:42:06. > :42:09.Good morning. Lose the logos and scrap the slogan has it - how

:42:09. > :42:15.branding experts are searching the sole of your town to boost business.

:42:15. > :42:25.To discuss that and the rest of this week's news, I'm joined by the

:42:25. > :42:26.

:42:26. > :42:30.Labour MP Simon Danczuk and their Euro MP and leader of the British

:42:30. > :42:33.National Party Nick Griffin. High- speed rail as one of the largest

:42:33. > :42:39.infrastructure projects ever announced in the region, 33

:42:39. > :42:44.billion. It is a lot of money, do you think it is too expensive?

:42:44. > :42:48.is about a 10th of what has been spent bailing out the banks, so

:42:48. > :42:54.provided that jobs go to British workers, then it is affordable.

:42:54. > :43:01.Whether it is worth doing is a matter of debate. The we will be

:43:01. > :43:06.having that debate. What you think? It is good for the north-west. It

:43:06. > :43:12.helps to rebalance the economy in terms of north and south. I welcome

:43:12. > :43:15.the it. Let us take a look at some of the detail and indeed the route.

:43:15. > :43:22.HS2 will split at Birmingham, one line heading to Yorkshire and

:43:22. > :43:27.another stopping in Crewe. It will then head two new stations at

:43:27. > :43:37.Manchester Airport and Manchester Piccadilly. They also be it I new

:43:37. > :43:39.

:43:39. > :43:43.line at an existing airport at Wigan. The new trains will be

:43:43. > :43:46.capable of 225 miles per hour. The current journey from Manchester to

:43:46. > :43:52.London of two hours and eight minutes will in future take just

:43:52. > :43:58.one hour and eight minutes. Barely enough time for a sleet. But

:43:58. > :44:03.the big question - is it worth it? How might it affect the regional

:44:03. > :44:13.economy? What about places like Liverpool that have missed out?

:44:13. > :44:18.

:44:18. > :44:22.The world's first passenger railway station opened here in Liverpool.

:44:22. > :44:28.All the major cities should be treated fairly and proportionately.

:44:28. > :44:32.A major economic club should not be disadvantaged. While Liverpool will

:44:32. > :44:36.not have a station, Manchester will have a station in the city centre

:44:36. > :44:42.and one at the airport to attract international business. We think it

:44:42. > :44:46.will bring a greater economic boost to the region, it will be such jobs,

:44:46. > :44:50.it will connect us as a city much better to other atrocities in the

:44:50. > :44:53.country. The Government believes that there

:44:54. > :44:58.line will rebalance the economy, healing the North-South divide and

:44:58. > :45:03.bringing new jobs. Their evidence is being questioned. We can expect

:45:03. > :45:07.some impact, but the biggest advantages will accrue to London

:45:07. > :45:13.and the South. The big guns were sent out this week to spread the

:45:13. > :45:17.message that this is good news for the whole region. We think it is

:45:17. > :45:22.only right for the north-west that it has its fair share of economic

:45:22. > :45:28.benefits to come. Their evidence in France and Spain is says that high-

:45:28. > :45:38.speed rail does in fact help. I would not spend money on this,

:45:38. > :45:39.

:45:39. > :45:46.which is little more than a vanity project. It will be 2032 before the

:45:46. > :45:55.first trains pulling to Manchester. In the meantime, it will to be --

:45:55. > :45:59.it will be debated whether or not it will be worth it.

:45:59. > :46:04.I asked the Chancellor of the Exchequer exactly how HS2 will help

:46:04. > :46:10.the north-west economy. It is not just about quicker journey times to

:46:10. > :46:17.Birmingham and London, it is also about creating a whole economic

:46:17. > :46:22.infrastructure for the North of England. Around those stations,

:46:22. > :46:24.businesses will come and locate. You're coming from abroad, about

:46:24. > :46:30.international business. You might have previously thought that you

:46:30. > :46:34.would locate sure -- will take your business in London, but now you

:46:34. > :46:38.might say that Manchester has much better connections not just to

:46:38. > :46:46.London but the Continent of Europe. It will change that geography of

:46:46. > :46:50.Britain. But it is worth 1,000 per household. There have the

:46:50. > :46:54.Victorians had not built the railways, or people had not built

:46:54. > :47:03.the motorways 50 years ago we were not have those things. Where would

:47:03. > :47:08.Manchester be without the M6 in the M32? We are doing the same thing

:47:08. > :47:11.today. This is about boosting the regional economy. He would accept

:47:11. > :47:17.that up until now it has proved much more difficult to get economic

:47:17. > :47:20.growth that you had hoped for? would say that for many years

:47:20. > :47:24.Britain made a big mistake, which was to pin all its hopes on the

:47:24. > :47:28.city of London. This government is trying to rebalance the British

:47:28. > :47:34.economy, make sure that there is growth and investment in the North

:47:34. > :47:38.of England. We are doing it with projects like in our than real hub.

:47:38. > :47:41.That is happening now, but we are also taking at the decision so that

:47:41. > :47:45.when we are here in 20 years' time we will say that we did not duck

:47:45. > :47:49.the challenge of a regeneration, which was to make the North

:47:49. > :47:54.connected to the global economy and make sure that the North is a

:47:55. > :47:59.beneficiary in the global race. Do you accept the government's

:47:59. > :48:04.argument that this is good news and it is going to be a big boost for

:48:04. > :48:08.the north-west regional economy? do accept that and it was a Labour

:48:08. > :48:15.proposal in government. I do not think it is coming to fruition soon

:48:15. > :48:20.enough, buses is right that places like Rochdale, that I represent,

:48:20. > :48:24.rely on jobs in Manchester city centre. If we can attract more

:48:24. > :48:28.investment into Manchester, and this will help to that, then I

:48:28. > :48:35.welcome it. The legislation need started out and it could be done in

:48:35. > :48:39.one process. And so important part is that we should build from the

:48:39. > :48:43.north to the south and to the south -- from the south to the north so

:48:43. > :48:49.that we get it done quickly. It is not connecting to Heathrow, that is

:48:49. > :48:52.a big mistake. What about the concerns from Liverpool, they are

:48:52. > :48:57.saying it is a fantastic thing for Manchester, they are getting two

:48:57. > :49:02.stations but we're not getting any. There are understandably

:49:02. > :49:07.disappointed. What we should work on his better connections between

:49:07. > :49:13.Manchester and Liverpool. Their two potential groups of losers in this.

:49:13. > :49:16.Overall, it is worth doing, it is a better use of the money than

:49:16. > :49:19.invading foreign countries are bailing out the banks. But we have

:49:19. > :49:24.to address the problem that Liverpool is in a bad enough

:49:25. > :49:34.economic state as it is. The it is growing. It is growing, but there

:49:34. > :49:43.is still some terrible deprivation and Liverpool. I know that Rochdale

:49:43. > :49:49.and Manchester have their own, but Liverpool is worse. It is going to

:49:49. > :49:59.disadvantage Liverpool greatly. It is essential... The question that

:49:59. > :50:04.

:50:04. > :50:11.people watching this will ask, what had he as a north-west European MP

:50:11. > :50:15.done for Liverpool as a member of the European Parliament? He had

:50:15. > :50:25.been there for each years. Don't spend time attacking me, we are

:50:25. > :50:25.

:50:25. > :50:29.here to talk about HS2. As they MEP for the whole of the north-west

:50:29. > :50:33.including Liverpool... Let me just ask your opinion on another point

:50:34. > :50:38.that was made by the professor in the film, which is that the danger

:50:38. > :50:43.is that actually the impact is debased London rather than the

:50:43. > :50:48.north-west. It could do, but then again if you were going one way on

:50:48. > :50:54.the trainee will have to come back the other way. That is questionable.

:50:54. > :51:04.What's his death and it is that if Liverpool is not connected -- that

:51:04. > :51:08.is definite. Liverpool will miss out. The small towns will not be

:51:09. > :51:17.connected, that needs addressing. We cannot afford to the his

:51:17. > :51:27.environment and farmland. The issue did a trench, they should pit that

:51:27. > :51:27.

:51:27. > :51:31.line underground. Could you think a better ways to spend 33 billion?

:51:32. > :51:37.This will not start until 2017, so in terms of certain yet the economy

:51:37. > :51:41.this is not a solution. It is very much a long-term policy. It has to

:51:41. > :51:47.be started, we have to move with the Times, we have to update our

:51:47. > :51:51.infrastructure. That is something that the United Kingdom has been

:51:51. > :51:56.wrestling with for quite some time. There has been quite a lot of

:51:56. > :52:01.public resistance to it. But only by those people who are adversely

:52:01. > :52:04.affected by it. There is no doubt about it, from an economic

:52:04. > :52:10.perspective that is good in terms of redressing the North-South

:52:10. > :52:14.divide in terms of the economy. This week we have had a visit from

:52:15. > :52:21.the Queen. Mary Portas has been visiting the region to bring new

:52:21. > :52:24.life to faded town centres, but she is not the only one. Pencils are

:52:25. > :52:30.turning to creative agencies to help make our towns and cities cool

:52:30. > :52:38.places to live and do business. His City branding working? We have been

:52:38. > :52:43.fined and out. It is about turning a location in

:52:43. > :52:48.to a destination. This man's brand communications agency is working

:52:48. > :52:53.with Liverpool City Council. His mission is to create a buzz around

:52:53. > :52:57.Birkenhead by using the old to transform into the new. It is about

:52:57. > :53:05.using exciting things that have happened in the past am looking

:53:05. > :53:09.towards the future. It is about looking at the way people top, what

:53:09. > :53:14.we are about, the way that buildings are created. He the

:53:15. > :53:18.architecture comes to life. Logos and signs are part of City branding,

:53:18. > :53:24.but with cuts being a sign of the Times, can local authorities afford

:53:24. > :53:31.it? Manchester City Council has its own in-house design team, which

:53:31. > :53:36.cost a quarter of a million pounds a year. Is it money well spent?

:53:36. > :53:40.are losing jobs within the city council and attracting economic

:53:40. > :53:44.activity becomes even more important than it was previously.

:53:45. > :53:48.Having modern branding, having something that scrapes the sort of

:53:48. > :53:52.place that the city is makes it more attractive for companies to

:53:52. > :53:59.come to. She came of a bad reputation requires more than a

:53:59. > :54:09.slick logos. You cannot get young people to do joined-up writing let

:54:09. > :54:10.

:54:10. > :54:15.alone in Dons up sentence says. Fixing things you has not been easy.

:54:15. > :54:20.This man has been working with Manchester City Council to promote

:54:20. > :54:30.this area. There is investment and a brand new college. He is whether

:54:30. > :54:33.

:54:33. > :54:39.a shot on its way up? -- within shock. Our campaign is an image

:54:39. > :54:46.campaign that is about local pride. A visit from the Queen of shops was

:54:46. > :54:52.well comes this week in Stockport. She has given 100,000 of

:54:53. > :54:59.government money to revamp. think about so many times across

:54:59. > :55:03.the country, you visit them often for reasons that are of shopping.

:55:03. > :55:10.For Nelson, the branding is important, why would I go to

:55:10. > :55:16.Nelson? Why would people come here? Is it for markets, shopping, is it

:55:16. > :55:20.for socialising, does it have great restaurants? Some places do not

:55:20. > :55:24.need help in being hip. This is the Northern Quarter in Manchester, it

:55:24. > :55:31.is quirky, bohemian and effortlessly cool. Some believe

:55:31. > :55:35.that this is achieved bought -- achieved organically. Here in the

:55:35. > :55:39.Northern Quarter, you have traders, residents, people visiting, all

:55:39. > :55:44.understanding what makes the Northern Quarter unique and buying

:55:44. > :55:49.into it in some way. A lot of local authorities and councils that have

:55:49. > :55:54.invested in branding have done so in a superficial way. It is just

:55:54. > :56:00.about a snazzy logo. It branding is big business. Getting it right is

:56:00. > :56:05.an even bigger challenge. Nick Griffin, you have had a

:56:05. > :56:09.rebrand of your own party, was that last year, are the you before? Why

:56:10. > :56:15.did you do it? We did it because we had been smeared, we had been

:56:15. > :56:20.attacked for many years. A rebrand was one way of doing that. But of

:56:20. > :56:24.course we did that with our own money. This preference is

:56:24. > :56:28.government money. There is no such thing, it is taxpayers' money. It

:56:28. > :56:34.is a shocking waste of money and it will only take away traditional

:56:34. > :56:40.symbols. It does not need rebranding, leave the money alone

:56:40. > :56:43.and leave it with the tax payers. Some of it is taxpayers' money, but

:56:43. > :56:51.some of it is private enterprise groups. What was the energy were

:56:52. > :56:57.trying to get away from? We were trying to get away from image

:56:57. > :57:03.inflicted on us about Labour Party thugs. There is trouble on the

:57:03. > :57:06.streets and the BNP is involved. We care for Britain, it sums it up.

:57:06. > :57:11.have to take exception to some of the Commons that he made there.

:57:11. > :57:15.Some of what you were saying was clearly nonsense. In terms of thugs

:57:15. > :57:19.and everything else. It is up to you whether you want to rebrand,

:57:19. > :57:24.but people see through this shiny Veneer that you were trying to

:57:24. > :57:29.create. They will clearly see that your policies do not suit the vast

:57:29. > :57:34.majority of people. I see that you're trying to the brand and a

:57:34. > :57:40.desperate attempt to win votes, but she did worse recently than in the

:57:40. > :57:45.general election. You are losing support left, right and centre. One

:57:45. > :57:53.of the reasons is that, and I will give you an example, the Rochdale

:57:53. > :57:58.grooming case which was playing out in the courts and Liverpool, you

:57:58. > :58:08.nearly caused a case against 90 defiles to collapse. You are not

:58:08. > :58:11.

:58:11. > :58:16.interested in justice against these nine pay to fells, -- nine abusers,

:58:16. > :58:23.he nearly cost the case to collapse. You should use this chance to say

:58:23. > :58:29.sorry to the victims. You nearly it ensured it justice was not done.

:58:29. > :58:36.was talking about grooming saying that this grooming by a Muslim gang

:58:36. > :58:43.is a problem. You were heavily involved in Rochdale Labour, the

:58:43. > :58:51.prospective candidate in 2007. He did not talk about it for years. He

:58:51. > :59:01.wanted the votes. You said nothing. But you accept that you nearly cost

:59:01. > :59:02.

:59:02. > :59:09.the case to collapse? That is spent. No, it is not spend. That would

:59:09. > :59:13.have been devastating for the victims. Gentleman, can I just come

:59:13. > :59:17.back to the point that we were making, which is that despite the

:59:17. > :59:22.rebrand, your party is struggling now, worse than it ever has done,

:59:22. > :59:27.in terms of councillors who have dropped down to three councillors

:59:27. > :59:31.throughout the entire country. You had to MEPs elected, one of them is

:59:31. > :59:38.the long run the party. There doesn't appear to be a imploding.

:59:38. > :59:42.Yes, we have taken a hit, primarily because some of our voters are

:59:42. > :59:51.former Labour voters. The Labour Party were making a terrific hash

:59:51. > :59:54.of it in Parliament. When they are in opposition, there is a

:59:54. > :00:00.temptation of -- for a Labour voters to say that they will go

:00:00. > :00:09.back to the Labour Party. New line no longer the clear 4th party.

:00:09. > :00:12.have not been treated fairly by the BBC. The BBC's rules were... Before

:00:12. > :00:16.the 2009 election, they said that if you get elected to the European

:00:16. > :00:22.Parliament we will give you two sessions on Question Time every

:00:22. > :00:32.year and additionally do that comes up and it is your issue we will

:00:32. > :00:33.

:00:33. > :00:42.have you on. The change the rules to keep us off. The BBC shut us out,

:00:42. > :00:48.pretence we are not there. You are here now. Simon Danczuk, does

:00:48. > :00:52.Rochdale council leader rebrand? do not think so. I have some

:00:52. > :00:56.sympathy for doing some work on branding, I think it has a place.

:00:56. > :01:00.But the reality is that what you need to get right is frontline

:01:00. > :01:06.services and that is for any local authority, public face our

:01:06. > :01:09.organisation. They have to deliver frontline services, that is crucial.

:01:09. > :01:13.But you have been very critical of the Council and the way that it has

:01:13. > :01:18.reacted to this whole issue of the grooming cases. Specifically that

:01:18. > :01:26.they are not moving fast enough with their own investigation.

:01:26. > :01:30.Absolutely. I have held local authority to account on every

:01:31. > :01:40.account. I have ensured that it has been investigated. It does not need

:01:41. > :01:40.

:01:41. > :01:45.a real band, it needs running well and efficiently. Last weekend he

:01:45. > :01:53.talked about the way that you had said to rabbits that had died in

:01:53. > :01:59.the road to your family to save money. If people want to see the

:01:59. > :02:02.full context of the speech they can go on the website. We need to reach

:02:02. > :02:08.out to people in our communities that are left behind who no one

:02:08. > :02:14.cares about. Pensioners, very lonely, very hungry. The homeless

:02:14. > :02:21.on the streets. We need to be taking people food parcels, we need

:02:21. > :02:29.to be running fitted kitchens, we need to raise funds. -- food

:02:29. > :02:32.kitchens. I was talking about how to raise money to go out and help

:02:32. > :02:41.people. Something that Labour Party used to do end everyone has

:02:42. > :02:51.forgotten about. You also gave everyone a leaflet expressing what

:02:52. > :02:53.

:02:53. > :02:58.to do if you get arrested. Do you members me that? Unfortunately, yes.

:02:58. > :03:05.We were campaigning before about racism cutting both ways. English

:03:05. > :03:10.people can be victims as well. Members were finally compensated

:03:10. > :03:17.after being arrested. But they were just exercising freedom of speech.

:03:17. > :03:27.The week's news in 60 seconds. Do not come put on us, it is a top

:03:27. > :03:38.

:03:38. > :03:43.six issue -- toxic issue and now councillors have voted against

:03:43. > :03:46.having a nuclear waste disposal facility.

:03:46. > :03:51.An Isle of Man hospital has sought legal advice after inaccuracies in

:03:51. > :03:58.cancer treatment tests. There was that will now seek specialist help

:03:59. > :04:05.from the UK. There has been a call for positive discrimination to get

:04:05. > :04:15.more police officers from ethnic minority backgrounds. It is not

:04:15. > :04:22.just about political correctness. Under a scheme has been launched in

:04:22. > :04:26.Liverpool. Nick Griffin, do you sure that you

:04:26. > :04:32.that you would like to see more ethnic minorities and the police?

:04:32. > :04:38.Police officers should be appointed and promoted purely on the grounds

:04:38. > :04:44.of merit. I do not care whether they are white, black or brown,

:04:44. > :04:47.they should be recruited on their merit. We need a mix of people in
