27.our schools. The DTC has been looking at different ways of

:03:28. > :03:32.bringing young people into schools. -- TTC. She doesn't talk about all

:03:33. > :03:35.the fantastic graduates in Scotland who do go into teaching in Scotland.

:03:36. > :03:41.And I certainly want to encourage more of them to do so. We will

:03:42. > :03:45.continue to look at all of these issues as we drive forward with our

:03:46. > :03:47.determination to drive up standards in our schools and closely

:03:48. > :03:53.attainment gap between the richest and poorest.

:03:54. > :04:02.In answer to, give me a good reason why she will not have temp to person

:04:12. > :04:15.why we'll will not have Teach First. Is there a decision anywhere in a

:04:27. > :04:30.have 4000 fewer teachers than when she came to power and we're not

:04:31. > :04:35.recruiting nearly enough trainees to fill the gaps. We have 16% of

:04:36. > :04:38.training places the English unfilled, and more than a quarter

:04:39. > :04:43.per maths unfilled. She claims that her government is on top this. Let

:04:44. > :04:47.me ask this, if she is on top of this what percentage of secondary

:04:48. > :04:53.schools say there are lack of teachers is constraining the numbers

:04:54. > :04:56.of subjects they can offer? APPLAUSE

:04:57. > :05:00.I've been clear about the challenges we take in common around teacher

:05:01. > :05:07.recruitment. This is why John Swinney has been working with the...

:05:08. > :05:17.And also why we have increased the intake into it increasing teaching.

:05:18. > :05:20.As I said in relation to Teach First we had initial discussions about

:05:21. > :05:23.whether that programme can be adapted for the particular

:05:24. > :05:26.circumstances of education, so we will continue to look at these

:05:27. > :05:30.issues in the round and drive forward the plans we are taking

:05:31. > :05:35.forward. The national improvement framework which is already seeing

:05:36. > :05:40.the forms around school education, the attainment challenge, the Cayman

:05:41. > :05:46.fund, the equity fund in particular which as we speak is challenging

:05:47. > :05:50.into headteachers -- channelling resources into the hands of

:05:51. > :05:54.headteachers. -- the attainment challenge. Far week after week Ruth

:05:55. > :05:57.Davidson ask questions about this, this government will get on with

:05:58. > :06:02.taking the action that finds the solutions.

:06:13. > :06:16.Minister thinks it's legitimate for me to ask questions were failing

:06:17. > :06:22.education system, frankly I think it is my duty to do so. The question I

:06:23. > :06:26.asked how was what proportion of our schools are constrained in the

:06:27. > :06:30.subjects they can offer the pupils because of teachers shortages and

:06:31. > :06:34.the answer is 70%. That was the figure reported to this parliament's

:06:35. > :06:40.education committee, 70% of schools cannot offer the S for people the

:06:41. > :06:47.subject they want to because her government has not recruit the

:06:48. > :06:52.teachers -- DS ball pupils. This week we've seem backslapping of ten

:08:22. > :08:33.number of indicators the beginning of the closing of the gap between

:08:34. > :08:36.the richest and poorest. I'm the to admit there was much more to do, but

:08:37. > :08:41.Ruth Davidson should stop doing a disservice to teachers and pupils

:08:42. > :08:46.across this country, by using terms like a failing education system, we

:08:47. > :08:49.do not have a failing education system in Scotland and Ruth Davidson

:08:50. > :08:50.should be ashamed standing up here suggesting we do APPLAUSE

:09:07. > :09:10.the government's proposal for Scotland. Yesterday the First

:09:11. > :09:14.Minister and I met with the husband of Jo Cox and at that meeting the

:09:15. > :09:19.First Minister rightly agreed that there was no place for abuse of any

:09:20. > :09:23.kind in our political debate. A few weeks ago, prominent internet

:09:24. > :09:28.blogger said of Oliver Mundell, a member of this parliament that he is

:09:29. > :09:33.the sort of publics eager that make you wish his dad had embraced his

:09:34. > :09:36.homosexuality sooner. To the First Minister agree with me that there

:09:37. > :09:46.was no place for homophobia in society like this. Of course. The

:09:47. > :09:52.Kezia Dugdale to get up here and, I'm being serious about this, to

:09:53. > :09:56.suggest that anyway shape or form I would condone homophobia I think is

:09:57. > :10:00.deeply unfortunate. I think on these issues and it was indeed the kind of

:10:01. > :10:04.issue we'll all discussing with Brendan Cox yesterday, all of us

:10:05. > :10:12.would make very clear that that kind of language, any form of abuse of

:10:13. > :10:17.any minority or any politician of that nature is completely

:10:18. > :10:21.unacceptable. I see abuse on a daily basis being held at me, and my

:10:22. > :10:29.colleagues, are people on my side of the political spectrum. I do not

:10:30. > :10:33.hold Kezia Dugdale personally responsible for that. We should all

:10:34. > :10:37.join together and say that that kind of abuse is unacceptable and at

:10:38. > :10:43.least have this as an issue on which we have consensus and not division.

:10:53. > :11:00.I Stuart Taylor bold and bright for the website Wings Over Scotland. I

:11:01. > :11:04.called him out on the daily record for his homophobic comment. People

:11:05. > :11:07.should listen to this if there is serious about tackling homophobia

:11:08. > :11:13.and abuse in all its forms. Mr Campbell has written to me via his

:11:14. > :11:22.lawyer to demand a ?10,000 payment for and I quote "Damaged reputation.

:11:23. > :11:24." LAUGHTER I stand fairer to my comment I do not count down to a

:11:25. > :11:31.bully and the Wilmots. Today. There is a catalogue of

:11:32. > :11:34.evidence that demonstrates the bile that Stuart Campbell appears to

:11:35. > :11:40.believe that is acceptable so given that we are in a general election

:11:41. > :11:44.campaign will the First Minister today condemn Wings Over Scotland

:11:45. > :11:48.and anyone who poisons the political debate in a country. I just have

:11:49. > :11:52.condemned anyone who indulges in that kind of language that kind of

:11:53. > :11:58.abuse. I'm not responsible for Stuart Campbell, any more than Kezia

:11:59. > :12:01.Dugdale is responsible for people who have abuse at me in the name of

:12:02. > :12:08.being a supporter of the Labour Party. You know what, let's cut to

:12:09. > :12:11.the chase about what is going on here, Kezia Dugdale is asking me

:12:12. > :12:17.about this today because she hopes it means I won't be able to remind

:12:18. > :12:23.her that her colleagues in Aberdeen yesterday voted for a Tory

:12:24. > :12:27.administration, that. Why think there is we're seeing a political

:12:28. > :12:32.smoke screen. -- what I think we're seeing here is a political smoke

:12:33. > :12:36.screen. I can tell anyone who has abuse on social media or anywhere

:12:37. > :12:42.else and all of us should do that. The abuse I see direct about me on a

:12:43. > :12:46.daily basis would make somebody's hair curl and some of it does come

:12:47. > :12:51.from people professing to be supporters of Kezia Dugdale's party.

:12:52. > :12:54.Do not hold her personally responsible about anything we should

:12:55. > :13:00.all accept that there are people out there who will do that we should all

:13:01. > :13:06.in condemning it. -- we should all unite in condemning it.

:13:33. > :13:38.engage with him and allowed their followers to his belief. The RFU SNP

:13:39. > :13:46.politicians who have called him out, but 44% of SNP M recipes and 50% of

:13:47. > :13:56.SNP MPs have actively encouraged him a lot. I have the list, here. It

:13:57. > :14:01.includes ten government ministers, the finance secretary, the Justice

:14:02. > :14:04.Secretary and the chance bought Minister. Social media can be a

:14:05. > :14:08.force for good but as leaders we have a duty to stand up when it

:14:09. > :14:16.becomes an outlet for aggression, intolerance and hatred. I want to

:14:17. > :14:20.ask the First Minister clear yes or no question, will she today order

:14:21. > :14:28.her politicians and her own ministers to denounce and Sean Wings

:14:57. > :15:01.unsavoury in some way, is she really saying that she would hold herself

:15:02. > :15:09.personally responsible for that? This is absolutely ridiculous line

:15:10. > :15:14.of questioning. I unequivocally condemn abuse of any kind. I've got

:15:15. > :15:18.a list here of abuse that is been held at me by many people who are

:15:19. > :15:23.now Tory councillors in Scotland, and had abuse from people who've

:15:24. > :15:29.been members of the Labour Party, I've been called a fascist and a

:15:30. > :15:35.Nazi, all my party has by Ian Smart who was a senior member of the

:15:36. > :15:42.Labour Party. I did not hold Kezia Dugdale responsible. Let's cut to

:15:43. > :15:49.the chase here, this is a smoke screen being erected by Kezia

:15:50. > :15:55.Dugdale, today, because her party is in disarray, in Civil War in

:15:56. > :16:01.meltdown and as leader of the party she is directing this at me to hide

:16:02. > :16:04.one simple fact, as leader of the Scottish Labour Party she is not in

:16:05. > :16:10.control of her lame party because she cannot stop our council is going

:16:11. > :16:14.into Coalition with Tories up and down the country. That is why she's

:16:15. > :16:17.asking about this today as a smoke screen to protect yourself against

:20:18. > :20:21.quickly, we are already investing additional resources and be working

:20:22. > :20:25.with NHS Grampian and other health boards about further investment

:20:26. > :20:30.which we will announce very soon. That will help boards bring up the

:20:31. > :20:32.capacity, particularly the elective capacity to make sure that all

:20:33. > :20:36.patients are treated in timely fashion, we see waiting times in our

:20:37. > :20:40.health service now lower than nowhere when this government first

:20:41. > :20:43.took office, but we also see demand on our health service continue to

:20:44. > :20:48.rise merely due to ageing population so we must continue to work with

:20:49. > :20:50.health boards and make sure that they have the required resources, so

:20:51. > :20:51.that they continue to deliver the standard of service that patients

:20:52. > :20:54.deserve.
