:38:35. > :38:40.unpopularity. Not very happy. Should we have the
:38:40. > :38:44.power of recall here, so that voters who are unhappy with their m
:38:44. > :38:47.he can sack them? I believe in a power of recall, it
:38:47. > :38:51.has been talked about by both political parties in the last
:38:51. > :38:55.Parliament. I would not just to introduce it for Nadine Dorries,
:38:55. > :38:58.but it should be for any transgressors. Anyone the public
:38:58. > :39:03.wants to get it, like Denis McShane who has been found guilty of

:40:33. > :40:36.approach to the way that local services are delivered, and set to
:40:36. > :40:40.affect everything from the way that domestic violence, education and
:40:40. > :40:45.even young offenders are dealt with. It is part of the Community budget,
:40:45. > :40:49.and Essex is the largest of four areas running a trial of the scheme.
:40:49. > :40:55.Our correspondent has looked at the way that cases of domestic violence
:40:55. > :40:59.would be handled. In May, David talks was convicted
:40:59. > :41:04.of the horrific double murder of his ex-partner and their two-year-
:41:04. > :41:08.old daughter. A damning report by the IPCC said there were failings
:41:08. > :41:12.in the communication between agencies in the lead-up to death,
:41:12. > :41:17.including Essex County Council's social services and Essex police.
:41:17. > :41:21.There are other problems, too. The force deals with 32,000 domestic
:41:21. > :41:26.violence showed Kohl's paired here, but the Home Office believes this
:41:26. > :41:29.is 12,000 fewer than it should be. Senna said it took one year from
:41:29. > :41:33.the day she first reported been beaten from her ex-partner before
:41:33. > :41:37.she was able to move into a refuge. -- Sarah.
:41:37. > :41:45.She says she felt let down the social services.
:41:45. > :41:48.I do not know my own mind. I had no peace of mind for one whole year.
:41:48. > :41:53.They could have reported it to social services, social services
:41:53. > :41:58.could have come around. I have had them in my life since I have been
:41:58. > :42:02.in Refuge, and are openly welcome them. I have nothing to hide.
:42:03. > :42:06.It is hoped that this building mind me will form part of the solution.
:42:06. > :42:12.It will be Essex police in's new central referring units, to handle
:42:12. > :42:16.domestic violence calls. New buyer will be a domestic violence up, the
:42:16. > :42:19.idea is that data will be able to be shared more easily. It will also
:42:19. > :42:25.be more simple for domestic violence victims to find The Help
:42:25. > :42:29.they need. They will notice a quicker response, more dynamic risk
:42:29. > :42:33.assessment. So if an incident is reported to us, it will go straight
:42:33. > :42:41.to the sacred officers who will make a decision then and there
:42:41. > :42:44.about what the best plan is. -- to safeguard officers. At the moment
:42:44. > :42:48.there will be a slight delay as the officer must fill out a form before
:42:48. > :42:52.sending the referral on to the domestic violence team.
:42:52. > :42:56.This is part of the no -- he knew whole Essex Community budget, a
:42:56. > :43:00.pilot scheme that will see many services in the region near her
:43:00. > :43:05.eyes from scratch. New proposals submitted to the Government for
:43:05. > :43:11.approval could see savings of more than �400 million within six years.
:43:11. > :43:16.But this could lead to job losses. This is about delivering more
:43:16. > :43:21.effective and efficient services through multi-agency work. Working
:43:21. > :43:27.with the police, with health, with local Government bodies and the
:43:27. > :43:32.Ministry of Justice as well. It is about making services able to
:43:32. > :43:39.deliver continued services against increasingly difficult pressures in
:43:39. > :43:43.these times. These proposals could affect a number of different
:43:43. > :43:47.services, so several areas must give them the go-ahead. Essex
:43:47. > :43:50.County Council say they must make these reforms, many people using
:43:50. > :43:54.these services could see changes beginning next year.
:43:54. > :43:59.We caught up with the Secretary of Communities and Local Government,
:43:59. > :44:04.Eric Pickles, had asked him what community budgets would achieve.
:44:04. > :44:09.The idea is to rule this out nationally, so that when people go
:44:09. > :44:15.through the door of a local authority there is just one service
:44:15. > :44:18.there, and completely integrated service. Essex are doing something
:44:18. > :44:24.interesting, they have looked at things like domestic violence and
:44:24. > :44:30.not looking at domestic violence endure isolation. They have tidied
:44:30. > :44:33.up to school truancy and housing conditions and the like. By
:44:33. > :44:36.bringing the various agencies together they have been able to
:44:37. > :44:42.offer better services to the customer.
:44:42. > :44:47.Picking up on that, the situation in Essex at the moment is that they
:44:47. > :44:52.have 80 different organisations remain 116 different phone lines.
:44:52. > :44:57.This community budget will hat at this kind of duplication and get
:44:57. > :45:01.rid of it. It is good to have local services that work closely with
:45:01. > :45:06.women's refuges and -- in Basildon and Harlow. There are so many of
:45:06. > :45:11.them. Their close to the victims, and this is not about bureaucracy,
:45:11. > :45:18.it is about domestic violence. This terrible case in Braintree, and
:45:18. > :45:24.what did the Police Complaints Commission fined? A huge backlog.
:45:24. > :45:27.And a huge shortfall of resources. Whether it is the key organisations
:45:27. > :45:33.or one, if there is not enough money in the system the service
:45:33. > :45:38.cannot provide protection to women in that case, including a woman who
:45:38. > :45:41.died. They had to do a Freedom of Information request in every local
:45:41. > :45:47.authority in the country and it shows that a and genially half-a-
:45:47. > :45:52.million cuts already by Essex on domestic violence provision. This
:45:52. > :45:57.is the third worst in the country, so my message is, victims of
:45:57. > :46:01.domestic violence are not being protected because of cuts.
:46:01. > :46:06.Moving on to that subject of cuts, efficiency and improvements at the
:46:06. > :46:11.same time. How do you get more for less? Does the Government have a
:46:11. > :46:18.magic wand? We must separate two things out. I
:46:18. > :46:24.am in favour of this pulled budgets. Irrespective of what the funding is,
:46:24. > :46:27.it is just good Government. None of us found it acceptable about the
:46:27. > :46:31.case in London where the police were not talking to social services
:46:31. > :46:38.and vice versa, that must stop. This model could work and we are
:46:38. > :46:43.trying it out. It is separate from the cuts issue. We all know why all
:46:43. > :46:48.public services, with the exception of the Health Service, are being
:46:48. > :46:52.reduced. We have a huge deficit. It is the peacetime deficit. More with
:46:52. > :46:58.less is something that plenty of parts of Government and plenty of
:46:58. > :47:02.businesses do it hazels do it. He made a small armoured of money go
:47:02. > :47:06.far further and I do not accept that less money means were more
:47:06. > :47:10.domestic violence. Is there is separate from cuts? Is
:47:10. > :47:16.this the way to dress it up? think the one-stop-shop approach
:47:16. > :47:21.was pioneered by some local Government ministers when Labour
:47:21. > :47:26.were in administration. This is not just the Conservative idea.
:47:26. > :47:29.It was your total police initiative. I am fully in favour of the
:47:29. > :47:34.principle, but I spoke to my colleagues in Essex County Council
:47:34. > :47:38.and they said this is yet another Kinnock like every other one and it
:47:38. > :47:44.will last a few months and in a few years' time they will move on. --
:47:44. > :47:48.in yet another gimmick. They say that this is like a "big society",
:47:48. > :47:55.this is cover for taking money out of directly provided services in
:47:55. > :48:00.Essex. The outcome of that, is that services in Essex and have been
:48:00. > :48:03.provided by a third party providers at people have lost between two and
:48:03. > :48:07.�12,000 per year, so you have the poorest paid people caring for the
:48:07. > :48:11.most voluble people in our society. But you used to run a council,
:48:11. > :48:17.wouldn't you have liked to have more control over the money was
:48:17. > :48:19.spent? I have worked with people with disabilities or as well as my
:48:20. > :48:24.work in politics, and I am proud to campaign with these different
:48:24. > :48:27.groups. We have always wanted to cut down the barriers between
:48:27. > :48:36.health and social services and it has proved difficult to do so. It
:48:36. > :48:40.can only happen if there is a fair bit of faith in the system. After
:48:40. > :48:44.the long build-up, the autumn of elections reaches its peak. We will
:48:44. > :48:48.hear from more candidates in the running for the role of police and
:48:48. > :48:54.Crown Commissioners in. First, that final push for Corby. It is a
:48:54. > :48:58.result that matters, because the seats being borne by the Government
:48:58. > :49:01.at every General Election since 1983. If Labour wins Corgi it will
:49:01. > :49:10.be their first by-election gain from the Conservatives in over 15
:49:10. > :49:14.years. -- if Labour wins Corby. On Friday the Labour leader was
:49:14. > :49:18.back in Corby. His fourth visit on the campaign. I take nothing for
:49:18. > :49:21.granted, and we will fight for every vote. It is very important
:49:22. > :49:26.that the people of Corby have a representative who will stand up
:49:26. > :49:30.for them. Stand up against the squeeze in the living standards,
:49:30. > :49:32.stand up for jobs for our young people and stand up for a fairer
:49:32. > :49:36.tax system and a different direction for the country.
:49:36. > :49:40.The Prime Minister has only been here once, and for less than 90
:49:40. > :49:43.minutes. The Cabinet have all made brief
:49:43. > :49:47.appearances, well away from the cameras and many other Conservative
:49:47. > :49:51.MPs have got in to help out with campaigning. Most of my colleagues
:49:51. > :49:54.will have wanted to get through here at some stage during a
:49:54. > :49:58.campaign just to show support and show that the Conservative Party is
:49:58. > :50:05.behind the candidate at whatever anybody says, whatever you read, we
:50:05. > :50:09.are extremely proud of this Government's record.
:50:09. > :50:13.In the hustings, as on the doorsteps, the main issue has been
:50:13. > :50:17.jobs and the economy. You are out of touch with what a young people
:50:17. > :50:21.want. It is clear that many people are disillusioned with all
:50:21. > :50:25.politicians. The turnout on Thursday will be interesting.
:50:25. > :50:29.It will also be interesting to see how much the Louise Mensch factor
:50:29. > :50:33.plays in this election. He did not have to be here for long to realise
:50:33. > :50:39.that many people felt their last it he was often absent and celebrity
:50:39. > :50:44.obsessed. How will Nadine Dorries's exploits in the jungle play among
:50:44. > :50:48.supporters? You kept are hoping to benefit
:50:48. > :50:52.substantially from public disillusionment. First day could be
:50:53. > :50:57.one of the main stories of the selection. We have Conservative
:50:57. > :51:02.voters in the most shy parts of the constituency who feel very let down
:51:02. > :51:05.by unit Cameron and Labour voters furious with the Labour Party for
:51:05. > :51:08.opening up this region to of Eastern Europe.
:51:08. > :51:12.The Liberal Democrat candidate has not even taking time off work to
:51:12. > :51:15.fight this election, the party leadership knows that when you are
:51:15. > :51:20.the junior member of a coalition you face a very big up will
:51:20. > :51:23.struggle. They are trying their hardest. In the by-election you do
:51:23. > :51:29.not change the Government, you elect someone to speak up for the
:51:29. > :51:33.people of a constituency. I hope that this is what the people of
:51:33. > :51:37.Corby that parts of Northamptonshire see and understand.
:51:37. > :51:41.With 14 names on the ballot paper, the local council will lot could
:51:41. > :51:45.the vote until Friday. By this time next week, one of the longest by-
:51:45. > :51:49.election campaigns in some time will finally be over.
:51:49. > :51:54.That is the picture in Corby, let's take a final look at the candidates
:51:54. > :51:57.for the new role of police and crime commissioner. Voting is on
:51:57. > :52:01.Thursday to elect the head of or eight police forces who will have
:52:01. > :52:05.the power to hire and fire chief constables. Coming up, candidates
:52:05. > :52:11.in Norfolk but we begin with the Thames Valley force which covers
:52:11. > :52:18.Milton Keynes. He must make savings of �31.7
:52:18. > :52:22.million, and those savings will be found by 2015. Managers calculates
:52:22. > :52:25.that for and 39 people the staff and 96 officers will have to be cut
:52:25. > :52:28.to balance the books. One of the things I want to do is
:52:29. > :52:34.ensure that there is an a quality of service across the region, so
:52:34. > :52:41.nobody feels bold the dog, everyone feels they have an except -- and
:52:41. > :52:45.accessible PCC. Milton Keynes is one of our largest towns, it is
:52:45. > :52:51.very important and I watch as I chaired the performance committee,
:52:51. > :52:56.I watched the statistics on Milton Keynes very carefully. It is
:52:56. > :53:00.setting local priorities. I will have to get involved because I am
:53:00. > :53:07.conscious that in the Thames Valley area or it is a very fast area. It
:53:07. > :53:10.will not be a case of him one rule fits all, that is not the case.
:53:10. > :53:12.police and crime Commission will be responsible for all citizens
:53:12. > :53:16.anywhere in Berkshire, Buckinghamshire and Oxfordshire.
:53:16. > :53:22.That include Milton Keynes as much as Oxford and High Wycombe and
:53:22. > :53:27.slower and anyone else. I would say that every town course City will be

:54:05. > :54:13.officers by hundred and 50 to 250. All five candidates are acutely
:54:13. > :54:16.aware of the need for more for less. The Government have delayed from
:54:16. > :54:21.November to December when they tell the police what money they will be
:54:21. > :54:25.allocated. That is what I'm concentrating on. I would also go
:54:25. > :54:31.and see whoever wins in Suffolk, because collaboration to save money
:54:31. > :54:36.has been going on and still has further to go. Part of the police
:54:36. > :54:40.role is catching criminals, the other part is preventing crime and
:54:41. > :54:44.to do that he would have voluntary organisations. A lot of pressure
:54:44. > :54:49.and input must be put on those lottery organisations to help as
:54:49. > :54:53.much as possible. I am absolutely opposed to privatisation, what we
:54:53. > :54:57.need to make sure is that policing remains accountable so the people
:54:57. > :55:01.that -- to the people they serve not Private shareholders. I cannot
:55:01. > :55:06.one small businesses over run by big businesses, or policing over
:55:06. > :55:08.run by G4S. I want to make sure that doesn't happen. The Chief
:55:08. > :55:13.Constable remains operationally responsible for his old force, and
:55:13. > :55:16.this will be the same all for England and Wales by end of this
:55:16. > :55:19.election. Well there is a role of the delivery of public service is a
:55:19. > :55:23.new business model that will enable us to get the efficiencies we need,
:55:23. > :55:28.to run up the results you want. additionally it always is old
:55:28. > :55:32.people who will vote, but many of people have spoken up that there
:55:32. > :55:35.are encouraged to vote. Whether it is for me of another candidate,
:55:35. > :55:39.seeing them people active in politics is encouraging. The police

:55:44. > :55:51.In your experience as a Shadow Minister, where these roles
:55:51. > :55:55.welcomed? And have to tell you that I would all over the police
