:00:31. > :00:37.The Rio Olympics. Over two weeks of sport and sunshine on the Atlantic

:00:38. > :00:42.coast. Athletes coming from practically every nation on Earth to

:00:43. > :00:50.compete. When we arrived during the Paralympics, the atmosphere in

:00:51. > :00:54.Brazil was still electric. When you stand here and take all of it takes

:00:55. > :00:58.your breath away, the away, the sounds, the beautiful weather, a

:00:59. > :01:03.tangible sense of excitement in the air. But this year, amid the

:01:04. > :01:09.competition and the colour, there was controversy. First to that

:01:10. > :01:14.arrest in Brazil of Pat Hickey. Right in the middle of the Games,

:01:15. > :01:19.Alan's Olympic chief Pat Hickey was arrested and taken to one of

:01:20. > :01:22.Brazil's most notorious prisons. Now he is charged with being part of an

:01:23. > :01:28.alleged ticket touting ring and has had his passport seized. Pat Hickey

:01:29. > :01:37.has said he is innocent but he will remain in Rio to fight the charges.

:01:38. > :01:43.Pat Hickey has been involved with the Olympic sports since 1981. He

:01:44. > :01:48.became president of the Olympic Council of Ireland in 1989. A

:01:49. > :01:54.position he held until his arrest when he suspended himself from the

:01:55. > :01:56.roll. After becoming chief of the Olympic Council of Ireland, Pat

:01:57. > :02:04.Hickey rose to prominence on the world stage, rubbing shoulders with

:02:05. > :02:07.the great and the good. And in the Olympic movement, he had become

:02:08. > :02:16.president of the European Olympic Committees. During his journey to

:02:17. > :02:19.the top, Pat Hickey has at times been a controversial figure and

:02:20. > :02:25.sometimes got on the wrong side of athletes. On one occasion, he was

:02:26. > :02:32.heavily criticised for his views on certain Olympians. Paul is an

:02:33. > :02:39.international cyclist who competed for Ireland at the summer Olympic

:02:40. > :02:41.Games in 1984. Now a writer, he recalls Pat Hickey criticising

:02:42. > :02:46.athletes after the Sydney Olympics in 2000. He used the fact that the

:02:47. > :02:51.team had not performed well really weighed into the performance and the

:02:52. > :02:55.athletes. I wrote a piece about at the time. And the reaction of the

:02:56. > :02:59.athletes to this, how much they resented Pat Hickey and what he said

:03:00. > :03:06.about them and what he said about how they had performed.

:03:07. > :03:11.Gaming is one of Alan's most celebrated athletes. In an interview

:03:12. > :03:15.at the time, he was asked what his views were about the criticisms. Pat

:03:16. > :03:24.Hickey has laid it on the line, he has said that second raters need not

:03:25. > :03:28.apply for Athens in 2004. I was disgusted with him in the paper when

:03:29. > :03:34.I read those quotes from him and his viewpoints on second raters. Do you

:03:35. > :03:40.know what, to be upfront, Pat Hickey was a second rater himself going

:03:41. > :03:44.into the Olympic Games a number of years ago as a participant in judo.

:03:45. > :03:48.I came into my sport to make one spot of judo and rose up the ranks

:03:49. > :03:53.in competition and became president of the Irish judo Association and

:03:54. > :03:56.that led me on to a delegate of the Olympic Committee. Pat Hickey has

:03:57. > :04:04.said he spent his time in the Olympic movement serving

:04:05. > :04:11.sportspeople. I am not a paid official, I am a volunteer, I am not

:04:12. > :04:15.in the business of sport, as such, I have done long years of voluntary

:04:16. > :04:20.serving. Top Olympic volunteers are well looked after, they are

:04:21. > :04:25.constantly on business right around the world and receive daily

:04:26. > :04:29.payments. Every time they are on duty. As a member of the Executive

:04:30. > :04:34.of the International Olympic Committee, Pat Hickey receives $900

:04:35. > :04:44.each day. So for 17 days of an Olympics, that would amount to

:04:45. > :04:48.$15,300. A bit of celebrating, we were on the podium and danced. Some

:04:49. > :04:55.elite athletes can only dream of money. Like the O'Donovan brothers

:04:56. > :05:01.who competed in Rio. We have won two silver medals in going, those two

:05:02. > :05:09.rowers were funded to around 12,000 each year. That is as much as Pat

:05:10. > :05:13.Hickey got per day at the games. Do not tell me that the sportspeople

:05:14. > :05:22.are not aware of that, that creates resentment now. That is across all

:05:23. > :05:26.of the sport that resentment. Unhappiness about Irish Olympic

:05:27. > :05:31.funding applies to not just a rowing, Alan's most decorated recent

:05:32. > :05:36.Olympian is the Belfast boxer Paddy Barnes. I spoke to his father,

:05:37. > :05:42.Patrick, at the boxing club in Belfast. The greatest ability Paddy

:05:43. > :05:47.has got is the ability to keep going and to want to win. He wanted to

:05:48. > :05:53.make the best of what he has and he is prepared to do what is necessary,

:05:54. > :05:56.watch is not easy. Last year he qualified for the Olympics and he

:05:57. > :06:04.travelled 30,000 miles in 14 weeks. Seven different countries. Paddy won

:06:05. > :06:08.bronze in Beijing in 2008, but again in London in four years later he did

:06:09. > :06:12.likewise. But despite the success in the ring and some funding, finance

:06:13. > :06:19.and security has not been easy to come by. Funding what on how

:06:20. > :06:22.successful you are, there is a trait sets down that you must achieve to

:06:23. > :06:28.qualify for certain amounts of money. Paddy Barnes received 40,000

:06:29. > :06:35.euros funding each year across the Olympic Games that he took part in.

:06:36. > :06:41.Beijing, London and Rio. It has to cover his whole life, his personal

:06:42. > :06:46.training and travel. He has to live on that, has car has to run on that.

:06:47. > :06:50.Then you have to consider a mortgage. He could not get 13 or

:06:51. > :06:55.four years ago. He is a double Olympic medals and cannot get a

:06:56. > :06:58.mortgage? Yes. Despite the financial

:06:59. > :07:03.pressures, it is the glory that matters most to the Barnes family.

:07:04. > :07:07.When Paddy was asked to carry the Irish flag at the Rio open --

:07:08. > :07:14.opening ceremony, it was the happiest moment. A very proud day

:07:15. > :07:19.for myself. Not everyone gets to go to an opening ceremony like this. It

:07:20. > :07:23.is a great honour. As far as I am concerned, carrying the flag is as

:07:24. > :07:30.good as winning a medal, that is my personal opinion.

:07:31. > :07:34.When the Games began on the 5th of August, Patrick Barnes was not there

:07:35. > :07:40.to see his son. The Olympic Council of Ireland never offered him or his

:07:41. > :07:44.family tickets for the event. No, I was not at the opening ceremony. If

:07:45. > :07:47.you listen to what Patrick said when it was announced, how much of an

:07:48. > :07:53.honour it was for him, I never got to see that. I just saw a few

:07:54. > :07:58.pictures but since then. I have never been to any opening ceremony

:07:59. > :08:00.or closing ceremony. As relatives of a competitor, the Barnes family

:08:01. > :08:09.would have been eligible for what are known as national Olympic

:08:10. > :08:11.betting tickets. These are issued to every national Olympic committee,

:08:12. > :08:16.including the Olympic Council of Ireland, to distribute. For example,

:08:17. > :08:21.to the families and friends of athletes and two Olympic officials,

:08:22. > :08:25.they are not for resale. While everyone had been getting ready for

:08:26. > :08:29.the Olympic Opening Ceremony, and Paddy Barnes was preparing to hoist

:08:30. > :08:41.the flag of Ireland, drama was unfolding elsewhere in Rio. An Irish

:08:42. > :08:46.businessman called Kevin Mallon was arrested here at this hotel on the

:08:47. > :08:51.beach-front. Police have said he had with him a number of tickets for the

:08:52. > :08:57.opening ceremony, including tickets which were part of Alan's Olympic

:08:58. > :09:03.allocation. He was employed by a company called the Hospitality --

:09:04. > :09:09.Hospitality Group or THG. Police believe that the company and Kevin

:09:10. > :09:18.Mallon were involved in ticket touting, an allegation that both

:09:19. > :09:21.deny. This is the Next hotel where Kevin Mallon hosted a cocktail

:09:22. > :09:29.party, police believe the purpose of that party was to entertain people.

:09:30. > :09:32.His company were not allowed to sell tickets at the Rio Olympics so

:09:33. > :09:38.police got wind of this came and arrested him. PhD is owned by this

:09:39. > :09:41.man, Marcus Evans. He is a multimillionaire who has made a lot

:09:42. > :09:46.of money from selling tickets and hospitality packages to corporate

:09:47. > :09:52.clients around the world. He is also known to many as the owner of

:09:53. > :09:56.Ipswich town football club. -- THG. One of PhD's senior staff had been

:09:57. > :10:01.arrested for alleged ticket touting after the World Cup in Brazil two

:10:02. > :10:02.years ago. Police in Rio have said they have been keeping an eye on THG

:10:03. > :10:38.because of that. -- THG. Companies like THG which wanted to

:10:39. > :10:41.sell tickets or tickets for hospitality at the Olympics had to

:10:42. > :10:51.be accepted by the Rio ticket authorities. We have seen some of

:10:52. > :10:56.the information that the police has said support their case against THG

:10:57. > :11:01.and Kevin Mallon. When Kevin Mallon was arrested he was meeting clients

:11:02. > :11:04.who are wanting tickets and looking forward to the opening ceremony. One

:11:05. > :11:08.Brazilian business Ben Davies document to the police after Kevin

:11:09. > :11:12.Mallon was arrested and they show that he had spent a lot of money.

:11:13. > :11:16.The documents, in two parts. The first is a bill for hospitality on

:11:17. > :11:20.the day of the opening ceremony and the cost of that is about seven that

:11:21. > :11:25.they have thousand dollars per person. The second part of the

:11:26. > :11:31.contract Al Pointing THG as an agent to buy tickets and the cost of that

:11:32. > :11:34.is about $1000 per head. Police allege that these documents

:11:35. > :11:38.concealed the true charge for the tickets, hiding it in the cost of

:11:39. > :11:44.the hospitality. In Brazil, including the cost of the tickets by

:11:45. > :11:45.concealing it for overpriced hospitality is classed as ticket

:11:46. > :12:11.touting. That is against the law. After Kevin Mallon's arrest, police

:12:12. > :12:15.crack open the safe in his hotel apartment and found these. Hundreds

:12:16. > :12:19.of tickets for the Games. Including some Irish tickets which had been

:12:20. > :12:26.for sale for a variety of Olympic events. 40 of these, the police

:12:27. > :12:29.claimed, were Irish tickets, those men for families of athletes and

:12:30. > :12:36.Olympic officials and not meant for sale. This is Kevin Mallon arriving

:12:37. > :12:42.at the Central police station. The police investigation was under way.

:12:43. > :12:48.The question was, why did he have so many tickets when the company THG,

:12:49. > :12:57.for which he walked and for whom he was a director, were not allowed to

:12:58. > :13:00.sell Olympic tickets? -- worked. PhD and Kevin Mallon denied that they

:13:01. > :13:05.were involved in selling tickets at the Olympics or in any form of

:13:06. > :13:08.ticket touting. They have said the tickets he held were sold by those

:13:09. > :13:14.who were authorised and he was acting as a collection point on

:13:15. > :13:17.their behalf. They have said a full assessment cannot be achieved

:13:18. > :13:19.without consideration of all compliance documentation relating to

:13:20. > :13:25.the provision of hospitality packages in Rio. Pat Hickey and the

:13:26. > :13:29.Olympic Council of Ireland had had a relationship with THG, owned by

:13:30. > :13:33.Marcus Evans, since the London Olympics. They had worked together

:13:34. > :13:38.at the London games in 2012 when Pat Hickey and the Olympic Council had

:13:39. > :13:43.nominated THG to be expected agent or in the jargon, it authorised

:13:44. > :13:46.ticket reseller, ATR. We decided we'd better go but one of the big

:13:47. > :13:52.international companies and we searched around the globe and we

:13:53. > :13:57.discovered that Marcus Evans' group is probably the best-known and most

:13:58. > :14:00.professional and I have to tell you that in our dealings with them to

:14:01. > :14:06.date, we have found that. We have great confidence in the group. At

:14:07. > :14:10.the London Games, Pat Hickey and the Olympic Council of Ireland also

:14:11. > :14:15.asked THG to look after the Centre for Irish Olympic hospitality, what

:14:16. > :14:19.is known as the Irish house. We do not have the expertise ourselves to

:14:20. > :14:25.do that, so that is why we would be looking again at the professionalism

:14:26. > :14:29.of the Marcus Evans' group. Pat Hickey's son Stefan then went to

:14:30. > :14:32.work for THG to run the Irish house. Pat Hickey later explained to the

:14:33. > :14:38.press that Stefan had been headhunted for the position. His

:14:39. > :14:42.appointment had been approved by the Executive Committee of the Olympic

:14:43. > :14:47.Council of Ireland. This is the Irish house, this is the

:14:48. > :14:51.Irish national house. Pat Hickey wanted THG to be the

:14:52. > :14:56.ticket agent for Ireland for the Rio games. PhD were not wanted at the

:14:57. > :14:59.Olympics after one of their senior staff had been arrested for alleged

:15:00. > :15:05.ticket touting during the World Cup. -- THG. The Olympic authorities

:15:06. > :15:11.turned down the application, so Pat Hickey export an alternative, so

:15:12. > :15:14.agent solution. Brazilian police have released this

:15:15. > :15:20.e-mail and they have said it shows how Pat Hickey wanted to involve THG

:15:21. > :15:24.at Rio in 2016. In the e-mail, Pat Hickey right to Olympic officials

:15:25. > :15:29.and asked what the instead of being a full ticket agent, it could be a

:15:30. > :15:32.subagent instead. In a statement the International Olympic Committee said

:15:33. > :15:36.it was perfectly in compliance with the rules for tap -- Pat Hickey

:15:37. > :15:44.deceit and arrangement but they conformed it never concluded.

:15:45. > :15:47.PhD was a dead end for Rio 2016 for the Olympic Council of Ireland, so

:15:48. > :15:51.Pat Hickey and the council did something else, they turned to a

:15:52. > :15:58.company out of them in Dublin called Ward End sports management. It was

:15:59. > :16:04.appointed as an official reseller days after Pat Hickey had enquired

:16:05. > :16:08.if THG could BSA. -- Pro 10 Management. It is not clear why they

:16:09. > :16:09.were chosen, it had just been set up and had no track record of selling

:16:10. > :16:18.tickets. When Kevin Mallon was taken to

:16:19. > :16:22.prison, the police van hundreds of tickets in his room. Why were many

:16:23. > :16:29.Irish which were supposed to be the responsibility of the appointed

:16:30. > :16:34.agent? And why did he also have mock tickets? Though that were supposed

:16:35. > :16:37.to be further my one week later after his arrest, Pat Hickey and all

:16:38. > :16:45.the Olympic Council of Ireland were investigating. We then moved very

:16:46. > :16:48.fast and this has been proved by our executive committee, but this time

:16:49. > :16:52.of the Lone Ranger, I have to go to the executive committee for

:16:53. > :16:58.permission to do things. What we've done is written to the Brazilian

:16:59. > :17:03.authorities in Rio 2016 and we've asked them to send us all the

:17:04. > :17:07.necessary documentation and any evidence whatsoever. Irish sports

:17:08. > :17:14.Minister Shane Ross said he also had questions about what had happened.

:17:15. > :17:18.He flew to Rio to meet Pat Hickey face-to-face hoping to persuade him

:17:19. > :17:23.to put an independent person of his inquiry. But Pat Hickey on behalf of

:17:24. > :17:36.the Olympic Council of Ireland said no. I'm stunned by the reaction.

:17:37. > :17:40.ICOM believe they refuse to take an independent on their inquiry. When

:17:41. > :17:44.Shane Ross returned to Ireland, a leaked e-mail revealed Pat take it

:17:45. > :17:47.had been given legal advice before meeting the minister. It said Shane

:17:48. > :17:57.Ross needs to be put back in his box. The Brazilian police were

:17:58. > :18:01.continuing to ask questions about how so many Irish tickets were in

:18:02. > :18:05.Kevin Mallon's possession. A less than a week after saying he would

:18:06. > :18:15.investigate, too, Pat Hickey was himself arrested. This is one of the

:18:16. > :18:20.top hotels in Rio. It really is the last word in luxury by any

:18:21. > :18:25.standards. Nothing but the better officials like Pat Hickey. He and

:18:26. > :18:31.others have been staying here for a of weeks be just a stone's throw

:18:32. > :18:34.from one of the best beaches in Rio. Many Olympic officials were staying

:18:35. > :18:42.in similar 5-star hotels along the Rio beach-front. And then police,

:18:43. > :18:46.led by an investigator came looking for particular the 17th of August at

:18:47. > :18:54.6am, they went to the wrong Windsor hotel. Spotlight has spoken to an

:18:55. > :19:04.eyewitness who saw the whole thing happen. When police arrived at the

:19:05. > :19:11.correct Windsor Hotel, they knocked on Pat Hickey's door on the eighth

:19:12. > :19:15.floor. His wife and the third and told police that her husband was not

:19:16. > :19:21.there. The police went to the breakfast room to look for him, no

:19:22. > :19:29.luck. Practically's son Stefan had been in the room next door and have

:19:30. > :19:31.left for Ireland with his family. Police found Pat Hickey there and

:19:32. > :19:53.arrested him. After a precautionary visit to a

:19:54. > :19:58.hospital, Pat Hickey was driven to prison on the outskirts of Rio. This

:19:59. > :19:59.prison has a reputation for being tough as this quite prison security

:20:00. > :20:27.team showed us when we visited. In the prison, Pat Hickey shared a

:20:28. > :20:30.cell with Kevin Mallon. The THG director who had been arrested a

:20:31. > :20:34.fortnight earlier. They were both now suspected of being part of the

:20:35. > :20:41.same alleged ticket touting conspiracy. These are the cells in

:20:42. > :20:46.which Kevin Mallon and Pat Hickey would have been held up while they

:20:47. > :20:50.were here. I've just been able to see an aside some of them. They're

:20:51. > :20:58.incredibly small, cramped and have very little natural daylight. Kevin

:20:59. > :21:02.Mallon run Pat Hickey were released within a couple of days of each

:21:03. > :21:05.other at the end of August. Both have had their passports taken from

:21:06. > :21:16.them and face strict conditions while they await trial. We've just

:21:17. > :21:19.spent the best part of two hours inside that prison talking to prison

:21:20. > :21:23.guards and other authorities and it's very, very clear to me, having

:21:24. > :21:28.done that, the seriousness with which the Brazilian authorities are

:21:29. > :21:34.taking this alleged conspiracy. If there are questions about the police

:21:35. > :21:38.Mars's investigation after Kevin Mallon's arrest, there were even

:21:39. > :21:41.more after Hickey was arrested, too. In a step which will be highly

:21:42. > :21:45.unusual in the UK and Ireland, the police began to talk publicly about

:21:46. > :21:53.why they believed there was a case to answer. They also began to

:21:54. > :22:00.release e-mails and documents they had apparently obtained from

:22:01. > :22:04.practically's Fonab computers. Firstly the authorities said they

:22:05. > :22:08.believed that the Olympic Council of Ireland's ticket agent was what they

:22:09. > :22:15.call it a ghost company. They believed this because it was set up

:22:16. > :22:16.so quickly after Pat Hickey's attempts to have THG appointed as a

:22:17. > :22:52.sub agent was turned down. Pro ten have denied they were ghost

:22:53. > :22:56.company. Like THG, they sever Kevin Mallon was holding tickets on their

:22:57. > :23:02.behalf for collection by pro ten customers. They said it was normal

:23:03. > :23:07.practice for authorised ticket resellers to have tickets in Rio for

:23:08. > :23:11.collection. After practically's arrest, police in Brazil held a

:23:12. > :23:15.number of press conference, but they displayed more of the e-mails and

:23:16. > :23:21.documents they say they'd gathered, including more from Pat Hickey's

:23:22. > :23:24.phone and computers. The police released selected documents, so it's

:23:25. > :23:28.very difficult to make a full assessment of the police's

:23:29. > :23:33.allegations. One e-mail that they released was from this man, Greg

:23:34. > :23:39.Hardy. He used to be head of the American Olympic Committee. Now he

:23:40. > :23:46.works for a big hospitality company. In July, Greg Hardy e-mailed Pat

:23:47. > :23:51.Hickey and told his company had, in his words, figured out a partnership

:23:52. > :23:57.with Marcus Evans and his team real. He said he'd been working in

:23:58. > :24:06.particular with Kevin Mallon. Patrick replied and said, thanks for

:24:07. > :24:10.the info, Greg, see you in Rio. But in an interview after Kevin Mallon's

:24:11. > :24:18.arrest, Pat Hickey said he did know anything about Kevin Mallon. Have

:24:19. > :24:23.you ever met Kevin Mallon? No. I don't know anything about him and in

:24:24. > :24:29.fact, when I heard that he posts things like this, I thought he was

:24:30. > :24:33.based in the UK. I subsequently read in the media that is based in the

:24:34. > :24:39.Dublin office, but I've never met him and to my knowledge, none of the

:24:40. > :24:49.staff have either. In the same interview, Pat Hickey said the

:24:50. > :24:53.seller would investigate pro ten. We've started to investigate our own

:24:54. > :24:56.ticket agent, pro-tenant management and we have a whole series of

:24:57. > :25:01.questions to be answered there. We've sent them a list of questions

:25:02. > :25:06.you want detailed answers to each one. Then we can assemble all the

:25:07. > :25:10.facts. The day before Pat Hickey had said he will be investigating pro

:25:11. > :25:18.tem, he and Marcus Evans, the boss of THG had been in e-mail contact

:25:19. > :25:25.and we are consulting on what their protest to the Rio Olympic authority

:25:26. > :25:29.rugby. In e-mail, Marcus Evans said see below suggest a response. I'm

:25:30. > :25:32.getting feedback from lawyers in UK and Ireland, but do you have any

:25:33. > :25:36.initial thoughts? It's not clear up I get to go that invitation, but

:25:37. > :25:40.this is one of many e-mails between Pat Akin Marcus Evans after Kevin

:25:41. > :25:45.Mallon's arrest consulted on responses to the press and the

:25:46. > :25:48.Olympic authorities. When Pat Hickey was interviewed, he said there was

:25:49. > :25:56.no longer any relationship between the Olympic on Schiller and THG. --

:25:57. > :26:02.Olympic Council of Ireland. Do you have any understanding and knowledge

:26:03. > :26:10.of how THG became involved in this? None whatsoever. And the Olympic

:26:11. > :26:20.committee of Ireland has no association with THG? No, it is

:26:21. > :26:27.pro-tenant management. When did the company sever their links with THG.

:26:28. > :26:31.The games in Russia were two and a half years earlier. Practically's

:26:32. > :26:37.marks raised questions because of an e-mail he sent to Marcus Evans, the

:26:38. > :26:42.boss of THG. He sent it on the 3rd of August, just two days before the

:26:43. > :26:49.opening ceremony. In the e-mail, Pat Hickey rise to Marcus Evans and

:26:50. > :26:52.says, I can confirm that you know I do not require the open and closing

:26:53. > :27:00.ceremony together as part of our allegation. You can use them all.

:27:01. > :27:03.Now remember, the tickets worth of the OCI to distribute, for example,

:27:04. > :27:08.is family and friends of athletes, and not to be be sold. The kind of

:27:09. > :27:12.ticket I could take on Paddy Barnes's dad to the opening

:27:13. > :27:17.ceremony. It is not clear how many tickets practically was referring to

:27:18. > :27:22.what he meant by use them all. But remember, in an interview, Pat

:27:23. > :27:28.Hickey had said the OCI had no relationship with THG fought two

:27:29. > :27:33.years. Police and the prosecutor in Brazil have charged ten people,

:27:34. > :27:38.including Pat Hickey, Kevin Mallon and Marcus Evans. The directors pro

:27:39. > :27:43.ten and other directors of THG. While Spotlight was in Rio, the

:27:44. > :27:48.police passed their files to the judge to decide if the case should

:27:49. > :27:54.to trial. She decided it should. All ten people are charged denied all

:27:55. > :27:55.charges against them. How large or think you will be before this case

:27:56. > :28:31.is complete? I don't need my son to be running

:28:32. > :28:36.down and begging for tickets for his family stand in Rio, London Beijing.

:28:37. > :28:41.I do that is right. It is not right for the family and not for the boxer

:28:42. > :28:45.or athlete. The Olympic Council of Ireland has said it will await the

:28:46. > :28:51.conclusion of eight judge led enquire in the Republic before

:28:52. > :28:56.commenting. Paddy Barnes has turned professional and hopes to have a
