:29:54. > :29:57.Coming up, CrossRail is coming to town. From Maidenhead to the west,

:29:57. > :30:00.Essex is the home of its eastern terminus, but can this station cope

:30:00. > :30:04.with the increase in passengers? But first, let's introduce our

:30:04. > :30:06.guests for this week. Gavin Shuker, Labour's MP for Luton South, and

:30:06. > :30:12.for the Conservatives, Councillor Stephen Castle, who is Essex County

:30:12. > :30:15.Council's Cabinet Member for Education and the London 2012 Games.

:30:15. > :30:18.Let's begin with a quick word about Barclays being fined �290 million

:30:18. > :30:23.for manipulating the inter bank lending rate, a sort of baseline

:30:23. > :30:26.that other interest rates are set from. This happened between 2005

:30:26. > :30:36.and 2009 under a Labour Government, and you failed to regulate the

:30:36. > :30:42.

:30:42. > :30:50.banks. I think there was a global failure of regulation. The big fear

:30:50. > :30:55.at that time it was it that we were over regulating. You need to get

:30:55. > :31:02.the regulation right. To say that there was no move by Labour on this,

:31:02. > :31:09.it is not true. It looks like other banks could be involved. There is a

:31:09. > :31:15.fresh scandal that we have featured before over businesses buying

:31:15. > :31:19.interest rate swaps. What about this cultural shift in banking,

:31:19. > :31:25.will that be enough to change things. I run a small business in

:31:25. > :31:34.the region and we struggled with their less RBS made of electronic

:31:34. > :31:39.banking recently. -- with that mess. Behaviours are unacceptable.

:31:39. > :31:43.I want to talk about the Olympics. They are nearly upon us. Just 26

:32:21. > :32:31.schools and supporting schools at grass roots. It is not just sports

:32:36. > :32:46.clubs getting a boost, there are We will be here for a lot of

:33:00. > :33:06.The finishing touches are being made to this massive Olympic

:33:06. > :33:10.inspired a aquatics centre in Luton. It is to open in August. We cannot

:33:14. > :33:19.everybody in Luton. We want them all to get involved in sport.

:33:57. > :34:05.to show how the East of England is playing its part in the Olympic

:34:05. > :34:11.dream. The international athletes have been over as much as they can.

:34:11. > :34:17.The venue is very accessible to them. Unlike in Beijing. At home,

:34:17. > :34:20.there is still concern over their government's slashing of Labour's

:34:20. > :34:30.schools partnership scheme which promoted a variety of sport in that

:34:30. > :34:31.

:34:31. > :34:34.school. School ports medallist in two children and young people. --

:34:34. > :34:39.school sports at meant it listening to children and young people. We

:34:39. > :34:46.want young people to have a positive attitude towards sport and

:34:46. > :34:50.physical education. Since the 1980s, obesity has increased threefold. In

:34:50. > :34:55.the east, one in five children are obese by the age of 10. We have

:34:55. > :35:01.seen children get excited about the Olympics, but it is what about what

:35:01. > :35:04.happens next. Can be carry on? infrastructure should be a long-

:35:10. > :35:14.Olympics will improve health and fitness? What is in no doubt is the

:35:27. > :35:32.excited? Yes! Joining us now is Dr Gavin

:35:32. > :35:39.Sandercock from the University of Essex. Our research shows that

:35:39. > :35:46.children's fitness levels, their aerobic fitness, their ability to

:35:46. > :35:52.run, is declining. We are looking at a 10% decline in the last 10

:35:52. > :35:58.years. When we measure of their strength and ability to jump, that

:35:58. > :36:03.is going down even faster. These are starker declines. That is

:36:03. > :36:10.independent of how far they are. They are just getting less effect.

:36:10. > :36:14.-- how fat they are. What about the Olympic legacy? There is some quite

:36:14. > :36:22.shocking evidence from Sydney that people develop apathy. Having all

:36:22. > :36:27.these amazing athlete in town discourages them. Other places,

:36:27. > :36:32.with the exception of Barcelona are who had a huge infrastructure

:36:32. > :36:36.investment following the games, have shown no real legacy. There

:36:36. > :36:40.has been no evidence of an actual increase in public health or

:36:40. > :36:45.physical activity due to the Olympics. What about the

:36:45. > :36:50.infrastructure? We saw a great list of brand new infrastructure, that

:36:50. > :36:55.will help? The infrastructure is fantastic and it is fantastic they

:36:55. > :37:01.have put it out beyond the Olympic village. But it is not a case of

:37:01. > :37:06.building it and they will come. Having something on your doorstep

:37:06. > :37:09.does not mean they will be used. The people who can benefit most

:37:09. > :37:14.from improving their physical activity and improving their

:37:14. > :37:21.fitness just a little bit are the least active. In order to get very

:37:21. > :37:31.inactive people to start, the need education, ongoing support, high-

:37:31. > :37:33.

:37:33. > :37:42.quality physical education and leadership Ms Ward. -- in the sport.

:37:42. > :37:49.Well at levels of sport used to be raised? Are a agree with what he

:38:28. > :38:32.Parliament this week along with their sports think tank looking at

:38:33. > :38:38.the benefits of sport. There are many benefits of sport, we should

:38:38. > :38:42.value of sport on the basis of the joy that it brings us. Not

:38:42. > :38:47.necessarily get economic or health benefits, because they are much

:38:47. > :38:52.harder to prove. What do you make of what Stephen Castle has said,

:38:52. > :38:59.there has been this plan in place? What about the study you will be

:38:59. > :39:09.conducting? The active people survey showed his first drop in

:39:09. > :39:12.sports participation for 10 years. Physical activity levels, or rather

:39:12. > :39:18.for his levels have dropped. We have to be careful of that type of

:39:18. > :39:23.survey. The work that we are doing in some of the Olympic boroughs is

:39:23. > :39:32.testing children's fitness level using objective measures before and

:41:26. > :41:32.That is why we have got this Cinderella service and we are not

:41:32. > :41:36.exploiting our economy as fully as we could do. People in the region

:41:36. > :41:41.do not have the kind of benefits from a good rail service that they

:41:41. > :41:48.should have. Meanwhile, the biggest rail project in Europe is moving

:41:48. > :41:52.closer to Essex as cross rail -- as cross rail links Maidenhead to the

:41:52. > :41:58.West with Shenfield to the east. But there is dismay at the lack of

:41:58. > :42:04.upbraid work -- upgrade work planned for the station.

:42:04. > :42:08.Shenfield station on a Monday morning. Busy now, and passenger

:42:08. > :42:11.numbers are likely to increase when CrossRail arrives. A new Line a

:42:11. > :42:15.platform will be built here but there will be no major upgrade to

:42:15. > :42:21.the station facilities. CrossRail is the biggest infrastructure

:42:21. > :42:29.project in Western Europe at a cost of �14.8 billion. Trains will run

:42:29. > :42:33.directly under central London, lending Maidenhead in the West with

:42:33. > :42:39.Shenfield in the east. But look at these two stations at either end of

:42:39. > :42:42.the line. Maidenhead with two entrances, Shenfield with one. A

:42:42. > :42:52.white platform in Maidenhead, Shenfield with a much more narrow

:42:52. > :43:02.one. But according to initial plans on the cross rail website, it is

:43:02. > :43:06.

:43:06. > :43:16.Maidenhead a walk that most of the upgrade work. -- Maidenhead will

:43:16. > :43:20.get most of the upgrade work. I am not happy about the current plans.

:43:20. > :43:25.That is why I have organised a meeting with the town council, the

:43:25. > :43:32.District Council, the county council and with CrossRail. I felt

:43:32. > :43:38.somebody had to bring these organisations together. So while

:43:38. > :43:46.Maidenhead gets a makeover, are people in Essex are being short-

:43:46. > :43:49.changed? They are not getting a raw deal. Every station is getting what

:43:49. > :43:54.it needs. The people getting a raw deal are the people using the

:43:54. > :43:59.station in Maidenhead. Maidenhead need some more money is spent on it.

:43:59. > :44:05.What people in Essex will get is a lot of disruption. Local traders

:44:05. > :44:09.are concerned. The message to small business owners here is one of

:44:09. > :44:14.reassurance, but Network Rail and CrossRail have not said exactly

:44:14. > :44:22.when the construction work will take place. That uncertainty is

:44:22. > :44:25.worrying traders. Just after Easter, we had three weeks of serious

:44:25. > :44:35.disruption and saw a 40% drop in football in the town because

:44:35. > :44:39.customers could not park. -- foot fall in the town. Not worked real

:44:39. > :44:43.says it has listened to local concerns and has revised the plants.

:44:43. > :44:49.But they will not reveal what has changed, saying the new plans will

:44:49. > :44:52.be published in the next few weeks. One of the criticisms has been that

:44:52. > :44:58.the County Council has not been communicating with the borough

:44:58. > :45:01.council, what do you say to that? disagree with that. We have been

:45:01. > :45:11.working with cross rail to try and ensure that the best month that is

:45:11. > :45:11.

:45:11. > :45:17.needed goes in there. -- that the investment. We have seen the

:45:17. > :45:21.facilities at the station, what about this wider platform, this

:45:21. > :45:26.extra 80,000 people? That is what we have been talking to CrossRail

:45:26. > :45:28.about. It is not just about entrances to the station. It is

:45:28. > :45:38.about the impact of people travelling to Shenfield in

:45:38. > :45:41.

:45:42. > :45:49.different ways. Are you confident that it will be fit for purpose?

:45:49. > :45:54.think it will. It is a huge project. The implications of it is something

:45:54. > :46:03.we are working on now and we are developing the data to tell us how

:46:03. > :46:09.much more needs investing. Often, as the usage of the facility, like

:46:09. > :46:14.Stansted Airport, determines what happens next. Do you agree that

:46:14. > :46:19.there needs to be more investment to boost are standing here?

:46:19. > :46:24.economy is not growing. You need to invest in infrastructure. If you

:46:24. > :46:32.are investing in infrastructure, real is the number one priority. --

:46:32. > :46:37.for rail. There is some progress in terms of putting money into the

:46:38. > :46:43.projects. Written station is one of the 10 worst stations in the United

:47:43. > :47:53.under consideration for some time. When it was the decision taken?

:47:53. > :47:55.When we you talk? It is no wonder she said this. While the fallout

:47:55. > :47:58.from Miss Smith's interrogation dominated the blogosphere, we can

:49:01. > :49:07.we have got it. -- 0 recalled. The number of U-turns power crucially

:49:07. > :49:10.undermining our fiscal... But you are following the Labour plans.

:49:10. > :49:18.would not be in this position where there is no growth at all. We

:49:18. > :49:22.should have grown 3.7%. We have actually shrunk. The plan is not

:49:22. > :49:29.working and all those U-turns do not help. We have to leave it there.
