:01:21. > :01:24.Why is obesity in Wales a growing problem?

:01:24. > :01:34.And on your marks, get set for more Olympic criticism. Are we really

:01:34. > :01:34.

:01:34. > :31:30.Apology for the loss of subtitles for 1795 seconds

:31:30. > :31:34.Hello, I'm Aled ap Dafydd. And on the Sunday Politics Wales, we'll

:31:34. > :31:38.discuss what can be done to tackle the obesity crisis. Perhaps sport

:31:38. > :31:42.and the Olympic Games could help, but one Welsh MP has big doubts

:31:42. > :31:46.over the impact of the London 2012 Games on Wales. On the starting

:31:46. > :31:54.blocks ready to help for the next 20 minutes are the Labour MP Chris

:31:55. > :31:59.Evans and the Welsh Conservative AM Suzy Davies. The 4th the 4th them

:31:59. > :32:01.in the news today, more concerns regarding security ahead of the

:32:01. > :32:04.Olympics. The Government has acknowledged

:32:04. > :32:09.that the inspectors were raising concerns as far back as 10 months

:32:09. > :32:14.ago. Are you convinced the Games will be trouble-free? I hope they

:32:14. > :32:17.will be, but I think the wider issue is a completely shocking. We

:32:17. > :32:21.are two weeks away from the biggest show on earth and they cannot

:32:21. > :32:25.fulfil a contract. I feel sorry for the men and women in the armed

:32:25. > :32:29.forces who have got to come back and provide security for the Games

:32:30. > :32:34.when they are coming off six-month tours. They will be late seeing

:32:34. > :32:38.their families. By God for the armed forces. This is deeply

:32:38. > :32:43.embarrassing for Theresa May has said on Monday confident everything

:32:43. > :32:46.was in place. It now seems like a shambles. It is certainly

:32:47. > :32:50.embarrassing for the company. It is worth remembering that their chief

:32:50. > :32:54.Executive said hear Tony then there was a problem for the last few days.

:32:54. > :32:57.You cannot expect the Home Secretary to know. You cannot

:32:57. > :33:03.expect the Home Secretary to know if the chief Executive does not

:33:04. > :33:07.know. Now that she has been told of the problem, there has been the

:33:07. > :33:11.swiftest response. I think we can be confident at the level of

:33:11. > :33:15.security will be more than enough to meet the demands of the Games.

:33:15. > :33:17.we will talk more about the Olympics later in the programme.

:33:18. > :33:20.A leading Welsh surgeon operating on the morbidly obese has told

:33:20. > :33:23.Sunday Politics that obesity is depressingly on the rise with his

:33:23. > :33:26.team having 1,000 referrals in 18 months. One AM has suggested

:33:26. > :33:29.severely overweight children might have to be taken into care if no

:33:29. > :33:38.other way can be found to help them because he believes their parents

:33:38. > :33:42.are killing them with kindness. Adrian Browne reports.

:33:42. > :33:45.Over the years, we have no more and more of us are becoming overweight

:33:46. > :33:49.and at least because we have seen evidence all around us. There are

:33:49. > :33:54.also people most of us to see whose bodies are so big they rarely get

:33:54. > :33:59.out of their homes. These are some of the people Jonathan Barry seas.

:33:59. > :34:04.Replace the band at the top of that the stomach to create a patch. When

:34:04. > :34:09.the patient eats at the food, the patch views are very quickly and be

:34:09. > :34:15.patient feels full. He is a consultant at bariatric surgeon at.

:34:15. > :34:19.He treats patients and weighing as much as 50 stone. The unit at

:34:19. > :34:26.Swansea's Morriston Hospital has had a thousand referrals in 18

:34:26. > :34:31.months. After 90 morbidly obese patients a year and to grow --

:34:31. > :34:35.undergo operations or use other techniques to reduce the number of

:34:35. > :34:41.calories they absorb. A one-way operate on paper actions with

:34:41. > :34:45.diabetes, -- when we operate on these patients, they have such a

:34:45. > :34:49.significant improvement that they reduce their medication for blood

:34:49. > :34:54.pressure. A lot of cured of diabetes. There is a cost benefit

:34:54. > :34:59.to that. After two and a half years, there is a significant saving. We

:34:59. > :35:04.know that this is an expensive the disease that is not going away.

:35:04. > :35:08.May, there was the alarming story of that this goal, an obese

:35:08. > :35:13.teenager with problems began when she was five. Her home had a 10 ft

:35:13. > :35:17.hole cut in it and a bridge built so she could be taken to hospital.

:35:17. > :35:23.An extreme case, yet, for those physically able to venture outside,

:35:23. > :35:27.doing so is still often a major ordeal. These people to have to be

:35:27. > :35:34.paid -- brave just to go outside the front door. A lot of my

:35:34. > :35:37.patients say they feel quite embarrassed to going anywhere. This

:35:37. > :35:41.reinforces the problem. We have seen patients over the years who

:35:41. > :35:45.have not left home for, young people who have not left home for

:35:45. > :35:50.eight years. A study for the Welsh Government last year estimated

:35:50. > :35:55.obesity was costing the NHS in Wales centre 3 million a year. The

:35:55. > :36:00.research by Swansea University for the true cost could be higher. The

:36:00. > :36:06.latest -- latest survey put Wales 4th out of 39 nations for

:36:07. > :36:11.overweight or obese teenagers. Behind only the United States,

:36:11. > :36:16.Greece and Canada. With his outgoing chief medical officer said

:36:16. > :36:20.the growth in overweight and obesity has slowed, but there are

:36:21. > :36:25.still much to do. He questioned the sponsorship of big sports events

:36:25. > :36:31.such as the Olympics by fast food brands. Earlier this month and the

:36:31. > :36:35.Assembly, the Plaid Cymru am at Lindsay Whittle suggested drastic

:36:35. > :36:39.action on a chartered obesity it might be needed if all else fails.

:36:40. > :36:44.Is it not time that this Government initiates discussions with health

:36:44. > :36:47.and social care agencies about the feasibility of empowering health

:36:47. > :36:51.and social care workers to warn parents of the to not take

:36:51. > :36:56.responsibility for their children's increasing weight problems, they

:36:56. > :37:00.run the risk of their children being taken into care? I do not

:37:00. > :37:04.wish to take children into care, but what is happening is that some

:37:04. > :37:10.parents are killing their round children with kindness. I'm sure

:37:10. > :37:15.they do not mean to, but that is what is happening. We have to send

:37:15. > :37:22.a warning to these parents that the children are well, in fact, die,

:37:22. > :37:27.even perhaps giving the parent's lifetime. That is not a pleasant

:37:27. > :37:33.situation for any parent to be in. It is horrendous to think how close

:37:33. > :37:36.to the top of the league table of Chartered obesity Wales ways. If

:37:36. > :37:41.you let go to the United States now, they have the beginning of an

:37:41. > :37:45.epidemic. We have to do something. There has to be affordable,

:37:46. > :37:51.accessible good food, but a commitment to making it possible

:37:51. > :37:56.for children to play outside, to have exercise, that is affordable,

:37:56. > :38:01.and Crutchley, the whole of society it to wake up to the fact that this

:38:01. > :38:05.is a very serious issue. -- gradually. The Welsh Government

:38:05. > :38:09.said that when the children need help, their families are supported.

:38:09. > :38:14.The safety of children and 10 people is paramount, but only when

:38:14. > :38:19.they are at risk is the state intervention needed. Ministers say

:38:19. > :38:27.they are encouraging and supporting individuals to make healthier

:38:28. > :38:33.lifestyle choices. Let's pick up on the recent health behaviours in

:38:33. > :38:38.school age children report which ranked this nation 4th in the

:38:38. > :38:43.obesity league. How has it come to this? I do not think obesity can be

:38:43. > :38:46.solved by legislation. Life has changed in the last 30 years. Most

:38:46. > :38:51.of us now to stationery shops where we are sat behind desks and people

:38:51. > :38:56.tend to keep the children in. There'll other issues. In schools,

:38:56. > :39:00.we need to teach children about healthy eating and put on more

:39:00. > :39:06.physical activity. I recently went to a school and there are

:39:06. > :39:09.activities there every night. They provide sporting opportunities. The

:39:09. > :39:15.great thing about the Olympics coming here is that it can

:39:15. > :39:20.encourage more people to take part in sport. One in five 15 euros in

:39:20. > :39:25.Wales are overweight or obese. His is a failure of Government or of

:39:25. > :39:30.parental leadership? I think the issue is far more complicated than

:39:31. > :39:36.just those two aspects. Lindsay Whittle mentioned parental

:39:36. > :39:41.responsibility. Every parent has to take responsibility. This is a

:39:41. > :39:45.public health element, as well. It is something the Assembly would

:39:45. > :39:48.step in the about. I was pleased to see it was mentioned. Anyone who

:39:48. > :39:53.has ever been on a diet will be told that the relationship with

:39:53. > :39:57.food is the thing that governs people. That is something you

:39:57. > :40:02.cannot legislate. Tickets to be accepted as part of the answer.

:40:02. > :40:05.What about the suggestion that it might come to a point where

:40:05. > :40:10.children have or are overweight and to be some might have to be taken

:40:10. > :40:15.into care? For their own safety and protection, more than anything else.

:40:15. > :40:18.The offer of the child is paramount. We would take to see any family

:40:18. > :40:22.ended up in the situation where a child is taken into care on this

:40:22. > :40:27.issue. But if families cannot understand what they're doing to

:40:27. > :40:30.their children, it would be the same as any other care application.

:40:30. > :40:34.Particularly where the child is in immediate danger. Social services

:40:34. > :40:40.would be under responsibility to consider taking that action.

:40:40. > :40:43.England, we have seen high-profile celebrity chefs trying to put some

:40:43. > :40:47.of healthier menus in schools. That is something we have not really

:40:47. > :40:56.seen here in Wales. Is that something you would advocate?

:40:56. > :41:02.Indeed. I would also like to see occult back on at the idea of fast

:41:02. > :41:05.food outlet sponsoring sporting events. It all the sudden gives

:41:05. > :41:11.some sort of link to it being healthy, when it is not. I would

:41:12. > :41:17.like to see something done about that. Denmark have got a fact tax.

:41:17. > :41:21.Is that an avenue that you would like to explore? I know that in New

:41:21. > :41:25.York, they are taking a very interesting steps against fizzy

:41:26. > :41:31.drinks with the sugar in. I do not think they are going as far as a

:41:31. > :41:35.tax, but it is about education. They have taxed sugary drinks in

:41:35. > :41:39.America and the proportion of people taking them has decreased

:41:39. > :41:43.significantly. It is one way of doing things. I do not know if we

:41:43. > :41:47.should jump to that as the way forward. I am more interested in

:41:48. > :41:51.what we did with cigarettes when warnings started appearing on the

:41:51. > :41:55.cigarette packet rather than in a tiny writing where parents my age

:41:55. > :42:00.cannot read the writing on the back of any food these days to show the

:42:00. > :42:04.calorific values. Bringing that to the front of the package and rather

:42:04. > :42:10.than in tiny writing on the back would be a big start. What about

:42:10. > :42:14.the cost to the NHS? The analysis is that by 2050, obesity will cost

:42:14. > :42:19.the spade 32 billion. That is not sustainable in a time when we know

:42:19. > :42:23.the NHS is facing severe financial pressure. That is why we need to

:42:23. > :42:27.look at education in school and more physical activity and to pick

:42:27. > :42:32.up on the point about warnings, we need to look at portion control. I

:42:32. > :42:38.remember when I was a child, a can of a Coke seemed a lot smaller than

:42:38. > :42:41.it was now. You could not get the train sizes in burger bars. Can I

:42:41. > :42:44.finally finish on this point, when you go to a supermarket, it is

:42:45. > :42:49.often much more expensive to fill your trolley up with fresh fruit

:42:49. > :42:54.and vegetables than it is compared to filling your trolley with cheap

:42:54. > :42:59.pizzas. Is it any wonder that we have come up to be a nation of

:42:59. > :43:03.overweight and obese people? I am going to challenge that. Fresh food

:43:03. > :43:09.is often cheaper than the processed food. It is a question of where you

:43:09. > :43:13.can get hold of it. You are shopping in a different shop to me.

:43:13. > :43:16.Thank you very much. The 2012 Olympic Games kick off in

:43:16. > :43:20.10 days' time at the Millennium Stadium in Cardiff, when the GB

:43:20. > :43:23.women's football team take on New Zealand. Of course, it's a great

:43:23. > :43:30.sporting occasion, but there has been a debate about what economic

:43:30. > :43:36.impact the Games should have. With a final countdown to the Games

:43:36. > :43:42.underway, one of those expressing concerns is the Plaid Cymru MP how

:43:42. > :43:46.well Williams. I was hoping to see many people is by to take it sport.

:43:46. > :43:50.I was hoping to see many medals transporting people from Wales and

:43:50. > :43:55.some of the working around the Olympics would come to Wales. I AM

:43:55. > :43:58.of those at least, we are looking for some disappointments. I'm

:43:59. > :44:02.hoping this was people do very well. That is not the same as all the

:44:02. > :44:06.other ambitions we had for the Olympics in the first place. Other

:44:06. > :44:10.parties, including both parties of Government, Labour in the past and

:44:10. > :44:13.the Conservatives now and of course Liberals as well, they should have

:44:14. > :44:17.been taking responsibility as the people in Government for the whole

:44:18. > :44:21.of the UK, not just London and the South East. They should have been

:44:21. > :44:27.taking more responsibility for the whole of the UK. This sorry saga

:44:27. > :44:37.just goes to prove Our central point to that in the matters like

:44:37. > :44:42.this, with, Scotland, the North West and Ireland come a poor second,

:44:42. > :44:47.third and 4th to the requirements of the south-east. He called it a

:44:47. > :44:51.sorry saga. By you sorry to see the Olympics? I think you should stop

:44:51. > :44:55.moaning. This is brilliant news. All eyes will be on the country.

:44:55. > :45:00.The first event will be at the Millennium Stadium. We are two

:45:00. > :45:06.hours away from London. We should all get behind it. 25,000 people

:45:06. > :45:09.work out when the torch came through my area the of the week.

:45:10. > :45:17.This is excellent. I cannot wait for the Olympics. You are calling

:45:17. > :45:20.it a brilliant news, but less than 600,000 came in contracts for

:45:20. > :45:25.businesses in a Wales. How can that be brilliant news for Welsh

:45:25. > :45:28.businesses? The situation in the way that I look at it, tumour the

:45:28. > :45:32.situation you had in 19 centre six were they did not pay of the Rome

:45:32. > :45:36.Olympics until 10 years ago? I think we should have the debate,

:45:36. > :45:41.but the way we see it, if we have not got the capital projects, we

:45:41. > :45:45.have not got to pay for it. Would you stand on the business benefits

:45:45. > :45:51.to Wales, the comparison she is quite stark between are the amount

:45:51. > :45:56.of contracts awarded to further down the food chain. T a one

:45:56. > :46:01.contracts, less than 600,000 to Welsh companies. 25 million to

:46:01. > :46:06.Scotland. We also compare Daffern - - we often compare Wales and

:46:06. > :46:09.Scotland. We are some distance from London so we would never have

:46:09. > :46:13.benefited to the same extent. Scotland is an awful lot further

:46:13. > :46:16.away. But does not have when you have a First Minister who said,

:46:16. > :46:21.what would have you done with has got them to maximise the benefit

:46:21. > :46:26.for Wales? It was always going to be a south-east bias. There was

:46:26. > :46:30.always going to be the inevitability of that. The

:46:30. > :46:34.immediate surroundings around where the Olympics are held. We have

:46:34. > :46:39.football in Wales. That is the most popular sport. We're not making a

:46:39. > :46:42.lot of that. Part of that is to do with the restriction of the sort of

:46:42. > :46:46.sponsorship that we were talking about a little earlier. 6 billion

:46:46. > :46:49.of contracts are available, where is the evidence the Welsh

:46:49. > :46:54.Government has been engaging with the London organising committee in

:46:54. > :46:58.trying to get more work for businesses sheer? We have got the

:46:58. > :47:02.football coming, which is the most popular sport. We talk about Wales

:47:03. > :47:06.not being on the radar. Ryan Giggs is captaining the Welsh football

:47:06. > :47:11.side. If you let me come to the question, we have engaged in terms

:47:11. > :47:15.of tourism, promoting it worse was a place to come and why was the

:47:15. > :47:19.Millennium Stadium picked to play football if that was not some sort

:47:19. > :47:23.of wicket going on there? A lot of Lottery money, tens of millions of

:47:23. > :47:28.pounds has been redirected as a consequence of the Games go to

:47:28. > :47:32.London, which was Lottery funding that was coming to Wales. T think

:47:32. > :47:36.we will see the benefit of losing that many? As opposed the argument

:47:36. > :47:40.would be that that has been a Welsh investment in the Games. Will we

:47:40. > :47:44.see any reward coming from that? am deeply sceptical about that,

:47:44. > :47:48.particularly from the point of what tourism. The existence of the

:47:48. > :47:52.Olympic Games in London has not been used as a platform for Martin

:47:52. > :47:57.Welsh tourism, either in terms of its accommodation and proximity to

:47:57. > :48:05.London, but also its own heritage. Time now for a quick look back at

:48:06. > :48:11.the week in 60 Seconds. Here's Adrian again.

:48:11. > :48:14.The three opposition parties in The Senedd jointly tabled a motion of

:48:14. > :48:19.no confidence in the Health Minister Lesley Griffiths in a row

:48:19. > :48:22.of a weather a controversial report into NHS reforms was independent.

:48:22. > :48:26.The assembly's health committee courted to appear before the man

:48:26. > :48:30.there are reports that the author will also give evidence. The

:48:30. > :48:34.Minister insisted civil servants did not attempt to influence the

:48:34. > :48:37.document and rejected calls to resign. The Welsh Secretary Cheryl

:48:37. > :48:40.Gillan would not confirm if an announcement on rail

:48:40. > :48:44.electrification would happen next week. Labour's Geraint Davies press

:48:44. > :48:49.the case for electrifying to Swansea. There has also been strong

:48:49. > :48:51.lobbying for the Valley lines. The First Minister open the Welsh

:48:52. > :48:57.Government's new London office, saying it would be Willis's

:48:58. > :49:02.business gateway to the world. And here is a sticky bun. The

:49:02. > :49:12.Conservative AM Darren Mellor call for a 5p levy on a packet of

:49:12. > :49:13.

:49:13. > :49:16.chewing gum to help clear up the sticky waste. The there will be a

:49:16. > :49:18.vote on that motion of no confidence in the health minister

:49:19. > :49:21.what is the point? When you consider the health

:49:21. > :49:25.service is the most important service in the minds of people of

:49:25. > :49:28.Wales and we have had all this uncertainty and doubt cast on it

:49:28. > :49:32.this week, it is pretty important the Health Minister is made to

:49:32. > :49:36.account for her actions. She has had a lot of opportunity to that,

:49:36. > :49:40.she has not done it. We have been pushed into this position where she

:49:40. > :49:44.has to answer on a vote of no confidence. On the issue of the

:49:44. > :49:49.emails between Professor Longley and Welsh Government officials, how

:49:49. > :49:51.would you justify an independent author asking for Killer facts and

:49:51. > :49:56.a Welsh Government official asking the author to make it more positive

:49:56. > :50:02.question ackee cannot write read the -- he cannot write the report

:50:02. > :50:06.in isolation. At the end of the day, he cannot write the report without

:50:06. > :50:09.actually is in with the Government. The conclusion of the report would

:50:09. > :50:13.not have been controversial. In terms of Lesley Griffiths, there

:50:13. > :50:17.has been no breach in the ministerial code or evidence that

:50:17. > :50:20.she knew about the emails. They played to the opposition parties,

:50:20. > :50:25.if that is what they want to do, let them do that. There is nothing

:50:25. > :50:29.really a mess. One of the major talking points, electrification. It

:50:29. > :50:33.was always said that the electrification of the line to

:50:33. > :50:37.Swansea was, there would have to be a business case behind it. Has that

:50:37. > :50:40.been proved? Will we have got high expectations of the announcement

:50:41. > :50:44.next week and I certainly hope they do as a Member for that area. We
